First International Lvov Forum

The article is devoted to the analysis of the content and results of the First International Lvov Forum, dedicated to the 90th anniversary of the birth of Academician D. S. Lvov (1930–2007). The forum was held on October 20–21, 2020 at the State University of Management with the support of the Russian Foundation for Basic Research (RFBR), project No. 20-010-22058. Major Russian and foreign scientists, academicians and corresponding members of the Russian Academy of Sciences, leading Russian universities, universities of the Czech Republic, France, Bulgaria and other countries took part in the First Lvov Forum. The Forum discussed fundamental problems of modern Russian and world economic science, including: the problem of the crisis of the paradigm of economic theory; the problem of the relationship between philosophical and economic knowledge; the need to form a new paradigm of economic science; the problem of interaction between society, state and business at the micro, meso and macro levels in the face of modern challenges; place and role of Russia in the world socio-economic system; development strategy of the Russian socio-economic system in the context of the new paradigm of economic science in the context of modern challenges. The discussion of the above fundamental problems was on the basis of a synthesis of the principle of dichotomy and a systematic approach. The First Lvov Forum took a significant place among such major Russian scientific events as the Gaidar Economic Forum, the Krasnoyarsk Economic Forum, the Moscow Economic Forum, etc. due to the relevance of the problems considered at the Forum, the novelty of the methods proposed for their solution. The ideas of Russian and foreign scientists presented at the Forum can be used for the further development of modern economic theory, as well as for the development of programs for the development of the Russian economy at the micro, meso and macro levels.

Recent decades have witnessed an upsurge in multiple alternative approaches to unraveling major economic problems, together with the mainstream economic theory, which in this study has been considered an indicator of economic crisis. In this study, we attribute institutional stasis, as well as methodological heterogeneity of its two constituent sections, micro- and macroeconomics, to the primary drawbacks of neoclassical economic theory. Overcoming the crisis of economic science correlates with the creation of a general economic theory on the principles of “pure science,” with elucidated functions of various socioeconomic disciplines. If “pure economic theory” intends to form an intellectual layout of the economic system, then the “realistic sciences,” also including modern macroeconomics in this study, are tools for analyzing specific socioeconomic phenomena and processes. As people with consciousness and interests act in the society, this study postulates the existence of a certain zone of ambiguity, which cannot be entirely covered.

Целью настоящей статьи является исследование внутренней логики развития экономической науки как причины формирования парадигмального взгляда на развитие современной экономики. Факторов-причин, влияющих на формирование нового парадигмального взгляда на фундаментальное основание экономической науки, достаточно много [2, с. 58-64]. Среди них можно назвать, например, такие, как критерии научной достоверности в их историко-диалектическом жизненном цикле, новые стандарты научной аргументации с учетом резкого падения качества статистических данных и возможности использования фактов, шумонаполняемость понятийного аппарата науки (например - бургерэкономика, билингвальность, иммерсивный сторителлинг). Авторами обосновано, что одним из направлений перестройки научного мышления является становление полицентрического образа фундаментальной экономической науки. Научная новизна полученных результатов заключается в формулировании принципов и критериев классификации экономических знаний, а также в доказательстве продуктивности определения названия фундаментальной основы экономической науки, как общей экономической теории. The purpose of this article is to study the internal logic of the development of economic science, as the reason for the formation of a paradigmatic view of the development of modern economics. There are a lot of factors-reasons influencing the formation of a new paradigmatic view of the fundamental basis of economic science [2, p. 58-64]. Among them, one can name, for example, criteria of scientific reliability in their historical-dialectical life cycle, new standards of scientific argumentation, taking into account a sharp drop in the quality of statistical data and the possibility of using facts, noise filling of the conceptual apparatus of science (for example, burger economics, bilingualism, immersive storytelling). The authors substantiated that one of the directions of the restructuring of scientific thinking is the formation of a polycentric image of fundamental economic science. The scientific novelty of the results obtained lies in the formulation of principles and criteria for the classification of economic knowledge, as well as in the proof of the productivity of determining the name of the fundamental basis of economic science as a general economic theory.

Introduction. The article is devoted to the issues of multidisciplinary interaction in new scientific fields, which involve a wide variety of convergences, no matter how strange at first glance they may seem. One of these phenomena is the interaction of psycholinguistics and neuroeconomics. The goal. The article examines the transition of modern science to multidisciplinary discourse, which makes it necessary to conceptualize and possibly operationalize methods of psycholinguistics. The conceptualization of new areas of neuroeconomics, in a psycholinguistic context, presupposes a certain mental experience that includes, in addition to the processes of creating new concepts and contextual economic knowledge, also defining the role of interests, intentions, emotions in human economic activity. Methods. Multivariate analysis, comparative analysis, extrapolation. Results. It is proved that in recent decades the development of new areas of economic science, namely those related to the development of neuroeconomics, has significantly expanded the field of psycholinguistics. The production of new paradigms of economic theory, the formation of the corresponding definitions, objects requires the design and definition of them both in form and in content. It considers the need for a theoretical and orderly definition of the functional meaning of the psycholinguistic context of new definitions, the result of which can be a conceptual system for communication between specialists in various fields of science at the level of their professional understanding. It seems that the central issues in the psycholinguistic discourse of neuroeconomics have become the relationship between economics, psychology, linguistics and psycholinguistics. Such connection is undoubtedly of a multidisciplinary nature, which contributes to the deepening of the relationship between scientific thought, culture and language and became the impetus for understanding the nature of human cognition at a higher, multidisciplinary level of development of science. This is a necessary component for understanding the meanings and structure of concepts, terms and definitions, as well as communications at a higher scientific level. Conclusions. It is concluded that new areas of neuroeconomics such as behavioral economics, behavioral finance, emotional economics, psychological economics, have become areas of economic theory that, explicitly or implicitly, take into account the psychological characteristics of human perception and behavior in the process of economic activity. These definitions catalyze the theoretical integration of various scientific fields, and, above all, psycholinguistic science.

The article shows the importance of economic analysis in the system of economic knowledge, its formation as an independent area of ​​research. The main stages of the formation of theoretical and methodological principles of analysis and the development of practice in leading economic entities are analyzed. The preconditions for the formation and development of complex economic analysis, its role and significance in improving management in the activities of economic entities are considered; shows the possibilities of using modern methods and approaches to the development of complex economic analysis and the expansion of its use in the practice of economic entities of different levels. The article is based on the disclosure of the role of the leading Russian scientist, Doctor of Economics, Professor, Honored Scientist of the Russian Federation Anatoly Danilovich Sheremet, in the development of economic science and economic analysis, as an independent area of ​​knowledge, who for many decades headed the Russian scientific school of economic analysis.

. Human capital theory serves as the scientific basis for development of innovative economics. It is human capital that determines the maintenance of quality parameters of economic growth providing for efficient development of economics of modern states. The purpose of the authors is to justify theoretical and methodological expositions of human capital management in the innovative economics. The latter is regarded as an economic system based on the innovative activity of the business entities and individuals, on the permanent technological enhancement. Such an economic system is developing due to on-going generation of new knowledge. The authors present the results of their copyright study of genesis of system human capital paradigm of innovative economics as a research concept which implements and concretizes a holistic approach to revealing the patterns and causal relationships within the system of human capital of innovative development. The method of the study is based on using monographic method, statistical methods, charts, tables, graphs and other means to visualize the findings. As a result, the authors ascertain the shift in the economic science from classical understanding of how economic growth is impacted by education in innovative economics to considering economic growth as the main driver for development of education. The authors adduce the results of statistical analysis of interrelation between the volumes of technological innovation expenditures, the aggregate level of organizations’ innovative activity and the index of human development on the international level. By means of nonparametric methods the authors discover that the development of human capital, educational potential and the level of innovation development in the regions of Russia are moderately interrelated. The authors come to the conclusion that Russian economics is unique in comparison with other countries due to the combination of the high level of human capital development and low pace of economic and innovative development. As a result, they have found out that, considered as part of human capital management providing for innovative development, investments in education can be more efficient only if science, education and business integrate to train their employees within the context of the new paradigm of interrelation between human capital and economic growth in innovative economics in which investment in innovation and technology is regarded as the main driver of development of education.

Now theoretical scientific knowledge, including economic is at post-non-classicism stage which is cha-racterized by actualization of the interdisciplinary ap-proach, strengthening of an ethical role and attracting attention to the study of difficult systems and non-linear processes. However not all currents of an eco-nomic thought correspond to post-non-classicism stage. The mainstream economics is described by some scientists in terms of crisis, super formality, unrealistic basic prerequisites and stalling. In many respects it is connected with the fact that basic outlines of an economic mainstream are based on outdated philosophical prerequisites of two centuries ago. Overcoming restrictions of economic science requires reconsideration of its methodological bases and the research object, the appeal to other social sciences and humanities achievements. Today in the methodology of economic science there are essential revolutionary changes connected with formation of a humanistic paradigm, studying of the heterogeneous economic subjects behavior having different moral qualities. According to the author, overcoming the crisis phenomena in the economic theory and increase of the practical significance of economy as a science can be connected with a return to dialectic logic, ontological bases of economic knowledge, ethical rationality, and consideration of relationship between humans.

The study of scientific book publishing, due to its enormous social and state significance, is an urgent task of modern research. This article is the first to consider the system of scientific book publishing in the Siberian Branch of the Russian Academy of Sciences (SB RAS) in the period of 2001–2010 thus determining and adding to the history of regional and Russian scientific book publishing. The purpose of the study is to present the development of the system for publishing scientific literature in the SB RAS during this period. The source base of the study is representative: these are numerous documents of the current archives of the Siberian enterprise “Nauka” RAS (Novosibirsk Printing House No. 4) and the Siberian Publishing Company “Nauka” RAS, regulatory acts of the Presidium of SB RAS, Annotated thematic plans for the release of scientific literature for 2002-2010, Publishing houses of SB RAS, materials of the weekly newspaper SB RAS “Science in Siberia” for the same period.The revealed data allow reconstructing the picture of the scientific book publishing system development in SB RAS and its thematic orientation in the first decade of the XXI century. The results obtained show that the prevailing part of published scientific literature – every third edition – during this period was on archeology, history, philology, philosophy, law.The study refined quantitative data on the release of serial publications, revealed the role of the Presidium SB RAS in developing the system of scientific book publishing, expanded the idea of cooperation between SB RAS and SIF “Nauka” RAS.The results obtained provide an opportunity to redefine and assess the evolution of their relationship during the period under review. The continuing decrease in the share of CIF in the total volume of publications of SB RAS can be interpreted as the crisis increase, but the implementation of significant and complex publishing projects speaks for a new paradigm of relations between them: mutually beneficial, effective and promising.

This article is concerned with the features of the Russian national innovative system as the set of related various institutional structures in the context of the impact on the national sustainable development. The ability to quickly and efficiently master innovations, the speed of institutional changes and the openness of the economic system are analyzed as risks to the NIS development. It is shown that the low innovation susceptibility of society can become a serious obstacle on the way to the effective NIS. A range of issues related to the influence of political and sociocultural factors on the technological and investment abilities and capabilities of the country is problematized, the features of the functioning and development of the Russian national innovative system are shown.

We carried out a theoretical analysis of various concepts used to describe and explain the development, progress and evolution of economic theory (economic science). The study found that the dynamics and transformations of economic theory were described using models of the development of scientific knowledge of three prominent philosophers and thinkers, namely: K.R. Popper, T. Kuhn and I. Lakatos. Nevertheless, the merits of each of these conceptual schemes are balanced by shortcomings, following mainly from the fact that K.R. Popper, T. Kuhn and I. Lakatos's concepts were developed to analyze the development of natural science knowledge. In this regard, an attempt was made to describe and explain the development of economic science through the use of an earlier approach - the law of the intellectual evolution of humanity by A. Comte. This approach reveals its advantages, expressed in the simplicity of presentation, openness to further research and interpretation of new results in the field of research on the development of economic thought. At the same time, it is worth noting the existence of shortcomings of the author's approach, consisting in the difficulty of establishing a chronological framework for the development of economic theory, the impossibility of using the A. Comte's law to describe the evolution of all economic schools, the fuzziness of the boundaries (periods) of the development of economic knowledge and a simplified understanding of the development of science itself as non-discontinuous progress - improvement.

The research was prepared for the scientific project № 18-010-00500 that is referred to as “Challenges Russia facing with in the light of the new Integrated world economic system formation and transition from the Industrial society of the XXth century to the Information society of the XXIst century” and supported by the Russian Foundation for Basic Research. The paper is devoted to the actual issues of de-dollarization in global and cross-country relations (on the example of China-Russia ones). The main goal of the research is to identify the challenges and threats for RMB and ruble usage and work out the instruments and mechanisms to stimulate de-dollarization processes in the Eurasian region and worldwide. Firstly, we determine the key negative factors influencing word financial and economic system development and increasing the turbulence within it. Secondly, the history of local currency settlement (LCS) between China and Russia was accurately analyzed and divided into phases. Thirdly, we addressed the processes preventing its successful development (these tasks were solved in part 1 of the work). Finally, we offered the practical solutions to intensify the LCS between China and Russia and facilitate the building of new world economic order (part 2).
