In order to increase the role of private sector in infrastructure implementation in Indonesia, the Indonesia government facilitates Public-Private Partnership (PPP), such as by providing Viability Gap Funding (VGF) in the form of construction grants. Some projects get a construction grant but in toll road investment, the support is provided in another form. If the government provides construction grant on toll road investment, there would be risks that government need to face. This study aims to identify the said risks and analyse them so that the government could mitigate the risks. It is also could be used for devising public policy. This study is conducted qualitatively based on interviews with government officials, businessmen, and members of society. Based on the risk identification at each stage of the given support, there are 9 (nine) risks. After preliminary screening, the qualitative analysis and validation indicate that there are 4 (four) risks that must be mitigated by the government. These risks include: the possibility of being disapproved by the finance ministry, the approval process at the finance ministry takes a long time, it is too costly the state budget could not provide it and lastly, the difficulty of obtaining approval from the legislative.

This article aims to determine the construction of the thoughts of preachers and preachers about the urgency of preventing corruption through religious forums at the Greater Malang Government mosque. In addition, this study also aims to identify and analyze the role of spiritual forums in the Greater Malang Government mosque in preventing corruption. The approach used in this study is a qualitative approach by making in-depth interviews, observations, and documentation as data collection techniques. The results of this study indicate that the construction of preachers and preachers about the urgency of religious forums as a basis for preventing and fighting corruption in Malang Raya has strong potential as well as cultural capital to inject the awareness of the mustami', most of whom are officials. There are construction variants among the preachers and preachers at the Government Mosque of Malang Raya. The constructions in question include theological buildings, Sufism, jinayah fiqh, eschatological constructions, and qawaidul fiqhiyah. Meanwhile, the role of preventing and fighting corruption at the Baiturrohim Mosque in Malang City Hall through religious forums has been carried out. However, studies on the theme of corruption are not explicitly discussed but are tucked away in various themes of sermons and lectures. Likewise, what happened at the Baiturrahman Grand Mosque, Malang Regency, and An Nuur Mosque, Batu City, several momentums of religious forums that were used as the basis for preventing and fighting corruption were expressed in religious activities such as cults, weekly and monthly recitations, Friday sermons, and commemorations. Islamic holidays. Through religious forums, preachers play a significant role as spiritual generators to bring about social change. This effort is carried out as shock therapy for officials so that they can behave honestly and trustworthy.

This study analyzes the role of sukuk in national economic development. During this time the source of development financing consists of several kinds including taxes, bonds, foreign debt and Islamic bonds (sukuk). Sukuk has been developed in Indonesia since 2002 (published Indosat) and is still growing and the number of issuers are even greater. The research method using descriptive quantitative, data source in this research is secondary data obtained, balance of payments in the government, the state budget. This study uses a quantitative descriptive approach. Data were processed using matrix comparison of the performance of sukuk and conventional bonds to finance national development. The role and contribution of sukuk to finance the construction has been increasing. In 2011 amounted to 34% of financing needs are met through sukuk. Until 2016 the proportion was 60%. Instead the role of foreign debt be decreased. In 2011 only 7%, and by 2016 the portion close to 0%.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

<p><strong>English</strong><br />Involvement of farmers as actors to support extension activities have been underway for a long time with various approaches. In Indonesia, it started from the involvement of Kontak Tani (Advanced Farmers) in Supra Insus era, then farmer to farmer extension at P4S, as well as Penyuluh Swakarsa (Independent Extension Workers)” (in 2004), and the latest is Penyuluh Swadaya (Self-Help Agricultural Extension Workers) since 2008. The existence of self-help farmer extension workers are recognized since the enactment of Law No. 16/2006 on Extension System of Agricultural, Forestry and Fisheries. However, even though it runs nearly 10 years, the development of the role of self-help farmer extension workers is not optimal. This paper is a review of various posts including the recent research on self-help farmer extension workers and it aims to study the potential and problems of self-help farmer extension workers. It shows that the self-help farmer extension workers have a self-help capabilities and distinctive social position and they have to get right role. Appropriate support should be given to self-help farmer extension workers as the agricultural extension worker in the future and it must be distinguished between the government and private extension workers. </p><p> </p><p><strong>Indonesian</strong><br />Pelibatan petani sebagai pendukung dan pelaku langsung dalam kegiatan penyuluhan telah berlangsung cukup lama dengan berbagai pendekatan. Di Indonesia, hal ini dimulai dari pelibatan kontak tani pada era Bimas sampai Supra Insus, lalu pendekatan “penyuluhan dari petani ke petani” (farmer to farmer extension) di P4S, serta pengangkatan penyuluh swakarsa (tahun 2004), dan terakhir penyuluh swadaya (sejak tahun 2008). Keberadaan penyuluh swadaya diakui secara resmi semenjak diundangkannya UU No. 16 tahun 2006 tentang Sistem Penyuluhan Pertanian, Kehutanan dan Perikanan. Namun, meskipun sudah berjalan hampir 10 tahun, perkembangan peran penyuluh swadaya belum optimal. Tulisan ini merupakan review dari berbagai tulisan termasuk penelitian tentang penyuluh swadaya terakhir, untuk mempelajari potensi dan permasalahan penyuluh pertanian swadaya saat ini. Ditemukan bahwa penyuluh swadaya memiliki kapabilitas dan posisi sosial yang khas, sehingga batasan perannya mestilah diberikan secara tepat. Dukungan yang tepat harus diberikan kepada penyuluh swadaya sebagai sosok penyuluh pertanian yang strategis di masa mendatang, yang mesti dibedakan dengan penyuluh pemerintah dan penyuluh swasta.</p>

We can name many industries that are still based on the same working practices and business models that they have had for a long time – maybe since they started. Despite the wealth of modern technology now available, public infrastructure, a critical component for the well-being of the society, is still an industry based on the paperwork, letters, emails, manual approvals, and a large amount of guess work. It involves a lot of manual effort and is also error prone. It is really very hard for the stakeholders and end users to get an update on the progress of the project, which impacts them directly or indirectly. The authors intend to develop a groundbreaking blockchain platform that can meet the needs of all the different stakeholders involved in creating and providing a better infrastructure. They plan to automate the entire process by using smart contracts to minimize paperwork for the government officials. This will not only eliminate the errors that can happen during manual execution but will also provide a real-time update to all the stakeholders in making the process more transparent.

The 2019-nCoV has come as an unexpected wicked challenge especially to the vulnerable ones as it has significantly affected the local economic development (LED) activities of many local people in communities of South Africa. In this chapter, the role of community education as a problem-solving measure in promoting community participation in LED will be explored as limited participation in those activities prevail especially in the wake of the Coronavirus pandemic. The study provides the challenges posed by the limited participation in the communities and the economy and explains how the local participation is important through community education (CE) programmes in LED activities. Since community education indeed plays a huge role in enhancing community participation in LED activities, the government officials, policymakers and others need to work closely with local people so that they can understand the essence of socio-economic issues that communities daily encounter in the wake of the pandemic.

Baruga village, Bantimurung sub-district is an area in Maros district where the majority of the original population is Muslim. The existence of Islam in Maros has been around for a long time, namely with the entry of Raja Gowa and Tallo which have a direct border area with the Marusu Maros kingdom so that the Islamic life of the Baruga Village Community, Bantimurung Maros sub-district looks so real. The purpose of Real Work Lecture (KKN) III Stiba Makassar is to realize community service which is one of the pillars of the tri dharma of higher education. The method of implementing this program begins with conducting a field review based on an independent instrument. The results of the KKN program show the importance of community service programs by seeing the benefits felt by KKN participants, the community and the government. Religious activities which are the main orientation of this program have been successfully carried out, as well as social activities, organizational activities and the active role of KKN participants with the government in successful community development efforts.

This study aims to compare the mechanism of distribution, management and accountability of the use of village funds in the Government of Bintan Regency with the rules and regulations applicable. The method used in this research is descriptive qualitative method by conducting data collection through observation, literature study and interview with the authorized party.               Village Funds are funds disbursed by the Central Government to help accelerate development in the villages, help improve the economy in the villages and also help the operational costs of village administration in order to maximize the maximum service for the villagers.               Regulation of the Minister of Finance No. 93 / PMK.07 / 2015 has clearly set out procedures for the allocation, distribution, use, monitoring and evaluation of village funds. Therefore, village government officials are required to fully understand the prevailing regulations in order to manage, use and account for village funds maximally, correctly and accountable.               Expenditure accountability is absolute in the use of village funds as a form of administrative and morally accountable. For that every State apparatus using State budget must be accountable properly and accountable.

Information on political relations between the government of the Emirate of Bukhara and the principalities of the Kashkadarya oasis in the early XIX-XX centuries is reflected in the works of local historians and Russian tourists, diplomats, the military. Local historians such as Muhammad Mirolim Bukhari, Muhammad Siddiq, Mirzo Abdulazim Somi, Mushrif Bukhari, Ahmad Donish, Mirzo Salimbek, who lived and worked during this period, were government officials and dedicated their works to the reigns of the Mangit emirs.

This study aims to analyze the process production of sausage noodle roll, the income and production costs, the marketing action and determine the position based on the life cycle of sausage noodle roll as well learn the role of supporting service for sausage noodle roll in CV Cucurutuku Ceria. This research method is a case study. The determination of consumer samples is taken by Convenience Sampling. Analysis of the data used in this research is descriptive qualitative and quantitative analysis. The data of this study was collected in May 2019 until June 2019. The results showed that the value R/C>1, that means sausage noodle roll business was profitable. Calculation of the cost of production on sausage rolls noodles amounted to Rp1,046.53. The BEP unit calculation has been achieved for a long time, in the amount of 42,791 units from the BEP calculation of 604 units. The noodle rolls sausage has also obtained a profit from the selling price of Rp ,000.00 per pcs from the calculation of the BEP price of Rp1,238.58 per pcs. The marketing mix that has been utilized by CV Cucurutuku Ceria is collaboration with e-commerce companies namely gofood and grabfood to facilitate consumers in the ordering process and CV Cucurutuku Ceria has utilized social media as promotional activities for sausage noodle roll product. In the product life cycle, sausage noodle roll are in a stage of decline. CV Cucurutuku Ceria has not fully utilized the government policies regarding the protection and empowerment of Micro, Small and Medium Enterprises.Keywords: cost, noodle, position, and sausage
