AbstractThis article analyses the rhetorical strategies of Isaiah 6 and their relationship to the paradoxical commission to speak so that the audience should not understand. In particular, I look at strategies of concentration and diffusion, how the chapter directs attention to the prophet and his initiatory experience, and directs attention away from the vision of God, the moment of encounter, and the consciousness of the people. I divide the chapter into three parts (w. 1-4, 5-8, 9-13), respectively characterized by divergence, convergence, and divergence again. In the third part, the rhetorical technique is more complicated, in that the centrifugal dynamic is reinforced by failed attempts at focus. Throughout, synecdoche is the preeminent instrument both for directing attention to the participants and away from them. In the last verse, there is a shift from metonymy to metaphor as the principal poetic device, and thus a transference from a narrative, historical paradigm to a diffused alterity. The chapter is thereby decentred; since it is generally regarded as a key chapter in the book of Isaiah, the book itself is unstable. I conclude by discussing the commission as a model for the reading process, and wondering whether the metaphorical equivalence of fullness and emptiness subverts the entire rhetorical structure I have delineated.

The purpose of this paper is to examine the implication and details of the consolidation of the statutes of the Province of Quebec which is now under way. Unlike earlier consolidations, this one will be permanent and brought up to date annually, and as he approaches his subject, the author describes what must be understood by keeping up to date and who should be responsible for the task. Next, he discusses the technical aspects which ought to be considered in the process of keeping the consolidation up to date, among which are the moment and methods to inserting new texts, the numbering of sections, and the vehicle for the publication of amending legislation. In the third part of his paper, the author describes what important changes would have to be made to the present situation, should the proposed system be adopted. These changes are both documentary (a new presentation of the Quebec official Gazette is advocated) and legislative (new duties of the Quebec Official Printer are stressed). Finally there is established a link between the permanent consolidation and a policy for non-official consolidations. The author concludes with the expression of a point of view on the access of the people to the law.

The study of a foreign language is inseparable from the understanding of the culture of its speakers, and the study of culture will inevitably touch on the national features of ethnicity. The character of ethnos is due to and at the same time is the guiding vector at the moment of interpretation of the life of the people, the history and culture. The paper analyses in a comparative view the French and the Russian folk songs and the Spanish romance with a similar initial situation and different options of development/stagnation of intrigue, which is due to the exclusivity of national worldview and is a bright example of its implementation. The local diversity of dynamic stereotypes is determined both by the specifics of the performance of folklore, formed historically during the process of oral translation in conditions of continuity and variability, and often by extramusical factors. The long lyrical reflections from the first person (Russian, Spanish versions) contrast the cheerful novelist message from the third person (French version). A certain convergence between Spanish and Russian variants (opposed to the French one) of the interpretation of the topic under consideration is explained by the thesis on the proximity of Russian and Spanish souls, which, in turn, is due to the border specificity of the linguistic and cultural space of Russian-speaking and Spanish-speaking civilization models.

Abstract The Sasanians have been characterized as Rome’s enemy par excellence in the ancient sources as well as in modern scholarship. According to the Greek and Roman historians, from the moment of its emergence in the second decade of the third century CE, the new dynasty pursued an extremely aggressive policy towards the Western neighbour that resulted in fierce and renewed military conflict and brought the Roman Empire to the brink of desaster. However, a closer look on the respective historiographic and biographic texts from contemporary and later authors reveals a deeper meaning behind their depictions of Roman-Sasanian conflict in the third century. This article argues that authors like Cassius Dio, Herodian and the composer of the fourth-century Historia Augusta used these narrations in order to name and address severe problems within the Roman Empire. Their considerations focused on the mechanisms of imperial government and self-representation which underwent a profound and radical change in the course of the third century. The principate of the previous centuries with its perfectly balanced system of communication between the emperor, the senate, the people of Rome and the army was gradually transformed into an overt military monarchy in which the emperors ostentatiously displayed their exclusive reliance on the soldiers as the crucial foundation of their rule. Although the characterization of Sasanian politics and attitudes towards Rome in the historiographic and biographic texts was certainly not merely an interpretatio Romana, the conditions within the Roman empire have to be taken into account in order to fully understand the contemporary and later historians’ intentions and the specific thrust of their texts.

Justice that has not existed and is apparent among the disabilities in Indonesia is very large and spread in the archipelago is very large, making the issue of equality is a very important thing especially with the publication of the Disability Act No. 8 of 2016 at the beginning of that year. Only a few provinces that understand properly and well on open and potential issues and issues will affect other areas including the increasingly growing number of elderly people in Indonesia due to the increasing welfare of the people. The government of DKI Jakarta, including the most concerned with disability, from the beginning has set a bold step to defend things related to disability, including local governments in Solo, Bali, Makassar and several other areas. Leprosy belonging to the disability community has a very tough marginalization, the disability that arises from leprosy quite a lot, reaches ten percent more and covers the poor areas of Indonesia, such as Nusa Tenggara Timur, Papua, South Sulawesi Provinces and even East Java and West Java and Central Java Provinces. If we compare again with the ASEAN countries we also do not miss the moment in ratifying the CRPD (Convention of Rights for People with Disability) into the Law of Disability No. 8 of 2016 which, although already published but still get rejections in some sections because do not provide proper empowerment and rights equality. The struggle is long and must be continued to build equal rights in all areas, not only health and welfare but also in the right of the right to receive continuous inclusive education.

Study abroad begins long before students leave their own shores. The moment that children enter daycare, nursery school, or kindergarten for the first time, they are in foreign territory, and all their antennae are out, testing, absorbing, learning. They begin to develop the first of their many multiple identities. They are no longer "Johnny" or "Sarah" whom everyone knows and loves at home, but Johnny or Sarah whom no one knows nor initially cares about, and they have to figure out what kind of a new identity they will develop so the danger zone becomes as safe as home.  Leaving familiar surroundings- the sounds, smells, safety, and food of home- and realizing, quite abruptly, that they must learn to adapt to the demands and needs of strangers, is the first and the most challenging "trip abroad" they will ever take. They will use the same set of skills, more mature, more polished (we hope) when they arrive on a foreign campus and move in with a host family or into an international dormitory.  Learning to make the journey with ease, whether it is on the first day of school or the day a plane drops one in a foreign field, is a necessary accomplishment. We have to make friends out of our peers; we have to gain the respect of our teachers; we have to develop curiosity and concern about the people around us. The stranger they seem, the more there is to learn. To fear diversity is to fear life itself. As the world becomes smaller and more integrated, the more crucial this accomplishment grows.

AbstractCOVID-19 is the third spread of animal coronavirus over the past two decades, resulting in a major epidemic in humans after SARS and MERS. COVID-19 is responsible of the biggest biological earthquake in the world. In the global fight against COVID-19 some serious mistakes have been done like, the countries’ misguided attempts to protect their economies, lack of international co-operation. These mistakes that the people had done in previous deadly outbreaks. The result has been a greater economic devastation and the collapse of national and international trust for all. In this constantly changing environment, if we have a better understanding of the host-virus interactions than we can be more prepared to the future deadly outbreaks. When encountered with a disease which the causative is unknown, the reaction time and the precautions that should be taken matters a great deal. In this review we aimed to reveal the molecular footprints of COVID-19 scientifically and to get an understanding of the pandemia. This review might be a highlight to the possible outbreaks.

With relatively few exceptions, personal petitions from individuals have received much less attention from historians than those from groups in the public political sphere. In one sense, personal petitions adopted many of the same rhetorical strategies as those delivered by a group. However, they also offer unique insights into the quotidian relationship between the people and their rulers. This article examines surviving personal petitions to various administrators at different levels of government in western India during the decades surrounding the East India Company’s conquests. The analysis of these petitions helps to refine our understanding of the place of the new judicial system in the social world of early-nineteenth-century India, especially by illuminating the discourse of justice that petitioners brought to the presentation of their cases to their new governors. The conclusion of this article seeks to place the rhetoric of personal petitioning within the larger context of mass political petitioning in India during the early nineteenth century.

Dalupa art emerged from the creative process of the people of West Aceh which can be stretched into three stages. First, Dalupa was originally a folk tale or folklore that was narrated from generation to generation. Second, the Dalupa then manifests (a person wearing the costume of a Dalupa character) so that it can be witnessed in person. At this stage, the Dalupa character does not manifest itself in the form of theater or dance. Its presence is only intended to entertain or enliven an event, such as weddings, processions, campaigns and so on. Third, the Dalupa character is presented by considering the dramatic element; arrangement of a series of events that tell the beginning of the appearance to the end of the Dalupa story. This study aims to record and describe how the process of creating the Dalupa art, as mentioned in the third stage. The method used is qualitative with the dramaturgy approach. This study shows the results that the art of Dalupa presents a story about the origin of the appearance of Dalupa with the manifestation of organized events. On this basis, it can be concluded that Dalupa art can be categorized as dramatic or theater art.Keywords: dalupa, creation process, dramatic, dramaturgy.AbstrakKesenian Dalupa muncul dari proses kreatif masyarakat Aceh Barat yang dapat direntangkan menjadi tiga tahap. Pertama, Dalupa mulanya merupakan cerita rakyat atau folklor yang dinarasikan secara turun-temurun. Kedua, Dalupa kemudian mewujud (seseorang yang mengenakan kostum tokoh Dalupa) sehingga dapat disaksikan secara langsung. Pada tahap ini, tokoh Dalupa mewujud tidaklah dalam bentuk kesenian teater atau tari. Kehadirannya hanya bertujuan untuk menghibur atau meramaikan suatu acara, seperti pernikahan, arak-arakan, kampanye dan sebagainya. Ketiga, tokoh Dalupa dihadirkan dengan mempertimbangkan unsur dramatika; penataan rangkaian peristiwa yang menceritakan awal kemunculan hingga akhir kisah Dalupa. Penelitian ini bertujuan mencatat serta memaparkan bagaimana proses penciptaan kesenian Dalupa, sebagaimana disebut pada tahap ketiga. Metode yang dilaksanakan yaitu kualitatif dengan pendekatan dramaturgi. Penelitian ini menunjukkan hasil bahwa kesenian Dalupa menyajikan cerita tentang asal mula kemunculan Dalupa dengan perwujudan peristiwa-peristiwa yang tertata.
