AbstractFree-roaming dogs can present significant challenges to public health, wildlife conservation, and livestock production. Their own welfare may also be a concern, as free-roaming dogs can experience poor health and welfare. Dog population management is widely conducted to mitigate these issues. To ensure efficient use of resources, it is critical that effective, cost-efficient, and high-welfare strategies are identified. The dog population comprises distinct subpopulations characterised by their restriction status and level of ownership, but the assessment of dog population management often fails to consider the impact of the interaction between subpopulations on management success. We present a system dynamics model that incorporates an interactive and dynamic system of dog subpopulations. We identify that methods incorporating both fertility control and responsible ownership interventions (a reduction in abandonment and an increase in shelter adoptions) have the greatest potential to reduce free-roaming dog population sizes over longer periods of time, whilst being cost-effective and improving overall welfare. We suggest that future management should be applied at high levels of coverage and should target all sources of population increase, such as abandonment, births, and free-roaming owned dogs, to ensure effective and cost-efficient reduction in free-roaming dog numbers.

The greatest threat to the future world environment is that of the uncontrolled population increase and the resulting severe land and air degradation. Global population in 1990 was estimated at 5.3 billion, and is expected to double to 10 billion early in the next century. The UN Population Fund Report of 1990 stated "we cannot solve the environmental crisis without solving the population crisis". An equal danger to a stable and acceptable global environment are the excessive demands and wasteful use of resources by the Western world's society. Twenty-five percent of the population uses 80% of the worlds resources. Some authorities state that "the impact of each Canadian on the environment is the equivalent of that of 40 to 50 third world residents." Canada will be increasingly impacted by these global environmental issues whether we like it or not. The greatest threat will be that we do not recognize this fact and that we do not prepare ourselves for sustained resource use. However, there are great opportunities for Canadian resource planners and users to play a leading role in adopting a sustained, long term forestry vocation in respect of the use of all its resources; and demonstrate to the global community how essential this is for a stable economy, a moderate lifestyle, and a protected environment. We have the technological capability and the proven expertise to achieve this, if we care to use it appropriately. The major task is "selling" this integrated sustained use or sharing concept to Canadian society because of the required sacrifices in lifestyles, economic costs, and certain environmental degradation. In the short term, progress can be made with public input to commissions, hearings and the like; but in the long term, a rational understanding of sustained forest use and conservation can only be achieved through education in all forms at all ages. An appreciation of global forest and related environmental issues, and their impacts on Canada, can facilitate positive Canadian action to practical sustained use of all forest and natural resources, in both a national and global context.

In this paper, the use of Fast Falling Weight Deflectometer (Fast-FWD) is analyzed as a non-destructive and quick test procedure to evaluate the efficiency of short-span bridges. The Fast-FWD is an instrument that can produce a broadband dynamic force up to an impact value of 120 KN: The impact is constant and replicable, providing accurate action measures of bridge stiffness in a truly short period (30 ms). In this paper, a single-span reinforced concrete bridge is investigated, using the Fast-FWD. The considered bridge, approximately 12.0 m long and 15.5 m wide, was in critical condition. The bridge is in a suburban principal road near to the City of Cagliari in Sardinia (Italy), with an Annual Average Daily Traffic of 13,500 vehicles/day, and was suddenly closed, creating serious problems for urban mobility. In these conditions, the investigation through other standard techniques is time-consuming and labor intensive. For this reason, it is important to introduce methods that can be rapid, accurate and cost-efficient. In this paper, bridge stiffness values obtained during the in situ experimental campaign were compared with finite element models values. The Fast-FWD has the potential to provide engineering information that can help us to better understand bridge condition, in a rapid and cost-effective procedure.

Two hormone-based fertility-control treatments were trialed on free-ranging female koalas. Either levonorgestrel or oestradiol-17β was administered in a cylindrical, silastic, sub-dermal implant. Levonorgestrel was administered in a commercially produced implant (Norplant 2, Leiras). Two different doses of oestradiol were administered via custom-made implants of different length (1 cm and 0.5 cm). Treatments were randomly applied to 58 females (each koala receiving a single implant) and a control group of 27 female koalas received no implant. Fertility, as determined by the presence of pouch young, was recorded following capture and examination during June 1998, 1999, 2000 and 2001. Fertility was reduced in all treatment groups but remained high (90%) in the untreated group. Fertility was lowest in koalas that received levonorgestrel (0%) and longer oestradiol implants (5%). The results demonstrate that slow-release implants containing either of these two steroid hormones have the ability to significantly lower fertility of wild koalas for at least four breeding seasons following treatment. No adverse side effects were apparent in any of the treated individuals. Compared with the cost of current management strategies for over-abundant koala populations, their deployment on a large scale should be cost-effective.

Polyaminopolyamide-epichlorohydrin (PAE) resins are the predominant commercial products used to manufacture wet-strengthened paper products for grades requiring wet-strength permanence. Since their development in the late 1950s, the first generation (G1) resins have proven to be one of the most cost-effective technologies available to provide wet strength to paper. Throughout the past three decades, regulatory directives and sustainability initiatives from various organizations have driven the development of cleaner and safer PAE resins and paper products. Early efforts in this area focused on improving worker safety and reducing the impact of PAE resins on the environment. These efforts led to the development of resins containing significantly reduced levels of 1,3-dichloro-2-propanol (1,3-DCP) and 3-monochloropropane-1,2-diol (3-MCPD), potentially carcinogenic byproducts formed during the manufacturing process of PAE resins. As the levels of these byproducts decreased, the environmental, health, and safety (EH&S) profile of PAE resins and paper products improved. Recent initiatives from major retailers are focusing on product ingredient transparency and quality, thus encouraging the development of safer product formulations while maintaining performance. PAE resin research over the past 20 years has been directed toward regulatory requirements to improve consumer safety and minimize exposure to potentially carcinogenic materials found in various paper products. One of the best known regulatory requirements is the recommendations of the German Federal Institute for Risk Assessment (BfR), which defines the levels of 1,3-DCP and 3-MCPD that can be extracted by water from various food contact grades of paper. These criteria led to the development of third generation (G3) products that contain very low levels of 1,3-DCP (typically <10 parts per million in the as-received/delivered resin). This paper outlines the PAE resin chemical contributors to adsorbable organic halogens and 3-MCPD in paper and provides recommendations for the use of each PAE resin product generation (G1, G1.5, G2, G2.5, and G3).

The UK Construction Industry through its Government Construction Strategy has recently been mandated to implement Level 2 Building Information Modelling (BIM) on public sector projects. This move, along with other initiatives is key to driving a requirement for 25% cost reduction (establishing the most cost-effective means) on. Other key deliverables within the strategy include reduction in overall project time, early contractor involvement, improved sustainability and enhanced product quality. Collaboration and integrated project delivery is central to the level 2 implementation strategy yet the key protocols or standards relative to cost within BIM processes is not well defined. As offsite construction becomes more prolific within the UK construction sector, this construction approach coupled with BIM, particularly 5D automated quantification process, and early contractor involvement provides significant opportunities for the sector to meet government targets. Early contractor involvement is supported by both the industry and the successive Governments as a credible means to avoid and manage project risks, encourage innovation and value add, making cost and project time predictable, and improving outcomes. The contractor is seen as an expert in construction and could be counter intuitive to exclude such valuable expertise from the pre-construction phase especially with the BIM intent of äóÖbuild it twiceäó», once virtually and once physically. In particular when offsite construction is used, the contractoräó»s construction expertise should be leveraged for the virtual build in BIM-designed projects to ensure a fully streamlined process. Building in a layer of automated costing through 5D BIM will bring about a more robust method of quantification and can help to deliver the 25% reduction in overall cost of a project. Using a literature review and a case study, this paper will look into the benefits of Early Contractor Involvement (ECI) and the impact of 5D BIM on the offsite construction process.

Current estimates of obesity costs ignore the impact of future weight loss and gain, and may either over or underestimate economic consequences of weight loss. In light of this, I construct static and dynamic measures of medical costs associated with body mass index (BMI), to be balanced against the cost of one-time interventions. This study finds that ignoring the implications of weight loss and gain over time overstates the medical-cost savings of such interventions by an order of magnitude. When the relationship between spending and age is allowed to vary, weight-loss attempts appear to be cost-effective starting and ending with middle age. Some interventions recently proven to decrease weight may also be cost-effective.

SYNOPSIS Mandatory existence disclosure rules require an organization to disclose a policy's existence, but not its content. We examine policy adoption frequencies in the year immediately after the IRS required mandatory existence disclosure by nonprofits of various governance policies. We also examine adoption frequencies in the year of the subsequent change from mandatory existence disclosure to a disclose-and-explain regime that required supplemental disclosures about the content and implementation of conflict of interest policies. Our results suggest that in areas where there is unclear regulatory authority, mandatory existence disclosure is an effective and low cost regulatory device for encouraging the adoption of policies desired by regulators, provided those policies are cost-effective for regulated firms to implement. In addition, we find that disclose-and-explain regulatory regimes provide stronger incentives for policy adoption than do mandatory existence disclosure regimes and also discourage “check the box” behavior. Future research should examine the impact of mandatory existence disclosure rules in the year that the regulation is implemented. ObjectiveTo assess the experience and impact of medical volunteers who facilitated training workshops for healthcare providers in maternal and newborn emergency care in 13 countries.SettingsBangladesh, Ghana, India, Kenya, Malawi, Namibia, Nigeria, Pakistan, Sierra Leone, South Africa, Tanzania, UK and Zimbabwe.ParticipantsMedical volunteers from the UK (n=162) and from low-income and middle-income countries (LMIC) (n=138).Outcome measuresExpectations, experience, views, personal and professional impact of the experience of volunteering on medical volunteers based in the UK and in LMIC.ResultsUK-based medical volunteers (n=38) were interviewed using focus group discussions (n=12) and key informant interviews (n=26). 262 volunteers (UK-based n=124 (47.3%), and LMIC-based n=138 (52.7%)) responded to the online survey (62% response rate), covering 506 volunteering episodes. UK-based medical volunteers were motivated by altruism, and perceived volunteering as a valuable opportunity to develop their skills in leadership, teaching and communication, skills reported to be transferable to their home workplace. Medical volunteers based in the UK and in LMIC (n=244) reported increased confidence (98%, n=239); improved teamwork (95%, n=232); strengthened leadership skills (90%, n=220); and reported that volunteering had a positive impact for the host country (96%, n=234) and healthcare providers trained (99%, n=241); formed sustainable partnerships (97%, n=237); promoted multidisciplinary team working (98%, n=239); and was a good use of resources (98%, n=239). Medical volunteers based in LMIC reported higher satisfaction scores than those from the UK with regards to impact on personal and professional development.ConclusionHealthcare providers from the UK and LMIC are highly motivated to volunteer to increase local healthcare providers’ knowledge and skills in low-resource settings. Further research is necessary to understand the experiences of local partners and communities regarding how the impact of international medical volunteering can be mutually beneficial and sustainable with measurable outcomes.

The global illegal wildlife trade directly threatens biodiversity and leads to disease outbreaks and epidemics. In order to avoid the loss of endangered species and ensure public health security, it is necessary to intervene in illegal wildlife trade and promote public awareness of the need for wildlife conservation. Anthropomorphism is a basic and common psychological process in humans that plays a crucial role in determining how a person interacts with other non-human agents. Previous research indicates that anthropomorphizing nature entities through metaphors could increase individual behavioral intention of wildlife conservation. However, relatively little is known about the mechanism by which anthropomorphism influences behavioral intention and whether social context affects the effect of anthropomorphism. This research investigated the impact of negative emotions associated with a pandemic situation on the effectiveness of anthropomorphic strategies for wildlife conservation across two experimental studies. Experiment 1 recruited 245 college students online and asked them to read a combination of texts and pictures as anthropomorphic materials. The results indicated that anthropomorphic materials could increase participants’ empathy and decrease their wildlife product consumption intention. Experiment 2 recruited 140 college students online and they were required to read the same materials as experiment 1 after watching a video related to epidemics. The results showed that the effect of wildlife anthropomorphization vanished if participants’ negative emotion was aroused by the video. The present research provides experimental evidence that anthropomorphic strategies would be useful for boosting public support for wildlife conservation. However, policymakers and conservation organizations must be careful about the negative effects of the pandemic context, as the negative emotions produced by it seems to weaken the effectiveness of anthropomorphic strategies.

The continuous-feeding Czochralski method is a cost-effective method to grow single silicon crystals. An inner crucible is used to prevent the un-melted silicon feedstock from transferring to the melt-crystal interface in this method. A series of global simulations were carried out to investigate the impact of the inner crucible on the oxygen impurity distributions at the melt-crystal interface. The results indicate that, the inner crucible plays a more important role in affecting the O concentration at the melt-crystal interface than the outer crucible. It can prevent the oxygen impurities from being transported from the outer crucible wall effectively. Meanwhile, it also introduces as a new source of oxygen impurity in the melt, likely resulting in a high oxygen concentration zone under the melt-crystal interface. We proposed to enlarge the inner crucible diameter so that the oxygen concentration at the melt-crystal interface can be controlled at low levels.
