Abstract Electric vehicle (EV) becomes an important option to overcome limited resources of fossil energy resources and to reduce side effects of Internal Combustion Engine Vehicles (ICEV) on the environment and health. However, the implementation policy of EV needs to apply carefully to make this policy sustainable and to minimize its side effects. Therefore, the Government of a country plays a significant role in leading and support the implementation of EV with policy and regulation. This paper reviews policies of Electric Vehicles (EV) in South Korea and Indonesia. The main objective of this review is to evaluate the strengths and weaknesses of the policies implemented in those countries. Three main aspects are elaborated, i.e., the main policy, the technology, and the private sector implementations. This paper also develops recommended policies and actions that could be done in Indonesia by reflecting on the EV policy in South Korea.

Transportation is extremely important in contributing to the life quality development of urban areas. However, it has influenced negatively on individuals and the environment due to carbon emissions and gases. Worldwide, organizations and countries are exploring a solution and have developed Electric Vehicles (EVs) as the best possible solution. Electric vehicles emit no exhaust emissions and are powered by batteries. The adoption rate of EVs in rich countries is increasing year after year, while consumer adoption intention of EVs in poor countries is quite low, particularly in Malaysia. The ownership percentage of Internal Combustion Engine Vehicles (ICEs) in Malaysia is 93 percent, placing it near the top of the globe, but EV adoption is just about 3.5 percent. Consumer awareness of EVs is quite low, which is why consumer adoption intentions toward EVs are not increasing. Malaysia is the world's 26th highest emitter of carbon and greenhouse gases (GHG). This study will assist in identifying the characteristics that can maximize consumer interest in EVs and will be beneficial to the government and industry in developing the market as stated in the Paris accord and achieving the Carbon Neutral Nation 2050 aim. The study will go through the motivators that lead consumers to purchase EVs. These characteristics will provide transportation sectors insights on bridging the demand and supply of sustainable vehicles.

Colombia, like other developing countries, has been incorporating various electric vehicles in its automotive park, motivated by an emerging policy of incentives, a concern for the environment and health, and a high cost of fuel; however, these types of vehicles remain relatively expensive. The transformation of thermal vehicles (combustion engine) to electric vehicles becomes an interesting option, due to its low cost compared to new commercial electric vehicles and the positive environmental impact which represents. The present work illustrates the technological steps that have been required in the transformation from a traditional internal combustion vehicle to an electric one (sprint vehicle), showing the economic benefit and the impact on the attenuation of greenhouse gases. Transportation is the second-largest sector contributing to greenhouse gas emissions due to CO2 gas generation from the combustion of fossil fuels. Electric vehicles (EVs) are believed to be a great solution to overcome this issue. EVs can reduce CO2 emissions because the vehicles use an electric motor as a propeller instead of an internal combustion engine. Combined with sustainable energy resources, EVs may become zero-emission transportation. This paper presents an overview of the EV drive train types, including their architecture with the benefits and drawbacks of each type. The aim is to summarize the recent progress of EV technology that always continues to be updated. Furthermore, a comparative investigation on energy density and efficiency, specific energy and power, cost, and application is carried out for batteries as the main energy storage. This discussion provides an understanding of the current development of battery technology, especially the batteries used in EVs. Moreover, the electric motor efficiency, power density, fault tolerance, reliability, and cost are also presented, including the most effective electric motor to use in EVs. The challenges and opportunities of EV deployment in the future are then discussed comprehensively. The government regulation for EVs is still a major non-technical challenge, whereas the charging time and battery performance are the challenges for the technical aspect.

The transport industry is a major contributor to both local pollution and greenhouse gas emissions (GHGs). The key challenge today is to mitigate the adverse impacts on the environment caused by road transportation. The volatile market prices and diminishing supplies of fuel have led to an unprecedented interest in battery electric vehicles (BEVs). In addition, improvements in motor efficiencies and significant advances in battery technology have made it easier for BEVs to compete with internal combustion engine (ICE) vehicles. This paper describes and assesses the latest technologies in different elements of the BEV: powertrain architectures, propulsion and regeneration systems, energy storage systems and charging techniques. The current and future trends of these technologies have been reviewed in detail. Finally, the key issue of electric vehicle component recycling (battery, motor and power electronics) has been discussed. Global emission regulations are pushing the industry towards zero or ultra-low emission vehicles. Thus, by 2025, most cars must have a considerable level of powertrain electrification. As the market share of electric vehicles increases, clear trends have emerged in the development of powertrain systems. However, some significant barriers must be overcome before appreciable market penetration can be achieved. The objective of the current study is to review and provide a complete picture of the current BEV technology and a framework to assist future research in the sector.

Urban agglomerations close to road infrastructure are particularly exposed to harmful exhaust emissions from motor vehicles and this problem is exacerbated at road intersections. Roundabouts are one of the most popular intersection designs in recent years, making traffic flow smoother and safer, but especially at peak times they are subject to numerous stop-and-go operations by vehicles, which increase the dispersion of emissions with high particulate matter rates. The study focused on a specific area of the city of Rzeszow in Poland. This country is characterized by the current composition of vehicle fleets connected to combustion engine vehicles. The measurement of the concentration of particulate matter (PM2.5 and PM10) by means of a preliminary survey campaign in the vicinity of the intersection made it possible to assess the impact of vehicle traffic on the dispersion of pollutants in the air. The present report presents some strategies to be implemented in the examined area considering a comparison of current and project scenarios characterized both by a modification of the road geometry (through the introduction of a turbo roundabout) and the composition of the vehicular flow with the forthcoming diffusion of electric vehicles. The study presents an exemplified methodology for comparing scenarios aimed at optimizing strategic choices for the local administration and also shows the benefits of an increased electric fleet. By processing the data with specific tools and comparing the scenarios, it was found that a conversion of 25% of the motor vehicles to electric vehicles in the current fleet has reduced the concentration of PM10 by about 30% along the ring road, has led to a significant reduction in the length of particulate concentration of the motorway, and it has also led to a significant reduction in the length of the particulate concentration for the access roads to the intersection.

In the face of pressing environmental challenges, governments must pledge to achieve sustainability transitions within an accelerated timeline, faster than leaving these transitions to the market mechanisms alone. This had led to an emergent approach within the sustainability transition research (STR): Accelerated policy-driven sustainability transitions (APDST). Literature on APDST asserts its significance in addressing pressing environmental and development challenges as regime actors like policymakers enact change. It also assumes support from other incumbent regime actors like the industries and businesses. In this study, we identify the reasons for which incumbent industry and business actors might support APDST and whether their support can suffice for implementation. We examine the actor strategies by drawing empirical data from the Indian national government policy of mandatory leapfrog in internal combustion engine (ICE) vehicle emission control norms, known as Bharat Stage 4 to 6. This leapfrogging policy was introduced to speed up the reduction of air pollutants produced by the transport sector. A mixed-methods approach, combining multimodal discourse analysis and netnographic research, was deployed for data collection and analysis. The findings show that unlike the status quo assumption in STR, many incumbent industry and business actors aligned with the direction of the enacted policy due to the political landscape and expected gains. However, the degree of support varied throughout the transition timeline and was influenced by challenges during the transitioning process and the response of the government actors. The case suggests we pay more attention to the actors’ changing capacities and needs and consider internal and external influences in adapting the transition timelines. This study contributes to the ongoing discussion on the implementation of APDST, by examining the dynamism of actor strategies, and provides an overview of sustainability transitions in emerging economies.

Background: We investigated pregnant women, community leaders, healthcare workers (HCWs) and programme managers’ perceptions of maternal vaccination in Kampala, Uganda. Methods: We conducted focus group discussions, key informant interviews and in-depth discussions with HCWs (3), community leaders (3), pregnant women (8) and programme managers (10) between November 2019 and October 2020. Data were analysed thematically. Results: Pregnant women, community leaders and some HCWs had limited maternal immunisation knowledge. There was confusion over what constitutes a vaccine. Pregnant women may not receive vaccines because of mistrust of government; use of expired vaccines; reliance on traditional medicine; religious beliefs; fear of side effects; HCWs attitudes; and logistical issues. The key facilitators of maternal vaccination were a desire to prevent diseases, positive influences from HCWs and information about vaccine side effects. Community leaders and some pregnant women highlighted that pregnant women do not make decisions about maternal vaccination independently and are influenced by different individuals, including other pregnant women, older people, partners, relatives (parents), community leaders, HCWs and the government. Conclusions: Our results indicate that public health messaging should target all community members, including partners and parents of pregnant women as well as HCWs, to improve knowledge of and confidence in maternal vaccines.

In the past decade, to help maintain political stability and promote economic growth, South Korea has committed substantial resources to commercialized sports, including golf. A major source of support for building golf courses has come from government leaders and economic and social incentives as well. In the past 4 years the government has given permission to build 135 new golf courses. The official government discourse about the new golf courses is that they are being built in the interest of “sport for all.” But the golf courses overwhelmingly require membership, which is extremely expensive. Despite the enormous power and resources of the dominant groups in Korea, there are elements of opposition. The golf boom has been severely criticized because it removes large amounts of land from agricultural and industrial productivity, contaminates farm land, and pollutes water. It also represents the worst aspects of the social imbalance of wealth.

This article outlines the background to the divide between ‘the digital’ and ‘the humanities’ in contemporary South Korea. Since the late 1990s, the government of South Korea has made concerted efforts to digitize information, resulting in increased access to an unusually high quantity of heritage sources. However, the massive investments in the building of online resources have not inspired a ‘digital turn’ in the mainstream of South Korea’s departments in the humanities. This indifference to ‘the digital’, or what might be called a ‘digital/humanities divide’ has a history going back to the 1980s, when the Korean government and business leaders prepared for a post-industrial transition without drawing the interest of humanists and without expecting the nation’s remarkable success inict.

Purpose The purpose of this study is to explore the essential cause for the policy failure of Trade Adjustment Assistance (TAA) in South Korea. Design/methodology/approach To substantiate the claims made for the failure of the policy, this paper focuses on the differences in policy preferences among the government ministries and agencies involved in TAA. Findings The failure in the TAA policy, according to this study, was attributed to the conflicts and miscoordination arising from the differences in policy preferences among government ministries and agencies. To rectify this failure, the South Korean government had to revise its laws and regulations several times over a short period. Originality/value Drawing on the analytical framework of the literature on policy failure, this paper examines the causal relationships between outcomes of TAA policy and the conflicts or miscoordination among government bodies at each stage: initiatives and planning, implementation and operation of the policy.
