Issues of Large-scale Dam Resettlement and Rehabilitation: Case of Bilaspur, Himachal Pradesh

Large chunks of land have been acquired in different parts of India for large-scale infrastructure projects, such as dams, power stations, etc., in the past. The Bhakra Dam project, being one such large-scale project executed immediately after the Independence, displaced thousands of families without having any proper rehabilitation mechanism in place. The old Bilaspur town (OBT) was part of land acquired for construction of the reservoir for Bhakra Dam, known as Gobind Sagar Lake. The new Bilaspur township was established to rehabilitate families originally living in the OBT. Presently, second or third generation of these families are living on these allotted plots in the new town. This article is an attempt to unfold the flaws in the undertaken rehabilitation policy which has led to unplanned and haphazard development in the town as well as created problems for both oustees and public authorities. These problems continue to persist in present times also, thereby limiting the citizens to avail benefits of the recent policy for regularisation of encroachments and the newly launched housing programme—Pradhan Mantri Awas Yojana.

In 2006, the town council of Slany decided to respond to the new trend of regional policy in the Central Bohemia region and focused on the revitalization of the historic core of the town. The large-scale project was assigned to a team of professionals (teachers and graduates of the Faculty of Civil Engineering of the Czech Technical University in Prague), led by Professor Sykora. Team members are to deal with issues of historical centre. The project presented a challenge to test theory, principles and procedures in practical design. The projected area featured Masaryk Square and 22 adjacent streets defined by the existing town walls. The reconstruction project of Vinarickeho Street was the first part of the overall project of revitalization of the historic core of the town chosen to implement. This reconstruction was one of the most technically, organizationally and financially complex works that have been undertaken in Slany recently. Construction started in November 2010 and lasted one year. Although this is a project of smaller scope, thanks to its complexity, sensitive approach and craftsmanship it brought the creators the price Construction of the Year 2012 in the Central Bohemia region and advanced to the second round in the competition Construction of the Year 2012 in Czech Republic.

ABSTRACT To implement the national POLMAR Plan, the French maritime and terrestrial authorities organise yearly large oil spill exercises called “Antipol.” Antipol 97 was of a greater scale than any other operation conducted in the past 10 years in the Mediterranean sea. During the 2 days of the exercise, major spill response capabilities were deployed on the sea with ten ships, including French Navy ships, together with the 280,000-tons tanker Iseult, owned by TOTAL. In the air, were five planes, including one of OSRL's C 130s flown in from Southampton and an Italian reconnaissance plane, as well as five helicopters. Various response actions were conducted at sea and on the shoreline: evacuation of injured crew from the tanker, tanker towing, lightering operation, deployment of boom and recovery equipment, shoreline cleanup using FOST co-operative resources and strike team. In parallel a large crisis management exercise called “Totem 97,” supported by TOTAL and prepared and conducted by CEDRE (Centre for Documentation, Research, and Experimentation in the Field of Accidental Water Pollution), mobilised crisis management teams in Toulon, Paris, Marseilles, Nantes, and Brest. This major operation had a triple objective:To test the efficiency of the new POLMAR Plan, the TOTAL Group, and France Shipmanagement emergency plansTo update and improve the procedures laid down in those plansTo demonstrate the collective crisis management performance of the three key players: the public authorities, the ship operator and the oil company For added realism Totem 97 included a unit run by CEDRE, that simulated reactions from the media, lobby groups, and the general public.

Through this set of relationships, architecture maintains the cosmological connection and dialogue with all the scales of the World. Research object: Latvian places for the worship of God.Research goal: analysis of Latvian urban sacral space. Research problem: common and different features of the sacral space of the Latvians and other nations have been little studied. Research novelty: detailed studies of generative design of sacral spaces and contemporary places of worship in Latvia. Research methods: analysis of archive documents, cartographic and urban planning materials, a study of published literature and inspection of sacral places in nature.

The issue of design and democracy is an urgent and rather controversial one. Democracy has always been a core theme in design research, but in the past years it has shifted in meaning. The current discourse in design research that has been working in a participatory way on common issues in given local contexts, has developed an enhanced focus on rethinking democracy. This is the topic of some recent design conferences, such PDC2018, Nordes2017 and DRS2018, and of the DESIS Philosophy Talk #6 “Regenerating Democracy?” (www.desis-philosophytalks.org), from which this track originates. To reflect on the role and responsibility of designers in a time where democracy in its various forms is often put at risk seems an urgent matter to us. The concern for the ways in which the democratic discourse is put at risk in many different parts of the word is registered outside the design community (for instance by philosophers such as Noam Chomsky), as well as within (see for instance Manzini’s and Margolin’s call Design Stand Up (http://www.democracy-design.org). Therefore, the need to articulate a discussion on this difficult matter, and to find a common vocabulary we can share to talk about it. One of the difficulties encountered for instance when discussing this issue, is that the word “democracy” is understood in different ways, in relation to the traditions and contexts in which it is framed. Philosophically speaking, there are diverse discourses on democracy that currently inspire design researchers and theorists, such as Arendt, Dewey, Negri and Hardt, Schmitt, Mouffe, Rancière, Agamben, Rawls, Habermas, Latour, Gramsci, whose positions on this topic are very diverse. How can these authors guide us to further articulate this discussion? In which ways can these philosophers support and enrich design’s innovation discourses on design and democracy, and guide our thinking in addressing sensitive and yet timely questions, such as what design can do in what seems to be dark times for democracy, and whether design can possibly contribute to enrich the current democratic ecosystems, making them more strong and resilient?

The purpose of this review is to evaluate progress inmolecular epidemiology over the past 24 years in canceretiology and prevention to draw lessons for futureresearch incorporating the new generation of biomarkers.Molecular epidemiology was introduced inthe study of cancer in the early 1980s, with theexpectation that it would help overcome some majorlimitations of epidemiology and facilitate cancerprevention. The expectation was that biomarkerswould improve exposure assessment, document earlychanges preceding disease, and identify subgroupsin the population with greater susceptibility to cancer,thereby increasing the ability of epidemiologic studiesto identify causes and elucidate mechanisms incarcinogenesis. The first generation of biomarkers hasindeed contributed to our understanding of riskandsusceptibility related largely to genotoxic carcinogens.Consequently, interventions and policy changes havebeen mounted to reduce riskfrom several importantenvironmental carcinogens. Several new and promisingbiomarkers are now becoming available for epidemiologicstudies, thanks to the development of highthroughputtechnologies and theoretical advances inbiology. These include toxicogenomics, alterations ingene methylation and gene expression, proteomics, andmetabonomics, which allow large-scale studies, includingdiscovery-oriented as well as hypothesis-testinginvestigations. However, most of these newer biomarkershave not been adequately validated, and theirrole in the causal paradigm is not clear. There is a needfor their systematic validation using principles andcriteria established over the past several decades inmolecular cancer epidemiology.

A low-cost wastewater disposal system was commissioned in 1959 to treat domestic and industrial wastewaters generated in the Latrobe River valley in the province of Gippsland, within the State of Victoria, Australia (Figure 1). The Latrobe Valley is the centre for large-scale generation of electricity and for the production of pulp and paper. In addition other industries have utilized the brown coal resource of the region e.g. gasification process and char production. Consequently, industrial wastewaters have been dominant in the disposal system for the past twenty-five years. The mixed industrial-domestic wastewaters were to be transported some eighty kilometres to be treated and disposed of by irrigation to land. Several important lessons have been learnt during twenty-five years of operating this system. Firstly the composition of the mixed waste stream has varied significantly with the passage of time and the development of the industrial base in the Valley, so that what was appropriate treatment in 1959 is not necessarily acceptable in 1985. Secondly the magnitude of adverse environmental impacts engendered by this low-cost disposal procedure was not imagined when the proposal was implemented. As a consequence, clean-up procedures which could remedy the adverse effects of twenty-five years of impact are likely to be costly. The question then may be asked - when the total costs including rehabilitation are considered, is there really a low-cost solution for environmentally safe disposal of complex wastewater streams?

Over the past decades, peptide as a therapeutic candidate has received increasing attention in drug discovery, especially for antimicrobial peptides (AMPs), anticancer peptides (ACPs) and antiinflammatory peptides (AIPs). It is considered that the peptides can regulate various complex diseases which are previously untouchable. In recent years, the critical problem of antimicrobial resistance drives the pharmaceutical industry to look for new therapeutic agents. Compared to organic small drugs, peptide- based therapy exhibits high specificity and minimal toxicity. Thus, peptides are widely recruited in the design and discovery of new potent drugs. Currently, large-scale screening of peptide activity with traditional approaches is costly, time-consuming and labor-intensive. Hence, in silico methods, mainly machine learning approaches, for their accuracy and effectiveness, have been introduced to predict the peptide activity. In this review, we document the recent progress in machine learning-based prediction of peptides which will be of great benefit to the discovery of potential active AMPs, ACPs and AIPs.

This book provides the qualitative research community with some insight on how to evaluate the quality of qualitative research. This topic has gained little attention during the past few decades. We, qualitative researchers, read journal articles, serve on masters’ and doctoral committees, and also make decisions on whether conference proposals, manuscripts, or large-scale grant proposals should be accepted or rejected. It is assumed that various perspectives or criteria, depending on various paradigms, theories, or fields of discipline, have been used in assessing the quality of qualitative research. Nonetheless, until now, no textbook has been specifically devoted to exploring theories, practices, and reflections associated with the evaluation of qualitative research. This book constructs a typology of evaluating qualitative research, examines actual information from websites and qualitative journal editors, and reflects on some challenges that are currently encountered by the qualitative research community. Many different kinds of journals’ review guidelines and available assessment tools are collected and analyzed. Consequently, core criteria that stand out among these evaluation tools are presented. Readers are invited to join the author to confidently proclaim: “Fortunately, there are commonly agreed, bold standards for evaluating the goodness of qualitative research in the academic research community. These standards are a part of what is generally called ‘scientific research.’ ”

Background:Tuberculosis (TB) is no longer a disease limited to developing nations and is still a major cause of significant morbidity and mortality worldwide. It can affect the different parts of the spine.Objectives:The aim of this study was to determine the preferred spinal location of TB.Methods:We conduct a retrospective and descriptive study in a single rheumatology department. Data were collected from observations of patients hospitalized in the past 20 years (2000-2020) who have been diagnosed with tuberculous spondylodiscitis (TS).Results:Fifty-two patients were included (37F/15M). Their mean age was 55.21 years ± 17.79 [19-91]. TS was more frequently unifocal (75%) than multifocal (25%). Lumbar spine involvement was the most common (57.7%) and more frequent in women (63.3%) but with no statistically significant difference (p = 0.2). Other localizations were described such as: dorso-lumbar (21.2%), dorsal (15.4%), lumbosacral (3.8%) and cervical (1.9%). Lumbar pain was present in 34 patients (65.4%) and 29 patients (55.8%) suffered from segmental lumbar stiffness. Imaging was contributive by showing the vertebral location using standard X-rays, computed tomography and magnetic resonance imaging. Disc pinch, erosion of vertebral plateaus and vertebral collapse were the major signs (82.7%, 65.4% and 67.3%, respectively).Conclusion:TS is a rare but serious clinical condition which may lead to severe deformity and early or late neurological complications. Spinal involvement is often unifocal and mostly diagnosed with lumbar pain or stiffness. Multifocal forms, touching several parts of the spine, however remain rare. Our findings remain consistent with those of the literature.Disclosure of Interests:None declared
