The current situation, environmental and other main problems of territorial development of the central historical part of the city of Moscow are considered. In the context of national peculiarities of legal and technical regulation, conceptual proposals for the development of the subsurface space of the Drainage channel are analyzed. The purpose of the analysis was to assess compliance with world practice, the General Plan of the city, other documents and documentation of urban planning design, as well as the main legal norms and documents on standardization (Code of Rules “Buildings, structures and complexes underground. Rules of urban planning design”). The analysis was carried out taking into account the areas of improvement of legal and technical regulation. It is concluded that the considered variant of spatial development has a fundamentally new, innovative character and can give significant environmental and social effects. At the same time, the results of the analytical stage showed the need to supplement the General Plan of the city in the considered part. The presence of regulatory risks is also revealed, their causes are identified and some general suggestions for reducing such risks are given. The above analysis and recommendations can be useful for representatives of the authorized state authorities of the city of Moscow, for the customer (investor, developer) and the executor of the further implementation of the considered project, as well as for representatives of the expert community.

The article examines the historical, landscape and urban planning features of Yerevan, which determined the planning structure and development of the city's greening system. The analysis of the city relief in terms of heights and natural types of landscapes is given. Particular attention is paid to the description of urban planning axes and compositional nodes of the landscaping system, created during the Soviet period according to the general plan of 1937.For the first time, the structure and types of tree plantations of squares and city streets are analyzed, depending on their functional purpose and location in the city. The description of the design solution for the Children’s railway in the gorge of Hrazdan river and the station building, as well as the widespread assortment of the trees and bushes in the city in the Soviet period. The main problems of the current state of the green areas of the center are considered and the directions of reorganization of the city greening system are given. The ways of solving existing problems by the introducing regulations for the preservation of existing plantings in center of Yerevan and the prospects for their development are proposed.

The article discusses the place and role of the formation of a specific type of individual residential development on the structure of the city of Osh. Research methods and the possibilities of their application in architectural and urban planning practice are considered. The problems of the state of individual residential development are discussed. The author proposes the use of modern methods of maintaining the protection of an architectural monument. Within the framework of “museumification, restoration, and renovation, it is proposed to take into account the influences of cultural and historical features of residential development in the formation of urban planning documentation and the general plan.

The purpose of the study is the definition of scientifically based principles of planning reorganization of the city of Naberezhnye Chelny. The main results of the study are the development of a program of urban development of the city territory on the basis of the identified problems and limitations, the definition of key tasks in the spatial and territorial development of the city of Naberezhnye Chelny. Significance of the results for architecture and urban planning consists in the fact that the methodological principles of the planning reorganization of the city as the basis for the development of the strategic master plan of the city of Naberezhnye Chelny are revealed.

Abstract. This paper presents the vicissitudes of a residential dwelling built in El Cabanyal in 1923 and how poor urban planning can be a risk. The building corresponds to one of the most common traditional typologies: a terraced house with masonry load bearing brick walls and timber floors, three storeys, a linear staircase attached to the party walls, a courtyard at the rear and a gable roof. In the past, this building, proved to be resilient, overcoming the risk of collapse in some important episodes which affected directly El Cabanyal: the air raid attacks of the Valencian coastline settlements during the Spanish Civil War and the floods occurred in 1949 and in 1957. In 1988, the building was listed in the catalogue of the General Plan with a protection grade 3. The special protection plan (PEPRI 2001) which was supposed to protect and rehabilitate El Cabanyal, projected the extension of Blasco Ibañez Avenue to the sea and consequently, the division of the neighbourhood in two halves, tearing down an important number of houses. Subsequently, the City council began to expropriate buildings facilitating their occupation by squatters. The level of degradation caused by the urban planning is such that this area is known as ‘Ground Zero Area’. At the time of writing this paper, the building appears to be illegally occupied and in a bad state of preservation. After almost a hundred years facing different risks, poor urban planning appears to be the cause of the destruction of this heritage building.

The article presents an analysis of the prevailing architectural and planning structures of the cities of Kyrgyzstan at the present stage of development. The types, character, and direction of development are described. A review of studies and authors who conducted their research on the formation of the planning structure of small and medium-sized cities of Kyrgyzstan is presented. Modern conditions for the development of cities have a strong impact on the state of the architectural and planning structure, in the economic, socio-cultural, environmental and regulatory aspects, which is reflected in the territorial development of the city. The cities of Kyrgyzstan, at the present stage of development of the architectural and planning structure, “outgrew” their administrative borders and formed territorial urban planning systems.

The purpose of the study is to identify and compare territorial zones, volumetric-spatial characteristics of buildings and the peculiarities of the formation of open public spaces in Zelenodolsk. The main results of the study are that a comprehensive urban planning analysis was carried out, on the basis of which the features of the formation of territorial zones in the city were revealed, the boundaries of spatial-environmental morphotypes, their environmental features were identified, and the specificity of the formation of a design code for different areas of the city was determined. The significance of the results obtained for architecture and urban planning lies in the fact that the concept of the form-based code developed in the study for Zelenodolsk can become the basis for updating (or updating) urban planning documents (Local standards for urban planning, General plan, urban planning regulations, City beautification rules). The method of identifying and forming spatial-environmental morphotypes in the city is also of great importance, as the basis for creating a form-based code for Russian small and medium-sized industrial cities.

The article identifies the main intangible factors that are inherent in the process of transformation of the spatial structure of settlements. On the example of selected objects of the Carpathian region, the basic approaches to the transformation of existing spatial systems, their potential and prospects are demonstrated and defined. Intangible factors are defined as a set of norms, principles and rules of organization of space, which were formed historically in accordance with the needs of man, society, and focus on meeting intangible needs. Their influence on the spatial structure is realized in the form of legislative and regulatory requirements, political-administrative relations and property relations, as well as mental-ethical, historical-cultural, religious-spiritual and aesthetic factors. In this case, if the material is studied both at the theoretical and practical level, the impact of the intangible requires increased attention from theorists and practitioners of architectural and urban planning. Instead, transformation is a process of qualitative change in the space of the city, which is the result of a combination of tangible and intangible factors, and if there is a clear model of development, it can be directed towards achieving harmony. A detailed study of the impact of intangibles on the spatial organization of architectural and urban planning objects was carried out on the example of rural areas of the region, where there are spiritual and pilgrimage centers and historical and cultural centers. To substantiate the presented conclusions, an architectural and urban inventory of objects was carried out; structural surveys were conducted to identify the analyzed interactions; surveys of residents and visitors; project materials, etc. were found. It is substantiated that in some settlements (villages), in the presence of a high intangible component, there is a higher potential for development of the territory and, accordingly, opportunities for the transformation of their architectural space. Proximity to cities is a determining element in determining the level of readiness of selected objects for the transformation of their spatial structures. The key intangible factors of their development are aesthetic and religious-spiritual factors, which in turn contribute to the development of the material and are system-forming in determining the prospects for the development of spatial structures. The only obstacles that exist in the process of transformation of the spatial structure of these objects are political-administrative, legislative and regulatory factors and the lack of proper infrastructure. The lack of clear legal norms and political will makes it impossible to develop these territories, transfers them to the periphery of tourist routes. It is established that the intangible is a determining factor in the organization of a comfortable space for a person. Intangible components, such as spiritual centers (symbols, chapels) can be an element of landscape design and harmoniously complement aesthetic conditions. In rural areas, since the establishment of OTG, objective conditions have been created for the renovation of existing spatial zones and the formation of open public, cultural or educational space, which will be not only an element of branding, but also a source of investment. The territorial development of the city is studied on the basis of town-planning documentation and full-scale researches of residential and former industrial territories, the factors which have formed the basis of the concept of the general plan of development of the city are resulted. Options for the transformation of territories occupied by industrial enterprises are considered. The integrated concept of city development is analyzed, in particular, conversion proposals of development and improvement and modernization of abandoned territories of non-functioning and partially functioning industrial enterprises, the concept of residential development is analysed. The city of Chernivtsi in its economic and geographical location is an industrial, administrative and cultural center of the region, with a large historical and architectural heritage. Due to the growing demand for living space and the diversification of forms of housing, the intensive development of the city is becoming more expressed. Aspects of land consolidation are not yet a priority, however, thanks to a quality planning policy, sustainable development of the city can still be achieved. Newly built areas are characterized by a high level of compaction. The study of the territorial development of the city can lead to a better balance in the use of land resources, options for the transformation of the territories of former industrial zones and enterprises that are partially functioning in these areas or abandoned and liquidated. The application of the principles of sustainable urban development according to the European model has been further developed, the integration of the housing function into industrial areas has been improved on the example of the town-planning proposal for the development of former industrial zones. The city is constantly expanding. There is a tendency to build large-scale buildings outside the old town and traditional suburbs, which are not typical for this area, especially multi-storey residential and retail facilities. Their inclusion in the general structure of the city by type (function) and size (form) in accordance with the context of urban development is not observed. At the same time, the territory of the city on the outskirts is constantly increasing, which leads to further use of natural spaces and maximizing the distance to public and commercial institutions, as well as workplaces, due to which the ammount of traffic increases. Territorial development of the city is a consequence of the general concept of the general plan of development of the city on the basis of the factors which have formed its basis. These include: The concept of economic development of the city, which is based on a market economy and private initiative, the priority development of the service sector, the development of the tourism and leisure industry. Population dynamics. Hence the output of the quantitative indicator of the required areas. Planning constraints, environmental protection and rational use of natural resources. Available territorial resources and efficient use of territories. The concept of three-dimensional composition, planning structure and functional zoning of the city. Rational system of resettlement in relation to places of employment. A number of territories, which have a very favorable position in relation to the places of employment, to transport connections due to one reason or another have not been developed - complex engineering training, lack of networks, the presence of other restrictions. All areas are partially occupied by individual manor buildings. The master plan envisages the development of these areas by 2032 without access to agricultural land. The article also discusses the options for the transformation of the territories occupied by industrial enterprises. These options can be as follows: Change in the functional purpose of the territory due to the removal or closure of industrial enterprises that adversely affect the environment. Technical re-equipment of the enterprise on new technologies (with preservation of a profile) for the purpose of reduction of harmful influence on environment. Replacement of the profile or functional use of real estate due to the bankruptcy of the enterprise. As a result of field surveys of residential and industrial areas of the city and research of urban planning documentation of the city of Chernivtsi and the Integrated Concept of Urban Development, the former industrial areas of the city were also analyzed. During the survey of all districts of the city, old industrial areas were identified, which today, due to significant use and a favorable location within the city, need to be improved and modernized. According to the Integrated Concept of City Development, conversion proposals for the development and improvement and modernization of abandoned areas of non-functioning and partially operating industrial enterprises were provided.

In this regard, and in line with Ashworth (2009), three urban planning instruments are widely used throughout the world as a means of boosting a city’s image: (i) personality association - where places associate themselves with a named individual from history, literature, the arts, politics, entertainment, sport or even mythology; (ii) the visual qualities of buildings and urban design, which include flagship building, signature urban design and even signature districts and (iii) event hallmarking - where places organize events, usually cultural (e.g., European Capital of Culture, henceforth referred to as ECoC) or sporting (e.g., the Olympic Games), in order to obtain worldwide recognition.
