This article aims to determine the construction of the thoughts of preachers and preachers about the urgency of preventing corruption through religious forums at the Greater Malang Government mosque. In addition, this study also aims to identify and analyze the role of spiritual forums in the Greater Malang Government mosque in preventing corruption. The approach used in this study is a qualitative approach by making in-depth interviews, observations, and documentation as data collection techniques. The results of this study indicate that the construction of preachers and preachers about the urgency of religious forums as a basis for preventing and fighting corruption in Malang Raya has strong potential as well as cultural capital to inject the awareness of the mustami', most of whom are officials. There are construction variants among the preachers and preachers at the Government Mosque of Malang Raya. The constructions in question include theological buildings, Sufism, jinayah fiqh, eschatological constructions, and qawaidul fiqhiyah. Meanwhile, the role of preventing and fighting corruption at the Baiturrohim Mosque in Malang City Hall through religious forums has been carried out. However, studies on the theme of corruption are not explicitly discussed but are tucked away in various themes of sermons and lectures. Likewise, what happened at the Baiturrahman Grand Mosque, Malang Regency, and An Nuur Mosque, Batu City, several momentums of religious forums that were used as the basis for preventing and fighting corruption were expressed in religious activities such as cults, weekly and monthly recitations, Friday sermons, and commemorations. Islamic holidays. Through religious forums, preachers play a significant role as spiritual generators to bring about social change. This effort is carried out as shock therapy for officials so that they can behave honestly and trustworthy.

This study aims to examine the role of Hati Amboina Credit Union in resolving the problem of poverty faced by members. This study uses a qualitative approach with the triangulation method. The subjects of this study were 100 active members of the Credit Union, 3 (three) administrators, and 2 (two) government officials from the government office of cooperatives. The research data were analyzed by classifying the data based on the variety of data and information obtained from literature, documents, surveys, interviews and field observations. The results of this study indicate that the presence of Hati Amboina Credit Union in Saumlaki is able to resolve socio-economic problems experienced by members. The model applied by Hati Amboina Credit Union to resolve the members' problems was encouraging members to take advantage of all loan and savings products as well as an empowerment approach to each business and non-business basis community. However, the achievement of Hati Amboina Credit Union was not at its maximum level due to the influence of the Covid-19 pandemic.

The problem of food security is becoming one of the important issues not only in Indonesia but also in the world. This is apparent from the lifting of the food problem as one of the SDGs intention. In an effort to realize food security the Government initiate activities KRPL with women as the target. The empowerment strategy is carried in this activity indicated by not freeing women but instead perpetuate the hegemony patriarchy. This research seeks to elaborate on how the culture works with patriarchy wrap women's empowerment in KRPL to perpetuate its hegemony through domestication. This research used the qualitative approach, both in gathering techniques as well as data analysis. The required data in the study gained through the study of literature and in-depth interviews. Empowerment activities in KRPL carried no more patriarchy culture in an effort to perpetuate its hegemony. Practices KRPl on the field it is pushed on a domestication against women. Construction on the role of women in domestic activities is supported by regulations that underlie KRPL implementation.Domesticated which happens to female cannot be released from the use of WID approach by the government.

In preventing communal conflict, the role of local wisdom is often considered to be a mechanism to maintain the peacefulness and closeness of inter-ethnic relations. Many researchers also argue that conflict prevention should practiced during both pre- and post-conflict. This study, therefore, aims to explain the role of Muakhi as the local wisdom in Lampung Province for recovering inter-ethnic relations in post-communal (inter-ethnic) conflict based on two empirical cases, namely the Balinuraga conflict in South Lampung and the Pematang Tahalo conflict in East Lampung, Lampung Province. The data was collected through in-depth interviews and documents. A total of 74 informants, consisting of local residents and community leaders from Lampung, Java and Bali ethnics totaling as many as 60 people (each village 15 people). There were also 14 informants who were village, district and regency government officials, including the police department and military personnel. The data was analyzed through a qualitative approach based on the constructivist paradigm. The study found that Muakhi refers to the concept of brotherhood accepted by the immigrants who are both ethnic Balinese and Javanese. Thus, this study suggests that the practice of Muakhi in the post-communal conflict through the strengthening of the moral values and the sociocultural relationship is an effective way of restoring communal conflict. However, this study argues that there is resistance to using Angkon Muakhi in a more detailed ceremony.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

The literature on sustainable tourism is scant, particularly in the least developed countries. Very few studies touch upon the concept and no holistic theoretical or conceptual frameworks around the idea of sustainable tourism have been formulated. This study aims at exploring the role of tour operators in developing sustainable tourism in Pakistan and how the tour operators (TOs) conceive their role in this regard. TOs were reached through phone calls, emails, and virtual sources as face-to-face interviews were not possible due to COVID-19 pandemic and restrictions on travel by the government. In-depth interviews were conducted to gather data. Results suggest that the TOs although realize the importance of social, environmental, and economic dimensions of tourism on the communities but have no management systems in place to cater accordingly. There are no incentives in place by the government facilitate TOs to design and implement such systems. The TOs do not select a destination based on Global Sustainable Tourism Council criterion, but rather the selection of destination is mostly demand-based and profit-oriented. The study suggests that corporate profit motive is the sole criterion for decision making and is one of the major causes impeding sustainable tourism in Pakistan. The role of TOs in developing sustainable tourism is vague as the TOs do not have any systems in place to implement sustainable models. The study recommends that efforts need to be put in place to incentivize sustainable tourism in Pakistan and proper laws should be set forth by the authorities to comply by the TOs. The role of TOs is important and understood, however, there is a need to put proper systems in place.

This research is to explain about the role of Dakwah communication strategy in the empowerment of the labor community in Panjang Sub-District, Bandar Lampung in improving the practice of the implementation of sharia. This is descriptive qualitative research, where the data were collected throuh interviews, observation, and documentation. The data were then analyzed qualitatively using inductive thinking approach. The result of this research shows that the communication strategy used by  the preacher in Panjang Sub-district was by giving motivation through the message of dawah conveyed to the community, Providing religious guidance, including religious activities such as five-time prayer, memorizing prayers, taking care of the corps and protecting the environment, establishing good relations with  the community, either through regular recitation at the ta’lim assembly or taking the advantage of Arisan for savings and loan activities, interacting and seeing firsthand situation and conditions that exist in the community, then cooperate with the government by providing assistance in the form of funds and food. The most inhibiting factor is mad’u, especially in terms of understanding the message (somatic), closed to change (self-image), and motivation, marked by the passiveness  communicant in receiving da’wah from the preacher because the preacher can not fully know the limits of somatic knowledge from the community.

This paper departs from the issue of the hidden curriculum that occurred during the last 10 years. Hidden curriculum is the practice of school education that contributes to education. Previous studies discuss the role of the state, the role of the school and the teacher's role in the practice of hidden curriculum separately.While in this paper, the researchers wanted to demonstrate the practice of hidden curriculum in a comprehensive manner by using thought Henry Giroux. This research is a case study with a qualitative approach. This research was conducted in 2019 by conducting in-depth interviews, observation and documents. The findings in this study (1) there is a contestation of values ​​due to differences in ideology trustees and teachers that are implemented in the practice of hidden curriculum, (2) The practice of hidden curriculum is done by the board of trustees behind the development of a formal curriculum, and carried out by the teacher to maintain the old identity through daily practices, (3) impacted on the delay on student achievement, because it is generally the practice of hidden curriculum support the practice of the formal curriculum, but the opposite what happened.. advice in this study is need to agree and trust between the board of trustees and school teachers in order to get maximum achievement.

Financial institutions are currently needed by all people because financial institutions are considered to be quicker in providing business capital loans. Previously, conventional banks were the only financial institutions operating in the financial sector or loans to the community before Islamic financial institutions, now with the development of financial institutions sharia society mostly prefers sharia finance rather than conventional, plus BMT which operates in the middle to lower class, this is what causes many people to take Islamic financial institutions because they prioritize family systems, so this study focuses on: 1). How is the application of murabahah financing at BMT As-Salam to brick businesses in the Ngreco Kandat Kediri village, 2). What is the role of murabahah financing at BMT As-Salam towards brick business in the Ngreco Kandat Kediri village, 3). How did the brick business increase in the Kandat Kediri Ngreco village after obtaining murabahah financing at BMT As-Salam. Research on the role of murabahah financing in brick business uses a descriptive qualitative approach with a type of case study research that refers to the interpretive postpositivistic thinking paradigm. The technique of collecting data is in-depth interviews, observation and documentation. The results of this study indicate that the application of murabahah financing at BMT As-Salam is very different where loans for business capital of bricks that should use mudharabah or musyarakah at BMT These salads use murabaha. Besides that the role of BMT As-Salam is very influential on brick business and before BMT As-Salam arrived, brick entrepreneurs still had difficulty finding capital to improve their business but after taking murabahah financing at BMT As-Salam, their efforts experienced an increase and prosperity life.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

Abstract Public-private partnerships (PPPs) are a relatively new phenomenon in Kazakh-stan – their development began in 2005 in the transport and energy sectors. Initially sluggish growth transformed into rapid PPP deployment from 2016 to 2019 when hundreds of PPPs were launched in many industries (infrastructure, hospitals, schools), which was in sharp contrast to just a handful of PPPs formed prior to 2016. Rapid PPP deployment raised deep concerns whether the government’s supporting schemes and PPP launch procedures are appropriate and whether they may backfire for the government in the form of increasing debt. This paper aims to investigate the enablers and implications of accelerated PPP formation. The study is based on semi-structured in-depth interviews with a range of actors in the field, including PPP operators (railroad, energy company, kindergarten), regional and local governments, national and regional PPP centres, lawyers and private investors, which afforded an opportunity to mitigate bias in opinions. The study has identified three principal enablers: simplified procedures for a PPP launch, pressure exerted on regional governments, and extensive government financial support to PPPs. By making use of agency theory, property rights theory and the value-for-money concept, the paper offers a conceptualisation of rapid PPP growth in Kazakhstan in recent years and argues that growth was disproportionally fast and unintended. Policy implications include a need to re-establish the value-for-money approach to PPP formation, a significant increase in government liabilities to PPPs, and a misconception regarding the role of PPP collaborative governance.
