With the outbreak of the global pandemic of COVID-19, India witnessed one of the largest reverse migrations in its entire history. Amid continuously streaming heart-rending visuals of migrant workers struggling to somehow return to their place of origin, Uttar Pradesh emerged as the recipient of huge 3.2 million migrant workers employed in the informal sector. Accepting, welcoming, helping, encouraging and offering employment to those destitute workers amid the pandemic was a difficult task for the state government. An appropriate management of this problem has made it a classic case of crisis management by a state chief minister who dares to think beyond the reflex paranoia about resource crunch so as to come up with an improvised strategy. Purpose of this article is to discuss the crisis of reverse migration amid COVID-19 and the initiatives taken by the Government of Uttar Pradesh. The article uses case study approach to analyse the problem of livelihood faced by the migrant workers and the innovative model of employment and rehabilitation envisioned and implemented by the state government. Based on secondary data, it observes positive impact of skill mapping and other key strategies of the Government of Uttar Pradesh.

Uttar Pradesh, the most populous state of India, had plunged into a crisis due to deteriorating electricity supply and worsening law and order situation. The reason behind it was agitation by employees of Uttar Pradesh State Electricity Board (UPSEB) against the power sector reforms undertaken by the state government. As part of the reforms, the government backed unified board structure was trifurcated into separate corporate entities. The State Energy Secretary was pondering over reasons behind this impasse between UPSEB employees and the UPSEB management represented by the Uttar Pradesh Government. He had to evaluate a few available options to resolve the crisis and select the most appropriate one. This case highlights the importance of understanding change management process. It also looks at various industrial rela-tions issues to be addressed while undergoing transition, especially in an organizational setting where the Government is a majority stakeholder. It examines the reasons behind resistance to change; and external and internal factors that may lead to industrial relations problems. The case also highlights the need for communication among all stakeholders during transition in order to avoid industrial relations problems.

The encroachment on government land is an issue faced by the Perak state government. This land encroachment problem has caused losses to the state government in terms of revenue. Various solutions have been implemented by the Perak government to address the issue of encroachment, but the issue of encroachment still occurs to this day. Therefore, this study was conducted to identify the causes that cause the existing solution to be ineffective and to study alternative solutions to address the issue of encroachment of government land in the state of Perak. To achieve the objectives of the study, a qualitative design was used. Two types of data were obtained, namely primary data and secondary data. Primary data was obtained by interviewing officers from the Enforcement and Technical Unit under the Office of the Director of Lands and Mines Perak to provide an overview of the current situation and feedback on the issue of land encroachment. While for secondary data obtained from extracts of previous studies, newspaper clippings, and related journals. These data are then analysed using descriptive analysis methods. The results of the study found that there are three sources of existing solutions that are ineffective, namely political intervention, limited financial allocation, and security threats from intruders. In addition, there are several alternative solutions that have been proposed, namely the use of technology and the creation of a complete database of encroached land. In conclusion, it is hoped that the findings of this study will benefit all parties, especially the government in addressing the issues of encroachment on land owned by the state government.

Handicraft Sector is one of the emerging sectors playing a very important role in the economic development of Uttar Pradesh. The country full of colors has great opportunities in the economic growth and development as each and every one has the capacity as well as the capability to do something creative by his or her inherent talent.  India is also known for its great contribution towards exports from the handicraft sector towards the foreign world. The growth potential of U.P. is that it is one of the fastest developing states in India and how handicraft sector possesses opportunities which can help in the economic development of the state and therefore it requires a great amount of support from the government to be fully equipped and developed. Since this sector is labour intensive, it gives a great deal of employment opportunities as well as key to further enhancement of living standard and thus bringing in more positive impact on economic development of the state. In order to boost up the exports of handicrafts from U.P. the government has set up special economic zones. Therefore this paper is an attempt to look into the emerging opportunities for growth through this sector in Uttar Pradesh and what measures could be taken upon so as to tap the untapped growth in the sector.

AbstractPurpose - This study aims to determine and analyze the effort of the Honai Prosperous Micro Waqf Bank in Papua in increasing community income in Heram District, Jayapura, Papua Province. Micro Waqf Bank is one of the government programs for low-scale communities.Method - This research uses a qualitative method with a case study approach. Primary data are collected from several informants who have related duties and functions such as managers, boarding school leaders, and customers from the Honai Sejahtera Micro Waqf Bank.  While secondary data includes data from documents, literature, and academic studies and research.  The data that has been collected is then processed and analyzed using a field analysis approach from Miles and Huberman.Result - The results of this study indicate that Honai Sejahtera Micro Waqf Bank improve the communities' income in Heram District by providing a loan for business capital using the Qardh. Besides that, the community felt the positive impact of their existence.Implication - Local Governments need to work together with LKMS to empower communities to escape poverty.Originality- This research focuses on increasing people's income through Islamic Microfinance Institution (LKMS) in Papua Province which has never been studied previously.

This study will describe how the pattern of relations in the management of illegal oil mines in Keluang District with two problem formulations, first what are the factors that shape the power relations between the State and the illegal oil mining group in Keluang District. The second is how the role of each actor and its influence in the case of illegal oil mining in Keluang District? To answer the two problem formulations above, researchers use the theory of rent seeking from Gordon Tullock. The method used in this research is qualitative method. The approach that will be used to support this research is to use a case study approach. In this study, the data will be divided into two types, namely primary and secondary data. Primary data is data obtained in the field through interviews and direct observation at the research site. Secondary data is data obtained from books, papers and documents related to this research. Data analysis used in this study is Analysis Interactive Model from Miles and Huberman which divides the steps in data analysis activities with several parts, namely data collection, data reduction, data presentation, and drawing conclusions or verification. The presence of illegal oil mines  in Keluang District raises a sign where the presence and how the role of the State especially the government involved in the management of natural resources in the case of illegal oil mining in Keluang District.

Technology changes will always be for the better, not only to the end users but also to the intellectual property owners of the technology and the implementers of the technology. The objective of this paper is to study the feasibility and viability for entrepreneurs to become service providers for the dispensation of fertilizers, pesticides, fungicides and supporting services such as aerial crop reconnaissance using Unmanned Aerial Vehicles (UAV) or drones. The methodology used for this study is SWOT Analysis. Both primary and secondary data is used for this analysis. This study finds that paddy farming employing drones is feasible. The beneficiaries of this study shall be the government, by way of lowering financial cost to subsidise the paddy planting, the farmers who no longer need the services of migrant workers, thus saving production cost, and finally the drone service providers and their downstream business associates who can engaged themselves in very lucrative businesses.

Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.

Public sector banks have been merged by the government in the last few years. This is the rationale behind conducting this study. The purpose of this article is to determine the factors affecting the performance of public sector banks in India and the interrelationship between bank-specific determinants and performance of public sector banks. In this article, we shall analyse the financial data of all the public sector commercial banks for a period spread across 11 years (2009–2019); Capital adequacy, Assets quality, Management efficiency, Earning, and Liquidity (CAMEL) has been used as a performance determinant; system generalised method of moments (GMM) analysis has been used to find the effect of determinants on the performance measurement of public sector banks; and CCA (canonical correlation analysis) has been used to find the interrelationship between the bank-specific determinants and the performance of public sector banks. The finding has important implications in terms of performance in the banking sector. Certain limitations of this study are: It is based on secondary data. The study only covers the financial aspects and not the non-financial aspects. It is found that the asset quality is negatively related with performance of public sector banks. Liquidity and inflation are inversely related to performance of public sector banks in India. Capital adequacy is positively related with banks’ performance, but inversely related with banks’ interest margin. GDP growth has a significant positive impact on banks’ performance, but inversely related with banks’ interest income. Inflation rate is inversely related with banks’ performance. Banking sector reforms are insignificantly related with banks’ performance.

ABSTRACTThe Existance of Indonesian Workers in the Middle East, is very beneficial in terms of foreign exchange earnings. Despite the high rate of remittances generated, the Indonesian government must also implement a moratorium on migrant workers sending policies to the Middle East in 2015, which is feared that this could cause a reduction in the amount of remittances, secifically for the Middle East region. Here, the writer will discuss in dept why the government should carry out the moratorium policy of migrant workers to the Middle East in 2015, while the gorvernment  also know that the existance of the overseas migrant workers woud benefit economically. The writer see that, as the main actor, the state is obliged to provide protection for all its citizens whwrever they are.Keywords: Indonesia Workers, Moratorium, National Interest, Protecting Citizens. ABSTRAKKeberadaan Tenaga Kerja Indonesia di Timur Tengah, sangatlah menguntungkan dalam hal pendapatan devisa. Dibalik tingginya angka remitansi yang dihasilkan, namun pemerintah Indonesia juga harus menerapkan kebijakan moratorium pengiriman TKI ke Timur Tengah Tahun 2015, yang mana kebijakan tersebut dikhawatirkan dapat menyebabkan penurunan jumlah remitansi, secara khusus untuk kawasan Timur Tengah. Di sini, penulis akan membahas secara mendalam mengapa pemerintah harus melakukan kebijakan moratorius TKI ke Timur tengah Tahun 2015, sedangkan pemerintah juga tahu bahwa keberadaan TKI luar negeri tentu memberi keuntungan secara ekonomi. Penulis menggunakan sudut pandang realisme, dengan memakai teori kepentingan nasional, sehingga akan dibahas secara  mendalam terkait permasalahan yang ada. Dalam penelitian tersebut, penulis melihat bahwa, sebagai aktor utama, negara wajib memberikan perlindungan bagi seluruh warga negaranya di mana pun berada.Kata Kunci: Tenaga Kerja Indonesia, Moratorium, Kepentingan Nasional, Melindungi Warga Negara.

ABSTRACTHajj as a great symbol of worship. Hajj is the fifth pillar of Islam which is mandatory for every Muslim who are able to da it in accordance with the legal requirement of pilgrimage. One of the legal conditions of Hajj is the capability, capable to cover the cost of the hajj and the family left behind. Panin Bank Dubai Sharia Bank was established based on the regulation of Limited Company No. 12 dated January 8, 1972 by Moeslim Dalidd, a notary in Malang. PT. Bank Panin Dubai Syariah Tbk has been legalized by the Financial Services Authority ("OJK"), in accordance with a copy of the policy of the Board of Commissioners of OJK No. Kep-29 / D.03 / 2016 on July 26, 2016.Therefore, through this research, the writer wants to understand: (1) how is the practice of applying alternative financial agreement of hajj and umrah after the implementation of regulation made by ministry of religious affair No. 24 year 2016 at Panin Bank Dubai Syariah Surabaya branch? (2) What is the analysis of Islamic law on the practice of multilateral contract alternative application in this Bank? Therefore, this study is aimed to, firstly, understand and describe the application of alternative contracts to hajj and umrah after the regulation of Ministry of Religious Affairs No. 24 of 2016 in Panin Bank Dubai Sharia branch Surabaya, and to describe the analysis of Sharia Economic Law about the practice of applying alternative contract in the bank.The method used in this research is qualitative method. The research data are taken in natural situation in Panin Bank Dubai Syariah Surabaya. The data are taken during operational hours using case study approach. Are done through interview technique with the main participant, Assistant Manager 1, and document, archive, book, sample of registration, as secondary data source. The data are analyzed through 3 (three) data deduction, display data and ended with conclusion and verification.The results of the study indicate that the Panin Bank Dubai Sharia runs in accordance with the government regulation No. 24 year 2016 "BPS BPIH is prohibited from providing direct and indirect Hajj money service" including Hajj and Umrah services using various financing products and funds saving, funds collecting in the form of deposits, savings or other forms, using multi-service financing akad wadi'ah, with the savings of hajj services with initial minimum deposit of Rp500,000,and according to customers’ ability. Keywords: hajj, umrah, wadi'ah.
