The low quality of Indonesian smallholders’ rubber material has encouraged the government to make a policy to establish Processing and Marketing Units (PMUs). However, after 10 years of running the policy, the number of smallholder rubber farmers who are members of a PMU is still very small, even though by becoming a member of a PMU, farmers’ income increases as a result of rising prices. There have been no studies of the reasons why smallholders have not joined as members of a PMU. Therefore this study tries to discern these reasons and PMUs’ performance. The study population comprised 240 smallholders, half of whom represented PMU members and the other half non-members. These were interviewed to record the smallholders’ reasons to join or not join a PMU in South Sumatera Province, the largest rubber production area in Indonesia. Constraints for smallholders to join a PMU include already having a customer middleman, debt with the middleman, and the distance from the farmer’s house to the middleman’s house. Major supports for smallholders to join a PMU include the rubber material price, easily procured support from the government, and the distance of the farmer’s house. PMUs’ performance did not significantly affect the participation of farmers in becoming or not becoming members. Even though PMUs’ performance was good, the interest of smallholders in becoming PMU members did not increase.

Evaluation of environment of seaport is needed as well as our responsibility to nature sustainability. The Alor’s seaport belongs to Pelindo III. In order to know the air quality of Alor’s seaport, we did this study. Our aims are to know level quality of air at Alor’s seaport and compare to the government regulation. This study refers to Pararosaniline (SOx), Saltzman (NOx), Particle Calculation (dust) and decibel (noisy) methods. We used four locations, those are A-1 (Entrance gate of PELINDO (8013’09.12”S, 124031’07.21”E)); A-2 (In front of passengers terminal (8013’08.75”S, 124031’01.60”E)); A-3 (Exit  gate Kalabahi’s seaport (8013’08.2”S, 124031’00.87”E)) and A-4 (In front of port of the people (8011’09.12”S, 124031’07.21”E)). Results show that the averages level of SOx, NOx and dust of A-1, A-2 and A-3 are 103.01, 104.65 and 107.47 (µg/Nm3), 37.87, 30.62, and 39.73 (µg/Nm3), 56.64, 47.47 and 50.72 (µg/Nm), respectively. On the other hand, the level of noisy of A-1, A-2, A-3 and A-4 are 68.76, 65.69, 65.20 and 73.60 (dBA), respectively. Base on all of data, we conclude that the air quality of Alor’s seaport is still appropriate according to government regulation (PP. No. 4, 1999).

This research aims to measure the benefit of the Indonesian National Standard (SNI) product not only came from the company perceptions but also came from the government, academician, and consumer perceptions in Surabaya. The empirical study result showed that all of the respondents had a positive perception on the SNI product. They stated agreement that the SNI product had benefit on the attributes: quality guarantee of product, safe to use, a fair prices, quality of raw materials, and efficiency. Those attributes support the enhancement of company’s competitiveness. However, most of the respondents of companies and consumers state did not know about the quality guarantee of the SNI product. The results were contradictory, the respondents who came from the companies knew more about quality guarantee of the SNI product compared to the other respondents. Furthermore, the respondents of academicians, consumers, and particularly companies state that they did not know about the easiness of the SNI certification process and the government provide an incentive for the registration fee of the SNI certification. This ignorance will impact on the perceptions that process of the SNI certification was complicated and costly. Besides, it showed that the government was less to conduct socialization for the certification program compared to socialization for the standard program.

For the purpose is required hard work in maintaining client loyality, one of its way is by giving quality of banking service activities as good as possibly. Bank Jabar Banten (Bank BJB) be an bank institute owned by the Government of West Java and Banten which now becomes bank having scale national. In facing emulation in this banking world always does improvement of quality of banking service activities, peculiarly from tangible, empathy, reliability, responsiveness, until quality of service activities passed to client.This research aim to study influence quality of banking service activities to client loyality at Bank BJB assistant office of branch Ujung Berung. Variable involved in by this research consisted of independent variable that is quality of banking service activities (X) and its the dependent variables is client loyality (Y). Method applied is survey where information from respondent is collected direct inly place of case systematically, as a mean to knows and forecasts some behaviour aspects from the population. As for research type done is descriptive and verifikatif.Result of this research known that contribution joinly client loyality to quality of banking service activities from result of coefficient of determination has influence equal to 74.8% and 25.2% influenced by other factor of which is not discussed in this research. As for sub-variabel pawn quality of banking service activities has biggest influence to client loyality, and sub-variabel direct proof has smallest influence to client loyality. Based on result of research as a whole, inferential that quality of banking service activities of influential positive and strong to client loyality Bank BJB assistant office of branch Ujung Berung. This thing is because of client in general feels quality of banking service activities given Bank BJB have been maximum and good.

An inventory of pest insect of tomato (Lycopersicon esculentum) was carried out in 2018 in five localities of Foumbot production area to find out the effects of using synthetic insecticides on the worrying insects. The quantity applied and frequency of application was equally assessed and compared to those prescribed by the producers. Caiman B, Cypercal, Parastar, Cybemex and Plusfort are used. The insects were captured weekly during March and February during fruits formation and when they are getting ripe. The results showed that the doses and the frequencies of applications are different from a producer to the other. A total of 6485 insect pests belonging to the order Diptera, Hemiptera and Lepidoptera were captured. The greatest number of insect pests was captured in the locality of Mangoum 1 (19.75%). Bemisia tabaci (Hemiptera: Aleyrodidae) was the most abundant species (62.94%). The damages bring a setback in quantity and quality of the harvest, fruits are not good any more for consumption. The usage of these pesticides without respecting the norms has not reduced the population of the insect pests of tomato at Foumbot, showing that the insects became resistant. We suggest a strict respect of the doses and frequencies and the use of bio-pesticides and essential oils, respectful of the environment.

Micro, small and medium businesses have an important role for the economy in Indonesia. One of them is economic growth in employment and distribution of development results. On the other hand, MSMEs also face various problems, including limited working capital, low quality of human resources, and a lack of mastery in science and technology. Not only that, the lack of clarity about business prospects and planning, and how to market or promote the products being marketed. The method used in this research is descriptive method. The study population is MSMEs in the City of Baturaja. The data collection techniques used are observation, interviews and questionnaires while the data analysis technique uses SWOT analysis and then formulates strategies to overcome them. The purpose of the strategy for development of middle small micro businesses in the City of Baturaja is expected to increase the income so that welfare is also increasing.

Abstract: This paper presents a theoretical model in order to better understand the elaboration of Public-Private Partnership contracts. Starting from the model developed by Iossa and Martimort (2012), we consider an additional parameter that measures the sensibility of the effort made in between the stages of the project. We also delimitate the numerical range of the variable that determines the technology flexibility. In this regard, a bundling regime, under which the companies form a consortium, presents better results than when they are contracted separately. This is a consequence of the first model, in which the companies are able to internalize the externalities of the productive process. On the other hand, even though the bundling regime is more efficient, the government should seek mechanisms to monitor the quality of services.

Objectives:To study the impact on public health in terms of utility of various proportions of first-eye and second-eye cataract surgery.Methods:A model was used to study the impact on a population of a fixed cataract surgical rate (9,250 operations/1,000,000 people) with varying proportions of first-eye and second-eye cataract operations. The study population was the County of Blekinge with a known incidence of previous cataract surgery. The prevalence of cataract, the estimated need for cataract surgery, and the utility values were taken from the literature. The population was grouped by disability stage of cataract and previous cataract surgery in accordance with prevalence studies and data from a large national database on cataract surgery and patients' self-assessed visual function. The mortality rate was taken from real data for the study population.Results:Given a fixed cataract surgical rate over a period of five years, a high percentage of second-eye cataract surgery (42 percent) resulted in a mean utility of 0.82239 in the population forty years of age and older and the corresponding number for a low percentage of second-eye cataract surgery (25 percent) was 0.82253. A high percentage of second-eye surgeries resulted in 421 more individuals who were well compared with a low percentage of second-eye surgeries. On the other hand, a low percentage of second-eye surgeries resulted in 152 fewer individuals with disability and 118 fewer individuals with dependence compared with a high percentage of second-eye surgeries.Conclusions:A high frequency of first-eye cataract surgeries instead of second-eye surgeries affects more individuals and means an optimized improvement of utility in a population. This should be recommended if the cataract surgical rate is very insufficient. If the cataract surgical rate is high, more second-eye surgeries should be performed to optimize quality of life to as many as possible.

This research is entitled "The Strategy of Small and Medium Enterprises to Increase Society Revenue (Case Study of Center for Elimination in Getap)". The purpose of this thesis is to find out the size of the income generated from the Welding in Getap, Cakra Selatan Baru Village, Cakranegara District, knowing what things affecting income, production costs, the quality of the products produced and the ways of marketing.The type of research used in this study is qualitative research with a descriptive approach by utilizing interview activities and direct observation as a technique of data collection, informants from this study consisted of the Welding Owners, Employees and Communities in Getap, South Cakra, New Cakranegara District.The results of this study indicate that the income of the welding is quite large on average - Rp. 20,000,000 per month which also undermines unemployment because workers who work in, work hard and want to take part in training conducted by the government so that they have expertise in the field of welding. On the other hand, with the presence of the welding, it was able to improve the living standards of the people around Getap with the opening of small kiosks of snack vendors, and rice stalls which earned an average daily income of Rp.250,000 to Rp.300,000 perday.

The committee chose the other not as an application of the autonomy of education that is being raised by the government. El alto grado de politización, la falta de transparencia y la ausencia de estándares mínimos en relación con la calidad de los jueces seleccionados para los Tribunales supranacionales, constituyen los reproches más habituales en esta clase de procedimientos selectivos. No es descabellado conjeturar que detrás de estos problemas de idoneidad pueda estar la desproprocionada presencia de normas de soft law o non binding norms en este tipo de procesoso cooptativos. El presente artículo analiza, de una parte, el acervo normativo «blando» que pauta estos procesos, en particular, el contemplado para la selección de jueces para el TEDH y, de otra, las consecuenias litigiosas que la recalcitrante observancia de estas normas acarrea, con la reciente Sentencia del Tribunal Supremo de 31 de mayo de 2017, que entendió conculcado por el Gobierno el artículo 14 CE al establecer en el Acuerdo por el que se establecen pautas para la elaboración de una terna de candidatos para la elección de Juez titular del TEDH una discriminación por edad carente de cobertura en el Instrumento internacional al que se refiere.The high degree of politicization, the lack of transparency and the absence of minimum standards in relation to the quality of the judges selected for supranational courts are the most common reproaches in this kind of selective procedures. It is not unreasonable to conjecture that behind these suitability problems may be the disproportionate presence of soft law or non binding norms in this type of cooptative process. The present article analyzes, on the one hand, the «soft» normative acquis that governs these processes, in particular, that contemplated for the selection of judges for the ECHR and, on the other, the litigious consequences that the recalcitrant observance of these norms entails, with the recent Supreme Court Decision of May 31, 2017, which the Government considered violated by Article 14 CE by establishing in the Agreement establishing guidelines for the preparation of a shortlist of candidates for the election of Head Judge of the ECHR discrimination by age lacking coverage in the international instrument to which it refers.
