The paper addresses some core problems pertaining to psychological support for professional development of disabled people and individuals with special needs as well as means of their resolution in Russia and abroad. Underscored is the need for relevant prophylactic, correctional and educational programs designed to: (1) provide assessment of adequacy of occupational choice; (2) promote effective professional education, training, and career building; (3) implement monitoring of professional adaptation and development of people with disabilities and special needs as the primary target population.

The formation of a new ideology, legislation and practice in the field of inclusive professional education of disabled people is developed in Tambov Region under the Ministry of Education and Science of the Russian Federation, the Federal Educational and Methodical Center. The center of this model is the basic professional educational organization (Tambov Regional State Autonomous Professional Educational Institution “Training College of Field Technologies”), which provides support for the functioning of the system of inclusive professional education of people with disabilities. In the regional state professional organizations there are 169 students of the disabled people and 134 people with disabilities. The socio-demographic characteristics of persons with disabilities who study in the conditions of the Center of Inclusive Education (structural subdivision of the Training College of Field Technologies) are considered. The studied characteristics will allow to use them for events to develop adaptive physical education in secondary professional education.

The article presents the practical experience of the Yaroslavl Regional Special Library in introducing people with disabilities to social activity, raising public awareness, and changing the attitude of society to the problems of disabled people.

This paper addresses the musical needs of people with disabilities, taking two specific issues – entitlement and access to music experience. While there are increasing examples of good practice, for various reasons the needs of many individuals and groups with special needs are not being adequately met. The argument that all people, regardless of ‘ability’, should enjoy equal access to music is fundamental to the discussion.Whilst the roles of music providers may differ in various contexts, if disabled people are to enjoy the right to music at all levels, access from primary age through to adulthood has to be ensured. The implication for training to fulfil this need cannot be ignored.

The article discusses the motivational and personal characteristics of students in various fields of study from the standpoint of the mode «being» and the mode «having» (E. Fromm). In the modern world, there is a shift in the direction of development of young people’s personal traits from the mode «being» to the mode «having», which negatively affects the training of specialists in the «person – person» system. A specialist who has deep knowledge, but is more focused on material benefits, as opposed to a commitment to return, to help people, can be ineffective in many critical professional situations. The success of professional activity largely depends on psychological support during professional development, in particular, during the student period.This article presents research on the motivational and personal sphere (Milman's method) and the severity of indicators of intrapersonal conflict, as one of the possible factors of professional development (E. Fantalova's method) in students of managers, psychologists and various medical fields of study. Different levels of intrapersonal conflict, different total indicators of the main motives of students in different areas of study were identified. There were no significant differences between the groups of students in the mode of being and the mode of having. The analysis of the obtained factor matrix allowed us to determine the «mode of being» and «mode of having» with characteristic main motives and intrapersonal disintegration. Therefore, the purpose of psychological support at the stage of professional education is the student's awareness of their potential, prospects for personal and professional growth, the desire to search, creativity, and experimentation. A crucial element of this situation of professional development is the ability and necessity to make a choice, which means to feel your freedom, on the one hand, and your responsibility for everything that happens and will happen, on the other

The authors analyze the results of socio-pedagogical research, which is based on the International Classification of Functioning implemented in the process of blended learning of students, bachelors with disabilities and a special medical group of the Tyumen State University. There is the domination of people with disease musculoskeletal system and the cardiovascular system among test subjects. However, 73.0% of students think that they are “practically healthy” and have no special educational needs. There is the revelation of the absence of serious complications in the state of health during an academic year; the possibility of a conscious independent choice of the individually oriented educational trajectory of student development, the understanding attitude of teachers to skipping classes for health reasons in people with disabilities. The results of the research demonstrate a synergistic effect of the inclusive education of disabled people and students with disabilities, high rehabilitation potential of the educational environment of the university. INTRODUCTION: Globally, the concept of continuing professional education (CPE) has been acknowledged by all professionals as a primary method for regular enhancement of basic professional education. In the clinical sector, when providing in service programs, learning needs assessment provides the basis for the design of effective educational programs. The purpose of the study was to examine the learning needs and preferred instructional method among nurses. Also, the significant difference of professional development learning needs, clinical skills learning needs and instructional method was measured in relations to sex and years of clinical experience. METHOD: The study utilized descriptive research design. Convenient sampling was used to sample 120 nurses from selected hospitals in Laguna. A self constructed questionnaires were used as the instruments of the study. The statistical treatment used were mean, standard deviation, t-test, and ANOVA. RESULTS: The study showed that highest priority of learning needs in terms of professional development was stress management. Emergency management was the highest priority perceived by the nurses in terms of clinical skills. The learning method most preferred by the nurses was the use of lectures. There was no significant difference in terms of professional development learning needs, clinical skills learning needs and instructional method when considering sex and years of clinical experience. DISCUSSIONS AND RECOMMENDATION: The study recommends the nurse educator and managers of the selected hospitals to utilize learning needs assessment results to implement educational programs. It is further recommended that learning needs assessment should be an ongoing process involving other professional and clinical topics to promote better quality service.

Digitalization of the library sector requires library staff to develop digital competencies, information retrieval skills and new knowledge in the field of data processing. The purpose of the study was to identify the digital skills of specialists of public libraries and the opportunities for their development when mastering additional professional education programs with the use of distance learning technologies. Educational programs for advanced training of library specialists, implemented within the framework of the Federal project “Creative People” of the National project “Culture”, have become the basis for such work. The article analyses the experience of participation of the St. Petersburg State Institute of Culture in educational projects for professional development of practicing librarians using distance learning technologies, the topics of programs offered by the centres for continuing education and advanced training of creative and managerial personnel in the field of culture in 2019—2021. Programs of additional professional education give priority to the formation and development of digital skills in the following categories: information (information literacy), communication (communication and collaboration) and creative skills (creation of digital content). There is an obvious shortage of educational programs related to the formation of critical thinking of users of digital resources and information security. Communication skills of librarians participating in the Creative People project implemented in their willingness to undergo formal training remotely, in a positive attitude towards the distant forms of professional development, despite their labour intensiveness. It is established that in the structure of thematic preferences of library specialists for future training in the system of continuing professional education there prevail the topics related to the formation of information and communication competencies. The article notes that significant proportion of specialists who have mastered the advanced training program are not ready to clearly determine in what types of practical activities their knowledge and skills can be applied. The obtained results make it possible to correct the topics of educational programs of further professional education of library specialists, to clarify the list of priority didactic tasks and the tools of distance learning technologies used for their implementation.

Nowadays, the demand for mobile phones by people with special needs is evolving. Disabled people can utilize mobile phones for personal communication, security, social integration, and autonomy. Personal communication is one of the most important reasons that disabled person uses a mobile phone. For example, people with motor disabilities cannot easily reach the wired telephone within a limited period of time when it rings. Security is another reason that most disabled people strive for. In case of emergency, illness, or accident, mobile phones are considered a fast communication channel. Furthermore, to keep in touch with society and to feel autonomous, people with special needs think that the mobile phone is a good medium for social integration and self-independence (Abascal & Civit, 2000).

The World Health Organization (WHO) states on its website, the one dedicated to the regional office of the Middle East, that there are more than 1000 million disabled people across the globe, which represents approximately 15% of the entire world population i.e. nearly 1 in every 7 people is disabled. It also indicates that the number of the people who suffer from a handicap is on a continuous rise, mainly because of the aging population as well as the exacerbation of chronic illnesses. Moreover, the same organization informs that although this matter is of an extreme seriousness, there is in fact a severe lack of awareness and an unavailability of the necessary scientific information related to this topic. As a matter of fact, there is only a small number of documents that display collections of studies about the policies and responses that the countries have put in place in order to meet the needs of people with disabilities. The data related to disabilities and disabled people points out to an evident lack of concern, on a global scale, when it comes to this particular group that happens to include millions of people all throughout the world. However, and despite the efforts and resources dedicated to accommodate and rehabilitate handicapped people, we still, unfortunately, have a long way to go before we can reach this desired goal. So, does it mean that all these efforts were in vain? In this communication, we will attempt to answer this question through a presentation of the historical evolution of opinions about the meaning of disability and special needs in light of the recent scientific advancements and its impact on the social perception, by shedding the light on the symbolism of the phenomenon of abuse and bullying targeting individuals with special needs. This historical examination shows a clear quantum leap when it comes to the treatment and attitude towards people with special needs, a leap that coincides with the advancement that the scientific research and the pathological classification in the psychology have witnessed in the beginning of the twentieth century. Following these classifications, a number of legal renewals took place, which provided disabled people with several rights that guarantee their protection. Therefore, we can determine that there is indeed a tangible change, albeit the fact that there is definitely and undoubtedly more room for improvement in this regard. Consequently, the denunciations we witness today regarding the abuse and mistreatment of people with disabilities is in fact a product of the collective awareness and the public acknowledgment of the radical shift regarding the conceptual and practical notion of disability. Which in turn, predicts a better and a more prosperous future for a group of people who are in dire need of change.

Статтю присвячено проблемам професійного навчання соціальних працівників, зокрема розглянуто психолого-педагогічні аспекти процесу підготовки висококваліфікованих фахівців. Зазначено що в професійній психології та педагогіці набуває поширення компетентнісний підхід до сучасної освіти. Акцентовано увагу на особистісно-орієнтованому та психолого-акмеологічному напрямках професійної освіти та навчання. Особистісні якості фахівця розглядаються як метапрофесійні компетенції, що забезпечують якість праці майбутнього соціального працівника. На основі аналізу специфіки підготовки фахівців соціономічних професій окреслено загальні напрями формування професійних компетенцій соціальних працівників: пріоритет професійно-особистісного розвитку для досягнення високого рівня професіоналізму фахівця; формування психологічної, особистісної та рефлексивної компетентності; практична зорієнтованість процесу навчання. Розглянуто методи та технології активного формування психологічної та особистісної компетентності фахівця в процесі професійного навчання, а саме методика контекстного (знаково-контекстного) навчання та психолого-акмеологічні методи та процедури професійного розвитку. Стверджується, що включення до навчального процесу інноваційних, заснованих на взаємодії педагога та учня, психолого-педагогічних технологій активного навчання має формувати особистісні зони розвитку майбутніх фахівців, удосконалювати способи та засоби професійного становлення, що значно підвищує якість професійного навчання соціальних працівників. The article deals with the problems of vocational training of social workers. They are particularly considered with psychological and pedagogical aspects of training highly qualified specialists. It specifies that competence-based approach to modern education gets spreading in the professional psychology and pedagogy. The article is accented on personality-oriented and psycho-akmeological directions existing in the psychology of professional education and training. Personal qualities of the professional are considered as metaprofessional competences which ensure the future social worker’s quality of work. The general directions of formation professional competence of social workers are identified on the base of the analyses of the specific professional training socionomic professions: priority of vocational and personality development for achievement a high level of professionalism; formation of the psychological, personal and reflective competence; practical orientation of the learning process. The methods and technologies of active formation of psychological and personality’s competence of the specialist during the vocational training are reviewed in the article, specifically the method and technique of signed-contextual learning and psycho-akmeological methods and procedures of professional development. It is alleged that the inclusion in the educational process of preparation innovational, psychological and pedagogical techniques of active learning, based on the interaction between the teacher and the student, should generated personal’s development zones of the future professionals, refine the methods and means of the professional development that significantly improves the quality of social worker’s professional training.
