E-government began by addressing the challenges of new technologies by delivering e-services to its citizens and has since evolved to include a growing number of areas, such as citizen communication, macroeconomic projections, budget management, and e-healthcare services. E-government is known as the use of information technology to provide administrative services, communication transactions, information exchange, integration of various electronic systems, and autonomous services between the government and citizens, the government and business environment, and the government and government. This paper discusses the role of E-government policy in healthcare crises during COVID 19. Data collected from 435 employees in the tourism industry of Iraq was used to verify the abovementioned relationships via SPSS macro. The results indicate that E-government policy has a significant effect on healthcare crises; job insecurity negatively predicted healthcare crises. The results revealed that social support moderated the relationship between E-government policy and job insecurity. Results of the study contributed to the theory within this study by demonstrating that employees who enjoy a high level of social support show less job insecurity than those with a low level of social support.

Compared to international tourism, domestic tourism is less susceptible to external changes and provides a more stable business environment for industry stakeholders. Traditionally, the focus of a majority of tourism research has been international tourism. Existing domestic tourism literature predominantly focuses on the potential of domestic tourism and the measurement of its demands, but greatly ignores the issues and challenges in the domestic tourism industry. This article fills this gap and examines the issues and challenges the domestic tourism industry is facing with a focus on Nepal, a South Asian developing country. The data for this study were collected through semistructured interviews with 20 tourism industry practitioners. The findings of this study demonstrate how uncertainties created by the lack of institutional arrangements and prioritization, and confusion around the appropriate ways and means of managing domestic tourism have contributed to the chaos in the private sector tourism industry in Nepal. Implications for the government and other stakeholders in Nepal and other developing countries have been discussed.

The article aims to present Afghanistan’s business environment and elaborates on the huge potential for investment in an uncertain place. A number of literatures has been reviewed from different international and government-related institutions and also quoted government high-level officials to identify these potentials and uncertainties. The review of the studies and research by international institutions suggests that the government of Afghanistan is actively working to prepare a business-friendly environment for domestic and foreign investors. However, political instability, lack of electricity, crime, theft and disorder, access to land and corruption still remains as the major constraints of doing business in Afghanistan. It is a fact that reviving Afghanistan’s business environment in this critical situation of conflict, declining international aid, and ongoing political chaos can be extremely difficult. However, reviving its business environment and utilizing the opportunities cannot wait for the end of the ongoing conflict and current political uncertainty. What Afghanistan needs to do is think creatively to recognize what can be done in the time of conflict and political uncertainty to take advantage from those opportunities. Although the extension of the article analysis requires more evidence to judge, the analysis challenges the general understanding of the business environment and points to important new avenues of research.

This article analyzes the situation of innovative approaches to building business processes and interaction between universities, the government,  and representatives of the business environment. A methodology is proposed by the authors for calculating the feasibility of government support for small innovative enterprises (SIEs) as independent small business entities organized at higher educational institutions of the Russian Federation, the activities of which are aimed at research, development, implementation, and commercialization.The importance and role of small innovative entrepreneurship in the economy of the country and large cities is becoming the main world trend. Russia is trying to match its innovation strategy in small business, but the success is, unfortunately, still negligible. On the part of the government, millions of rubles are allocated to support small innovative entrepreneurship, as well as the construction of technology parks, the creation of business incubators, technological laboratories, and platforms being organized at universities in order to ensure the implementation of innovative projects. In accordance with the Federal Law of the Russian Federation No. 217-FL of August 2, 2009, universities were able to register small innovative enterprises on their territory as independent small businesses in the sphere of innovative development, whose activities are focused mainly on the commercialization of intellectual property objects and their active promotion in the market.Nevertheless, the implementation of new technologies and know-how is associated with greater risks of SIEs and needs a methodical approach to assess the appropriateness of providing government support to such enterprises. We are going to consider and calculate the indicator of the feasibility of government support for a small innovative enterprise in the amount of 50 million rubles for a period of five years for its development and will prove the increase in the efficiency of the enterprise and the possibilities for its development through the government support mechanisms for innovations.

Innovation and entrepreneurship service platforms in colleges and universities bear the dual responsibility of education on and support for innovation and entrepreneurship. However, at present, they are confronted with such problems as insufficient government policy publicity, insignificant transformation effect of scientific research achievements, fragile business environment, and weak financing function. To continue to advance the construction of innovation and entrepreneurship service platform for college students, it is necessary to improve the government environment of those platforms within colleges and universities, build the service platform based on the transformation of teachers’ scientific research achievements, enhance the business environment for college students’ innovation and entrepreneurship, and promote the financing capacity of colleges’ incubators.

Purpose This paper aims to provide a proper understanding of corruption in the private sector, also known as the supply-side of corruption. It also presents the causes of corrupt practices and points out the corporations’ actions to mitigate corrupt behaviour in the business environment. Design/methodology/approach This study reviews the prior literature on the phenomenon of corruption in the private sector, its causes and the preventive measures that should be implemented. Findings Corruption in the private sector was associated with a firm’s interaction with the public sector, and the most common corruption in the private sector is grand corruption, which is improper contribution made to high-level public officials and politicians. The causes of corruption in the private sector can be explained from several dimensions: economy, psychosocial and legal and regulation. Preventative measures encompass both internal strategies, which are endogenous to business and external strategies like exogenous legislation and restrictions enforced by the government or outside organizations. Originality/value The efficient strategies in combating corruption need active cooperation and participation from the supply-side of corruption. Thus, this study contributes to the literature on the theoretical understanding of the corruption problem from the supply-side and responsibility play by the private sector in global anti-corruption initiatives.

The important role of MSME in the national development, particularly in economic growth, employment provision, and GDP is the main reason why MSME should be one of the prioritized attention given by the government and public.  This study was aimed at assessing the effect of government (central and local) policy and the involvement of stakeholders (educational institution, financial institution, cooperative, business association, and NGO) on the performance of MSME.  A quantitative method and analysis of regression and correlation analysis were used.  Results showed that the government has given a special attention to MSME through Law No. 20 Year 2008 and regulations of central and local government through the service office of cooperative and MSME.  Involvement of stakeholders in training, coaching, mentoring, funding, and partnership had an important role in the improvement of MSME performance.  It was expected that the government be able to make or amend laws and regulations which were in favor to MSME and able to create conducive business environment.  Sustainable involvement of stakeholders in the empowerment of MSME was needed by MSME.

The new challenges of globalisation have made it essential to achieve and sustain a high level of efficiency in the provision of healthcare. Even though the Government of Maharashtra clearly views assuring efficiency and providing public health services to the people as an important policy objective, data reveals that the amount of resources spent on public healthcare especially public hospitals is very meagre as compared to the needs of the population. This study attempts to understand the shift from public to the private health sector by the users of health services in the city of Mumbai. This changing trend towards increasing use of private hospitals for healthcare services was analysed to understand the specific reasons behind the privatisation of health services in this metropolitan city. Using primary survey, the analysis revealed that majority of the users preferred private hospital services due to various reasons like cleanliness, better infrastructure, efficient and competent doctors and other staff. The results also indicated significant inefficiencies in the functioning of the public hospitals as noted from the responses of the users.


Government policy towards biotechnology has come a long way since the Spinks Report. Spinks advocated centralized coordination of policy, an approach deliberately rejected in 1981 by the Government in favour of continued pluralism, with each of the scientific research councils and various ministries ‘doing their own thing’. This has led to considerable diversity of activity, and during these eight years more has in fact been achieved than is often recognized. But it also created an overlapping of responsibilities with concomitant friction and bad feeling that has wasted time and resources. The paper argues that some degree of friction is inevitable. By their nature new technologies cut across existing disciplines and blur institutional boundaries. The traditional approach has been to muddle through, allowing new institutions to emerge and adapting the old as seems appropriate. Lack of resources, however, argues against too brash a competitive approach. The paper suggests that strategic or precompetitive research should be seen as a complement to, rather than competitive with basic research, and cautions against too radical a restructuring of institutions at the present time.

Purpose – This paper aims to identify the sources of innovation in the current business environment of China. With the set target of transforming China into an innovative society by 2020, the Chinese government has taken dramatic measures to foster the nation’s innovation capability. Whether this Chinese model of promoting innovation has been successful and can be sustainable are controversial issues which need to be analyzed from an academic perspective. In recent years, there have been successful cases of innovation driven by grassroots entrepreneurs, especially in the information and communications technology (ICT) industry. Therefore, it is time to analyze their success factors from the perspectives of both corporate strategy and government policy. Design/methodology/approach – The methodology used in this research is a comparative case analysis, and several high-profile cases in China’s ICT industry have been selected for this comparative study. Information used in the analysis comes from publicly available sources such as business school case studies and industry and news media reports. The authors have been following the evolution of China’s ICT industry for more than a decade; insights from their prior research and knowledge gained through industry contacts are also used in the analysis. Findings – Generally speaking, the types of innovation in China’s ICT industry can be categorized into a top-down or a bottom-up approach. For the top-down approach of innovation driven by the government, the authors analyzed the case of the Chinese government’s effort to build an industry value chain through fostering the Chinese indigenous third-generation mobile communications standard time division–synchronous code division multiple access. In comparison, the authors use several success cases, including the ecosystem built around the highly successful XiaoMi mobile phone and Tencent’s mobile portal WeChat, as it showcases of the bottom-up approach of innovation driven by grassroots entrepreneurship. The comparison of these two approaches suggests that massive government-sponsored projects are unlikely to generate genuine innovation in the highly competitive and dynamic ICT sector. The government’s role should be to foster entrepreneurship and to create a fair business environment. Originality/value – This research uses the method of comparative case studies to identify the source of innovation in a highly dynamic and uncertain business environment. Findings of this study shed light on the government policy toward innovation in the ICT industry and on the business firms’ strategy on innovation.

In France, a framework has been drawn up by the National Assembly and implemented by the government, in order to get the best relationship between Andra, among others, and the stakeholders and the inhabitants of the towns and countries where disposal facilities or projects are or could be established. The main threads of the two Acts passed in 2006, being relevant to the relationship with inhabitants are the information exchange and the local economic development. Dealing with the information exchange and diffusion: • The Local Information Committee (CLI), for each nuclear facility, has been reinforced and a specific, Local Information and Oversight Committee (for the Underground Laboratory in Meuse-Haute-Marne) has been renewed. The CLI was in charge of a general assignment to inform and consult on nuclear safety, radioprotection and environmental topics. Now, since 2006, the nuclear facility’s CLI and the CLIS are able to order study reports, measures and analyses to experts freely selected. • Creation of the High Committee for Transparency and Information on Nuclear Safety (HCTISN). This new authority aims to inform, consult and debate about the risks relevant to nuclear activities and their impacts on people’s health, environment and nuclear safety. Andra contributes to the functioning of CLI in disposal facilities at Manche and Aube Departments, and CLIS of the underground Laboratory at Meuse and Haute-Marne departments. This paper will present these contributions and how Andra’s action helps to reach the goals of information and exchange with the people around its facilities. Concerning the local economic development, there are specific organizations or schemes, depending on the facility: • Local taxes contributions based on the disposal facilities activities as is usual in France. • A High Level Committee (CHN) and two public interest groups (GIP) in Meuse and Haute-Marne departments have been set up since 1991 and 2005. Andra is represented in these three institutions, but they are not funded at all by Andra. This paper will show the Andra’s involvement in the local economic and territorial developments. Within this general framework Andra has developed information and exchanges actions with the stakeholders and the inhabitants around its facilities. Examples of these actions will be presented also.
