AbstractEach science is identified with the questions it raises with respect to its object of study. This paper discusses the formulation of the basic questions of medical informatics. From a historical point of view, it first dealt with the problems of medical computing. Thereby, three classical questions arose: How can existing computers and information technologies assist in medical activities? Which components of the mathematical apparatus of informatics can be used for solving medical problems, and how and what activities of a physician are subject to algoritmization? The present time raises a new circle of questions centered around the basic one: How is the information system of the human organism structured and how does it function? This question and others form the basis of a new trend in medical informatics.

In so-called general pathology, the centre of gravity must fall precisely on the experimental pathology, on the analysis of experimental pathological processes. To understand the life of a diseased organism, it is necessary to know the morphological changes at different stages of development of the pathological processes. Morphopathology deals with the study of morphological changes in a diseased organism. Both disciplines, namely both pathophysiology, as well as morphopathology, complement each other and together constitute a vast field of medical knowledge, namely the so-called pathology (pathos = suffering, disease, and logos = science). Physiopathology uses the data of the morphological changes found as a result of the pathological processes and it is closely related to the pathological anatomy, which deals with the same problems, but from another point of view: both have the same object of study, namely, the diseased human organism. Any pathological action provokes from the very beginning a defence of the body, directed against the injurious agent or the lesion. Pathological phenomena are recognized not only by studying the functional changes of the body and its various parts; taking into account the unity between function and form, it is necessary to study the morphological changes. From the research carried the following resulted: from the total of 165 cases, 102 cases (61.81%) presented diabetes, 34 cases (20.62%) obesity, 29 cases (17.57%) gout. In the treatment of oral mucosal lesions, strong antiseptics will be avoided since these are necrotizing (multiple cases of diabetic angiopathy are known), attention should also be paid to performing fixed or mobile prosthetic works that do not have to traumatize the periodontium and the mucosa of the prosthetic field in order to avoid the possibility of over-infection. Avoid bleeding manoeuvres in case of a diabetic patient with high blood sugar, taking into account the risk of diabetic coma.

Medical informatics is the science that studies the creating, transmitting, processing and using information, data and knowledge to solve medical problems. It is medical technology due to participation in the process of formal medical decision-making. The first step in the development of health information systems in Serbia is the adoption of a national "Strategy for the Development of the Information Society in the Republic of Serbia by 2020". The aim of this paper is to consider the advantages of using information technologies in the process of health care provision in health care institutions in comparison to the previous, classical way of collecting, analyzing and interpreting data in the example of primary health care institutions. The methodology is a retrospective study of the presentation of implementation in information technologies on the example of the Health Center Niš for the period from 2004. to 2019. and presentation of the computer equipment status. The implementation of the health information system will enable: better and more efficient access to patient information, faster diagnostics, faster and more reliable selection of medicines, greater patient safety, more time for health care employees, better and more complete health-statistical reporting and faster transfer of biomedical knowledge. The introduction of a health information system will allow the creation of an electronic health record and electronic medical history. In 2011, the Health Center Niš became a user of the medical information system MEDIS.NET, which was realized in the Laboratory for Medical Informatics of the Faculty of Electronic Engineering in Niš. The Adult Health Service and the Child and School Health Services were the first to use electronic records.

The article discusses using the educational content in the context of the changed requirements for the educational process. Organization of the modern educational process is analyzed from the point of view of the ecosystem concept, which allows the interaction of biotic (actors) and abiotic components (information technology architecture, standards, and specifications). To describe the use of educational content in the educational information system the university presents an “as-is” model in EPC notation. There have been determined the main promising functions of using educational content for implementation in information technology architecture. Based on a detailed analysis of literary sources, the concept of implementing the intellectual support for using educational content in the context of the architecture of information technologies of the university has been determined. From the perspective of creating a Personal Learning Environment and introducing intelligent means of supporting the educational process, it is proposed to implement two models in the format of ontologies: an educational content model and a learner's model. The educational content model is presented in the form of the Protégé ontology. The classes of ontology, the connections between them, and the data available in the university's information system are briefly characterized. A general approach to integrating such a model into the typical architecture of the university information systems is described for the subsequent development of means of intellectual support for the actors of the educational process (namely, content developers). The UML case model is used to display the approach. When con-sidering integration issues, the experience of using such specifications and standards as LOM IEEE, SCORM, TinCanApi, and the principles of modern learning and content management sys-tems was taken into account. There are described the prospects for further work, general meth-odology of further research, the first stage of which is the presented work

The article proposes a model for forecasting the success of student’s learning. The model is a Markov process with continuous time, such as the process of “death and reproduction”. As the parameters of the process, the intensities of the processes of obtaining and assimilating information are offered, and the intensity of the process of assimilating information takes into account the attitude of the student to the subject being studied. As a result of applying the model, it is possible for each student to determine the probability of a given formation of ownership of the material being studied in the near future. Thus, in the presence of an automated information system of the university, the implementation of the model is an element of the decision support system by all participants in the educational process. The examples given in the article are the results of an experiment conducted at the Institute of Space and Information Technologies of Siberian Federal University under conditions of blended learning, that is, under conditions when classroom work is accompanied by independent work with electronic resources.

The transition to "intellectual" agriculture is the main vector of modernization of the agricultural sector of the economy. It is based on integrated automation and robotization of production, the use of automated decision-making systems. This is inevitably accompanied by a significant increase in data flow from sensors, monitoring systems, meteorological stations, drones, satellites and other external systems. Farm management has the opportunity to use various online applications for accurate recommendations and making various kinds of management decisions. In this regard, the most effective use of cloud information technologies, allowing implementing the most complex information and technical level of automation systems for management of agricultural technologies. The purpose of this work is to test the approach to creating expert management decision support systems (DSS) through the knowledge base (KB), formed in the cloud information system. For this, we consider an example of constructing a DSS for choosing the optimal date for preparing forage from perennial grasses. A complete theoretical and algorithmic database of the analytical DSS implemented in the data processing center of the cloud information system is given. On its basis, a KB is formed for a variety of different decision-making conditions. This knowledge base is transmitted to the local DSS. To make decisions about the optimal dates for the preparation of the local DSS, two variants of algorithms are used. The first option is based on management models, and the second uses the pattern recognition method. The approbation of the algorithms was carried out according to the BZ from 50 cases. According to the results of testing, the method of pattern recognition proved to be more accurate, which provides a more flexible adjustment of the situation on the local DSS to a similar situation in the KB. The considered technique can be extended to other crops.

The synergy that exists between geography, computer science and advances in information technologies has allowed the consolidation of geographic science from an integral perspective and allowing the correlation of basic elements for the analysis of the territory in an applied science called Geomatics. The research result in this field are linked to the collection and analysis of observation data, which are collected through satellites, ground stations, ocean buoys, the global positioning system (GPS), aerial sensors (photogrammetry), Weather balloons and traditional techniques for measuring and describing land. To process this data, Geographic Information System (GIS) has been developed, involving aspects of hardware and software with applications that are as diverse and varied as the users themselves. Also, presents an analysis of the main SIG's, its main features and applications , because despite having a scientific structure and IT support that allows one effective land management in rural or urban type, yet there is a wide area of opportunity solving and Previ or endo the emergence of conflicts interactions between human activities and geographical characteristics.

The paper concentrates on researching the possibilities of using modern information technologies in animal production in order to monitor and identify behavior and well-being of cows. Having in mind the challenges related to managing dairy herds, and economic pressure put on breeders (as well as the broadly defined well-being of animals), an endeavor was made to create a new method, which would be competitive in comparison with the existing solutions. The proposed method of collecting data and data processing with beacon devices as well as data warehouse, allows—according to the authors—a more complete identification of behaviors and physiological condition of a dairy herd. It is also worth pointing out that this method is competitive in terms of price. By virtue of the multitude of data that were collected, a decision was made to resign from processing data on a local computer and use a cloud compute engine instead. The presented information system creates a sequence of components, which were subject to verification both on the level of creating and conducting research. Research results that were received were then compared with knowledge presented in the literature. A vital element of validation of the aforementioned methodology was comparing results that were achieved in the course of research work with the system making use of pedometer. The aim of the authors was to develop a new information technology solution, as well as a method based on beacons, which are rather universal devices, with the use of data warehouses, allowing the identification of behavior and physiological state of milk cattle, the method which would be competitive in comparison with the existing solutions, especially in terms of price. In the proposed solution, both information coming from microcomputers and weather forecast data coming from weather forecast stations, which make the above identification easy, were used as data sources.

The article is devoted to the definition of concept in modern linguistics. Various points of view and definitions of the basic concepts are considered: "concept", "conceptual sphere", "content". The aim of the article is to describe and explain such a complex unit as a concept from the point of view of linguistics. The object of research is studied in its various manifestations, the combination of verbal and nonverbal means of information expression in the conceptual sphere is revealed. the relevance of this topic is due to the need for a detailed consideration of the concept of concept based on the works of prominent scientists and linguists. Researchers treat the concept as a cognitive, psycholinguistic, linguocultural, cultural and linguistic phenomenon. The concept is an umbrella term because it "covers" the subject areas of several scientific fields: primarily cognitive psychology and cognitive linguistics.
