Debates over health care reform often focus on the appropriate role for the government in health care. Much less attention is paid to defining the respective roles of the states and the federal government. Yet, in the American political system, the basic issue of federalism has profound implications.The question for the nation is which aspects of health policy should reflect national, uniform standards, and which should vary according to local conditions, values, and preferences. Economic mobility and the desire for efficiency militate for national uniformity and federal standards. By contrast, state policies can be more closely tailored to local economic conditions and can reflect local values regarding matters such as the appropriate role of government.

In 2017, Koreans controlled 1,656 vessels with an aggregate tonnage of 80,976,874 deadweight (dwt), placing Korea as the world’s seventh largest shipowning country. Given that Korean-owned tonnage stood at just 1.3m dwt in 1970, this represented a remarkable rate of growth over less than half a century. This article focuses on the years from 1967 to 1999 and aims to prove that government policy was one of the key causal factors in the rapid increase in Korean shipping. The paper is organised into four main parts. In the first section, the role of the government in the development of the economy is assessed, while Section 2 focuses on state policies designed to promote the shipping industry in Korea. Section 3 highlights the rise of Korean shipping from 1967 to 1999, and the final part considers the wider implications of the role of government policy in the development of the shipping industry.

<p><em>Abstract</em></p><p><em>Political Da'wah at the Islamic boarding school (pesantren) is an interesting theme that needs to be discussed. Many people have a perception that Islamic boarding school and Political Da'wah are separated from each other. The purpose of this study was to analyze the efforts of Hasyim Asy'ari Islamic Boarding School in embed political da'wah to students and the role of caregivers in applying political da'wah towards students and the community. This research was conducted with a historical qualitative approach. The results of this study are, Islamic Boarding School Hasyim Asy'ari in an effort to embed Political Da'wah to students by (1) learning about leadership and politics in pesantren, (2) conducting leadership training, (3) applying political culture. In addition, the role of caregivers (pengasuh) in carrying out Political Da'wah to students (santri) is seen in religious teaching by embedding spiritual, moral and social values as a provision for students to face social life. The role of caregivers in carrying out political da'wah to the public is by serving as an official in the government, caregivers are able to provide knowledge to the public about the importance of politics and the political system of the country, the role of government in making policies, and participation in political activities (balanced between rights and obligations as citizens), so that the public is aware of the importance of politics and is able to choose leaders who are competent and trustworthy.</em><br /><em>Keywords: Islamic boarding school, da’wa, politics</em></p><p>Abstrak<br />Dakwah Politik yang di lakukan di pondok pesantren menjadi tema menarik yang perlu dibahas karena banyak orang memiliki persepsi bahwa pondok pesantren dan dakwah politik memiliki sekat yang tidak mampu disatukan. Tujuan penelitian ini adalah melakukan analisis terhadap upaya Pondok Pesantren Hasyim Asy’ari dalam penanaman dakwah politik kepada santri serta peran pengasuh dalam menerapkan dakwah politik kepada santri dan masyarakat. Penelitian ini dilakukan dengan pendekatan kualitattif historis. Hasil kajian ini membuktikan bahwa, Pondok Pesantren Hasyim Asy’ari dalam upaya penanaman dakwah politik kepada santri dengan cara (1) melakukan pembelajaran tentang kepemimpinan dan politik di pesantren, (2) mengadakan pelatihan kepemimpinan, (3) menerapkan budaya politik. Selain itu, peranan pengasuh dalam melakukan dakwah politik kepada santri dapat dilihat dalam mengajarkan pendidikan agama dengan menanamkan nilai-nilai spiritual, moral dan sosial kemasyarakatan sebagai bekal santri dalam menghadapi kehidupan bermasyarakat. Adapun peranan pegasuh dalam melakukan dakwah politik kepada masyarakat yaitu dengan mengabdikan diri sebagai pejabat di pemerintahan, pengasuh mampu memberikan pengetahuan kepada masyarakat tentang pentingnya politik dan sistem politik negara, peran pemerintah dalam membuat kebijakan, serta pasrtisipasi dalam kegiatan politik (seimbang antara hak dan kewajiban sebagai warga negara), sehingga masyarakat sadar akan pentingnya politik dan mampu memilih pemimpin yang kompeten dan amanah. <br />Kata kunci: Pondok Pesantren, dakwah, politik</p>

The scope for involving private capital participation in wastewater treatment and pollution control is attracting attention in a number of countries. After noting briefly some influences giving rise to this trend, this paper discusses frameworks in which such participation may be developed. In some aspects, there are choices available and it is essential to shape the private participation appropriately to the community's situation and problems, with due recognition of the hazards also involved. In other aspects, policy choices are more constrained, and there are requirements which it is suggested all private participation frameworks should provide for as clearly as possible. Effective private participation generally depends on re-designing and strengthening the role of government as the scale of its former role is reduced. Getting this re-design of the government role right is at least as important as making appropriate choices for format of private participation.

Purpose Hospital information system (HIS) can be examined as a vital factor for developing the quality of health care and cost managing. There exists abundant literature on HISs, but implementation-based literature of HIS is rare, typically about progressive countries. However, a study that can comprehensively review published articles is scarce. Therefore, this paper aims to examine the systematic and comprehensive study of HIS in developed countries. Together, the benefits and harms relevant to HIS’s different mechanisms have been considered, and the fundamental challenges of them are addressed to design more efficient HIS in the future. Design/methodology/approach HIS has been used globally for numerous years and is now being used in a wide area. HIS is broadly used in clinical settings. Information technology (IT) and information system have been suggested as a required piece to solve the health-care-related issues. Hence, to improve HIS’s ability, this paper conducted a review method concentratating on research related to HIS until 2019. A total of 21 papers were recognized and examined as principal research for the summary. Findings The authors found that HIS can help in reduction of medical mistakes, enhancement doctors’ performance and increase in the quality of the care provided. HIS management can be used to provide better health-care services. Therefore, HIS must be sensible and use clear structures. The authors conclude that, generally, with an increase in awareness, acceptability and the need for HIS worldwide, there will be more strategies and approaches available. Research limitations/implications First, this paper provides an outline of the status of HIS. Second, it identifies some distinct research gaps that could be worth studying. Some flawless work may be removed because of applying some filters to select the original articles. Surveying all the papers on the topic of HIS is impossible, too. Practical implications Design and sustainability of HIS is still a big issue for most developing countries, despite its wide usage in the developed countries. The technology is changing rapidly, so the field should be reviewed regularly. This paper suggests a suitable framework that will guide HIS in the local conditions of developing countries. Social implications The government will be assisted by the suggested solving ways in its performance and design of electronic health-care projects. Originality/value The study brings the viewpoints on the state of HIS mechanisms in developing countries. The paper’s results can offer visions into future research requirements. By providing comparative information and analyzing the current growths in this area, this study will support researchers and professionals to understand the progress in HIS mechanisms better.

This paper reviews various irrigation technologies in both South Africa and Kenya that enable improvements in their socio-economic conditions. The two countries are located in semi-arid areas that experience extreme fluctuations in the availability of rain water for plant growth. Population growth exceeds the ability to produce food in numerous countries around the world and the two countries are not an exception. This experiment examined the constraints that farmers face and the role of government and nongovernmental organization in the uptake of modern technologies for irrigation. Detailed mechanisms and options to secure sustainable irrigation which are economically viable are considered. Despite the higher production of cereals and grains, fruits, and flowers also thrive in the two countries. Total irrigated area, crops grown and irrigation systems used in the two countries are discussed.

Health equity allows people to reach their full health potential and access and receive care that is fair and suitable to them and their needs regardless of where they live, what they have, or who they are. To achieve health equity, equity in healthcare focuses on the role of the health system to provide timely and appropriate care. When viewed in the context of a National Autism Strategy, this extends to ensuring access to the resources that each Autistic person requires to meet their health needs, such as an autism diagnosis, services, and supports. Based on the equity panel discussion held at the Canadian Autism Leadership Summit 2020, this article reflects on the current disparities and barriers to achieving health equity in a National Autism Strategy, and outlines ways to address them. Disparities to equitable care within the autism community extend from the level of support needs of an individual to how those intersect with several key determinants of health including: geography, culture, gender, and socioeconomic status. Notably, barriers arise due to a “lack of” theme, including lack of awareness, knowledge, access, and voice. Four reoccurring ideas were identified for how to address inequities in health care for Autistic people. First, allocate resources for regional or in-community endeavours; second, improve Autistic representation and connection; third, establish a community of allies to advocate and collaborate; and fourth, establish leadership within the community and government to make disability a priority for Canada. To achieve equity in health care in a National Autism Strategy, we need to look at the intersectionality of autism with the key determinants of health. Moreover, to effectively engage with the government, health professionals, and the public, the autism community should strive to find a unified and diverse voice. And finally, conversation must turn to action.

India is urbanizing at an alarming rate and the impact of climate change is becoming more visible each passing day. The rapid urbanization and climate change have severe direct and indirect consequences, such as increasing poverty, inequality, massive displacement, public health concerns, and challenges of urban governance, among others. This paper identifies some of the most pressing issues faced by urban India in the context of climate change. It also details the interventions undertaken at the local, national, and international levels to counter the effect of the climate change. In addition, it critically evaluates the role of government organizations, especially in terms of undertaking regulatory and planning functions. The paper argues that the implementation of institutional reforms would enable the government to reach out to the private sector to improve urban service delivery. It also provides examples of best practices from India and the world in combating climate change through adaptation and mitigation approaches.Abstrak. India mengalami urbanisasi pada tingkat yang mengkhawatirkan dan dampak perubahan iklim menjadi terlihat setiap hari. Urbanisasi yang cepat dan perubahan iklim memiliki konsekuensi langsung dan tidak langsung yang parah, seperti antara lain meningkatnya kemiskinan, ketimpangan, pengungsian besar-besaran, masalah kesehatan masyarakat, dan tantangan tata kelola kota. Makalah ini mengidentifikasi beberapa masalah paling mendesak yang dihadapi oleh perkotaan India dalam konteks perubahan iklim. Makalah ini juga merinci intervensi yang dilakukan di tingkat lokal, nasional, dan internasional untuk melawan dampak perubahan iklim. Selain itu, secara kritis makalah ini mengevaluasi peran organisasi pemerintah, terutama dalam menjalankan fungsi pengaturan dan perencanaan. Makalah ini berpendapat bahwa pelaksanaan reformasi kelembagaan akan memungkinkan pemerintah menjangkau sektor swasta untuk membantu meningkatkan pelayanan perkotaan. Makalah ini juga memberikan contoh praktik terbaik dari India dan dunia dalam memerangi perubahan iklim melalui pendekatan adaptasi dan mitigasi.Kata kunci. This research focussed on the export development of cocoa bean with respect to its export growth, values and competitiveness. Based on this deve-lopment, the aim of this research is to propose alternative development strategies of export business for cocoa bean in the future. The Analysis Hierarchie Process (AHP) framework of export business of cocoa bean was arranged consecutively from formulation of focuss or goals, identification of affecting factors and actors, deter mination of actor objectives, and recognition of alternative strategies needed. Each component of goals, factors, actors, objectives, and alternative strategies were valued on the basis of their importance using Saaty scales. Results of interviews with experts were analyzed using AHP technique. The development of cocoa bean export from 2000 to 2006 showed the competitiveness position of Indonesia in the world market was fairly good. In order to increase the growth and values of cocoa bean export, the experts consider the role of government as regulators and facilitators is very important. The government became the main actor for the export development through de/regulation related to the cocoa bean commodity. The objectives of actors could be achieved by combining strategies (i) provision of fund in national and regional budget, as well as other sources (ii) implementation of recomended technologies of cocoa, (iii) acceleration of replanting program, (iv) improvement of research productivity in producing high yielding plant materials, (v) development of transportation facilities from farms to harbours, (vi) development of farmers’ organization and partnerships as well as strategic alliance, and (viii) pests and diseases control. This study aims to describe the role of local government and the participation of Micro, Small and Medium Enterprises in the development of Plastic Woven Crafts in Karanggebang Jetis Village, Ponorogo Regency. The theory used in the formulation of the first problem regarding the role of local government uses the theory of Gede Diva (2009) which divides the role of government in three ways, namely the role of government as a facilitator, the role of government as regulator and the role of government as a catalyst. Second, the participation of UMKM actors uses the theory of Cohen and Uphoff in Distianto (2016) into four forms of participation, namely participation in planning, participation in implementation, participation in the utilization of results and finally participation in evaluation.This research uses the descriptive qualitative method. The technique of determining informants using purposive sampling techniques and data collection techniques carried out through interviews, observations, and documentation. The results of this research in the efforts to develop UMKM Plastic Weaving Crafts in Karanggebang Jetis Village, Ponorogo Regency, in general, there has been no interference from the government and UMKM entrepreneurs. So far, plastic woven crafts are still not developed. To develop UMKM especially plastic woven handicrafts located in Karanggebang Jetis, it is necessary to have the role of government and participation of UMKM actors.

The commitment in building Indonesia as a prosperous country gives consequence to the role of government in prospering the community. It is conducted by empowering the programs having potency of financial sources for developing this state. Beside the tax as the financial source of state development, the government enforces the policy of zakat management.  The policy is the act number 23 in 2011 concerning zakat management in which the fund derives from the national / regional budget. In this case, the national or regional zakat council manages the zakat management. It is expected, it can help the process of state development and be a media in improving the social welfare as one of the government’s roles
