Abstract The article is devoted to the methodological and instrumental study of the process of forming the competitiveness of the timber industry. The authors substantiated the structural and logical scheme of the competitive development of the logging industry, which includes the directions for generating competitive advantages in the process of industry development. Within the framework of the program-targeted approach, the main directions of the system of measures for the formation of the competitive development of the logging industry were formulated in the form of a draft Program for the Development of the Competitiveness of the Timber Industry, considering the time periods of the Strategy for the Development of the Forestry Complex of the Russian Federation until 2030. The authors have proposed the Passport of the Program for the Development of the Competitiveness of the Timber Industry, which includes a set of Subprograms within the framework of the legal and regulatory framework that regulates the use and reproduction of forests. The tactical goals are clarified, tasks are solved within each subprogram; target objectively controlled indicators of the Program are proposed.

The timber industry complex of the Russian Federation ranks fourth among all branches of the country, because in terms of forest area Russia ranks first in the world (8148895 km2), which is about 49.76% of the total area of Russia. The timber industry complex is a complex system and consists of four components (logging industry, woodworking industry, pulp and paper industry, wood chemical industry). Particular attention is paid to this industry in Eastern Siberia, Western Siberia and the Far East, because these regions have the greatest forest cover. In sparsely wooded regions, the timber industry is not a priority and little attention is paid to it, both by the state and by investors. In this article, we examined the state of the forestry complex of the Voronezh region, the forest cover of this territory is only eight percent of the entire territory of the country, all forests are protective, therefore the volume of timber is carried out thanks to sanitary felling and is about 285 thousand m3. In this region there are about 20 large and medium-sized enterprises involved in the timber industry and about 40 small private enterprises. The main problem of the timber industry complex in a low-wooded region is low-quality products, imperfection of regulatory legal acts at the regional level, and lack of investment. In this regard, measures were proposed that will contribute to the development of the timber industry complex in the low-forest region.

While the development of the country's national innovation system as a whole is very important and should be prioritized, its regional aspect is even more important. The specifics of the Russian Federation's transition to an innovation-based economy is in that that, at the present time, prioritized is the need to ensure the effective development of those economy sectors that underlie the country's specialization and may provide regional and national competitive advantages. To such sectors belong the chemical industry, machine-building and power energetics. We would like to note that initial innovation awareness indicators in the regions are comparable and do not differ greatly but the growth of activity can be observed only in some of the regions. The problem of large differentiation among the constituent entities of the Russian Federation by their level of economic development remains important and has to be dealt with.

The article deals with the problem of collecting, preserving and researching the disappeared names of localities in the subjects of the Russian Federation, which for centuries have become an integral part of the historical and cultural heritage of the peoples of our country. The author believes that only a comprehensive analysis of the past oikonyms in nominational, lexical-semantic, historical-cultural, historical-ethnographic, local history aspects will restore the linguistic and cultural systems of different time periods in different microareals of the Russian Federation. The author comes to the conclusion that in order to preserve the historical memory of the disappeared names of geographical objects, local researchers need the support of regional state authorities and local self-government.

Purpose: Harmonization of the Russian Federation legislation with current international recommendations Results: The concept of the radiation safety system has been significantly modified by recommendations of ICRP (2007) and IAEA (2014). An analysis of existing international regulatory framework for radiation safety allowed to identify the main provisions to be implemented in the Russian legal and regulatory framework. It’s showed that the current Federal Law of 09.01.1996 No. 3-FZ «On Radiation Safety of Population» must be ultimately revised to be harmonized with international documents. General approaches to legal regulation of radiation safety should be essentially modified to create a strong relationship between this law and other regulatory and legal documents in force in the Russian Federation. Conclusion: An article-by-article analysis of the current Federal Law of 09.01.1996 No. 3-FZ «On Radiation Safety of Population « showed the need to modify 22 existing articles and add 12 new articles in order to harmonize it with international documents. Given such a large volume of modification it is advisable to pass a new law with simultaneous abolition of the current federal law. A new name has been proposed: Federal Law of the Russian Federation «On Radiation Safety in the Russian Federation». The enactment of the Federal Law of the Russian Federation «On Radiation Safety in the Russian Federation» with the main by-laws approved by the Russian Federation Government – «Radiation Safety Standards» and «Basic Rules for Ensuring Radiation Safety» – will allow to establish an actual regulatory framework for ensuring radiation safety of personnel and population in Russia.

The article discusses the norms of civil aviation legislation governing the training of commercial aircraft pilotsfor the purpose of sustainable development of the civil aviation of the Russian Federation. The analysis of ICAO standards and recommended practices in the field of professional training of flight crew members was carried out in order to: -research the practice of using the regulatory framework in the development and implementation of training programs for flight crew members of civil aviation of the Russian Federation; - identify of shortcomings in the regulatory framework in the field of professional training of flight crew members; - develop recommendations for improving the air legislation of the Russian Federation, taking into account the requirements of ICAO.

In this article, the authors consider the main problems of the transport complex of Russia, which do not allow the country to fully realize its competitive advantages, prevent the realization of the export potential of the country, the increase in trade and passenger traffic both within the country and with foreign partners. To solve these problems, the authors propose to pay special attention to the development of transport infrastructure as an important component of the transport complex of the Russian Federation.

The paper discusses the theoretical aspect of the formation of a multi-level model of clustering and innovative development of Russian regions. The purpose of the work is to identify a set of factors that affect the effectiveness and efficiency of these processes to work out an integrated approach in their regulation. The object of the study is the pecu-liarities of the functioning of cluster formations on the territory of the regions of the Russian Federa-tion. The formation and development of clusters of the entities of the Russian Federation is influenced by a combination of factors of macro- (federal dis-tricts), meso- (entities of the Russian Federation) and micro-levels (local production systems and in-dividual enterprises). Development tools for each of them are highlighted. A structural and logical scheme of a multi-level model of clustering and in-novative development of Russian regions has been developed. The functions of state authorities and local self-government within the cluster policy are defined: mediation, infrastructure, regulatory. It is summarized that the presented multi-level model has a promising potential of methodological foun-dations for managing the processes of transfor-mation of the economic space of regions, the main elements of which are the zones of clustering of production.

В статье анализируются правовые и организационные аспекты профилактики побегов из колоний-поселений. Автор акцентирует внимание на недостатках и трудностях в обеспечении контроля и надзора за осужденными-поселенцами. Это связано с тем, что нормы пенитенциарного законодательства наделяют осужденных значительным объемом льгот в период отбывания наказания в колониях-поселениях. Отсутствие вооруженной охраны, наличный оборот денежных средств, свобода передвижения по территории колонии, использование труда осужденных на отдельных объектах в пределах субъекта Российской Федерации по месту дислокации учреждения обуславливают невозможность обеспечения должного надзора. В указанных условиях традиционные формы надзора и контроля мало результативны. Автор аргументирует эффективность использования инновационных технических средств контроля и надзора за осужденными, содержащимися в колониях-поселениях, для профилактики побегов. Однако данный вид контроля невозможно осуществлять без внесения изменений в законодательство. На основании изучения нормативной базы, регламентирующей индивидуальную профилактику правонарушений в пенитенциарных учреждениях, а также рекомендаций практических работников, автор делает вывод, что действующие нормы не отвечает современным реалиям. Автор обосновывает расширение круга подучетных лиц, с одновременным увеличением юридического значения профилактического учета посредством закрепления возможности использования технических средств контроля и надзора за ними. The article analyzes the legal and organizational aspects of the prevention of escapes from the settlement colonies. The author focuses on the shortcomings and difficulties in the government of control and supervision over convicted settlers. This is due to the fact that the norms of the penitentiary legislation endow convicts with a significant amount of benefits during the period of serving their sentences in settlement colonies. The lack of armed guards, cash circulation of funds, freedom of movement across the territory, the use of convicts' labor at certain facilities of the constituent entity of the Russian Federation at the location of the institution make it impossible to ensure proper supervision. Under these conditions, the forms of supervision and control are not very effective. The author argues the effectiveness of the use of innovative technical means of control and supervision over convicts held in settlement colonies for the prevention of escapes. However, this type of control cannot be carried out without amending the legislation. Based on the regulatory framework governing the individual prevention of offenses in penitentiary institutions, as well as the recommendations of practitioners, the author concludes that the current application of the measure does not correspond to modern realities. Use of technical means of preventive control over them.

Article is devoted to the analysis of volumes and dynamics of fixed investment of the Russian Federation for the 20012012 period, studying of sources of investment financing, identification of structure of investment on economy branches and assessment of the investment situation in Russia. In the course of the analysis the author revealed the time periods by criterion of nature of investment dynamics and the factors defining dynamics, offered classifications of investment by financing sources and by economy branches, calculated the yield of gross fixed capital formation.
