This article is devoted to the consideration of the features of the financial system in the context of the digitalization of the modern economy. The authors cite the key aspects of the methodology of scientific knowledge of digital transformation. The methodological approach to defining the digital economy in the financial system is considered. One of the significant factors affecting the condition of the students’ visual apparatus is an illumination level in the premises of educational organizations. Electromagnetic radiation arising from computers also has an essential influence on a state of health. Taking into account the urgency of this problem, an analysis of illumination indices and EM radiation was made in audiences of higher educational institutions of various profiles (Ufa, the Republic of Bashkortostan). The total number of illumination measurements was 3528. The measurement methods met the requirements of the interstate standard. According to the results of the illumination indices estimation in the studied universities, a significant deviation from the regulated norms was revealed: in 71.5% of the measurements the index was below the norm. It should be noted that indices differed significantly depending on the type of educational organization. The best situation is in the “Financial University under the Government of the Russian Federation,” where only 13.3% of the measurements are inconsistent with the normative indices. Pulsation coefficient also was determined. It turned out that 88.8% of the measurements do not correspond to the norm. The analysis of illumination measurements in computer classes was carried out. Only one-fifth of them in the computer table working area in the of the document placement corresponded to SanPin. An anonymous questionnaire was also organized for students from four leading universities in Ufa, the Republic of Bashkortostan. According to respondents’ answers, out of seven students, one was revealed to be suffering from myopia. On the basis of “Center for Hygiene and Epidemiology in the Republic of Bashkortostan”, a study of non-ionizing radiation from video terminals located in computer classes was made. 1145 measurements were made in 20 buildings of four universities studied. It was found out that the intensity of the electrostatic field did not meet the requirements of SanPiN in 5.7% of the measurements. Hygienic assessment of the environment of educational organizations of various profiles revealed a number of significant deviations from the regulated norms. The obtained results testify to the need to monitor the illumination and EMR indices both from the administration of higher education institutions and from teachers. Based on the results of the study, recommendations were prepared for the management of higher educational institutions in Ufa.

Abstract The National Bank of Poland is an institution which, in conjunction with the government is responsible for the implementation of country’s economic policy reinforces its democratic character. Provisions of its operation are governed by the Constitution of The Republic of Poland and by the Act on the National Bank of Poland. To this end, the objective of the present research is to analyse the proposed amendments in the Act on the NBP. The latter concerns the amendment procedures, term of office and the rotations and numbers of Monetary Policy Council. The remaining part of the analyses is dedicated to the issue of dismissal of a MPC’s member in conjunction with the prohibition of occupying other positions, the adoption of the NBP’s financial statements and the separation of instruments of monetary policy’s instruments for stability of domestic financial system. Introduced changes in the proposed draft reduce the independence of the NBP while making it more subject to the Cabinet. Following the result of further consultations on the draft of Act on the NBP, provisions which reduce the independence of the NBP shall be partially removed.

According to the results of 2020, in the rating of the subjects of the Russian Federation for the production of gross agricultural output, the Republic of Bashkortostan came in 6th place and 2nd in the Volga Federal District. The long-term leadership of the republic in terms of the development of the agro-industrial complex is largely explained by the presence of large areas of agricultural land (more than 7.2 million hectares), sufficient labor resources and relatively favorable soil and climatic conditions for the development of many branches of agriculture. However, in the XXI century, without the introduction of agro-innovations and the development of high-tech agriculture, processing industry, an effective system for the sale of manufactured products, it is becoming increasingly problematic to ensure the long-term competitiveness of the agro-industrial complex of the region both at the All-Russian and global levels. Current trends in the development of agribusiness in the world and in our country clearly show the priority of using the latest achievements of scientific and technological progress and significant investments in new agricultural technologies at the regional level in order to ensure high quality products and compete with domestic and foreign companies. Within the framework of this study, the need to improve the interaction of agribusiness with the scientific and educational sphere and the formation of the regional innovation infrastructure of the agro-industrial complex in the Republic of Bashkortostan with the coordinating role of the Ufa Federal Research Center of the Russian Academy of Sciences and the Government of the Republic of Bashkortostan is actualized. The authors conducted a comprehensive analysis of the key problems in the creation of a regional agro-industrial scientific and production cluster in the Republic of Bashkortostan and outlined priorities in its development.

Introduction. Industrial accidents are associated with various factors: human, social and economic problems, which we must strive to eliminate, thereby ensuring a safe working environment. Statistics on occupational injuries are necessary to assess the degree of hazard and potential risks associated with occupational factors to protect workers. Labor inspectorate statistics play an important role in developing national policies, systems, programs and strategies to improve safety and working conditions for miners in Zimbabwe. Labor Inspection in Zimbabwe is one of the main safety control mechanisms. Labor inspection statistics enable the government to monitor the mining industry and better analyze mining safety compliance issues. Problem Statement. The article discusses the prediction of accidents in the mining industry of the Republic of Zimbabwe in order to reduce the incidence of injuries. Economic and social development in the mining industry requires reliable analysis of injury statistics. Statistics of injuries in various production processes are given. Theoretical Part. In the process of data analysis, interpolation algorithms are used embedded in mathematical software. Statistical reports on occupational injuries provided by the Federal State Statistics Service were used as basic information. Conclusion. Mathematical forecasting of industrial injuries in the mining industry in Zimbabwe allows us to determine the likely values of the predicted indicators.

Abstract Research shows that social cohesion is crucial to the promotion of public health and the response to pandemic disease. This paper discusses a few key aspects of social cohesion in Moldova in the early phase of the COVID-19 pandemic, namely trust in the government, social solidarity, and the perception of social cohesion. The article uses data from two sources: first from in-depth interviews carried out in May 2020 with 95 people of high status, and then from a nationally representative survey conducted in July 2020. We also compared the case of Moldova with those of other European countries regarding trust in institutions and success in combating the pandemic. The paper suggests that awareness of the COVID-19 pandemic was correlated with socioeconomic status, education, and by respondents’ trust in institutions. The interviewees participating in the qualitative research defined social cohesion as the observance of health rules and suggested that solidarity and social support were uneven during the crisis.

Introduction. In Russia, the issue of disparity in the quality of life between the regions remains urgent. To a large extent, it is manifested in the regions themselves, and is due to an objective factor of geographical location. The purpose of this study is to give a rating assessment of the quality of life in the largest constituent entity of the Russian Federation, the Republic of Sakha (Yakutia). Materials and Methods. The information base of the study includes open data from the Territorial Body of the Federal State Statistics Service for the Republic of Sakha (Yakutia), and the ratings by Profile magazine and RIA Rating agency. To assess the quality of life in the municipal districts of the Republic of Sakha (Yakutia), the sum-of-the-places rating method was adopted. Results. According to the ranking of the municipal districts of the Republic of Sakha (Yakutia), the leaders (the capital and industrially developed regions) and outsiders (areas in the Arctic zone of Yakutia) were identified. It has been revealed that despite the efforts undertaken by the regional authorities, there is a significant gap in the quality of life in the Republic of Sakha (Yakutia). The study has shown that there is no official or generally accepted system for assessing the quality of life. Moreover, there is no common understanding of indicators that comprehensively characterize the quality of life. Discussion and Conclusion. The study has confirmed the thesis that industrial development in association with development of the territory and formation of the infrastructure help improve the quality of life. On the other hand, industrial development and increased urbanization exacerbate the problem of safety of residents and make relevant the issues related to the provision of quality housing in extreme climatic conditions. The results of the rating can be used by the government of the Republic of Sakha (Yakutia) and the municipal authorities in order to provide solutions for managing the quality of life.

AbstractThe aim of the research is to offer novelty regarding the constitualism of the Government Regulation in Lieu of Law regarding Covid-19 which has now become a Law. This study uses a normative research method, with a focus on solving issues (problems) based on legal principles, legal rules, as well as on recognized legal expert opinion or doctrine. Through this research, the researcher offers that the perppu which has now become a law must be declared invalid or revoked because it is unconstitutional. As is well known, the Government issued Government Regulation in Lieu of Law Number 1 of 2020 concerning State Financial Policy and Financial System Stability for Handling Pandemic Corona Virus Disease 2019 (COVID-19) and / or in the Context of Facing Threats that Endanger the National Economy and / Or Financial System Stability, on March 31, 2020 (now Law Number 2 of 2020, on May 18, 2020). In Article 27 paragraph (1), paragraph (2), and paragraph (3) it is stated that there are parties who have "privileges", namely obtaining legal immunity from all actions they take on the basis of implementing the Covid Perppu. Of course this is a problem, because as a rule of law, Indonesia must provide justice in the form of equal treatment before the law or equality before the law to society without exception. This is stated in Article 27 paragraph (1), Article 28D paragraph (1), and Article 28I paragraph (2) of the 1945 Constitution of the Republic of Indonesia. Thus, the Perppu which has now become a law is contrary to the Constitution, so it must be canceled or declared invalid.Keywords: constitution; Covid-19; equality before the lawAbstrakTujuan penelitian, yaitu menawarkan kebaruan mengenai konstitualisme dari Peraturan Pemerintah Pengganti Undang-undang mengenai Covid-19 yang sekarang telah menjadi Undang-Undang. Dalam Pasal 27 ayat (1), ayat (2), dan ayat (3) disebutkan bahwa ada pihak-pihak yang mendapat “keistimewaan”, yaitu mendapat kekebalan hukum dari segala tindakan yang dilakukannya atas dasar pelaksanaan perppu covid tersebut. Tentu itu menjadi masalah, karena sebagai negara hukum, Indonesia harus memberikan keadilan berupa perlakuan yang sama didepan hukum atau equality before the law kepada masyarakat tanpa terkecuali. Hal tesebut tercantum dalam Pasal 27 ayat (1), Pasal 28D ayat (1), dan Pasal 28I ayat (2) Undang-Undang Dasar Negara Republik Indonesia Tahun 1945. Sehingga, Perppu yang kini telah menjadi undang-undang tersebut bertentangan dengan Konstitusi, sehingga harus di batalkan atau dinyatakan tidak berlaku.

The article focuses on peculiarities of the political culture of habitants of middle and big cities in the Republic of Bashkortostan. Economic distinctions of the region, its multyethnicity and religious diversity allows to apply conclusions on the state as a whole. Based on sociological data and historical analysis the authors revealed the genesis of the subjective type of political culture in the middle and big cities of the Republic of Bashkortostan. The authors also examine such peculiarities of the culture of townsmen as low protest potential, political indifference, alienating type of behavior, absence of critical attitude to information. The authors analyze the principal problems that city’s habitants faced in the conditions of economic and political transformation and how the subjective type of culture impedes to resolve these problems in a positive way. Such problems of the cities are pointed out as deindustrialization, depopulation, the ageing of the population and decline in living standards. Despite the worsening economic and social situation of residents of the big and average cities of Bashkortostan, growth of protest moods among them it is not observed, and most of citizens as show data of sociological polls, keep loyalty to the government at the regional and federal level. The authors' point of view is that the type of the political culture of the habitants causes the loyalty. In the conclusion, the authors show the perspective of the cities, the contradiction in state policy that initiates the civic engagement on the one hand but demands on the political loyalty on the other hand.

Malignant neoplasms are an actual problem due to their high prevalence, high level of disability, tendency to increase. The purpose of the study is the segmentation of the territories of the Republic of Bashkortostan (RB) by the level of mortality from malignant neoplasms (MN) as a whole by municipalities, as well as by gender and by localizations of malignant neoplasms. Material and methods. The data of official statistics of the Territorial body of the Federal State Statistics Service of the Republic of Belarus (Table C 51), Rosstat were analyzed. The study was conducted using k-means cluster analysis and rating, implemented in the Statistica system. Results. There is a significant increase in the death rate of the entire population of ZN in 41 municipalities. Analysis of standardized mortality rates shows that the mortality rate per 100 thousand of the population in the Republic of Belarus is lower than similar indicators in the Russian Federation. The exception is mortality in esophageal cancer, which is higher in both men and women than in the Russian Federation. It has been established that the regions of the fourth and fifth clusters are unfavorable in terms of mortality from MN. Discussion. Revealed a pronounced uneven distribution of the territory of the Republic of Belarus with a tendency to an increase in mortality from MN in many territories. It is possible that the main reasons for the increase in mortality rates are worsening socio-economic conditions, lower living standards, increased chemical stress in urbanized areas (air pollution), as well as insufficient promotion of healthy lifestyles among the population, preventive knowledge, and health problems. care, its poor quality. Conclusion. As a result of the analysis, it was possible to establish that cluster analysis allows us to identify areas that have similar problems related to the level and trends of mortality from malignant tumors.
