Abstract The first years of Hadrian’s reign witness meaningful changes in the Roman policy in Judea, identifiable with the strengthening of military forces, the change of the status of the province to that of provincia consularis, the building of new military roads, emphasis on the pagan character of the settlement displayed both in coinage and in new temples devoted to the emperor cult, and the beginning of the preparation works for the building of a Roman colony in Jerusalem. The background of this policy is examined, and its relation with the Diaspora uprisings, which were finally quelled in the late summer of 117.

Proper association of males with females of the bee family Halictidae presents difficulties not found in most insect groups. In the north temperate zone males emerge in late summer, mate with the females and then die, only females surviving over winter. Collecting in spring and early summer therefore yields only females and only in the later collections do males appear.Correct association between males and females may be secured by excavating burrows after males have emerged from the pupae, by collecting mating pairs or by making such extensive collections in a limited area that statistical evidence may be secured to support conclusions based on morphological features. This technique was used by the junior author in his original studies of Andrenidae and Halictidae (Atwood, 1933) but is by no means a universal practice. Consequently, many species names in the Halictidae are based on descriptions of one sex only while in other instances the association between male and female rests upon a very shaky foundation. This paper is designed to clarify the status of two species which are now in the above categories.

The Pridnestrovian Moldavian Republic is a quasi-country not recognized by the international community. It constitutes de-jure a part of the Moldavian Republic. In 1992, as a result of a five month, victorious war with Moldavia, separatist Transnistria defended itself and in the following years strengthened its independence. After the end of the military part of the conflict, both countries maintained unfriendly relationships, and any political attempts to settle that conflict have so far been ineffective. It is mainly due to the Russian Federation supporting the separatist republic (the evidence of which is the presence of Russian military forces in Transnistria), the weakness of the Moldavian country and the interest of the Pridnestrovian Moldavian Republic to maintain the status quo.

This paper aims to place the Srebrenica massacre in its broader context, both in terms of its place in the Bosnian war, and theoretically. The Srebrenica massacre is the only war crime of the Bosnian war that has, in legal terms, been solidly confirmed to have constituted genocide. In the ICTY, 2001 convicted Radislav Krstic of complicity in genocide for his role in the Srebrenica massacre, thereby establishing the fact of the Srebrenica genocide. The ICJ, in its ruling of 2007 in Bosnia vs Serbia, explicitly stated that the Srebrenica massacre was an act of genocide. However, the ICJ in the same ruling stated that other massacres of the Bosnian war, in particular those of 1992 when Bosnian Serb military forces were formally under Belgrade’s command, were not genocide. The ICTY has so far failed to convict any suspect of genocide except in relation to the Srebrenica massacre. Consequently, the Srebrenica massacre has assumed the status of a crime apart in the Bosnian war.

During the spring of 1962, the Africa Liaison Committee of the American Council on Education authorized me to secure information on the status of African studies and training in Germany. Toward this end, I visited on two occasions in the late summer and early fall of 1962 a number of German organizations, institutes, and universities. My work in Germany was facilitated by the cooperation of the German Foreign Office, which arranged for my itinerary while in the Bonn area, and by the encouragement of President Heinrich Luebke of the German Federal Republic. In this brief report, I list and describe the work of the most important agencies and organizations which were engaged in 1962 in research on Africa, particularly south of the Sahara, and in the training of Africans. Special consideration will be given to some of the developments and problems in the universities.

Samples of rectal faeces were collected immediately after slaughter from 400 cattle each month for a 1-year period and from 1000 each of sheep, pigs and poultry over the same period. Samples were examined for Escherichia coli O157 by enrichment culture in buffered peptone water with vancomycin, cefixime and cefsulodin followed by immunomagnetic separation and culture of magnetic particles onto cefixime tellurite sorbitol MacConkey agar. E. coli O157 was isolated from 752 (15·7%) of 4800 cattle, 22 (2·2%) of 1000 sheep and from 4 (0·4%) of 1000 pigs, but not from any of 1000 chickens. Of the cattle sampled, 1840 (38·4%) were prime beef animals, 1661 (34·6%) were dairy animals being culled and the status could not be determined for the other 1299 (27%) animals. E. coli O157 was found in 246 (13·4%) of the 1840 beef cattle and 268 (16·1%) of the 1661 dairy cattle. The monthly prevalence of E. coli O157 in cattle was 4·8–36·8% and was at its highest in spring and late summer. Seventeen of the 22 isolates from sheep were also made over the summer period. All E. coli O157 isolates from sheep and 749 (99·6%) of the 752 E. coli O157 isolates from cattle were verocytotoxigenic as determined by Vero cell assay and DNA hybridization, eaeA gene positive, contained a 92 kb plasmid and were thus typical of strains causing infections in man. In contrast isolates from pigs were non-toxigenic, eaeA gene negative and did not contain a 92 kb plasmid and would, therefore, be unlikely to be a source of infection for man.

AbstractCurrent peace operations often include an element of enforcement. Such operations are based upon Chapter VII of the United Nations Charter and are regularly endowed with a right to use ‘all necessary measures’ to fulfil the tasks set down in the particular mandate from the UN Security Council. Such operations, moreover, are often deployed in unstable conditions that border on armed conflict, or in areas of existing conflict. At times, the military forces involved in these operations are also involved in the armed conflict itself.The utilization of military force naturally raises the question of the legal status of personnel in peace operations under international humanitarian law (IHL). They represent the international community and as such are protected personnel. But how should they be treated from the perspective of IHL? Should they, despite their obvious military characteristics, be regarded as civilians? At what point, if any, could they be regarded as combatants? On the issue of change of status under IHL, does the same threshold apply for the operation's military forces as for other military personnel? Does the involvement of peace forces in an armed conflict, made up of contributions from a number of States, automatically cause that conflict to assume an international nature? Are theConvention on the Safety of United Nations and Associated Personneland IHL, applicable in non-international armed conflicts, mutually exclusive? These dilemmas are well illustrated by the difficulties facing the International Security and Assistance Force (ISAF) in Afghanistan.

The life-history of hydroids from a mixed population of Tubularia indivisa and ‘T. ceratogyne’, from an intertidal site at Felixstowe, Suffolk, has been studied. Tubularia breed throughout the year, but recruitment is greatest in spring with a smaller peak in late summer. The spring-recruited hydroids are the progeny of T. indivisa, but during the summer they mature as ‘T. ceratogyne’ and breed to produce the T. indivisa that dominate the population in spring. It is concluded, on this evidence, that ‘T. ceratogyne’ is a form of T. indivisa.In this population T. indivisa suffers from predation by the nudibranch Dendronotus frondosus, and their mortality rate varies from 2% per month in winter to 70% per month in summer. The life-span of T. indivisa is approximately one year, but their mean post-larval life expectancy varies from 30 days (spring recruitment) to 160 days (autumn recruitment). There is no evidence that autotomy of the hydranth is an integral part of the life of T. indivisa.

One measure of the maturity of a device technology is the ease and reliability of applying contact metallurgy. Compared to metal contact of silicon, the status of GaAs metallization is still at its primitive stage. With the advent of GaAs MESFET and integrated circuits, very stringent requirements were placed on their metal contacts. During the past few years, extensive researches have been conducted in the area of Au-Ge-Ni in order to lower contact resistances and improve uniformity. In this paper, we report the results of TEM study of interfacial reactions between Ni and GaAs as part of the attempt to understand the role of nickel in Au-Ge-Ni contact of GaAs.N-type, Si-doped, (001) oriented GaAs wafers, 15 mil in thickness, were grown by gradient-freeze method. Nickel thin films, 300Å in thickness, were e-gun deposited on GaAs wafers. The samples were then annealed in dry N2 in a 3-zone diffusion furnace at temperatures 200°C - 600°C for 5-180 minutes. Thin foils for TEM examinations were prepared by chemical polishing from the GaA.s side. TEM investigations were performed with JE0L- 100B and JE0L-200CX electron microscopes.

Measurement of the egg's electrical activity, the fertilization potential or the activation current (in voltage clamped eggs), provides a means of detecting the earliest perceivable response of the egg to the fertilizing sperm. By using the electrical physiological record as a “real time” indicator of the instant of electrical continuity between the gametes, eggs can be inseminated with sperm at lower, more physiological densities, thereby assuring that only one sperm interacts with the egg. Integrating techniques of intracellular electrophysiological recording, video-imaging, and electron microscopy, we are able to identify the fertilizing sperm precisely and correlate the status of gamete organelles with the first indication (fertilization potential/activation current) of the egg's response to the attached sperm. Hence, this integrated system provides improved temporal and spatial resolution of morphological changes at the site of gamete interaction, under a variety of experimental conditions. Using these integrated techniques, we have investigated when sperm-egg plasma membrane fusion occurs in sea urchins with respect to the onset of the egg's change in electrical activity.
