The purpose of this study is to present a brief overview of the nature of teacher education and preparation programs, and the professional development of secondary schoolteachers in the Arab world, and to offer insights into recent global trends in the matter.By examining some of the relevant literature and scholarly work, this study’s main objective is to provide a comprehensive picture of the teacher-program-related policies offered by education colleges/institutions in the region in the light of global trends. To achieve this, the researchers surveyed most of the existing related studies conducted in the region. This was pursued through analysis of evidence, methodologies, underlying ideologies, and indicators of examined literature. Similarly, an analysis of publications relating to recent global trends was undertaken. Results suggest that a comprehensive “five-year” teacher programs is ideal to be integrated into higher education in the Arab world due to its feasibility, affordability as well as lower financial costs. It was found that that the components of existing teacher programs must be subject to evaluation and review for further development. However, the results indicate not only that the strategy of candidate admission and enrollment in colleges are not based on appropriate criteria, but also that a clear policy for teaching licensure is ignored. The study emphasizes the need to establish fully equipped teacher training centers. To attain this, we strongly suggest selecting or creating well-equipped and administratively affiliated schools to the colleges to provide an experimental environment for candidates to practice what they have learned. Achieving a balance between different course packages should be considered.

The article focuses on communicative disadaptation, as a relevant issue of special psychology. The article presents the results of theoretical and experimental investigation of the precursors of communicative disadaptation in preschool children with mental retardation and speech delay in the conditions of educational integration. The article substantiates theoretical approaches to the investigation of communication development of children with health impairments. The authors analyze the unbalanced development of motivational and operational components of communication in preschool children, describe risk groups, discuss the mechanisms of communicative disadaptation syndrome development in children with mental retardation and speech delay, which enables the authors to single out correctional strategies aimed at children’s communicative and personal development and communication problems prevention. The research is performed within the framework of a communicative approach, it focuses on the assessment and correction of senior preschool children’s communicative and personal development associated with disonthogenesis. Summary This article deals with analytical jurisprudence topics presented in John Austin’s work, his predecessors, and its influence on the contemporary theory of law. The article analyses his analytical method, understanding of what the method implies, and its application in understanding law as a social phenomenon. Not only does the article analyse the law phenomenon, but it also presents his views on similar phenomena in law, such as international and constitutional law, the phenomenon of sovereignty and a sovereign, and the principle of general utility as one of the moral principles. His theory of law was one of the most significant theoretical approaches in England of the 19th century, and also constituted the baseline for new conceptions and the basis of critical analyses of later positive law theories. Moreover, his work provides a solid ground for explanations of individual branches of law, especially criminal law. Finally, the article also presents a critical analysis of his approach, useful and important findings, and the perspectives for further development of the theory of law, especially in the domain of his analytical, empirically oriented and descriptive method.

Methodological basis for assessing the innovative potential of transport companies is based on the use of the ranking model. This model is used to determine the ranking of innovative potential of the company, taking into account a number of key internal and external indicators of its activities. The proposed ranking model for determining the innovative potential has been tested in three existing transport companies of Tyumen. The testing confirms the universality of the procedure of the ranking score and makes it possible to use it in practice. The indicator allows assessing the position of the transport company and developing a strategy for its further development.
