Environmental pollution has been the focus of attention in recent years. The 19th National Congress of the Communist Party of China put forward the strategy of rural revitalization, which pointed out that we should adhere to the harmonious coexistence of man and nature. Under the background of Rural Revitalization Strategy, we should improve the rural living environment and accelerate the transformation and upgrading of agriculture. We should establish and improve the rural environmental governance system, realize the construction of ecological civilization, and adhere to the implementation of green development and innovative development. Based on the background of Rural Revitalization Strategy, taking YZ town as an example, this paper analyzes the difficulties of rural environmental pollution control, such as weak awareness of environmental pollution control, low efficiency of environmental protection funds, and puts forward corresponding countermeasures.

Rural revitalization strategy is the basis of promoting the comprehensive construction of a well-off society. It aims to achieve the harmonious coexistence between man and nature and realize the green development of rural areas by creating a new ecological and livable rural development model. Implementing the rural revitalization strategy is an important deployment to promote the construction of socialist ecological civilization, and ecological revitalization is the key to implementing the rural revitalization strategy. To effectively integrate the construction of ecological civilization into all aspects and the whole process of economic construction, we need to deal with the cooperative governance relationship among government, market, social organizations and the public. At present, the requirements of rural ecological civilization construction in China are well known, but the forces that hinder and destroy the construction of rural ecological civilization still exist. Based on the perspective of multiple cooperative governance, this paper discusses the value status and path selection of rural ecological revitalization in the implementation of Rural Revitalization Strategy, so as to realize the win-win strategy of multiple subjects, and construct the multi subject collaborative governance to promote the construction of ecological civilization in China.

Environmental governance is an important component of the national governance system. China’s current environmental problems are particularly complex. How to let the government, enterprises, and the public participate in environmental governance is the key to enhance the ability of environmental governance. Based on the evolutionary game theory, the interaction and influencing factors among enterprise pollution control, government supervision, and public participation are analyzed, and the empirical analysis is carried out based on China’s 30 provincial panel data from 2009 to 2018. The research results show that government supervision has a positive effect on the environmental governance and can urge enterprises to actively perform pollution control. The effect of government supervision is constrained by the income and cost of enterprises, and the penalties for passive pollution control should be raised. At the same time, improving the government’s reputation loss can effectively stimulate the government’s environmental supervision behavior. Public participation significantly promotes the governance effect of three industrial wastes, and the enthusiasm of public participation is closely related to participation cost and psychological benefits. Public participation can replace government supervision to a certain extent. The interaction between government and public has a positive effect on environmental governance. The research results will help to build an effective environmental governance system and improve environmental governance performance and public satisfaction.

The Gelo’s living environment and worship of nature breeds its ecological concept of “shield and sustain”, self-consciousness of water ecology, water protection behavior custom and rules, and superior hydro-ecology wisdom based adequate protection and utilization of water resources. With today’s commitment to holding and carrying forward Gelos’ traditional wisdom of water protection, it is recommended to popularize and apply the modern water conservancy science and technology and the Gelos’ traditional wisdom of water protection in a parallel or integrated way, which is of far-reaching significance to boosting the rural revitalization of the Gelo ethnic group and even promoting the domestic construction of modern ecological civilization.

China’s reform and opening up is an all-round transformation and development. The harmonious coexistence of man and nature is the foundation and starting point of social and economic development, and the future direction of human society. Reform and opening up does not come from nowhere, and green development is a product and need of historical development. Before the reform and opening up, the conflict between man and nature caused ecological imbalance induced by the destruction of nature that aimed to meet basic food needs under the conditions of low productivity in a traditional agricultural society. The 40 years of reform and opening up have seen the initial completion of industrialization and urbanization in compressed time. During this process, the conflict between man and nature has evolved into expensive material consumption and ever-expanding desire for non-material enjoyments, leading to the pollution crisis endangering humans’ living environment and natural sustainability. On the 40th anniversary of reform and opening-up policy, it is necessary to understand this evolution process. By summarizing the achievements and discerning the problems of green transformation, this paper analyzes the direct and internal impetus, explores the theoretical basis and shares the outlook on future development.

With environmental pollution problems becoming more and more serious, administrators need to change their original system of performance achievement evaluation and build a new performance achievement view of ecological civilization. Based on the view of achievement evaluation of ecological civilization, this research develops a continuous-time differential game of environmental pollution control between local government and enterprises by taking into consideration dynamic change in pollutants in the environment into account. By analyzing the equilibrium solution of the game, the role of the assessment mechanism of ecological civilization is explored, and countermeasures are proposed to provide a scientific basis for improving the assessment mechanism of ecological civilization in China’s environmental pollution control. The results have shown that enterprises’ equilibrium pollutants output is negatively correlated to Ecological Civilization Index. Instead, the government’s efforts to curb pollutions are positively correlated to the environmental review. With th`at, lowering enterprises’ cost of production and pollution reduction alongside imposing more severe punishment would help improve pollution management. Setting up reasonable reward-punishment system would improve local governments’ pollution management. Elsewhere, the research employs the method of numerical simulation to testify the relationship among the importance of environmental review, enterprises’ pollutant output, and government’s efforts to manage pollutions. Finally, the research also suggests necessary measures to solve environmental pollutions and introduces a numerical simulation analysis.

This article examines the comprehensive reform of the Chinese environmental governance system since the early 2010s after the goal of constructing ecological civilization was integrated into China's state policies. Legislative changes have been undertaken in order to improve the environmental governance system and juridical environmental protection has been reinforced to tackle environmental challenges through a revised public interest litigation system. China's current environmental public interest litigation system consists of civil environmental public interest litigation and administrative environmental public interest litigation. Only procuratorates have standing in administrative environmental public interest litigation whereas environmental non-government organizations who are permitted to undertake civil cases are in practice marginalized. Individuals, on the other hand, do not have standing in either civil or administrative environmental public interest litigation cases. The ecological and environmental damages litigation system has been established in order to recognize government agencies that have standing in protecting environmental public interest.

The rapid economic development has made environmental problems increasingly serious. In order to ensure the quality of residents’ life, environmental governance investment has been continuously strengthened in China. This paper studies the influence of investment in environmental pollution control on regional economy and labor market in 31 provinces and cities (except Xinjiang Corps) from 2000 to 2018. It is concluded that the impact of environmental pollution control investment on regional economic growth and the local employed personnel average wage is significantly negative, and the impact of environmental pollution control investment on local unemployment rate is significantly positive. In view of this conclusion, some suggestions are put forward from the perspective of the government.

Abstract Launched in 2013, the Belt and Road Initiative (BRI) was promoted by the Chinese leadership as an open platform to boost global trade, economic growth and transnational cooperation. It has achieved impressive progress in economic terms. However, a concern that has been voiced by international society is that China is using the BRI host countries as a new ‘pollution haven’. As a response, the Chinese government launched a variety of policies and guidelines with the aim of integrating the concept of ecological civilization and green development into the implementation of the BRI. In general, China’s position is to require all Chinese companies to observe the local environmental laws and standards wherever they invest and operate. However, the minimum standards set by various environmental regulations of the host countries may not be effective in improving corporate environmental performance, particularly when the environmental standards in those counties are lower and more lenient than those that are in effect in China. The aim of this article is to explore whether the concept of Corporate Environmental Responsibility (CER) could motivate Chinese corporations to strengthen environmental risk management when they are operating and investing in these host countries. It is concluded that CER, as a form of private environmental governance, could provide added value for the implementation of ecological civilization and green development in the BRI but the success of this self-regulatory approach nevertheless calls for governmental intervention under certain circumstances.

Basically, nature has the ability to perform the restoration of environmental damage caused by increased human activity, but because of the limited carrying capacity, then the environment has decreased the quality from year to year. In saving the environment, technology plays a role in reducing the risk of pollution, increased efi siensi process, and creating processes and environmentall friendly products, monitoring and prediction of environment quality, environmental pollution control, restoration and environmental improvement. Waste Technology (end of pipe technology) are widely used to cope with environmental pollution, both for liquid waste, solid and air. Waste processing technology developed for the waste can be in accordance with quality standards thathave been established, while monitoring technology has been developed either manually or automatically. This research is intended to find out the role of the regional environmental impact Control Agency of Batam City against the environmental problems that occur in industrial areas namely, Batam city, concerning sustainable development based upon the environment, the activities of the industry now aims to build an economic sector but has a negative effect that is the pollution of the environment. In this case in Batam city frequent occurrence of environmental pollution caused by industrial activity namely with disposal of waste which are not in place. This research is focused on environmental impact Control Agency area of Batam city authorities in the control of the environment . With the outline of the research issues namely how environmental impact Control Agency the role of the Regions in the control of pollution of the environment against industrial activity in Batam city in 2011-2014 and the factors restricting the role of the regional environmental impact Control Agency in controlling environmental pollution in Batam city in 2011-2014.Type of this research is a descriptive i.e. researchers provide a description and overview of the phenomenon or social symptoms examined by independent variables described in a systematic and accurate. Method of data collection is done by means of interviews and the documentation.The results of this research show that the role of environmental impact Control Agency area of Batam city in pollution control against industrial activity carried out according to its function but have not run well in accordance with the goals and targets that have been set. This is not in accordance with the duties and functions of the regional environmental impact Control Agency of Batam city, resulting in less the maximum role of Bapedalda itself in controlling pollution that occurred in Batam city. So it should be should be able to stake Bapedalda holder which is professional in the discharge of pollution control and must be capable of tackling the obstacles faced.
