This paper analyses the failure of social policy implementation for rural coastal communities. We focus on the comparison of two social policies for fishermen communities. This research was carried out in rural coastal areas in Natuna and Bintan, Kepulauan Riau, Indonesia. We used a qualitative approach to explore both the content and the context of the policies. A series of participants were approached through an in-depth interview. This study shows that the stressing on the policy content has ignored the policy context, causing policy failure. Theoretically, this research adds to the body of literature on policy implementation by offering a comparative case study. In the process of implementing public policy, we practically suggest to the government to provide special attention to the context of where the policy is implemented to minimize the policy failure.

Intermediary organizations have become increasingly prominent participants in education policy implementation despite limited knowledge about their distinctive functions and the conditions that constrain and enable those functions. This article addresses that research-practice gap by drawing on theories of organizational ecology and findings from a comparative case study of four intermediary organizations that helped with collaborative policy implementation in Oakland, California. I define intermediaries as organizations that operate between policymakers and implementers to affect changes in roles and practices for both parties and show that such organizations typically vary along at least five dimensions. Oakland’s intermediary organizations all provided new implementation resources—knowledge, political/social ties, and an administrative infrastructure—but faced different constraining and enabling conditions. Using insights from this strategic case study, this article begins to build theory about intermediary organizations as important participants in contemporary policy implementation.

This paper looks at the question of whether or not political parties in Britain have autonomy in drawing up legislation when in office. Using the development of party and governmental policies for land values problems since 1947 as case study, the paper assesses the relative merits of various explanations of policy making. While it is true in this particular case that adversary party politics and relative governmental autonomy in decision making does exist, the paper concludes by assessing the consequences of this for effective policy implementation. It is argued that policy formulated primarily on the basis of ideology and dogma leads to policy failure and, ultimately, the generation of pluralistic and/or corporatist tendencies.

The employment opportunity policy for persons with disabilities is a policy established by the Government which aims to provide employment opportunities and create employment opportunities for persons with disabilities in order to create equal employment rights between persons with disabilities and normal society so that discrimination against persons with disabilities is eliminated. This study aims to look at the implementation of employment opportunities policies for persons with disabilities in Pekanbaru City and the factors that influence the implementation of these policies. The research method used is descriptive qualitative, data collection techniques using interviews, observation, and documentation. This study uses the theory of policy implementation according to Merilee S. Grindle which consists of two indicators that affect the performance of public policy implementation, namely indicators of policy content which include the interests of the target group, types of benefits, degree of desired change, location of decision making, program implementers, resources involved, and indicators of the implementation environment consisting of the powers, interests, and strategies of the actors involved; characteristics of institutions and authorities; compliance and responsiveness. The results of this study are the finding of deficiencies that must be considered to be improved, namely in the aspect of implementing responsiveness (lack of socialization) so that policy implementation has not run optimally in Pekanbaru City. Researchers also found several factors that influence the implementation of this policy in Pekanbaru City, namely the objectives of the policy, human resources, economic conditions, as well as the response and participation of the target group.

AbstractIn 2012, Canada's federal government announced cuts to refugee health coverage. Evidence suggesting that the cuts represent a social policy failure has since been accumulating, including the 2014 Federal Court ruling ordering their reversal. This explanatory case study uncovers the problem definition process that led policy development by applying coding methods to governmental publications, transcripts of parliamentary proceedings and internal governmental correspondence obtained under the Access to Information Act. The systematic analysis identifies avoidable gaps that occurred and proposes an avenue for strengthening future federal social policy processes so as to avoid negative outcomes such as those that resulted here.

AbstractAmid the increasing diversification of social development, the services provided by the government hardly satisfy all sorts of needs. The establishment of non-profit organizations (npos) timely addresses the government’s deficiency in handling public affairs. As a result, thenpos almost turn into private enterprises and social enterprises aim to deliver public benefits, which has aroused disputes and doubts like “mission drift” and “for-profits in disguise.” This article adopts Suchman’s pragmatic, moral and cognitive legitimacy analysis to reexamine the work integration social enterprises (WISEs) which enable the disadvantaged or those with disabilities to join in the labor market after training, coaching and professional practice. Based on literature review and in-depth interview, this article makes a case study of CANYOU, an exemplary social enterprise set by persons with disabilities by leveraging advanced technologies.

The partnership in waste management carried out by the Pekanbaru City Government is not without reason. The issue of waste has become a frightening specter that if it is not immediately managed properly it will increasingly reach a tipping point. However, it must be recognized that the Regional Government is faced with limitations in managing waste, thus establishing partnerships with the private sector. This research is here to see to what extent the shared authority covers limitations through the perspective of policy implementation. The problem will be dissected through David C. Korten’s policy implementation theory. Various data obtained from the case study method are then developed with theory in order to obtain a comprehensive conclusion. The results showed three important things. First, the compatibility between the program and the beneficiaries. The reality in the field shows that some of the programs that have been designed and outlined by law are already very comprehensive. Second, the compatibility between the program and the implementing organization. This point examines the compatibility between ideas and plans that have been prepared by the government and the capabilities of the implementing organization. PT. Samhana Indah as the implementer of waste management in the zone I zone is a financially well-established company, has an adequate transportation fleet, and is experienced in work management. Third, the compatibility between the user groups and the implementing organization. The private sector has done the work according to work standards and brought benefits to the surrounding community.
