The study presents the results of the implementation of the State Program for the Development of the Regions of the Republic of Kazakhstan until 2020. In the face of modern challenges, it becomes critically important to increase the self-sufficiency of the economy of the Republic of Kazakhstan on the basis of regional development. In order to comply with and take into account national interests, it will be important to launch the adopted State Program for the Development of Regions by 2025. State regulation of territorial development is aimed at disclosing the industrial potential of individual regions and territories of the Republic of Kazakhstan. Taking into account the processes of regionalization taking place in the economy, the prerequisites for the formation of a regional structure of industrial production are considered in the work. The results of the implementation of the State Program for 2015-2019 were considered and problematic issues requiring changes in regional policy were formulated. Based on the analysis, the authors presented a new approach to regional development, which will ensure macroeconomic stability based on high-tech industries (technology parks), educational and research clusters (corporations, universities and laboratories). In the budgeting system of the Republic of Kazakhstan, which is focused on achieving results, a special place is occupied by state programs. A state program is a comprehensive document that defines the main direc­tions of state policy in the field of its implementation, which is directly linked to the development strategy of the state as a whole and the concept developing a particular industry. In the Republic of Kazakhstan, a state program is a strategic planning doc­ument containing a set of planned activities and interlinked by tasks, deadlines, implementers, resources, and public policy instruments that ensure—within the framework of the implementation of key state functions—the achievement of priorities and goals of state policy in the field of socioeconomic development and national security. In other words, a state program is an instrument of state regulation of the economy, ensuring the achievement of promising goals and objectives through the use of available resources. State programs are documents of an inter-sphere, inter-sectoral, and inter­departmental nature that define goals, objectives, and expected results in the priorities and strategic directions of the country’s development and are devel­oped for a period of at least 5 years in order to implement the higher docu­ments of the State Planning System.

The article substantiates the need to study the issues of strategic planning the development of the territories of the Russian Federation in modern economic conditions. The role of state regulation in solving the issues of rationalization in financial resources distribution to create optimum conditions to form the socio-economic environment of regional development is determined. The resource base of regional development is studied. The main problems affecting the formation of the system for regional development strategic planning are identified. Currently, the legislative and regulatory framework for strategic planning and forecasting available in Russia is mainly descriptive, which is a serious obstacle for the formation of a unified territorial development scheme. The problems presented in the article show that in this situation, the task of optimizing the system of centralized regions management advances to the forefront. It is the strategic vision of the formation of the national economic complex in the development of the state that will optimize this system. The most effective directions for the strategic development of Russian regions, forming the general level of state development are proposed. Despite the already established system of relatively independent planning regions' development by the regions themselves, the role of the state in the final determining the direction of socio-economic development in general remains unchanged. It is the state that chooses the methods of regulation. Solving these tasks will enable the state to form and control the system of strategic planning for the development of regions and the state as a whole as efficiently as possible.

В статье рассмотрены инструменты государственного регулирования сферы здравоохранения на уровне региона, а также направления его совершенствования, что является в настоящее время весьма актуальным. Авторы, раскрывая важное значение программирования и проектирования государственного регулирования системы здравоохранения, отметили отличия и преимущества проекта перед государственной программой, что объясняет активное использование проектного метода на всех уровнях управления. Среди направлений совершенствования инструментов государственного регулирования сферы здравоохранения в республике предложены такие направления, как активное использование инструментов государственно-частного партнерства, широкая информатизация и цифровизация системы здравоохранения и др. На основе анализа развития системы здравоохранения Республики Башкортостан, показателей обеспеченности населения муниципальных районов и городских округов врачами и средним медицинским персоналом сделаны выводы о дефиците медицинских кадров в регионе и разработаны соответствующие мероприятия. В статье говорится о ключевой проблеме в целом по России, а также в республике, - о неблагополучной демографической ситуации. Представлен анализ демографических показателей за последние годы и предложены эффективные инструменты решения данных проблем.По результатам проведенного исследования авторами определены наиболее эффективные и значимые на региональном уровне мероприятия, позволяющие достичь целей национального проекта «Здравоохранение» и государственной программы «Развитие здравоохранения Республики Башкортостан». The article discusses the instruments of state regulation of the healthcare sector at the regional level, as well as the directions of its improvement, which is currently very relevant.The authors, revealing the importance of programming and designing state regulation of the health care system, noted the differences and advantages of the project over the state program, which explains the active use of the project method at all levels of management.Among the directions for improving the instruments of state regulation of the healthcare sector in the republic, such directions as the active use of public-private partnership instruments, widespread informatization and digitalization of the healthcare system, etc. are proposed.Based on the analysis of the development of the health care system of the Republic of Bashkortostan, indicators of the provision of the population of municipal districts and urban districts with doctors and nurses, conclusions were drawn about the shortage of medical personnel in the region and appropriate measures were developed.The article speaks about the key problem in Russia as a whole, as well as in the republic - the unfavorable demographic situation. The analysis of demographic indicators in recent years is presented and effective tools for solving these problems are proposed.Based on the results of the study, the authors have identified the most effective and significant measures at the regional level, allowing to achieve the goals of the national project “Health” and the state program “Development of health care in the Republic of Bashkortostan.”

Problem setting. Studying of the experience of the leading economically advanced countries, their systems, mechanisms and models of the state regulation of innovative development of the commercial and industrial sphere of economy and their practical application is extremely important for solving the current and future problems and challenges facing the system of the state regulation of Ukraine.Recent research and publications analysis. The issue of studying the experience and approaches to the implementation of models of state regulation of innovative development of the world leading countries in its adaptation to today’s conditions and globalization challenges is still relevant for the system of the state regulation of Ukraine.Highlighting previously unsettled parts of the general problem lies in revealing the key features of models for the state regulation of innovative development of the commercial and industrial sphere of economy in the leading, economically advanced countries, and determining the areas of using this experience as a model for the state regulation of innovative development of the commercial and industrial sphere of the economy of Ukraine.Paper main body. When considering the methods of state support for innovation, the following approaches are emphasized: the European, American, and Japanese approaches to activation and regulation of innovation.As a positive experience for Ukraine, it is worth noting the regionalization of innovative development of the EU economies, in particular, creation of regional centers for the development of science – technopark structures, technopolises.In Ukraine, it would be appropriate to apply the following models and approaches to the structure of a comprehensive mechanism of the state regulation of innovative development: development of technology parks and cluster approach; modernization of the financial and economic mechanism of state regulation of innovative development, state encouragement of innovative development; a comprehensive program for developing joint research projects, which would cover all aspects of scientific life – from changes in programs for training specialists and employees to scientific and technical cooperation in high-tech fields.Conclusions of the research and prospects for further studies. A balanced system of the state regulation of innovative development of the commercial and industrial sphere of economy is a guarantee of state competitiveness and sustainable welfare of society. Given its position in the global rankings of innovations, Ukraine is still on the sidelines of this process; therefore the issue of adapting the experience of models and mechanisms of the state regulation of innovative development of the commercial and industrial sphere of the leading economically advanced countries, taking into account the national characteristics, becomes very important.

The relevance of this study is determined by the need to improve the tools for developing strategies for the development of territorial socio-economic systems, taking into account the realities of the current stage of development. Among these realities are the formation of the economic space of the region and the limited resources for development, which determined the logic, goal and objectives of this study. The purpose of this study is to develop theoretical, methodological and practical recommendations for the formation of a regional development strategy taking into account the spatial component. To achieve this goal, the following tasks were formulated and solved: clarification of the essence and content of the category "economic space" as the basis for accounting for this category in strategic developments; identification of the features of regional development, taking into account the spatial component; development of principles and prerequisites for regional strategy taking into account the spatial component of development; formation of a scheme for accounting for the spatial component in the development of strategies for multi-level territorial entities; development and testing of a modified model of resource provision for territorial development strategies as an updated toolkit for regional strategy. The novelty of the results of this study lies in the development of theoretical, methodological and practical recommendations for using the spatial component in the formation of a regional development strategy, which, unlike existing developments, allow taking into account the properties and characteristics of economic space when developing a block for the distribution of territorial resources and thereby provide conditions for increasing the resulting parameters multilevel territorial entities and the region as a whole.

Introduction. The development of the tourism industry significantly affects the development of the country's economy as a whole. Its role is determined not only in the financial contribution, but also in stimulating other related industries that perform both ancillary and independent functions. The modern Ukrainian tourist market is undergoing many changes, so one of the current problems today is the use of effective tools for finding and systematizing the necessary information to forecast the development of the tourism industry. The purpose of the paper is to define the concept of monitoring the tourism industry as a means of improving the efficiency of state regulation of the economy, proving the importance of monitoring research, identifying problems of monitoring and ways to solve them. Results. The main purpose of tourism monitoring is to assess and forecast the state of tourism. Tourist services are localized and specialize in meeting the socio-economic needs of the population directly at the municipal level and are one of the main sources of funds coming to the state budget and ensure the reproduction of social infrastructure. In order to analyze trends in tourism and tourism in Ukraine, as well as assess the socio-economic effect of the implementation of measures of state support for domestic and inbound tourism, the central executive bodies of state regions of Ukraine, carrying out executive and administrative activities in tourism, the state of the tourism industry is being monitored. Given the large recreational and tourist potential in Ukraine, there is no full-fledged system of monitoring the market of tourist services by the state. This is due to the lack of an independent executive body in the field of tourism, endowed with certain powers, and a single system of statistical indicators of the market of tourist services. Modern statistics, both at the state and regional levels, do not give a complete picture of the state of tourism. Monitoring of tourist resources, objects of the tourist industry should give a clear picture of interaction of various branches of economy of the republic for the purposes of a complex estimation of directions of improvement and efficiency of functioning of the connected branches, exclusion of interbranch disproportions which negatively affect general development. Conclusion. To increase the growth rate of the tourism industry, the formation of a positive tourist image of the region, increase its visibility requires constant monitoring of the state and development of the tourism market. Monitoring will allow tracking the trends of the tourism market in the dynamics and promptly make changes to the developed programs and plans for the development of the tourism industry, develop recommendations for their adjustment, increase the effectiveness of tourism management.

Статья написана в связи с выходом в 2018 г. последней редакции постановления Правительства Российской Федерации «О государственных закупочных интервенциях сельско-хозяйственной продукции». Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.


The article considers economic and health care efficiency of population growth in the Republic of Uzbekistan and develops scientific proposals and recommendations for improving the state regulation of demographic processes. Regional policy concerning territorial development of the country, while reducing disparities in regional development in France has existed for nearly half a century. It beginnings reach 1963 when DATAR – an institution coordinating regional development of France was established (Délégation à l'aménagement du territoire et à l'action régionale). Additionally, European institutions have started to work, particularly from the 90s of the 20th century, on implementing the cohesion policy at the regional levels.  Regional policy covers the entire territory of the Republic of France, including its former colonial territories of DOM: French overseas departments (départements d'outre-mer). DOM includes: Guadeloupe, French Guyana, Martinique and Reunion. These regions despite undertaken actions aiming at their economic development are still struggling with various issues. The most significant are the natural and historical constrains, economic dependence on France and the EU financial assistance, supremacy of agriculture, tourism and housing, unemployment and poverty of society and finally the social problems associated with multiculturalism. Actions undertaken by national and regional authorities are predominantly focused on developing the infrastructure and stimulating business development through knowledge transfer and investments in human capital. Recognizing the fact that investing in human is the most essential factor in the growth and socio-economic progress, the aim of this paper is to analyze regional differences in educational level and structure of the population of overseas and mainland France as well as its changes since the 90s basing on statistical data. The second part presents the regional comparison of the selected indicators of human capital development in the French economy with selected data showing the quantitative changes in the education of France.
