Changes from agricultural land to non-agricultural land are continuously occurring, especially in areas adjacent to cities. Land changes from agricultural to non-agricultural land will eliminate crops’ hydrological function, impacting rivers, including the Cirasea River. Besides, changes in agricultural land have an impact on the resulting agricultural productivity and income. This study’s main objective is to determine land area changes, productivity, and farmers’ income in 2011 - 2018 in the Cirasea watershed. A literature study was applied to this study. The article deals with the attitude of Ukraine’s overseas partners to its independence, attempts of external influence on the making of Ukrainian elite, and the Russian position on Ukraine’s international agency. The author also analyses the phenomenon of agency in the context of Ukrainian-Belarusian, Ukrainian-Slovak, Ukrainian-Moldovan, Ukrainian-Polish, Ukrainian-Hungarian, Ukrainian-Romanian relations, the attitude to Ukraine’s agency by the major powers, the US and China, as well as the characteristic features of Ukraine’s agency in its relations with the EU. The author contends that an appropriate understanding of agency is made possible by due regard for a range of economic, political, and sociocultural aspects of globalisation. The first two decades of the 21st century brought to the surface the strategic problems shared by all nations, to wit: climate change, technological disproportions, demographic and food issues. The aforementioned factors are a game changer on the international arena. Additional challenges for Ukraine’s international agency are caused by the implementation of the law on the opening of the country’s internal agricultural land market. As far as national food security is concerned, the scenario of market monopolisation in this field by transnational capitalists and its exploitation not in the national interest is unacceptable. In order to restore full-fledged agency, it is necessary to reach a prior national consensus on the development strategy. It is emphasised in the article that the aftermath of the coronavirus pandemic is the most suitable time for rethinking the situation and adapting to the new world. The agency and status of the nation-state will now depend on its own capabilities and real policies and not on the imitation of life through ideological myths. Keywords: Ukraine’s agency, strategic problems, European integration, international arena.

Development of a territorial community requires efficient use of its capacity taking into account all possible aspects in the course of elaboration and implementation of the development strategy and other local legal and regulative documents. The approach is directly related to maintaining the living activity of a territorial community and should correspond to the interests of population and European standards of state regional policy. In addition to the definition of a community provided by the Law of Ukraine “On Local Governance in Ukraine”, there are also some other. For example, some authors understand territorial community as a single natural and social entity that operates in spatial boundaries of a state and realizes daily needs and interests of population. The paper aims to analyze legal and regulative foundation of the development of territorial communities in conditions of decentralization. The authors analyze current condition of legal and regulative maintenance of local governance reforming in Ukraine in conditions of decentralization of authorities. The paper argues that the major elements of management strategy in CTCs in Ukraine are independence, efficiency, management innovations, quicker and more substantiated decision-making and everything to meet the needs of community’s residents. Management of this sector is grounded on the principles of the provisions of European Charter of Local Self-Government that provides for decentralization of authorities and transfer of resources and responsibilities to local governments. Liabilities of local governments (of consolidated territorial communities) and the mayors are analyzed. The authors prove that in general legal provision of decentralization of local governance corresponds to European requirements and creates reliable ground for practical stage of the reform. The list of issues that require further legal regulation is outlined.
