In the light of the ongoing digital transformation in the world, there has been a significant increase in scientific and practical interest in the problem of human capital (HC) in recent years. This interest bases on the understanding of its key role in the socio-economic life and development of society with a radical change in the technological order at all its hierarchical levels: national, industry, regional, corporate and individual. On the upper levels (national, sectoral, regional) HC is characterized by demographic indicators, characteristics of the level and quality of education, health, living standards, cultural development, degree of scientific and technological scope of the society, degree of mobility when moving from areas with relatively low standard of living in places with higher, etc. The paper proposes a powerful evaluating tool for improving and increasing the human capital measurement, which can serve for increasing the social welfare of society, and transferring the most effective innovative solutions to the economy. The tool is based on mathematical modelling and correlations among HC and non-HC variables.

The national economy is as competitive as its human capital is effectively capitalized in modern hypercompetitive global markets. The world digital technologies contribute to the globalization of the economy and accelerate the accumulation of human capital by digitizing jobs, providing the population and households with electronic services and data mining technologies. The article analyzes the structure of multivariate data on the factors of human capital development, e-education and the use of ICT by households in Russian regions. The average annual values of the relevant factors of monitoring the development of the information society in the Russian Federation for the period from 2010 to 2017 were selected as factors of each object of analysis. The reliability of the research results is ensured by applying standardization and rationing of the initial matrix of factors, reducing the dimension of the normalized matrix of factors using the PCA method, cluster analysis using the method of EM-maximizing expectations and the hierarchical clustering method. The author has built a rating of regional clusters of the Russian Federation, differing in the quality of human capital depending on the development of electronic infrastructure, availability of digital resources and the features of the social environment.

Studies of human capital at the present stage of human development are extremely relevant, since at present human capital is steadily transforming from a factor of economic development into a target for its sustainable development. The paper proposes the basic tool i.e. a new mathematical model for assessing the impact of human capital on social well-being and development of Russian society. It uses the interdependencies among the criteria of human capital and general development. The tool proposed in paper will be powerful for improving and increasing the quality of human capital, improving the social welfare of society, bringing the most effective innovative solutions to the economy. The Human Capital can be assessed in particular by publications, proceedings, and other types of knowledge representation on the websites. And also all this materials can be automatically placed in other databases, including in Elibrary which can also be a parameter of a model. The assessments of the impact of human capital on social well-being and the development of regions and countries can be obtained automatically on-line.

Background: In recent years, the issue of quality assurance in health services has emerged in the forefront, with strong research and practical interest. In addition, there is a number of changes to health service users who nowadays have higher expectations of satisfaction, efficiency and quality of health services.Aim: The aim of the present study is to assess the satisfaction of patients and, by extension, the quality of the services provided both in certified and non-certified private dental practices in Athens, to highlight the difference in the services provided and the areas in which it appears. Methods: This is a quantitative study of dental patients’ satisfaction in Athens using an anonymous and self-completed questionnaire. The aggregate sample collected is 317 patients within three months of the questionnaire being shared. In particular, the sample for certified dental places was 176 patients, while the sample of non-certified dental places was 141 patients. For the statistical analysis, the SPSS program for Windows version 25 was used, and the tables were created with Microsoft Excel 2010 based on the SPSS analysis data. Results: The results showed differences between the social level of patients, the permanent residence of the participants as well as differences in the reason for choice and visit to each dental place, while on the questions about the satisfaction of the services the differences were little. The questions with the most shared responses were those in the financial basis. Correlation coefficients did not show any statistically significant relationship between demographic characteristics and satisfaction, with the exception of the level of education of patients in certified dental clinics. Conclusions: Although the results of the research showed little differences in the satisfaction of the patients between certified and non-certified dental clinics, these results are quite limited due to the small number of certified dental clinics in Greece. Further research is needed to produce safer conclusions.
