Research on the influence of university education system reform on college students' innovation ability

Cultivating students with innovative ability is not only the internal requirement of realizing China's modernization, but also an important embodiment of improving the quality of higher education. To improve the level of higher education, deepen the reform of university education system, and cultivate students with innovative ability are the core and basic points of innovation and development of colleges in China. This paper discusses the relationship between the cultivation of innovative talents and the reform of management system in colleges. By using the method of literature, it analyzes the restrictive factors of cultivating students' innovative ability, and puts forward corresponding suggestions. It also points out that the reform of university management system is of great significance to the cultivation of innovative talents, the improvement of the quality of running colleges in China, and the construction of international first-class universities. The research shows that the main factors that restrict the cultivation of students' innovative ability are the influence of traditional education concept, the cultivation mode of higher education, the curriculum and teaching methods, the evaluation mechanism of students and the teaching conditions of higher education. colleges should guarantee the funds for innovative education, reform the incentive mechanism, and reform teaching methods and methods, which is of great significance to promote the cultivation of students' innovative consciousness, innovative ability and entrepreneurial spirit.

This publication is devoted to the problems of digitalization of university management, which the authors consider as a universal trend aimed at improving the management system in order to improve the quality of educational services and ensure dynamically sustainable and balanced development of universities. Research objectives: to determine the impact of digitalization (digitalization) on the development of the education management system; to identify the factors hindering the development of the education management system. Methodology: Based on a systemic and structural approach, as well as on key paradigms describing promising management transformations under the influence of digitalization, the authors studied the current state and potential of digitalization of management of universities in Russia, Argentina, Chile and Brazil (Latin American countries), and compared the indicators with similar data on the control group of countries (USA, China and Germany). Assessment and analysis were carried out using the expert method and the method of cluster analysis; the leading experts involved in the problems of public administration and digitalization of management of universities in Russia acted as experts. Results: It was found that digitalization of management has a significant potential for a positive impact on the competitiveness of educational services, on the quality of its pro-vision, on the sustainable, dynamic and balanced development of universities. The study revealed that there are cases of obvious breakthroughs in terms of digitalization of management of individual universities – and on their basis it is possible to build effective digitalization projects that can be adopted locally or replicated in the interests of intensive development and increasing the competitiveness of national higher education systems. The situation with the digitalization of university management in Russia and in the countries of Latin America selected for study is characterized by the presence of numerous common aspects, which suggests the possibility and validity of the implementation of universal solutions suitable for replication. The research materials were supplemented with the results of questionnaires and interviews of administrative managers working at universities. Conclusions. The analytical data obtained indicates that the universities of Russia and selected countries of Latin America remain catching up in the trends of global development of digitalization of management of higher education institutions, while universities in Russia, Chile, Brazil have a high potential for digitalization of management, primarily technological and personnel, and the assessment of the corresponding potential in the universities of Argentina is generally positive. Guided by the relevant data, as well as the materials of generalization of the digitalization practice of individual universities, it seems possible to significantly expand the horizons set by this study.

In recent years, the system of higher education has undergone significant changes affecting the most important spheres of university activities: management of the educational process, its organization, which significantly changes the attitudes, incentives, motives and value system of the academic staff. In a number of cases, as a result of reforming the management system there are created special conditions that affect the quality of educational services. The task of investigating the consequences of the ongoing reforms is being actualized in order to identify the main factors that restrain the growth of quality. To solve this problem there has been made comparative analysis of the quality of higher education in Russia and abroad. Significant reserves of its growth in Russia have been revealed. There had been proposed a classification based on the scope of action: factors that operate within the educational system, but are external to the higher education; factors that are external to the educational system as a whole; factors acting within the system of higher education. The most significant external factor for the educational system is the low innovative potential of the economy, underestimation of the quality of education by business, which determines the aim of the majority of students not to build up human capital, but to obtain a diploma with minimal expenses. The factors intrinsic to the educational system, but external to the higher education system, include the lack of interest and unpreparedness of school teachers for working with gifted students, which is primarily due to the use of the results of the General State Examination and Unified State Examination for evaluating their work . The main negative factor operating within the higher education system is the distortion of teachers' incentives, the increase of their opportunistic behavior caused by the transition to a new management system for higher education organizations.


In recent years attention to quality of studies is not decreasing. Lots of different level and type articles have been written, books and other literature have been published. On the other hand, over the last few years different national, regional and international science conferences and symposiums took place. So, it is obvious, that the concern in the university study quality is really huge. However, the essence of the matter lies somewhere deeper. The main goals, formulated in Bologna declaration, had to be implemented by 2010. However, now it becomes clear, that some of the vitally important things were not realised and there are more and more doubts if they will, on the whole, be carried through. The Bologna process itself is not sought to be analysed. What interests us firstly, is the quality of studies’ management question. Various researches reveal that the university study quality in some countries has significantly decreased even measuring according to the most minimal criteria. First of all, this is because most universities are oriented into providing service. It is known, that service University is not capable to ensure the proper quality of the studies and of provided education at the same time. Mass universities meant for mass usage. University education is more and more “Mc.Donaldized” (Lamanauskas, 2011a). Thus, the problem of the quality of studies remains the key problem in nowadays university work. It is understandable, that different countries have different experience in this field both in horizontal and vertical sense. The quality of studies conception despite all efforts remains diverse and has multiple meanings. Paraphrasing a familiar soviet times’ statement (“from everyone – according to possibilities, for everyone – according to demands”), one can state, that higher education can’t be provided according to demands, and it can’t be required from graduates according to their abilities and possibilities. Massification of higher education in a direct way negatively affects the quality of studies (process), as well as higher education quality (result). This is the essential risk in university management. Key words: education policy, quality of studies, management, university education system.

The article defines the essence of the quality management system of higher education, in particular the structure and functions. The author notes that it is the system of higher education that shapes human potential. It is determined that the development of the higher education system and improving its quality is a priority, a strategic goal of each state, as this development is associated with the development of the economy and society as a whole. It is proved that the modernization of the education system is aimed at ensuring its quality in accordance with the latest advances in science, culture and social practice. The quality of education is a national priority and a prerequisite for the national security of the state, compliance with international norms and requirements of the legislation of Ukraine on the implementation of the right of citizens to education. In addition, it is explained that the number of requirements for higher education is growing every year, which leads to the need to create and implement a quality management system that is compatible with the existing ISO standard for free economic zones. The components of the quality assurance system of higher education according to this standard are given and the procedures that are implemented to improve it are indicated. It is noted that the state standard of higher education determines the list of qualifications of the relevant educational and qualification levels, the list of areas and specialties for which specialists are trained in the free educational and qualification levels, as well as requirements for educational levels of higher education. Seven principles of implementation of the Bologna system in Ukraine are given, and it is proved that the means of ensuring the quality of higher education are enshrined in the Bologna Declaration. It is determined that in order to control and improve affairs in the field of higher education, a state body was established — the National Agency for Quality Assurance in Higher Education, whose goals are to guarantee the quality of services, recognize the quality of scientific results, ensure systemic impact. It is emphasized that quality education should be seen by the state and society as an instrument of social, cultural harmony and economic growth to build a competitive and strong state, and therefore the quality of higher education should be the subject of constant attention of researchers and reformers.

Sustainable development goals (SDG) involve not only environmental issues but also economic, social, and cultural concerns. Higher education plays a key role in promoting sustainable development initiatives and in empowering people to change their thinking and to strive for a sustainable future. However, the main issue that needs to be presently resolved is how leaders, teachers, and students in higher education can achieve sustainable development in their system vision, mission and values, strategic plans, and organizational culture. Morocco is a country with a long history of higher education and has continuous reforms for sustainable development. In the process of responding to the wave of globalization, the Moroccan government has begun to formulate a higher education reform plan to maintain its competitiveness and achieve the SDG standards. Therefore, this study is focused on the quality of the higher education system through which the sustainability of higher education reform can be implemented. With this in mind, an organized approach that involved a questionnaire using the SWOT (strengths, weaknesses, opportunities, and threats) decision-making model with integration of analytic hierarchy process (AHP) and Entropy method was developed. The questionnaires were filled out by the experts, staff, and students of the higher education system (universities) to obtain the important key factors for the SWOT analysis. The AHP was used for the qualitative analysis of the weights of the SWOT factors, while the Entropy method was applied for the objective analysis of the number of different weight attributes. After integration of AHP with Entropy, the finalized variables were ranked; these results are more reliable and realistic to decision-makers. Finally, the SWOT matrix was established based on the questionnaire assessment and the AHP with Entropy weights to help implement the higher education reform policy and to monitor the quality of the current education system. The results also indicate that higher education reform must incorporate many changes, including effective budget planning, skilled experts, internationalization, improved and expanded infrastructure, reformed study curriculum, and latest training.

The presented study examines the problems and prospects of using innovative methods in the training of economists with higher education.Aim. The study identifies the peculiarities of economic education in the context of the digital transformation of the economy (strategic factor) and restrictive epidemiological measures (tactical factor), and assesses the feasibility and necessity of using innovative methods in the training of economists.Tasks. The authors analyze modern problems of higher economic education in Russia, systematize innovative methods that can be used in higher economic education, and assess the prospects for their use and the practical effects of their implementation.Methods. This study uses the methods of systems and interdisciplinary approaches to the examination of socio-economic phenomena and processes, specific methods of innovative, structural, and comparative analysis, and the results of the authors’ empirical generalizations.Results. It is established that the Russian education system is in a state of permanent reform, which, however, does not fully solve its problems, often generating new ones instead. At the same time, the chosen vector of transformations does little to affect the actual training process. Despite the declared attention to improving its quality, reforms are mainly focused on institutional, organizational, financial, and other system-wide aspects. As a result, the higher education system as a whole and university education of economists in particular face a number of challenges. These challenges exacerbated and clearly manifested in the spring semester of the 2019-2020 academic year due to the implementation of measures aimed at preventing the spread of the new COVID-19 coronavirus infection in Russia. It turned out that many universities are not technologically and methodologically prepared to implement educational programs in the context of distance learning, i.e. they do not fully meet the requirements of the digital age. In this regard, the authors propose to enhance the use of innovative teaching methods in the training of economists with higher education. This study describes the content and advantages of such methods over traditional ones.Conclusions. A summary of the results of this study makes it possible to conclude that it is necessary to enhance the use of innovative methods in the economic training of students. Organizational changes caused by the COVID-19 pandemic in recent months confirm the correctness of this standpoint. At the same time, attention should be paid to the rational combination of traditional and innovative teaching methods, as well as the global trend of digitalization of socio-economic processes.

Distance learning is currently one of the most topical problems at the intersection of technical and pedagogical disciplines. The widespread introduction of distance learning in secondary and higher education has revealed a significant layer of problems that should be addressed by information technologies specialists, teachers, scientists, psychologists in cooperation with officials. The article discusses the main problems that arose during the transition to distance learning, the solution of which will raise the quality of education to a new level, including after the end of the new type of coronavirus pandemic. The authors highlight the organizational, technical and social problems in the process of organizing distance learning, the totality of which can be considered as a challenge to the education system.

Abstract The accumulation of knowledge and its use have become important factors that promote economic development as they contribute to a countryís competitiveness in the global economy. The basic significance of research is obtained by defining new approaches in the organisation, function and efficiency of the higher education system (HES) by emphasising its qualitative aspects. The aim of the article is to describe the influence of education reform on economic competitiveness, paying a special attention to analysing and evaluating international experiences from an interdisciplinary perspective, including economics, pedagogy, etc. Quantitative indicators are used to characterise specific features of the HES and the interaction of this system in the overall context of state development. Some aspects of the Latvian HES are also analysed. The economic activity of inhabitants often directly depends on their level of education. In order to reorganise the Latvian HES and increase its competitiveness and efficiency, thus ensuring quality and availability, the Latvian education system must define a middle-term (4ñ5 years) and long-term (10ñ15 years) development plan that is coordinated with national economic development.

This research is basically focused on how to improve classroom interaction in Bhutanese classroom. Classroom Interaction is a practice that enhances the development of the two very important language skills which are speaking and listening among the learners. This device helps the learners to be competent enough to think critically and share their views among their peers. It is based on the notion that classroom interaction plays vital role in enhancing effective teaching and learning, improve academic performance, moreover to make learning atmosphere lively. Constructive teaching method, use of technology in the classroom, assessment and evaluation are some of the methods used to see the findings of the study.  There was a time when the traditional approach of teaching was adopted by most of the teachers, where the learner used to be dependent only on the lecture delivered by the teacher. They were not exposed to enough practice of speaking on their own and hence the interaction among the students in the classroom was almost absent. But as the education system changed with time so have the teaching methods. The education system now demands more student interaction rather than just listening to the instructor. Hence Classroom Interaction is very essential in today’s education system. There have been some researches done in the context of Bhutan. Nevertheless, on order to contextualize the discussion to the Bhutanese audience, the author has reviewed a few research studies done in the context of particular school. Classroom Interaction is a practice that enhances the development of the two very important language skills which are speaking and listening among the learners. This device helps the learners to be competent enough to think critically and share their views among their peers. Interaction is needed in the classroom activity. It helps the teaching and learning process run smoothly and it can increase learners' communication. It tells how the students have interaction among them and teacher even with the whole class. This study aims to give the teacher some suggestions to achieve classroom interaction in the teaching and learning process. It offers some strategies to improve the interaction in the classroom. Several studies show that classroom interaction is important in the teaching-learning process. Some studies show that the students' interaction happens in the classroom. By using classroom interaction, the students are more active in the learning process. The result of the study concludes that classroom interaction has an important role in the teaching and learning process. The purpose of this study is how to improve the quality of interactive classroom learning for the student’s academic achievement and learning outcomes. The teachers play an important role in imparting a student’s learning and creating quality classroom interaction. An interactive classroom learning environment is considered as one of the effective methods of learning which help the students learning process. Teachers’ main role is to design and plan his/her lesson in such way that students love sharing their learning with other because all learning development takes place in classrooms. As a teacher, we must carefully examine all the factors in mind which will help to enhance the students learning outcome. A warm and homely classroom environment improves academic performance, learning outcome, and a sense of pride and belonging of the students and as well the teachers.  “A good teacher is like a candle, it consumes itself to light the way for others”. As a teacher, teaching and learning is an important process, good teaching methods, strategic, Active involvement in learning, Interaction techniques, and a conducive environment will help students to learn things more rapidly. Qualitative data will be collected through semi-structured interviews, observations, and descriptive. The interviews will be video record and transcribe. Data collected will be analyzed and present in descriptive form.
