This paper is to examine the role academic libraries can play to organize and make indigenous knowledge accessible for national development. The target audience for the paper are academic librarians in Ghana, researchers of African studies in Ghana and other stakeholders. This is a qualitative study with data from interviews with the librarians and a desk-top literature review. Academic librarians in Ghana recognize the importance of indigenous knowledge organization, but little has been done by way of research. Most academic libraries in Ghana have the basic resources to manage indigenous knowledge. Academic librarians need to be proactive in their collaborative efforts to manage indigenous knowledge. Academic librarians in Ghana should be proactive towards effective management of indigenous knowledge, for easy accessibility. Again, academic libraries need to be well resourced to manage indigenous knowledge. Finally, academic libraries need to create awareness about the importance of indigenous knowledge using different media platforms to all stakeholders.

Malaysia has adopted several developmental plans since 1969 starting with the New Economic Policy (NEP), passing by the National Development Plan (NDP) and ending with the Vision 2020 adopted in 1991 under the rule of Mahathir Mohammed (1981-2003), whereby Malaysia has aimed to become a developed country by 2020. Looking for the future, Malaysia 2020 should build upon the older developmental plans; however there are some new elements that need to be considered if Malaysia is to continue on its successful developmental path. This paper aims at focusing on the issues that still need to be considered in Vision 2020 from an outsider point of view. This paper addresses the questions of what Malaysia’s economic plans adopted in the past which were able to achieve high economic growth rates while preserving at the same time the social aspects. And the paper focuses on trade policy in Malaysia under Mahathir rule, identifying how was it shaped and how likely it will continue in 2020. The paper identifies the challenges likely to be faced by Malaysia in the coming period and how such issues should be tackled in Vision 2020.

China has suffered from over a decade of turmoil which has prevented the development of modern information ser vices. Present policy stresses the role of information storage and retrieval in national development. Apart from technical and political constraints, China faces a serious handicap with its unique written language, where the 5000 plus characters needed to express scientific and technical concepts are too large to be handled cost-effectively by present computers. This report outlines ways in which China is currently attempt ing to meet these problems and provide for modern informa tion services by the end of the decade.

Corruption has become massive societal phenomenon that has been regarded as extraordinary crimes threatening Indonesian economy and impeding national development. All societal elements expect that it will not be unresolved problems. Until recently, criminal law policy in its attempt to eradicate corruption has more put emphasis on the perpetrator. Such policy on witness protection, in the criminal case of corruption, needs to be optimized because it can be an alternative legal instrument in the attempt to eradicate corruption. Law-enforcement authorities face difficulties in unfolding a corruption case because it is often well systematically planned. In many cases, witnesses are reluctant to report a corruption case because of threat, intimidation, and criminalization posed to them. Problems are (1) How is the regulation of witness protection act and the corruption eradication in Indonesia? (2) How is the urgency of witness protection in the criminal cases of corruption eradication? (3) How is criminal law policy on witness protection to facilitate the corruption eradication in Indonesia? This research employs normative juridical approach with the descriptive research type. Findings show that(1) the development of witness protection act in the corruption case is highly relate to the witness stand on the criminal justice system; (2) the urgency of witness protection in the corruption eradication process is highly related to the common occurrence of intimidation and threat toward the witnesses. It indicate that the witness and victim protection is an important and urgent legal aspect; (3) criminal law policy in the corruption eradication process put more emphasis on the perpetrators and less concern on the witnesses involved in legal investigation. It is necessary to optimize the role of LPSK in criminal law policy including in giving the protection to witness in the case of corruption eradication; therefore, it is important to conduct legal update on the witness protection act in the case of corruption eradication process. <p>Islam as a religion of rahmatan li al'alamin, very much its contribution to the national development which is oriented to the whole human development. The presence of religion is always accompanied by "two faces". On the one hand, inherently religion has an identity that is exclusive, particularistic, and primordial. At the same time, however, it is also rich in inclusive, Universalist and transcending identities. In its role as a directive system, religion is placed as the main reference in the process of change. Religion will serve as a supreme morality that provides the basis and strength of the society's spiritual elite as they dialectics with change. Likewise as a defensive system, religion becomes a kind of resistance force for society when it is in an increasingly complex circle of life issues amid the rapid flow of change. Islamic education as agents of social change that is in the atmosphere of modernization and globalization today is required to be able to play its role dynamically and proactively, both at the theoretical and practical intellectual level. Islamic education is not just a process of cultivating moral values to fortify itself from the negative excesses of globalization. But the most important thing is how the moral values that have been invested in Islamic education are able to act as a liberating force from the crush of poverty, ignorance and socio-cultural and economic backwardness. This paper aims to explore the role of Islamic education in public social education which is the main foundation of a nation's development.</p>

This study analyzes the role of sukuk in national economic development. During this time the source of development financing consists of several kinds including taxes, bonds, foreign debt and Islamic bonds (sukuk). Sukuk has been developed in Indonesia since 2002 (published Indosat) and is still growing and the number of issuers are even greater. The research method using descriptive quantitative, data source in this research is secondary data obtained, balance of payments in the government, the state budget. This study uses a quantitative descriptive approach. Data were processed using matrix comparison of the performance of sukuk and conventional bonds to finance national development. The role and contribution of sukuk to finance the construction has been increasing. In 2011 amounted to 34% of financing needs are met through sukuk. Until 2016 the proportion was 60%. Instead the role of foreign debt be decreased. In 2011 only 7%, and by 2016 the portion close to 0%.
