Has China Caught up in the Global Innovation Race?

This chapter shows how much China caught up in the global innovation race, using international indices of innovation performance, and data on R&D expenditures, higher education, scientific outputs, and patents. Frameworks such as ‘windows of opportunity’ are used to explore how China catches up in innovation and is changing policies from importing innovation to developing ‘indigenous innovation’. The bottlenecks confronting China’s catch-up and leadership are examined using the case of semiconductors, Huawei, and 5G, and the chapter poses the question whether the country can overcome such bottlenecks in core technologies. To do so, it is argued that greater investment is needed in basic research, especially by enterprises.

Creative participation refers to citizens’ invention of, and engagement in, new action forms that aim to influence, or take responsibility for, the common good in society. By definition, these action forms are constantly evolving and cannot be listed or summarized. Yet some, like guerrilla gardening, have over time become more established in political repertoires, and specific arenas are known to be particularly productive sites for their development. These include in particular the Internet, and lifestyles and consumption. The constant changes in how citizens become active represented by creative participation present considerable challenges for scholars of political participation—both in terms of theory and methodology. In particular, such forms test our ability to distinguish political from nonpolitical activities. However, how political creative participation is, is often subtle and implicit, and therefore hard to establish. Yet being able to do so is essential for an ongoing assessment of the quality of participatory democracy. With conventional forms of participation declining and creative participation becoming more common, scholars must be able to agree on definitions and operationalizations that allow for the comparison of participatory trends. For instance, a key concern has been whether creative forms of participation crowd out more conventional ones, like voting or lobbying politicians. Developments in survey research have been able to show that this is not the case and that creative participation may in fact increase conventional participation. In addition, qualitative research methods like focus groups and ethnography, allow for more open-ended explorations of this elusive research topic. As to who participates, creative participation has enabled traditionally underrepresented groups like women and young people to catch up with, and sometimes overtake, those older men who have long dominated conventional political participation. Still, education remains a key obstacle even to creative participation. The COVID-19 crisis that took hold of the world in 2020 has compromised access to collective action and public space. It has thereby once more put the onus on citizens to engage creatively with ways to influence, and take responsibility for, society. At the same time, the crisis presents a need and opportunity for political participation scholarship to engage more deeply with theoretical debates about what it means to be political or to participate.

This article aimed to understand the relation stress, leadership style and internal communication between management and teachers of a higher education private institution in the city of Goiânia-GO. To achieve this, the exploratory method was used, relying on the contribution of such teachers in a focal group. Through the results found, it is understood that the institution must elaborate a number of considerations towards the relation stress and internal communication. To do so, it is highlighted: the comprehension that the lack of a well structured internal communication fosters stress; and the use of strategies that contribute to the implementation of an effective internal communication. Estresse, Estilo de Liderança e Comunicação Interna entre Docentes de uma Instituição de Ensino Superior Este artigo buscou compreender a relação estresse, estilo de liderança e comunicação interna entre chefia e docentes de uma instituição de ensino superior privada na cidade Goiânia-GO. Para a sua consecução foi utilizado o método exploratório, contando com a contribuição dos docentes em um grupo focal. Por meio dos resultados encontrados, entende-se que a instituição deve elaborar um conjunto de considerações acerca da relação estresse e comunicação interna. Para tanto, destacam-se: a compreensão de que a falta de uma comunicação interna bem estruturada fomenta o estresse; e a utilização de estratégias que contribuam para a implementação de uma comunicação interna efetiva.

Abstract Student-generated video creation assessments are an innovative and emerging form of assessment in higher education. Academic staff may be understandably reluctant to transform assessment practices without robust evidence of the benefits and rationale for doing so and some guidance regarding how to do so successfully. A systematic approach to searching the literature was conducted to identify relevant resources, which generated key documents, authors and internet sources which were thematically analysed. This comprehensive critical synthesis of literature is presented here under the headings of findings from literature, relevance of digital capabilities, understanding the influence of local context and resources, and pedagogical considerations. Student-generated video creation for assessment is shown to have several benefits, notably in supporting development of digital and communication skills relevant to today’s world and in enhancing learning. As an emerging innovation within assessment, intentionally planning and supporting a change management process with both students and staff is required. The importance of alignment to learning outcomes, context and resources, choice of video format to desired skills development, and to relevance beyond graduation is emphasised for video creation in assessment to be used successfully. Video creation for assessment is likely to grow in popularity and it is hoped the evidence of benefits, rationale and guidance as to how to do this effectively presented here will support this transformation. Further research to consider video creation for assessment with individuals rather than collaborative group assessments, and to establish academic rigour and equivalence would be beneficial.

Universities are highly dependent on regulatory frameworks, the geographical setting as well as on requirements for the creation of the different outputs they pursue. As a result, universities are heterogeneous organizations. This study analyses universities’ heterogeneity in Spain. By using a dataset from the Spanish higher education system, we model the objective function of universities and investigate which factors help explain universities’ performance, in terms of the three missions that they mostly perform (teaching, research and technology transfer). Also, a cluster analysis is performed to categorise Spanish universities. The findings contribute to better understand the different behaviours shown by universities. The findings underline the heterogeneity of Spanish universities: while some universities focus more on formation (teaching) goals, other universities excel at disseminating knowledge through different scientific outputs. The study concludes with a detailed inter- and intra- group analysis.

First of all, the paper offers a theoretical explication of the importance of economic innovation for a country?s economic development. It further considers the metrics of the Global Innovation Index. By means of a box-plot diagram, the article explores the link between basic innovation performances (Global Innovation Index, Index Innovation Input and Index Innovation output) of the six Western Balkan countries (Albania, Bosnia and Herzegovina, Macedonia, Serbia, Croatia and Montenegro) and a group of six selected European Union economies in the neighbourhood (Austria, Greece, Bulgaria, Romania, Hungary and Slovenia). The aim is to identify the existence of extreme values between the data that reveal the key innovation performance of the two groups including the description of the basic characteristics of the performances which have been examined.

The paper considers various approaches to studying the self-organization of students’ educational activity, the assumption about the interrelation of self-organization of educational activity and time perspective of the individual is made. The importance of self-organization of educational activity in the modern education system of higher education institutions comes to light. Stages of formation of self-organization and possible difficulties which a person can face are sorted out. Results of basic research of the time perspective and self-organization of university students are stated. The interrelation between commitment and alloted time is defined, as well as regularity, emotional coloring of time, structure of time and feeling of time. The received results specify the possible directions of the organization of forms of psychological support of university students having problems with self-organization of time in the educational process.

The aim of this study is to analyze the selection process of teacher candidates in Turkey and Austria education systems. In the study, the Upper Austria Higher Education documents on the selection processes were examined and the teacher candidates' selection processes were observed. For the Turkish side, the higher education selection handbooks by Student Selection and Placement Center (OSYM) were examined and 96 teacher candidates were interviewed. According to the findings, in Austria's teacher education system, the students should volunteer to be a teacher and also must fulfill compliance of the profession. In Turkey, on the other hand, the teacher candidates were selected according to the central examination results conducted by ÖSYM. While scores are taken into account in the areas such as mathematics, social sciences, science, geometry, etc., the evaluation related to the individual reasons for seeking this profession, individuals' eligibility of the teaching profession and personal characteristics are not considered in this selection process. The interview results revealed that while some of the candidates were willing to become a teacher, others reported obligation to do so and some stated that they accidently selected to be a teacher.
