Surviving Austerity: Kenya’s Public Universities and the Competition for Financial Resources

Abstract Background Waterpipe smoking has become a global public health problem as its popularity increased over time, especially among youth. This study aims to examine waterpipe smoking patterns of university students in Ankara, Turkey, and compare the patterns in public and private universities, which have different economic and social environments. Students in these two types of universities differ, on average, in socioeconomic background and access to financial resources. Methods The survey was conducted among public (n=2685) and private (n=2485) university students via an online questionnaire. Logistic regressions (on the full sample and on the sample that excludes students who initiate before age 18) were used to test the association between ever using waterpipe and respondent characteristics such as age, gender, university type, living arrangements, and source of income. Descriptive statistics on consumption pattern (age at first use, use within last month, location of use, availability of waterpipe venues, whether it is usually shared, reasons for use, and harm perceptions) were also generated. Moreover, never, ever, and current user prevalence rates by age at first use were estimated for waterpipe and cigarettes. Results69% of students in private and 59% of students in public universities (p<0.001) were ever smokers of waterpipe. Being older, male, private university student, living alone or having roommate(s), as well as financial resources such as having access to a car, having income from work or family were associated with ever using waterpipe. Although more than half (68-70%) of ever users tried waterpipe before age 18, risk continued in university and 41-46% of those who tried before 18 were current users in university. For women who had abstained from waterpipe until university age, the risk of waterpipe use was higher in private than in public universities. ConclusionsWaterpipe smoking has increased and is highly common among university students. Students with higher socioeconomic status are at higher risk. There is an urgent need to implement the new creative interventions based on the WHO Framework Convention on Tobacco Control to prevent the young people from waterpipe smoking after 18 years old.

AbstractSaudi universities have benefited a lot from the budgets provided by the government to universities in order to encourage education and spread it among the various groups of Saudi society. The public universities in Saudi Arabia, since their establishment, provide education to their students free. Based on the Saudi Vision 2030, and the new Saudi universities by-law 2020, universities can now establish their own endowments and companies, and to get revenues from the cost of the study programs, diplomas, courses, and services provided.

Increasing financial resources has been regarded as one of the particular importance of the current higher education development in Vietnam, notably public universities. These groups of higher education institutions are facing challenges as their main sources of funding - state allocation - are declining gradually. In this study, the authors examine the mechanisms employed in other countries across the world to improve financial resources for their higher education institutions. Thus, some implications are withdrawn for public higher education institutions in Vietnam.

Abstract This paper provides an overview of the challenges of management of facilities at public universities in Africa. Results reveal that: poor condition and the overcrowding of facilities, limited skills and capabilities of facility management departments, and lack of financial resources are the main challenges which the management of facilities at public universities in Africa faces. In worse situations, these problems have adversely affected the quality of the learning and teaching environment at the institutions and also threatened their existence. Prioritization of funding for the provision and improvement of quality facilities at public universities by governments, employment of well qualified and trained staff in the facility management departments at the public universities, and creation of innovative and smarter public-private partnerships aimed at the improvement of existing facilities and provision of new ones were identified as the key solutions that can be implemented to address the challenges that public universities in Africa are facing in relation to facilities. Findings will support public universities in Africa to address challenges of management of their facilities so that they can continue to achieve their intended objectives of offering high quality higher education, research and community engagement in order to accelerate socio-economic development of their countries on the continent in the future.

Universities have a critical role in achieving the Sustainable Development Goals (SDGs), both for implementing active policies and for encouraging other actors to participate. This requires having the skills and mind-sets to contribute to these challenges. The relevance and the commitment of universities to sustainability has led to the inclusion of SDGs in the strategies and agendas of these institutions. This requires the involvement of all the actors and some structural and cultural changes that put SDGs at the core of the governance and management of the university, embracing all the stakeholders. Various internal and external factors may influence the impact and success of the policies and activities aiming at achieving the SDGs, both from an overall perspective and for individual SDGs. This paper assesses the influence of some internal factors, such as the presence of universities on the internet, the level of internationalization or the availability of financial resources. Through both regression analyses and the Gephi method, our results confirm the importance of the presence on the internet, the internationalization of the university and the financial resources for research and infrastructure received from regional governments for Spanish public universities to make a greater contribution to SDGs.

One of the most important challenges facing higher education institutions in the international arena is the challenge of financing. The problems of financing are complicated by the growing trend of increasing efficiency and quality effectiveness. The research aims to uncover the problems of funding in public universities and provide future proposals that help to solve its difficulties. The research problem stems from the problem of deficit in the budgets of public university education and its high cost and funding difficulties facing increasing expenditure because of its dependence on the general budget of the state. The research was based on the basic hypothesis that "the adoption of public universities on a variety of funding sources will help to solve the difficulty of funding through the model and proposals adopted to develop sources of funding and rationalization of spending”. The research concluded a number of conclusions, the most prominent of which were Increasing the need of public universities for financial resources to meet their various needs, Poor efficiency of funding management in public universities, and the adoption of financing of university education almost entirely dependent on the state budget. Based on the results, the recommendations of the research are the need to review the method used in the preparation of budgets as it is the basis in the process of controlling revenues and directing expenditures, as well as the need to link government support to universities achievements, and make universities production centers and through the application of the concept of productive university and work on increasing Efficiency of spending through the optimal use of human competencies and technology.

The article analyzes the situation with attraction of foreign direct investments (FDI) into the Russian Federation. Sharply increased inflow of international financial resources into national economy has highlighted the problem of definitions, the reasons of this phenomenon and its economic contents. The article considers methodological aspects and economic essence of modern FDI. Special accent is made on the estimation of the situation with their attraction into Russia, FDI structure and effectiveness. The conclusions about basic directions of the increase of their effectiveness in the Russian economy are formulated.
