Improvement of transport management, automation, modularity, containerization are the main directions for increasing labor productivity and reducing the duration of the transport cycle, not only due to the growth of traffic speeds, but also due to a reduction in downtime in points. At the end of the XX - beginning of the XXI century, significant changes occurred in the economies of developed countries, including Russia. Enterprises began to introduce new methods and technologies for the delivery of goods, based on the concept of integration of transport and logistics, on the development of advanced technology in the field of informatics and communications. The principles of certification of services in transport production, the specifics of transport services and their classification, logistics services, as well as the sequence and methods of system analysis in transport for service are considered.

The issues of the development of intelligent transport systems (ITS) in the world as an instrument for ensuring social and economic growth of the state have been investigated. The essence and role of the structure of management of intellectual systems in different countries has been described and common features of their implementation have been determined. To solve the research problems, the following methods have been applied: systematic, dialectic, synthesis and generalization and scientific abstraction. To achieve the goal in the research methods have been applied on the systems approach, management theory and decision theory. System analysis has been used to identify the scientific problem. The results of the investigation have allowed the author to determine that there are problems with increasing traffic in large cities, high accident rates, high traffic growth, poor quality of traffic management, transport services, and how ITS helps to solve these problems. The results of the analysis have proved that mechanisms of ITS implementation in different countries is differ, but the key elements can be watch common: public private partnership; presence in the developed countries of the world of priority programs for the development of ITS; mandatory formation of uniform unified standards; the creation of a state coordinating body whose main function is to protect and promote the interests of the country and beyond its borders; the creation of independent groups or organizations (the majority on the basis of scientific institutions) such as “ITS America”, “ERTICO” in Europe, “ITS Japan”; industrial base in the field of development as a technical and information component, as well as cooperation in developing or participating in the field of geoinformation support. It is important to conduct an analysis of the ITS market volume in the world in 2008 – 2017 years in mln. dol. USA and a detailed analysis of the geography distribution in 2017. The implementation of the ITS begins with institutional changes, so giving them the status of a national project and developing the appropriate state program for the creation of multi-year development plans that have the goal of developing science and technology in the country can form the basis for a recommendation when implementing ITS in Ukraine.

Using level accounting methodology this article examines sources of per capita GDP and labor productivity differences between Russia and developed and developing countries. It considers the role played by the following determinants in per capita GDP gap: per hour labor productivity, number of hours worked per worker and labor-population ratio. It is shown that labor productivity difference is the main reason of Russia’s lagging behind. Factors of Russia’s low labor productivity are then estimated. It is found that 33-39% of 2.5-5-times labor productivity gap (estimated for non-oil sector) between Russia and developed countries (US, Canada, Germany, Norway) is explained by lower capital-to-labor ratio and the latter 58-65% of the gap is due to lower technological level (multifactor productivity). Human capital level in Russia is almost the same as in developed countries, so it explains only 2-4% of labor productivity gap.

The article considers the current and future systems for assessing the effectiveness of the use of state resources to create a national innovation system as a factor in improving the economic security of the state, the author develops a methodological approach to assessing the effectiveness of the use of state resources to create a national innovation system. The cyclical development of the world economy in the conditions of globalization is connected, first of all, with the change of technological structures, as well as with the provision of competitiveness for all levels of economic management. In the domestic and foreign economic literature, there is an idea of the national innovation system, which covers all types of economic objects in the country with innovations, increasing their competitiveness, and, thus, the national economy as a whole, and also directly affects the increase in the level of economic security of the country. Most developed countries and many developing countries have already established or are in the process of establishing their national innovation systems, built either on the basis of models already known and tested in other countries, or new, unique models for building innovation systems. The differences between these models of creation of national innovation systems of different countries are, both in the levels of economic objects, which are the basis of innovative breakthrough, and in the degree of use of public resources: "centralized model", based on public resources, or "market model", or a mixed model of "public-private partnership". These issues are the basis for consideration of the presented article. The methodological basis for writing the article was modern scientific research methods, including: dialectical method, method of system analysis, methods of analogy, comparative analysis, expert methods, structural-functional and normative approaches.

The purpose of the work was to determine the value of labor productivity pro-vided by the fourth, fifth and sixth technological modes. Based on the modeling of Kondratyev's cycles and technological structures in the economic dynamics of devel-oped countries, econometric estimates of labor productivity obtained. It has been estab-lished that during the transition from the fourth to the fifth technological order, the growth of labor productivity in developed countries is ensured from 2.0 to 8.0 times, an average of 4.8 times. In the transition from the fourth to the sixth technological order, the growth of labor productivity in developed countries is ensured from 6 to 17 times, an average of 10.1 times. In the transition from the fifth to the sixth order, the techno-logical order provides an increase in the forgiveness of labor from 1.5 to 3.2 times, on average 2.4 times. In the Russian economy, in the short term, with the transition to the fifth technological order, one can expect productivity growth from 2 to 8 times com-pared to the beginning of the 2000s. In the long term, in the Russian economy during the transition to the sixth technological order, one can expect productivity growth from 6 to 17 times compared to the beginning of the 2000s.

Purpose – This paper aims to examine the community development approaches of large-scale mining companies, with particular reference to how they may engender community dependency. Design/methodology/approach – The paper begins with a review of corporate social responsibility (CSR) in the mining industry, corporate community initiatives and the problem of mining dependency at a national, regional and local levels. Findings – It outlines some of the reasons why less-developed countries (LDCs) experience under-development and detrimental effects as a result of their linkages with industrialized countries. LDCs are not able to take advantage of advanced technology and management skills due to being relatively poor in capital and skills, and foreign technologies compete unfairly with and destroy local production techniques, creating a pool of unemployable “marginalized” people. Holder’s of investments in LDCs demand annual returns for continued support – profits are taken out of the country or guaranteed by tax concessions. Unwillingness of foreign firms to train local people to take over management positions. Originality/value – This paper explores how the need to address sustainability issues has affected communities, and whether community development initiatives have been effective in contributing to more sustainable communities.

The relevance of this research topic lies in the fact that public procurement requires in-depth consideration and comprehensive analysis, including the scientific and methodological level of analysis. The use of special legal documents in public procurement and the specific procedure for the execution of these documents is not a factor in the full understanding of this direction, including the economic assessment of the entire process. An economic and statistical approach using system analysis is required, which was used by the authors of the scientific article as the proposed research methodology. One of the main parts of the progressive process of commodity exchange in the economies of the analyzed countries is the mechanism for building public procurement. Currently, the problem of material and technical support of public needs in developed countries is solved as a result of logistics processes in the system of public procurement through the acquisition and supply of goods, works, and services, tangible and intangible resources. The article submits a review of foreign experience in building a public procurement system with special features characteristic of this region of the world, presented as an object of research. Country aspects in the object under study and allowed the authors to formulate the relevant main results and conclusions concerning various parties in the public procurement system, which determined the further strategy to improve the procurement system of the government and international integration union. Export of transport and logistics services has been analysed and ways of its development based on factors that affect the growth of exports have been proposed. The main problems that hinder the development of both services exports and the transport system as a whole, which are reduced to a lag in the technical and technological level and low competitiveness of domestic companies, have been outlined. The expediency of innovative way of developing the transport system through the formation of transport and logistics clusters, infrastructure development and the introduction of new technologies has been substantiated. Taking into account the large volume of world cargo transport by sea, the development of seaports is of great importance. The need is noted for state support not only for large enterprises, but also for small companies specializing in the development and implementation of innovations in transport services. The issue of increasing the volume of transport services through the development of the Northern sea route and the implementation of the Silk Road Economic Belt project has been considered.

The article considers modern condition and development perspectives of transport at whole and the transport infrastructure of Ukraine. The basis of the country transport complex makes up its infrastructure, it joins manufacturing, users, suppliers and partners. Developed infrastructure affects not only effective and timely delivery of the products, but provides for decreased transport expenses. The beneficial geographical position of Ukraine, crossing the main transit ways between Europe and Asia, presence of active Black Sea ports, developed network of railroads, car roads and pipelines throughout the latitudinal and meridian directions create all predispositions for the transport branch development. The studies of the Ukrainian transport infrastructure and transport condition during last years evidence about non-stable dynamics, which is mainly related to economical and geopolitical crisis in the country as well as the COVID 19 consequences. Analysis of the freight transport by transport kinds shows increased volumes of car transport with decreased railway transport. The rise of the car transport share is connected to its advantages: mobility, possibility of delivery exactly to the destination, high speed of delivery, flexibility of the route choice, wide range of the shipment as well as provision of logistic services by cars. Exacerbation in the East has considerably decreased number of contracts between Ukrainian shipping companies and international partners related to the international transportation. First of all, the situation provides for decreased transportation volumes on the territory of Ukraine. The level of transport services to economic system and population of Ukraine is significantly lower than that one in the developed countries of the world. According to the car road characteristics, Ukraine has long been behind not only the countries of Western Europe, but many post-Soviet countries. A necessary condition of the effective development and managing crisis in the transport branch, particularly that caused by the COVID 19 pandemics, is development and modernizing transport infrastructure of Ukraine according to the modern technological requirements. This will provide for uniform development of all regions of Ukraine, improved population life quality, development of trade and tourism as well as creation of new economic opportunities by attracting foreign investment.

The transport system plays an important role in human activities and is an integral part of the successful functioning of the urbanized area. The increasing degree of provision of urban residents with transport services should at the same time keep the environment environmentally friendly and sustainable over time. The article is devoted to the issues of ensuring the rational functioning of the city transport system based on the development and implementation of an intelligent road infrastructure management system, the intellectual core of which are simulation models of problem areas of the road network. The objective of the study is the development of tools for organizing traffic in the conditions of the rapid growth of the fleet of vehicles. Research tasks were to analyze the research in the field of traffic management, to consider methods to reduce and prevent traffic jams on roads in general and in individual sections in particular. The following research methods were used: methods of system analysis, methods of modeling traffic flows, simulation, computer experiment. Achievements: the developed simulation model can be used to conduct a computer experiment in order to select the optimal parameters for the functioning of traffic lights on a specific section of the road network of the city of Naberezhnye Chelny

This article deals with the actual problem of choosing capital structure of a company, because debt ratio has an influence on making strategic decisions of the long-term company’s development, its investment risks, potential interest conflicts between management, owners and lenders. The article analyzes the principles of the construction of capital structure in terms of classical and modern theories of capital structure using methods of scientific knowledge: system analysis, synthesis, logical analysis, empirical researches. According to the first theory of the capital structure, developed by M. Miller and F. Modigliani through a number of strict preconditions, capital structure does not affect the company’s value. By adding a tax factor authors showed that in this case the choice of capital structure affects the company’s value, because debt capital increases it by the value of the tax shield. According to trade-off theory the main determinants of capital structure are the size of the tax shield, the probability of bankruptcy and the credit rating. According to the theory of the signal the capital structure depends on such factors as the information asymmetry and the credit rating. According to the pecking order theory capital structure the choice of it is determined by the hierarchy of sources of financing: firstly companies prefer to use internal sources of financing, then - debt financing. According to the market timing theory the key factors of capital structure are share price fluctuations. Analysis of various theories of the capital structure has showed that most theories have been developed by economists represented countries with developed markets. But developed countries and emerging countries have a lot of differences, which have an impact on choosing capital structure by companies.
