All forum participants appreciated the high level of technical equipment of the forum. • Mention any drawbacks in the delivery of the conference virtually, e.g. impact on the community. • No shortcomings were identified during the forum. The forum had an extremely positive impact on the public, which was mentioned in his speech for the journalists of the national channel, the chairman of the forum and the general director of the INP Batyrzhan Karakozov. Abstract Numerical Ventilation (NV) is a well-known problem that occurs when the Volume of Fluid method is used to model vessels with a bow that creates a small, acute entrance angle with the free surface. These are typical of both planing hulls and yachts. There is a general lack of discussion focusing upon Numerical Ventilation available within the public domain, which is attributable to the fact that it only affects such a niche area of naval architecture. The information available is difficult to find, often fleetingly mentioned in papers with a different focus. Numerical Ventilation may be considered one of the main sources of error in numerical simulations of planing hulls and as such warrants an in-depth analysis. This paper sets out to bring together the available work, as well as performing its own investigation into the problem to develop a better understanding of Numerical Ventilation and present alternate solutions. Additionally, the success and impact of different approaches is presented in an attempt to help other researchers avoid and correct for Numerical Ventilation. Interface smearing caused by the simulations inability to track the free surface is identified as the main source of Numerical Ventilation. This originates from the interface between the volume mesh and the prism layer mesh. This study looks into the interface to identify strategies that minimise Numerical Ventilation, presenting a novel solution to prism layer meshing that was found to have a positive impact. Through the implementation of a modified High Resolution Interface Capture (HRIC) scheme and the correct mesh refinements, it is possible to minimise the impact of Numerical Ventilation to a level that will not affect the results of a simulation and is acceptable for engineering applications.

The article studies the method of assessment of the impact of standards on the results of the industry: innovation, product quality, generation of waste, level of “Green Economy” and foreign trade. The approbation which has been carried out for chemical products from 26 countries of the EU in 2018 (based on the cluster analysis is given in the study). It has been concluded that the high level of coverage of standards stimulates innovation of recycling. The level of foreign trade, and the generation of waste occur regardless of the level of coverage of the standards. The high speed of implementation of the standard ensures the high level of “Green Economy”. The more permanent policy of standards ensures high quality of products. Germany is the benchmark for the high level of influence of standards on the results in the chemical industry. For the rest counties of the EU, the potential of standards is not fully disclosed for reasons of insufficient coverage of standards or a large volume of waste. This assessment allows finding the benchmark of the country for study of the positive impact of standards and it helps to identify the successful strategies of standards for achieving high results in the industry.

This paper concerns an analysis regarding the performance of X-ray equipment as well as the radiological safety in veterinary facilities. Data were collected from 380 X-ray veterinary facilities countrywide during the on-site regulatory inspections carried out by the Greek Atomic Energy Commission. The analysis of the results shows that the majority of the veterinary radiographic systems perform within the acceptable limits; moreover, the design and shielding of X-ray rooms as well as the applied procedures ensure a high level of radiological safety for the practitioners, operators and the members of the public. An issue that requires specific attention in the optimization process for the proper implementation of veterinary radiology practices in terms of radiological safety is the continuous training of the personnel. The above findings and the regulatory experience gained were valuable decision-making elements regarding the type of the regulatory control of veterinary radiology practices in the new radiation protection framework.

The purpose of this study is to evaluate the impact of public investment programs on the socio-economic development of territories. As a case, the federal target programs for the development of regions and investment programs of the financial development institution — Vnesheconombank, designed to solve the problems of regional development are considered. The impact of the public interventions were evaluated by the “difference in differences” method using Bayesian modeling. The results of the evaluation suggest the positive impact of federal target programs on the total factor productivity of regions and on innovation; and that regional investment programs of Vnesheconombank are improving the export activity. All of the investments considered are likely to have contributed to the reduction of unemployment, but their implementation has been accompanied by an increase in social inequality.

The Ji’an PM No. 3 is the first linerboard machine in China to use multilayer curtain coating technology. Since successful startup at the end of 2011, further development has been carried out to optimize running conditions, coating formulations, and the base paper to provide a product with satisfactory quality and lower cost to manufacture. The key challenges include designing the base board structure for the desired mechanical strength, designing the surface properties for subsequent coating operations, optimizing the high-speed running of the curtain coater to enhance production efficiency, minimizing the amount of titanium dioxide in the coating color, and balancing the coated board properties to make them suitable for both offset and flexographic printing. The pilot and mill scale results show that curtain coating has a major positive impact on brightness, while smoothness is improved mainly by the blade coating and calendering conditions. Optimization of base board properties and the blade + curtain + blade concept has resulted in the successful use of 100% recycled fiber to produce base board. The optical, mechanical, and printability properties of the final coated board meet market requirements for both offset and flexographic printing. Machine runnability is excellent at the current speed of 1000 m/min, and titanium dioxide has been eliminated in the coating formulations without affecting the coating coverage. A significant improvement in the total cost of coated white liner production has been achieved, compared to the conventional concept of using virgin fiber in the top ply. Future development will focus on combining low cost with further quality improvements to make linerboard suitable for a wider range of end-use applications, including frozen-food packaging and folding boxboard.

In the completion of my practicum at the Public Health Agency of Canada (PHAC) this summer, I worked to develop a surveillance knowledge product to support the national surveillance of developmental disorders. This project used Statistics Canada’s 2017 Canadian Survey on Disability to investigate the burden of developmental disorders in Canada. Developmental disorders are conditions with onset in the developmental period. They are associated with developmental deficits and impairments of personal, social, academic, and occupational function. The project objectives are to estimate the prevalence of developmental disorders in Canadians 15 years of age or older, overall and by age and sex, as well as report on the age of diagnosis, disability severity, and disability co-occurrence in those with developmental disorders. The majority of the analysis has been completed and preliminary results completed, which cannot be released prior to PHAC publication. Although not highly prevalent, developmental disorders are associated with a high level of disability in young Canadians. Early detection and interventions have been shown to improve health and social outcomes among affected individuals. Understanding the burden of developmental disorders in Canada is essential to the development of public health policies and services.

Subject. The article deals with the analysis of suppliers in the public procurement system based on reasonable prequalification parameters. Objectives. The aim is to test the hypothesis about strong reputation characteristics of the winners in the public procurement system and develop a methodology for assessing the reputation of suppliers for prequalification purposes. Methods. We employ general scientific principles and methods of research, like abstraction, generalization of approaches used by domestic and foreign authors for prequalification and assessment of reputation of public procurement participants. Results. To test the hypothesis, we calculated four groups of indicators on corporate, financial, market, and social components of reputation. The methodology was tested on the data obtained from SPARK-Interfax and SPARK-Marketing information resources. Conclusions. The study revealed that not all reputational characteristics of public procurement winners can be regarded as high level. In terms of the corporate component, it is the low level of share capital, indicating the mistrust on the part of owners and their reluctance to invest in the business, and the low percentage of non-current assets. In terms of the market component, it is a low sales growth rate, as well as low return on sales. As to the financial component, it is a low capitalization of winners, low share of long-term debt capital and low credit limit. With respect to the social component, it is a below-average tax burden.

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.

State standards on the types, basic parameters of levels and theodolites as well as technical requirements were developed in CNIIGAiK in 1962–1963. The authors indicate the experience of developing the first State standards for geodetic instrument making, the difficulties encountered in developers. In this article the main stages of preparation of State standards, including action algorithm from technical specifications to submissions for the approval of the public service are marked step-by-step. The types of levels and theodolites, and the basic technical characteristics for each type are described. During 55 years the positive impact in the areas of production and application of standardized levels and theodolites, inter alia, streamlining the issuance of standard sizes of devices, increased production and improved their quality and technical level was revealed.


Climate justice requires sharing the burdens and benefits of climate change and its resolution equitably and fairly. It brings together justice between generations and justice within generations. The United Nations Sustainable Development Goals summit in September 2015, and the Conference of Parties to the Framework Convention on Climate Change in Paris in December 2015, brought climate justice center stage in global discussions. In the run up to Paris, Mary Robinson, former president of Ireland and the UN Secretary General’s Special Envoy for Climate Change, instituted the Climate Justice Dialogue. The editors of this volume, an economist and a philosopher, served on the High Level Advisory Committee of the Climate Justice Dialogue. They noted the overlap and mutual enforcement between the economic and philosophical discourses on climate justice. But they also noted the great need for these strands to come together to support the public and policy discourse. This volume is the result.
