The age of new technologies forms a new paradigm for the functioning of the economic system. New living conditions require serious and consistent changes in all areas. The current dynamics of development determines the emergence of new structures and mechanisms of interaction. The driving force behind the implementation of breakthrough technologies is development institutions that facilitate the implementation of new projects. The essential moment in the implementation of new requirements is the priorities of digital development. In this regard, the latest legislative innovations, as well as a number of measures for the restructuring of development institutions have given a new impetus to ensure progressive innovative development. The article discusses new conditions for the development of institutions, and also offers promising areas of interaction between banks and development institutions. The analysis of the models of work of development institutions is carried out. The main forms of financing innovative activities are considered. The mechanisms of interaction of the participants in the process have been determined, including taking into account regional characteristics. Legislative initiatives aimed at stimulating the development of innovations have been analyzed. The formulated proposals will be able to ensure a more dynamic development of innovations, which will allow launching the entire chain of updates in the technological field.

Theoretical aspects of innovation theory and its categorical apparatus are considered in the article. Development of ideas about the place and importance of innovation in the spread of innovative theories and approaches to the categories of "innovation" and "innovative development" are analyzed. Own reasoning is presented and own definition of investigated terms that based on the analysis is given. Knowing of theoretical essentials of innovations will enable to create an effective system of management of innovation processes at the enterprise. From this point of view it is expedient to consider the definitions of innovations and their classification. In given article, an author reveals the notions of innovation and innovation process that exist in economic literature by now, considers existing classifications of innovations. An author also gives his own classification of innovations, reveals his understanding of notion of innovation. Currently, the term "innovation" is found everywhere. It has become especially widespread in the sphere of production, although it is not limited to it and applies to almost all areas of human activity. The world and domestic economy form a new paradigm of development, which is based on the growing relationship between socio-economic development of society and new technologies, the global nature of the creation and use of research and development. The creation and implementation of innovations becomes the main internal factor and the key to uture economic growth. As world experience shows, the successful use of scientific and technological progress can significantly affect the course of economic processes and significantly accelerate them. The term "innovative development" consists of two categories – "innovation" and "development". As they are widely used in almost all fields of knowledge and areas of activity, they do not have an unambiguous definition and are the subject of research by domestic and foreign scientists of various profiles.

. Human capital theory serves as the scientific basis for development of innovative economics. It is human capital that determines the maintenance of quality parameters of economic growth providing for efficient development of economics of modern states. The purpose of the authors is to justify theoretical and methodological expositions of human capital management in the innovative economics. The latter is regarded as an economic system based on the innovative activity of the business entities and individuals, on the permanent technological enhancement. Such an economic system is developing due to on-going generation of new knowledge. The authors present the results of their copyright study of genesis of system human capital paradigm of innovative economics as a research concept which implements and concretizes a holistic approach to revealing the patterns and causal relationships within the system of human capital of innovative development. The method of the study is based on using monographic method, statistical methods, charts, tables, graphs and other means to visualize the findings. As a result, the authors ascertain the shift in the economic science from classical understanding of how economic growth is impacted by education in innovative economics to considering economic growth as the main driver for development of education. The authors adduce the results of statistical analysis of interrelation between the volumes of technological innovation expenditures, the aggregate level of organizations’ innovative activity and the index of human development on the international level. By means of nonparametric methods the authors discover that the development of human capital, educational potential and the level of innovation development in the regions of Russia are moderately interrelated. The authors come to the conclusion that Russian economics is unique in comparison with other countries due to the combination of the high level of human capital development and low pace of economic and innovative development. As a result, they have found out that, considered as part of human capital management providing for innovative development, investments in education can be more efficient only if science, education and business integrate to train their employees within the context of the new paradigm of interrelation between human capital and economic growth in innovative economics in which investment in innovation and technology is regarded as the main driver of development of education.


The relevance of the study is due to the fact that оne of the countries of the European economic system is Germany, which occupies a leading position in many indicators and in the global technology market. The subject of research of the article is the innovative development of the EU. The goal is the strategic priorities of technological leader - Germany in innovative development of the EU. The objective is to research the сomparison of tasks of the national high-technological strategy of Germany and the strategy of the Innovation Union of the EU. A tool for achieving strategy a rational growth throughout the territory the EU was the creation of an Innovation Union that united the national innovation systems of all member states EU. The essence of building the Innovation Union is to maintenance research and scientific development throughout Europe to improve the scientific and technical base and increase the competitiveness of the EU in the priority scientific fields, simultaneously solving such socio-economic tasks as job creation, improvement education, involvement youth in science, creation of innovative products and services, improvement of the healthcare system, transport infrastructure, as well as increasing energy efficiency, saving natural resources and caring for learning the environment. Being closely linked to the global idea of building an Innovation Union in Europe, the national strategy of high-technological development in Germany is similar to the overall European strategy goals and objectives. At the same time, Germany is not only one of the members of the Innovation Union, but a leader in technological development in many sectors of the economy. General scientific methods are used, such as system analysis. The following results were obtained: the national German innovation strategy proposes measures in five key inter-sectoral areas: (1) improving the relationship between science and industry; (2) enhancing R & D and innovation work in private the sector of the economy, (3) to ensure the dissemination of new advanced technologies in the economy, (4) to internationalize scientific research, development and introduction of new technologies, and (5) to promote the development and further of talents. Conclusions: on the basis of the conducted research, it was concluded that аll these proposed strategies of high-technologic development in Germany are aimed at simplifying and reducing the path from idea to implementation innovation, which will continue to ensure the technological leadership of Germany in the EU economic system.

The subject of the research is the current state of the fuel and energy complex (FEC) that ensures generation of a significant part of the budget and the innovative development of the economy.The purpose of the research was to establish priority directions for the development of the FEC sectors based on a comprehensive analysis of their innovative and investment activities. The dynamics of investment in the fuel and energy sector are considered. It is noted that large-scale modernization of the fuel and energy complex requires substantial investment and support from the government. The results of the government programs of corporate innovative development are analyzed. The results of the research identified innovative development priorities in the power, oil, gas and coal sectors of the fuel and energy complex. The most promising areas of innovative development in the oil and gas sector are the technologies of enhanced oil recovery; the development of hard-to-recover oil reserves; the production of liquefied natural gas and its transportation. In the power sector, the prospective areas are activities aimed at improving the performance reliability of the national energy systems and the introduction of digital technologies. Based on the research findings, it is concluded that the innovation activities in the fuel and energy complex primarily include the development of new technologies, modernization of the FEC technical base; adoption of state-of-the-art methods of coal mining and oil recovery; creating favorable economic conditions for industrial extraction of hard-to-recover reserves; transition to carbon-free fuel sources and energy carriers that can reduce energy consumption and cost as well as reducing the negative FEC impact on the environment.

The aim of this paper is to discuss the major technological changes related to the implementation of large-scale cogeneration and biofuel production in the sugar and alcohol industry. The reduction of the process steam consumption, implementation of new alternatives in driving mills, the widespread practice of high steam parameters use in cogeneration facilities, the insertion of new technologies for biofuels production (hydrolysis and gasification), the energy conversion of sugarcane trash and vinasse, animal feed production, process integration and implementation of the biorefinery concept are considered. Another new paradigm consists in the wide spreading of sustainability studies of products and processes using the Life Cycle Assessment (LCA) and the implementation of sustainability indexes. Every approach to this issue has as an objective to increase the economic efficiency and the possibilities of the sugarcane as a main source of two basic raw materials: fibres and sugar. The paper briefly presents the concepts, indicators, state-of-the-art and perspectives of each of the referred issues.

The article is devoted to the analysis of the content and results of the First International Lvov Forum, dedicated to the 90th anniversary of the birth of Academician D. S. Lvov (1930–2007). The forum was held on October 20–21, 2020 at the State University of Management with the support of the Russian Foundation for Basic Research (RFBR), project No. 20-010-22058. Major Russian and foreign scientists, academicians and corresponding members of the Russian Academy of Sciences, leading Russian universities, universities of the Czech Republic, France, Bulgaria and other countries took part in the First Lvov Forum. The Forum discussed fundamental problems of modern Russian and world economic science, including: the problem of the crisis of the paradigm of economic theory; the problem of the relationship between philosophical and economic knowledge; the need to form a new paradigm of economic science; the problem of interaction between society, state and business at the micro, meso and macro levels in the face of modern challenges; place and role of Russia in the world socio-economic system; development strategy of the Russian socio-economic system in the context of the new paradigm of economic science in the context of modern challenges. The discussion of the above fundamental problems was on the basis of a synthesis of the principle of dichotomy and a systematic approach. The First Lvov Forum took a significant place among such major Russian scientific events as the Gaidar Economic Forum, the Krasnoyarsk Economic Forum, the Moscow Economic Forum, etc. due to the relevance of the problems considered at the Forum, the novelty of the methods proposed for their solution. The ideas of Russian and foreign scientists presented at the Forum can be used for the further development of modern economic theory, as well as for the development of programs for the development of the Russian economy at the micro, meso and macro levels.

In modern conditions of global transformations and the growth of crisis phenomena in the global economy, the question of finding and developing alternative economic models becomes urgent. As a tool for stimulating economic development and a new source of growth, innovations and the results of scientific and technological activities were chosen. This approach was theoretically developed and described at the beginning of the last century, but it has become in demand only now. The development of the innovative sector of the economy leads to the emergence of qualitatively new technologies and is non-linear. The complexity of management objects, the dynamism of innovative processes, which, in turn, transform the economy, markets, institutions, are growing. Changing management objects require new scientific theories, management technologies and tools. In this article, the author analyzes modern economic and technological trends, identifies the main scientific theories that describe these processes, identifies trends in changes in management sciences. The article discusses the classification of models of innovative development, outlines the main directions of changes in the state management of innovative development and innovative infrastructure. Based on the study, the systematic changes in the role of the state in building an innovative economy are systematized, the emerging formats of managerial structures and the institutions for the development of innovative infrastructure are described.

This article analyzes the problems of modern education, and on the basis of this analysis, a search for a new approach to the formation of not only necessary knowledge, but also skills in the learning process is conducted. It will be about contextual, cross-contextual and existential skills, their improvement and transformation. Such skills should be developed in modern educational centers, which, in turn, should become the starting point of an individual educational route. It is the individual approach and new technologies that will help to form a personality adapted to professional activities in a rapidly changing world. The article also classifies the factors affecting the modern education system, they are divided into three main groups: social, technological and geopolitical. This classification, in turn, is used to study the strategies of innovative development of the educational system in Russia.

The article attempts to show the interconnections and evolution of the Chinese education system, to analyze the problems that the country faces in modernizing education, which is considered as the most important factor in the country's innovative development and nation consolidation. In its search for the most effective solutions, China relies on both borrowing successful foreign models of education and at the same time striving to revive its own cultural, historical and educational traditions and concepts. In the speeches of the Chinese leaders, the development of education plays an important role in the consolidation of the whole nation for the implementation of the national strategy for achieving world leadership by 2050. To realize this “Chinese dream” requires a lot of creatively thinking personalities. At present, in China there is a real contradiction between the government’s orientation to training personnel capable of creating new technologies and the practice of learning based on the mechanical storage of knowledge. The article shows what measures are being taken to change the consciousness and thinking of the younger generations of Chinese, how the model of school and university education is changing. The analysis confirms that the attitude to education as one of the most important life and cultural values has been preserved in Chinese society. After the events in Tiananmen Square (1989), ideological control over students and teachers intensified in the country. In general, the current educational policy is pragmatic and includes both the import of knowledge and technology from abroad, and the maintenance of Maoist ideals and traditional values.
