The era of the fourth industrial revolution has caused many changes in every aspect of human life. The rapid development of technology has brought many advances affecting the socio-economic aspects of the lives of people in urban areas. The impact is different in people who are adapted compared with people who cannot adjust. Therefore, the government must interfere to accommodate these different conditions to reduce socio-economic inequalities for the future. The government also plays a role in efforts to improve welfare through the Smart City program, which involves all components of society. This program involves planning, developing and implementing technology in an urban area, which creates complex and synchronized systems of interactions. The purpose of this study was to determine the strategic role of Smart City in improving people’s welfare. Kediri is one of the regions in Indonesia that has implemented a Smart City program and is continuously improving its implementation. Descriptive qualitative methods were used with a phenomenological approach. Data were collected through observations and literacy studies, to obtain a reflection of the implementation of Smart City in Kediri. The results described the implementation of the Smart City program, and showed that the quality of government services relating to the welfare of the community has improved, in terms of the economy, education, health and public facilities. The level of community participation in supporting regional activities has also increased due to the support of information and communication technology. The Industrial Revolution 4.0 is a new technological advancement that integrates the physical, digital and biological world, where there is a fundamental change in the human’s way of life.   With the rapid development of technology that has experienced breakthroughs in all disciplines, including in the field of artifical intelligence, nanotechnology, biotechnology, internet-based technology has an impact on human life that can increase the economic growth too.   The impact of economic growth has increased in the 4.0 industrial revolution where this can be seen from many business people and entrepreneurs who utilize the information technology, so that the basic principles of industrial design 4.0 are known as the digital revolution because of the proliferation of computers and automation and connectivity in a field. With the Industrial Revolution 4.0, there is an increasing influence in the economic sector, where the sector opens opportunities for entrepreneurship and MSMEs increase rapidly, thus giving an impact on entrepreneurship for economic independence.

This research examines military digital optimization as an information and communication system innovation in the industrial digitalization era 4.0. Advances in information and communication technology especially on the industrial revolution 4.0. The real impact is seen in several aspects of human- life. The industrial revolution 4.0 also provided a change in the government system into good governance. Technological advances also have an impact on the defense system or military system in Indonesia, especially for the Indonesian National Army, especially the (TNI AD) through the use of an e-military application system to facilitate the search for internal information related to TNI personnel. The research method is descriptive qualitative with a sampling technique that is purposive sampling. Kodam IX / Udayana, Denpasar, Bali as a location of this study. Data collection uses a structured interview method to a number of informants who have been willing to engage a number of 13 people.

Mass media takes an important role in the various aspects of human life, especially for information. Actual and factual information from a number of events and smart ideas of humans can immediately be obtained from kinds of mass media. Mass media is not only as modern information media but it also has a strategic role in the construction and development of Indonesian. The major problem in terms of the construction and development of Indonesian among other things is caused by the way the Indonesian people live that has changed either as the result of new rule of life such as the employment of free market as the implementation of globalization era, the rapid development of technology of information or the employment of autonomy of region. That condition has influenced the Indonesian people in having a speech and using Indonesian. Therefore, the role of mass media as a medium of the construction and development of Indonesian is very significant. One of the alternatives that can be carried out by the government is by publishing several government policies to empower the mass media involved in the various activities of construction and development of Indonesian directly.AbstrakMedia massa memiliki peran yang sangat strategis dalam berbagai aspek kehidupan manusia, khususnya di bidang informasi. Derasnya arus informasi dan pesatnya perkembangan bisnis media massa akhir-akhir ini, informasi tidak hanya menjadi kebutuhan, namun sudah menjadi komoditas yang profit oriented. Persoalan pembinaan dan pengembangan bahasa Indonesia di masyarakat merupakan masalah yang cukup kompleks. Persolan yang cukup mendasar kompleks terkait dengan pembinaan dan pengembangan bahasa Indonesia antara lain, kehidupan masyarakat Indonesia yang telah berubah baik sebagai akibat tatanan kehidupan dunia yang baru, seperti pemberlakuan pasar bebas dalam rangka globalisasi, akibat perkembangan teknologi informasi yang sangat pesat maupun pemberlakuan otonomi daerah. Media massa mampu menerobos batas ruang dan waktu sehingga keterbukaan tidak dapat dihindarkan. Kondisi itu telah mempengaruhi perilaku masyarakat Indonesia dalam bertindak dan berbahasa Indonesia. Oleh karena itu, peran media massa sebagai sarana untuk pembinaan dan pengembangan bahasa Indonesia sangat penting. Dalam makalah ini, penulis ingin mencoba memaparkan bagaimanakah peran strategis media massa dalam pembinaan dan pengembangan bahasa Indonesia? Salah satu alternatif yang dapat ditempuh pemerintah adalah dengan menerbitkan berbagai kebijakan pemerintah untuk memberdayakan media massa terlibat langsung dalam berbagai kegiatan pembinaan danpengembangan bahasa Indonesia.

Increasing urbanization cannot be avoided and occurs throughout the world, including in Indonesia. Population growth in urban areas has various impacts in almost all dimensions of life. One of the innovative efforts made by the government to overcome these problems is to develop and implement the concept of a smart city, by utilizing information and communication technology (ICT) to provide services to improve the quality of life of the community and maintain the sustainability of the urban environment. This study discusses a literature review on environmental quality degradation which occurs in urban Indonesia as well as initiatives in one of the dimensions of a smart city, namely the smart environment, which can be applied to overcome these environmental problems. The literature review shows that the application of IoT by using sensors and RFID, data cloud, and Twitter has been proven successful in overcoming some environmental problems.

Abstract: The issue became an issue separate entrants to local governments, especially after the implementation of regional autonomy in areas where unemployment is already a responsibility of local governments. The macroeconomics of labor due to a lot of competition from the entry of migrants into a city, then the impact of competition, the impact of the use of natural resources is also a problem, the effects of pollution and other problems. The government needs to take a policy in order to control the immigrants for unemployment in urban areas can be suppressed. This study focused on areas particularly Pekanbaru Panam (Charming District), the aim is to find motivation immigrants and analyze factors that influence the motivation of migrants. The method used is descriptive method with quantitative analysis. Sources of data in this study are immigrants residing in the district Charming taken as many as 30 people using simple random sampling method. The results of this study indicate that: 1) It turns out that motivates immigrants to come to the city of Pekanbaru, especially areas Panam (Charming district) is due to cultural factors outside the region, followed by a factor of Pekanbaru city's rapid development, then as the security situation Pekanbaru city and also because the opportunity available work. 2) It turned out that employment opportunities can dampen the desire immigrants to come to the city of Pekanbaru (especially Panam region), because with the amount of employment opportunities, the competition to get a job will be very strict. This condition is not desired by the settlers with a capital of education and skills that all mediocre.Keywords: Motivation, Immigrants, City.

Abstract: The density of major cities in Indonesia is the impact of the rapid development of the population. Increasing the population as well as their welfare make the residential and traffic environment in urban areas less healthy. Noisy, and air quality as the main indicators that can be felt to be very disturbing to the human environment. The sound quality perspective is one that is overlooked. Even though the government of the Republic of Indonesia has issued standard noise levels in Kep-48 / MENLH / 11/1996, evaluation and control of reality in the field is still lacking. The soundscape approach that is very concerned about the environment as a resource will be the most effective when applied in urban and regional planning. This paper aims to explore how sound impacts in providing an auditory experience in open space through a soundscape approach with case studies of open space or the court of the Great Mosque of Yogyakarta. This case can be an example of implementing a strategy to create peace of space in the midst of the hustle and bustle of the city. On the other hand soundscaping techniques become the needs of every city to do, and in particular there must be a spatial pattern that unites and adapts to each other between buildings, open spaces, vegetation, water elements and activities, so that the sustainability of a comfortable and calm space will last long. Peningkatan jumlah penduduk sekaligus kesejahteraan mereka membuat lingkungan pemukiman dan lalu lintas di perkotaan semakin kurang sehat. Bising, dan kualitas udara sebagai indikator utama yang dapat dirasakan sangat mengganggu lingkungan hidup manusia. Perspektif kualitas suara adalah salah satu yang terabaikan. Sekalipun pemerintah Republik Indonesa sudah mengeluarkan baku tingkat kebisingan dalam Kep-48/MENLH/11/1996, namun evaluasi dan kontrol terhadap kenyataan di lapangan masih kurang dilakukan. Pendekatan soundscape yang sangat memperhatikan lingkungan sebagai sumber daya akan menjadi yang paling efektif bila diterapkan dalam perencanaan kota dan kawasan. Tulisan ini bertujuan untuk mengeksplorasi bagaimana dampak suara dalam memberikan pengalaman auditory dalam ruang terbuka melalui pendekatan soundscape dengan studi kasus kawasan ruang terbuka atau pelataran Masjid Agung Yogyakarta. Kasus ini dapat menjadi contoh penerapan strategi menciptakan ketenangan ruang di tengah hiruk pikuk kota. Di sisi lain teknik soundscaping menjadi kebutuhan setiap kota untuk dilakukan, dan secara khusus harus ada pola spasial yang menyatukan dan saling menyesuaikan antara bangunan, ruang terbuka, vegetasi, unsur air dan aktifitas, sehingga keberlanjutan ruang kawasan yang terkondisi nyaman dan tenang akan bisa bertahan lama.Kata Kunci: keberlanjutan ruang; kebisingan; pengalaman auditory; soundscape

Indonesia began to face the Industrial 4.0 era, where all systems began to be connected digitally. This condition is inseparable from the rapid development of industrial scientific knowledge. Through a literature study, this paper aims to look at the data quality approach regarding how the emergence of Industry 4.0 is related to the development of industrial engineering science, what challenges are faced and how the government should direct the development of industry 4.0. The results of this study indicate that in its development, the 4.0 industrial revolution had an influence on human resources to evolve to the emergence of the idea of Industry 4.0. The idea brought the concept of combining digital technology and the internet with conventional industry which ultimately aims to increase productivity, efficiency and reduce the number of unemployed significantly. However, aside from that, some of the consequences faced are related to the negative impacts of Industry 4.0 in which impacts on human resources. This is where various challenges arise for the government. There are many roles that the government can play to face the challenges of the emergence of Industry 4.0. The main role is to focus on equipping human resources by expanding employment and also providing opportunities to be able to open entrepreneurship in various business places such as, in individual business centers and in the vicinity of franchise businesses.

Subject. The article considers functioning and development of process flows of transportation and logistics system of a smart city. Objectives. The study identifies factors and dependencies of the quality of human life on the organization and management of stream processes. Methods. I perform a comparative analysis of previous studies, taking into account the uniquely designed results, and the econometric analysis. Results. The study builds multiple regression models that are associated with stream processes, highlights interdependent indicators of temporary traffic and pollution that affect the indicator of life quality. However, the identified congestion indicator enables to predict the time spent in traffic jams per year for all participants of stream processes. Conclusions. The introduction of modern intelligent transportation systems as a component of the transportation and logistics system of a smart city does not fully solve the problems of congestion in cities at the current rate of urbanization and motorization. A viable solution is to develop cooperative and autonomous intelligent transportation systems based on the logistics approach. This will ensure control over congestion, the reduction of which will contribute to improving the life quality of people in urban areas.

This research paper is the part of Research Project entitled “Impact of Elected Women Representatives in the Life and Livelihood of the Women in Rural Areas: With Special Reference to Tiruvannamalai District, Tamil Nadu” funded by University of Madras under UGC-UPE Scheme.The 73rd and 74th amendments of the Constitution of India were made by the government to strengthen the position of women and to create a local-level legal foundation for direct democracy for women in both rural and urban areas. The representation for women in local bodies through reservation policies amendment in Constitution of India has stimulated the political participation of women in rural areas. However, when it’s comes to the argument of whether the women reservation in Panchayati Raj helps or benefits to the life and livelihood development of women as a group? The answer is hypothetical because the studies related to the impact of women representatives of Panchayati Raj in the life and livelihood development of women was very less. Therefore, to fill the gap in existing literature, the present study was conducted among the rural women of Tiruvannamalai district to assess the impact of elected women representatives in the physical and financial and business development of the women in rural areas. The findings revealed that during the last five years because of the women representation in their village Panjayati Raj, the Physical Asset of the rural women were increased or developed moderately (55.8%) and Highly (23.4%) and the Financial and Business Asset of the rural women were increased or developed moderately (60.4%) and Highly (18.7%).

Introduction: The imbalance between technological development and ideological strengthening has resulted in the fading of the Pancasila ideological values of millennials. Technology that accompanies everyday life seems to be the main character in human life. Yet if humans themselves do not use technology wisely, technology can be a threat to both individuals and the life of the nation and state. If technology is increasingly out of control, threats to the Pancasila ideology are very likely to occur, such as in the G 30S PKI incident. Therefore, it is necessary to take action both from the government and the community as individuals to safeguard the development of technology to be used wisely. That way, we can prevent the threat to the Pancasila ideology together. Writing this article aims to analyze how the role and influence of the Pancasila ideology on the millennial generation in the 4.0 industrial revolution and to find solutions so that the values of Pancasila remain attached to the next generation of the Indonesian nation. Method: Writing This article uses a qualitative method by using literature reviews from the results of related research journals that have been published online through websites and other online media. Results: Thirteen journals and one book have met the criteria for the inclusion of a predetermined review. Research is based on the stigma of society regarding technological developments in the Industrial revolution 4.0. Therefore, the government is expected to be more severe in implementing human capital management. Conclusion: By procuring human capital management, it will be possible that Human Resources (HR) in Indonesia will be able to carry out the ideals of a golden Indonesian generation with Pancasila values inherent in the hearts of the people and the nation's future generations.
