Abstract: Traffic signs that are installed on either side of the road that we often see when driving on the highway have certain meanings and goals. The installation of traffic signs is one of the public services that the government must carry out by the relevant agencies for the convenience of road users and reduce the number of traffic accidents. Aside from being a guide, the signs also functioned as a warning for road users about the conditions and situation of the road to be passed. For this reason, road users must understand and understand the meaning of the signs installed. But for various reasons, many people have not had the opportunity to learn and understand the meaning and purpose of signs of traffic signs. With the development of computer technology and video animation, learning methods about understanding the meaning and purpose of traffic signs can be made easier and more efficient to attract the public's interest in understanding them. Because it takes the form of animated videos and tutorials, so it's easy to display and play back if the learning participants don't understand. With the community service from STMIK Royal to Porsea Sector Police, we are trying to help the police station to introduce traffic signs to the community using the animated video tutorial method. This animated video tutorial uses Adobe Flash. Safety on the road is an important consideration for every road user. There are various kinds of traffic signs that are can be employed, all of which are intended to discipline road users and improve their safety. However, Indonesian drivers frequently ignore these safety signs. This is particularly significant given the growing volume of vehicles in Indonesia – and as the number of vehicles has increased so has the number of accidents. This study uses quantitative research methods to explore this correlation and consider the consequences. Keywords: Safety Aspects, Accident, Traffic

Every year we lose many young road users in road traffic accidents. Based on traffic accident data issued by the Indonesian National Police in 2017, the number of casualties was highest in the age group 15-19, with 3,496 minor injuries, 400 seriously injured and 535 deaths. This condition is very alarming considering that student as the nation's next generation lose their future due to the accidents. This figure does not include other traffic violations, not having a driver license, not wearing a helmet, driving opposite the direction, those given ticket and verbal reprimand. To reduce traffic accident for young road user, road safety campaigns were organized in many schools in Jakarta. This activity aims to socialize the road safety program to increase road safety awareness among young road users/students including the dissemination of Law No. 22 of 2009 concerning Road Traffic and Transportation. Another purpose of this program is to accompany school administrators to set up a School Safe Zone (ZoSS), a location on particular roads in the school environment that are time-based speed zone to set the speed of the vehicle. The purpose of this paper is to promote the road safety campaigns strategies by considering various campaign tools.

The limited funding for the road industry leads to economizing in the planning of road network maintenance, to identifying the appropriate priorities of the activities with the greatest benefit for the society. The level of maintenance is the direct assessment of the road operation and maintenance service provided to the road users; it directly affects the road maintenance and for road users costs the better is road maintenance, the road users incur the fewerexpenses and vice versa. Insufficient road maintenance in the winter time causes not only the danger of traffic accidents but also worsens the driving conditions, increases the fuel consumption, vehicle depreciation, transportation becomes more expensive. Many results of studies showed that the current choice of maintenance levels in the winter time taking into account only the road category and traffic volume does not ensure the indicators of the most advanced world countries and road functional purpose. The principle of the minimal expenses for the society should be the main criterion in identifying the optimal levels of winter road maintenance. The experience of Lithuania and foreign countries helped in creating the model of assessment of winter maintenance levels for Lithuanian roads of national significance, which can be applied in the other foreign countries as well. This model could be an effective tool for the selection of the optimal maintenance levels, which would economically substantiate the winter road maintenance strategy, that best corresponds to the needs of the society.

ABSTRACT Related to the implementation of the Regional Regulation (Perda) about the increase in parking rates at the edge of the road prone to congestion in the city of Bogor ratified and entered into force on July 2, 2012, The first location that imposed this tariff is the Way Suryakencana and Jalan Siliwangi Bogor and the second location is the application of The Government through the Department trials Traffic Transportation (DLLAJ) Bogor City gets a reaction from the people around Jalan Suryakencana. Enactment of the increase in parking rates at Jalan Bogor Suryakencana expected to reduce illegal parking of vehicles in the area, which has been causing congestion. With parking rates that have been enacted many road users who park their vehicles in multiple and indiscriminate. The method used in this study is empirical juridical approach. The study, based on an inventory of positive law, the discovery of the principles of law and legal discovery inconcretto, which include observation of empirical operationalization of law in society. The conclusion from this study is the basis of the application of the levy Parking Services Bank Public Road, especially in the city of Bogor is Law No. 28 of 2009 on Regional Taxes and Levies and Regional Regulation No. 4 of 2012. Implementation of Regional Regulation No. 4 of 2012 on Increase Rates Parking is not yet fully effective this is due to high payments also has not been matched with adequate services, the responsibility for the damage and loss still be a burden for the owner of the vehicle so that the functions and responsibilities of the government that deal with parking problems is questionable. Impact parking tariff policy to demand that any increase in the parking rate of 10 percent would result in a decrease in the use of parking of 0.7 -0.8 percent, increase use of public transport and cycling amounted to 3.71 percent of 0.9 percent. This figure is even greater in the short term, when applied can lead to a new increase in the elasticity to be about - 0.28., Where the parking lot reducing the length of parking time and reduce the amount of parking. Keywords: Regional Regulation, Rates Parking, Traffic Order

Traffic roads are a core element of GIS and many volunteered systems like openstreetmaps have the goal to make road data publicly available. Road users collecting geographical information and sharing them according some rules are a great opportunity to make our roads a safer place. Traffic accidents are a major cause of death and with increase in urbanization and motorization the risk is expected to rise higher. Research regarding road safety is mostly reactive; sections of the road where a lot of accidents has already happened are investigated and possibly causes are identified and then improved. This means, that people have to die in order to make those road sections safe. The system described in this chapter is a proactive method and can be operated by the community or some responsible authority. The gathered data is also very useful for different research areas like social sciences or civil engineering.

The world is paying more and more attention to the safety of vulnerable road users, and especially the safety of pedestrians. The reason for that is the large representation of vulnerable participants in the total number of victims in traffic accidents. Belgrade stood out as especially unsafe for pedestrians, because their endangerment is higher than the world average, but also higher than in the rest of Serbia. In order to increase the safety of pedestrians, appropriate management measures are applied, which are, as a rule, based on the recognized influencing factors of the occurrence of these accidents. For that reason, it is extremely important to define the real influencing factors in the right way. One of the best tools for recognizing the impact of road factors is the independent assessment of the impact of the road on accidents, which the road manager, according to the Law, is obliged to conduct in the event of a traffic accident with fatalities. The paper analyzes 59 traffic accidents with dead pedestrians, which occurred in the period from 15.05.2019. to 06/02/2021 years on the territory of the city of Belgrade and for which an independent assessment of the impact of the road was conducted. The results indicate that the road factor had an impact on the occurrence of more than half of the traffic accidents with dead pedestrians. Also, the results indicate the existence of a number of different influencing factors, which indicates the need for further implementation of these analyzes. The paper presents characteristic examples of the most commonly identified influencing factors.

Ambarawa – Magelang main road is an arterial road which used by drivers who came from Central Java headed to Yogyakarta. The Road Segment is considered to have frequent traffic accidents. The study aims to analyze the relationship between geometric aspects and the occurrence of accidents, compare actual speed with plan speed, and analyzing the completeness of the traffic signs on this section to identify the causes of accidents that occurred at that location. The stages of analysis is by doing the geometric calculation of the road and compared with the requirements in the regulation then identifying whether there is a relationship between accidents that occur with geometric conditions, vehicle speed, and the signs completeness. Identification and results of geometric analysis is known that Black Spot are on bend road I (km 46+300) there were 22 accidents due to breaking road markings, 6 accidents due to extreme bend, and 4 accidents due to road slackness throughout 2012 – 2018. On the bend road II (km 46+440) there were 5 accidents due to breaking road markings and on the bend road III (km 46+520) there were 3 accidents due to road slackness. with the result that there is a relationship between geometric conditions with accidents that occur and after being analyzed the completeness of the traffic signs is still lacking and needs to be completed.

Buruknya visibility pejalan kaki. Accidents for pedestrians, as well as other road traffic accidents, cannot be predicted and prevented. The country in this case is that the government should pay attention to the problem of safety for pedestrians by implementing effective measures. Some recommendations require the Government to consider the needs of all road users, including pedestrians and cyclists, when decisions about road design and infrastructure, land use planning and transfortation services. And from the results examined by the authors in this regard on the main factors that affect the risk of traffic accidents for pedestrians include 1). Speed and risk of pedestrian accident 2). Alcohol. 3) The lack of pedestrian facilities in road planning and land use planning 4). Poor pedestrian visibility

After the BOT road operation contract expires, generally, the road will be transferred to the government, and then the government operates the road independently without charging costs from its users. Facing the huge amount of the operation cost, Chinese government tends to continue to charge the road users to guarantee the high quality of road operation. Then, the government will have to decide whether a private firm or government itself would be suitable to operate the road. A model is presented for decision-making through balancing interests between the government and the private firm with an introduction of an intermediate variable, i.e., bidding price. Three scenarios are investigated in the model, including the optimization of government operation, the optimization of private firm operation, and government operation with an improper decision of the intermediate variable. Improper intermediate variable will result in a higher toll charged by the government than by a private firm. The method of avoiding an improper decision is investigated. The result shows that the intermediate variable should be determined to be the government operation cost, based on which the private operator could be chosen, if available. With consideration of the private operator’s profit to be guaranteed by the government, the maximum subsidy should be equal to the minimum private operator’s profit to be disclosed when the contract is signed.
