Colonial Educational Film

The “colonial educational film” goes by many names. Recent scholarship in this emergent field has identified these films as “official film,” “official documentary,” “colonial documentary,” “empire film,” “colonial film,” and “imperial propaganda film,” among others. Crossing a variety of genres including dramatic, documentary, instructional, amateur, newsreels, travel, and ethnographic films, these films shared a common objective—they were films made by the state (or individuals and institutions associated with the state) that sought to teach audiences the fundamentals of good colonial citizenship. The sheer number of terms that have been used to reference this mode of cinema indicate the diversity of genre, address, and audience concerning cinemas of colonial education. For example, colonial educational films ranged from being fictional to nonfictional in format. The Griersonian mode of documentary filmmaking influenced a nonfictional style of colonial filmmaking that was later inherited by the film units of Britain’s colonies. Humanist in outlook and poetic in aesthetics with a strong ideological leaning toward narratives of progress and modernity, these films educated audiences both within and beyond the empire about the industries, natural resources, and cultural practices of colonial territories on the path to modernity. Other films, including many that were produced by the Malayan Film Unit in the 1950s, were scripted as dramatic and fictional narratives that featured both professional and nonprofessional local actors. Intended specifically for local nonwhite audiences, these latter films sought to educate people to adopt specific practices and beliefs on topics such as thrift, personal hygiene, and anticommunism. Indeed, many filmmakers adopted specific formal modes of address that accounted for perceived racial differences in visual literacy between European and non-European audiences. Colonial educational films in the colonies circulated to audiences via traveling mobile film units and were shown in nontheatrical settings—schools, community centers, cultural centers, churches, plantations, mines, and trade exhibitions. They would also often be screened in movie theatres along with dramatic feature films. Hence, while the emergent field of nontheatrical film is aligned with the work that is being done in colonial educational film, the former certainly cannot encompass the range of ways in which cinematic education would have been encountered in colonial contexts. It is moreover, a field that moves beyond colonial/postcolonial binarisms. For example, the Films Division of India emerged from colonial educational filmmaking practices that would later become part of the production of postcolonial and national visual culture. Whatever their form, these films invariably seek to present a vision of empire that speaks to its project of modernity and capitalist governmentality. In that sense, colonial filmmaking was more of a practice, or an agenda, than a genre. This entry is limited to sources in English and citations have as a result been limited to those pertinent geographical regions. Non-English language sources have been cited where possible.

The potential of Information and Communication Technologies (ICT) is playing increasing role in various pedagogical contexts. The necessity to integrate technologies in learning enhances educators’ digital competences is constantly highlighted in education policy documents European Union and national strategic documents and recommendations. Following the advance of digital technologies, the State Border Guard College of Latvia is constantly looking after innovations in ICT and education contexts. Since 2011 Specialized English language e-learning course for border guards is being implemented, other professional e-learning courses are being systematically introduced, currently 8 specialised qualification courses are available, on average 300 border guards graduate e-learning courses annually. Having in mind the continuous advancement of ICT in education contexts as well as the strategic approach of the State Border Guard College to continue the development of e-learning systems author of this article intends to describe the system of e-learning used in border guards’ training, explore and summarize the theory and best practices on using ICT in pedagogical context, educators’ roles in development and implementation of e-learning courses.

ABSTRACT This response to the recent contribution by Matthews (2019) entitled “The Past, Present, and Future of Accounting History” specifically deals with the issues associated with concentrating on counting publication numbers in examining the state of a scholarly research field at the start of the 2020s. It outlines several pitfalls with the narrowly focused publications count analysis, in selected English language journals only, as provided by Matthews. The commentary is based on three key arguments: (1) accounting history research and publication is far more than a “numbers game”; (2) trends in the quality of the research undertaken and published are paramount; and (3) international publication and accumulated knowledge in accounting history are indeed more than a collection of English language publications. The author seeks to contribute to discussion and debate between accounting historians and other researchers for the benefit and development of the international accounting history community and global society.

AbstractGeographic variation of paediatric tonsillectomy, with or without adenoidectomy, (A/T) has been described since the 1930s until today but no studies have investigated the factors associated with this variation. This study described the geographical distribution of paediatric A/T across the state of Victoria, Australia, and investigated area-level factors associated with this variation. We used linked administrative datasets capturing all paediatric A/T performed between 2010 and 2015 in Victoria. Surgery data were collapsed by patient residence to the level of Local Government Area. Regression models were used to investigate the association between likelihood of surgery and area-level factors. We found a 10.2-fold difference in A/T rates across the state, with areas of higher rates more in regional than metropolitan areas. Area-level factors associated with geographic variation of A/T were percentage of children aged 5–9 years (IRR 1.07, 95%CI 1.01–1.14, P = 0.03) and low English language proficiency (IRR 0.95, 95% CI 0.90–0.99, P = 0.03). In a sub-population analysis of surgeries in the public sector, these factors were low maternal educational attainment (IRR 1.09, 95% CI 1.02–1.16, P < 0.001) and surgical waiting time (IRR 0.99635 95% CI 0.99273–0.99997, P = 0.048). Identifying areas of focus for improvement and factors associated with geographic variation will assist in improving equitable provision of paediatric A/T and decrease variability within regions.

AbstractThis article proposes a framework for empirical research on contested meaning of norms in international politics. The goal is to identify a design for empirical research to examine associative connotations of norms that come to the fore when norms are contested in situations of governance beyond-the-state and especially in crises. If cultural practices shape experience and expectations, they need to be identified and made ‘account-able’ based on empirical research. To that end, the proposed qualitative approach centres on individually enacted meaning-in-use. The framework comprises norm-types, conditions of contestation, types of divergence and opposition-deriving as a specific interview evaluation technique. Section one situates the problem of contestation in the field of constructivist research on norms. Section two introduces distinctive conditions of contestation and types of norms. Section three details the methodology of conducting and evaluating interviews and presents the technique of opposition-deriving with a view to reconstructing the structure of meaning-in-use. Section four concludes with an outlook to follow-up research.

Partnerships have become established as a significant vehicle for the implementation of rural development policy in Britain. In promoting new working relationships between different state agencies and between the public, private, and voluntary sectors, partnerships have arguably contributed to a reconfiguration of the scalar hierarchy of the state. In this paper we draw on recent debates about the ‘politics of scale’ and on empirical examples from Mid Wales and Shropshire to explore the scalar implications of partnerships. We investigate how discursive constructs of partnership are translated into practice, how official discourses are mediated by local actors, the relationship between partnerships and existing scales of governance, and the particular ‘geometry of power’ being constructed through partnerships. We argue that the existing scalar hierarchy of the state has been influential in structuring the scales and territories of partnerships, and that, despite an apparent devolution of the public face of governance, the state remains crucial in governing the process of governance through partnerships.

Knowledge of English professional terminology is one of the predominant factors for border guards’ successful professional performance during both border and immigration control carried out at their national state border and inside the country and also joint operations organised and implemented by the European Border and Coast Guard at the EU external borders.  The present article suggests an overview of the results of the measures taken by the State Border Guard of Latvia in 2017-2020 to facilitate the improvement of Latvian border guards’ competence in English professional terminology. Based on the results of the survey the author puts forward suggestions for possible improvements in English language training and testing for border guards.

Objective: The aim of the paper is to examine the statistics for violence performed by self or others in Fiji during the period 1969–1989 in the following sub-classifications: (1) fatal vs non-fatal; (2) Fijian vs Indian; and (3) male vs female. Method: Crude rates per 100,000 were determined and the data sets were statistically examined. Results: (1) Violence by self, which includes suicide and non-fatal injury by self, has significantly increased; (2) Indian violence by self has increased in both males and females; (3) suicide is 4 times more common than homicide, whereas non-fatal injury by others is 4 times more common than non-fatal injury by self; (4) non-fatal injury by self is 8 times more common than suicide, whereas non-fatal injury by others is over 100 times more common than homicide; (5) Indian violence by self is 6 times more common than Fijian violence by self, whereas Fijians experience violence by others 2.5 times more commonly than Indians; (6) female violence by self is 1.5 times more common than male violence by self, whereas male violence by others is 3 times more common than female violence by others; (7) the rates of suicide and homicide are low by international standards; and (8) Fijian violence by self is particularly low, but consistent with the low suicide rate of the indigenous populations in surrounding geographical regions. Conclusion: Our findings suggest that racial differences in violence are likely to be due to cultural factors.

This paper discusses the symbiotic relationship that developed between English-language periodicals published in Italy and major reading rooms in Rome and Florence. This relationship took various configurations – from Luigi Piale in Rome, who opened a reading room and published the weekly The Roman Advertiser, to the Gabinetto Vieusseux in Florence that provided access to the many English-language periodicals published in Italy – and created important spaces of transnational cultural interaction. The paper looks at the cultural practices and the forms of sociability represented by the reading of periodicals and the patronizing of reading rooms as ‘imported traditions’ brought to Italy by the many British cultured travellers and residents in the nineteenth century. It identifies the actors who promoted these cultural practices (editors, librarians, cosmopolitan intellectuals) and analyses their role as mediating figures who created in-between spaces where cross-cultural exchanges unfolded. The paper also discusses the broader transnational cultural dynamic at work as those cultural practices imported from England favoured a greater engagement of British visitors and expatriates with the Italian political and cultural environment.

Most states worldwide possess two or three levels of government, from national to provincial and localities. Subnational governing arrangements are emerging in response to widespread decentralization, globalization, and urbanization, with this level increasingly considered the ideal spatial scale for effectively harnessing governing capacity. Yet regional governing arrangements often lack the traditional statutory and administrative governing tools of the state. Instead, they tend to rely on voluntary co-ordination and co-operation. Emboldened with more traditional governing tools, provincial and local states can work against these networks to protect their own power. This case study of Sydney, Australia, examines the dimensions of hard and soft power in a regional governing network and the role of provincial and local actors in determining the prospects for regional governance. In the absence of state-like mechanisms of hard power, the soft power on which regional governing networks rely will likely remain inferior for the governing task.

The chapter examines the intertwined movement of indigenous letters and bodies in the March to the East. In an array of letters Andeans demanded they take part in colonization in the 1950s and then denounced its shortcomings in the following decade. The chapter follows their petitions as they traveled from highland hamlets and humid settlement zones to the halls of government. Letters produced in the Andes in the 1950s and 1960s painted a provocative portrait of desperate situations in home communities with the promise and allure of the tropical environment of the lowlands. Writers attempted to shame the state by emphasizing their struggles as migrant laborers or braceros in neighboring Argentina and demanded land as part of the state’s commitments to its own revolutionary legacy. Along the lowland frontier, the reality of colonization failed to match the harmonious human experiment depicted in state propaganda. Government officials blamed a high rate of settler abandonment in new colonization zones on the “backwards” cultural practices of Indigenous migrants. Settlers flung this accusation back on the state, claiming that the MNR had abandoned them. Each group would cast failure as the justification for new rounds of intervention or radicalism in the following decades.
