The role of property in fostering good governance, robust economies, and strong civil societies has received fresh attention in the wake of the dramatic global changes that have occurred during the past decade. Innovative and cost effective ways to formalize property rights have emerged, linking these with new strategies and tools for building and maintaining the infrastructure necessary for sustaining a property regime. Land administration functions have been re-engineered and there have been legal reforms that have focused on modernizing, standardizing, and simplifying legislation relating to land and property. There have been new concepts of risk management, the introduction of new technologies, and a variety of organizational reforms. Many of these reforms have been the consequence of political changes, especially as a result of the collapse of communism, the adoption of a market driven approach to the economy and the impact of information technology. The processes of re-engineering have focused on a diverse package of measures dealing with land tenure security, land and property transactions, and access to credit. They have also been concerned with the provision of support for physical planning, the sustainable management and control of land use and of natural resources, and facilitating real property taxation. Internationally funded projects have also been concerned with the protection of the environment, the provision of land for all people whatever their gender but especially for the poor and ethnic minorities, and the prevention of land speculation and the avoidance of land disputes. As Burns et al. have reported: . . . The policy environment for land titling projects is becoming more complex, and a range of issues must now be addressed if a project is to pass through a Multilateral or Bilateral funding agency’s approval process. These include impact on gender, impact on the environment, resettlement requirements and impact on indigenous groups (Burns et al 1996). . . . Gender issues, fix example, are becoming increasingly important with the international funding institutions demanding that gender equity be present both in law and in practice; this requires performance indicators to demonstrate compliance with the regulations.

Land administration constitutes the socio-technical systems that govern land tenure, use, value and development within a jurisdiction. The land parcel is the fundamental unit of analysis. Each parcel has identifiable boundaries, associated rights, and linked parties. Spatial information is fundamental. It represents the boundaries between land parcels and is embedded in cadastral sketches, plans, maps and databases. The boundaries are expressed in these records using mathematical or graphical descriptions. They are also expressed physically with monuments or natural features. Ideally, the recorded and physical expressions should align, however, in practice, this may not occur. This means some boundaries may be physically invisible, lacking accurate documentation, or potentially both. Emerging remote sensing tools and techniques offers great potential. Historically, the measurements used to produce recorded boundary representations were generated from ground-based surveying techniques. The approach was, and remains, entirely appropriate in many circumstances, although it can be timely, costly, and may only capture very limited contextual boundary information. Meanwhile, advances in remote sensing and photogrammetry offer improved measurement speeds, reduced costs, higher image resolutions, and enhanced sampling granularity. Applications of unmanned aerial vehicles (UAV), laser scanning, both airborne and terrestrial (LiDAR), radar interferometry, machine learning, and artificial intelligence techniques, all provide examples. Coupled with emergent societal challenges relating to poverty reduction, rapid urbanisation, vertical development, and complex infrastructure management, the contemporary motivation to use these new techniques is high. Fundamentally, they enable more rapid, cost-effective, and tailored approaches to 2D and 3D land data creation, analysis, and maintenance. This Special Issue hosts papers focusing on this intersection of emergent remote sensing tools and techniques, applied to domain of land administration.

Mozambique started a massive land registration program to register five million parcels and delimitate four thousand communities. The results of the first two years of this program illustrated that the conventional methods utilized for the land tenure registration were too expensive and time-consuming and faced several data quality problems. The purpose of this research was to conceptualize, develop and test a country-specific Fit For Purpose Land Administration (FFPLA) approach for Mozambique, denominated as FFPLA-MOZ, intertwining three pillars: people, processes, and technology, to solve the constraints faced in systematic registrations. Such a contextualized approach needed to be: (i) in line with legislation; (ii) appropriate to the circumstances and needs of the systematic registration; (iii) cost-effective; (iv) based on available technology; and (v) fit to establish a sound and sustainable land administration system. By connecting people, processes, and technology, the FFPLA-MOZ approach achieved several benefits, including cost and time reduction, increased community satisfaction, and improved quality of work and data. The FFPLA-MOZ approach also supported a more robust community engagement through a more participatory land registration, denominated community-based crowdsourcing. Initial observations indicated that strong leadership and commitment were of extreme importance to ensure change management, capacity development, and project delivery for the success of these initiatives. The research only focused on the registration of land under good faith and customary occupations, as well as community delimitations. The next stages should focus on other land management activities and integrate other cadastres.

Fundamental entity where the existence resides is Land. Obviously being the basis of life and then source of wealth and power, land has been observed as a focal entity of social conflict and disorder. Any government willing to pay attention for good governance must give its eyes on the issues of land, otherwise, any effort made in the name of development will be like pouring water on sand. Being encapsulated by the strong but better political will for doing something to raise the people up from their plight and blight of abject poverty, it is urgently needed to formulate land policy whereby all policy implementation instruments will be systematically arranged within the skeleton of land policy framework. Land tenure security, land market, land valuation and taxation, land use planning and land reform are the main instruments envisaged in this paper ignoring which the expected gain out of the applied effort on any land issue can not meet the demand of the society. The block composed by these implementation instruments will rest on the system of land administration, acting as a tool designed to be matched with the land policy.

This paper explores aspects of land administration where public funding and interests necessitate the application of good governance practices. The South African land reform programme is divided in three sub-programmes, namely land restitution, land redistribution and tenure reform. Land reform is a vast subject, based on policy, legislation and case law. Therefore it is impossible to deal with good governance principles over the wide spectrum of land reform. Special attention is however given to the land restitution programme in terms of the Restitution of Land Rights Act 22 of 1994 and tenure reform in the rural areas by means of the Communal Land Rights Act 11 of 2004. The purpose is not to formulate a blueprint for good governance or to indicate which good governance principles will solve all or most of the land tenure problems. It is rather an effort to indicate that policies and procedures to improve good governance in some aspects of land reform are urgently needed and should be explored further.Restitution of Land Rights Act and the Communal Land Rights Act, is extensive and far-reaching. However, many legislative measures are either impractical due to financial constraints and lack of capacity of the Department of Land Affairs, or are not based on sufficient participation by local communities. Land administration should furthermore be planned and executed in the context of global good governance practices. This includes equal protection; clear land policy principles; land tenure principles according to the needs of individuals and population groups; flexible land registration principles to accommodate both individual and communal land tenure; and appropriate institutional arrangements. It is clear that established good governance principles may solve many of the problems encountered in land administration in South Africa. It is a topic that needs to be explored further.

Orally inhaled drug products (OIDPs) are an important group of medicines traditionally used to treat pulmonary diseases. Over the past decade, this trend has broadened, increasing their use in other conditions such as diabetes, expanding the interest in this administration route. Thus, the bioequivalence of OIDPs is more important than ever, aiming to increase access to affordable, safe and effective medicines, which translates into better public health policies. However, regulatory agencies leading the bioequivalence process are still deciding the best approach for ensuring a proposed inhalable product is bioequivalent. This lack of agreement translates into less cost-effective strategies to determine bioequivalence, discouraging innovation in this field. The Next-Generation Impactor (NGI) is an example of the slow pace at which the inhalation field evolves. The NGI was officially implemented in 2003, being the last equipment innovation for OIDP characterization. Even though it was a breakthrough in the field, it did not solve other deficiencies of the BE process such as dissolution rate analysis on physiologically relevant conditions, being the last attempt of transferring technology into the field. This review aims to reveal the steps required for innovation in the regulations defining the bioequivalence of OIDPs, elucidating the pitfalls of implementing new technologies in the current standards. To do so, we collected the opinion of experts from the literature to explain these trends, showing, for the first time, the stakeholders of the OIDP market. This review analyzes the stakeholders involved in the development, improvement and implementation of methodologies that can help assess bioequivalence between OIDPs. Additionally, it presents a list of methods potentially useful to overcome some of the current limitations of the bioequivalence standard methodologies. Finally, we review one of the most revolutionary approaches, the inhaled Biopharmaceutical Classification System (IBCs), which can help establish priorities and order in both the innovation process and in regulations for OIDPs.

Community-focused programs that promote active and healthy aging can help preserve cognitive capacities, prevent or reverse cognitive deficits. Computer-based cognitive training (CCT) is a promising non-pharmacological, cost -effective and accessible intervention to face the effects of age-related cognitive decline. Previous studies proved CCT to have equal or better efficacy compared to traditional interventions. This comparative multifactorial study aims to test the efficacy of a CCT in a non-randomized community sample of 74 older adults: G1-CCT Experimental group (n=43) (Mean age M=72.21, SD=12.65) and G2- Paper-Pencil Control group (n=31; M=77.94, SD=10.51). Pensioners (97.3%), mostly women (83.8 %) with basic education (51.4%) and without dementia diagnosis, completed a cognitive training program of 17 or 34 group sessions (twice a week). G2 undertook a classic cognitive paper-pencil stimuli tasks. G1, performed, additionally, individual CCT with COGWEB® in a multimodal format (intensive training of attention, calculation, memory, gnosis, praxis, executive functions). Both groups completed Portuguese versions of Mini -Mental State Examination (MMSE),Montreal Cognitive Assessment (MOCA); Geriatric Depressive Scale (GDS); Mini Dependence Assessment (MDA); WHOOQL 5 and Social Support Satisfaction Scale (ESSS) before and after participating in the program. Both groups reported better post-test scores on basic cognitive functions (MMSE, MOCA), Depression symptoms (GDS-30), subjective well-being and quality of life (WHOOQL-5). G1 presented higher MOCA and lower GDS scores before and after CCT, although, group differences become less expressive when interaction effects are considered. Results are in line with findings from past studies, CCT supported by the new technologies, is as a relevant cost-effective therapeutic tool for health professionals working with older adults. Particularly for preventive purposes of neuro-cognitive disorders.

Increases in the world’s population and population density promote the spread of emerging pathogens. Vaccines are the most cost-effective means of preventing this spread. Traditional methods used to identify and produce new vaccines are not adequate, in most instances, to ensure global protection. New technologies are urgently needed to expedite large scale vaccine development. mRNA-based vaccines promise to meet this need. mRNA-based vaccines exhibit a number of potential advantages relative to conventional vaccines, namely they (1) involve neither infectious elements nor a risk of stable integration into the host cell genome; (2) generate humoral and cell-mediated immunity; (3) are well-tolerated by healthy individuals; and (4) are less expensive and produced more rapidly by processes that are readily standardized and scaled-up, improving responsiveness to large emerging outbreaks. Multiple mRNA vaccine platforms have demonstrated efficacy in preventing infectious diseases and treating several types of cancers in humans as well as animal models. This review describes the factors that contribute to maximizing the production of effective mRNA vaccine transcripts and delivery systems, and the clinical applications are discussed in detail.

AbstractHealthcare as an industry is recognised as one of the most innovative. Despite heavy regulation, there is substantial scope for new technologies and care models to not only boost patient outcomes but to do so at reduced cost to healthcare systems and consumers. Promoting innovation within national health systems such as the National Health Service (NHS) in the United Kingdom (UK) has been set as a key target for health care professionals and policy makers. However, while the UK has a world-class biomedical research industry, several reports in the last twenty years have highlighted the difficulties faced by the NHS in encouraging and adopting innovations, with the journey from idea to implementation of health technology often taking years and being very expensive, with a high failure rate. This has led to the establishment of several innovation pathways within and around the NHS, to encourage the invention, development and implementation of cost-effective technologies that improve health care delivery. These pathways span local, regional and national health infrastructure. They operate at different stages of the innovation pipeline, with their scope and work defined by location, technology area or industry sector, based on the specific problem identified when they were set up. In this introductory review, we outline each of the major innovation pathways operating at local, regional and national levels across the NHS, including their history, governance, operating procedures and areas of expertise. The extent to which innovation pathways address current challenges faced by innovators is discussed, as well as areas for improvement and future study.

Traditional micromanufacturing has been developed for semiconductor industry. Selected micro electrical mechanical systems (MEMS) have been successfully developed and implemented in industry. Since current MEMS are designed for manufacture using microelectronics processes, they are limited to two-dimensional profiles and semiconductor based materials. Such shape and material constraints would exclude many applications that require biocompatibility, dynamic stress, and high ductility. New technologies are sought to fabricate three dimensional microcomponents using robust materials for demanding applications. To be cost effective, such microdevices must be economically mass producible. Molding is one of the promising replication techniques to mass produce components from polymers and polymer-based composites. This paper presents the development of a micromolding process to produce thermoplastic microcomponents. Mold design required precision fitting and was integrated with a vacuum pump to minimize air trap in mold cavities. Nickel and aluminum mold inserts were used for the study; their cavities were fabricated by combinations of available micromachining processes like laser micromachining, micromilling, micro electrical discharge machining, and focused ion beam sputtering. High and low density polyethylene, polystyrene polymers were used for this study. The effects of polymer molecular structures, molding temperature, time, and pressure on molding results were studied. Simulation of stress in the microcomponents, plastic flow in microchannels, and mold defects was performed and compare with experimental data. The research results showed that a microcomponent can be fabricated to the minimum size of 10 ± 1μm (0.0004 inch) with surface roughness <10 nm Rt. Molding of micro-size geartrains and orthopedic meso-size fasteners was completed to illustrate the capability of this process.
