The creation of international collaborative governance discourse during the process of teaching vocabulary at the university

To improve the practice of public administration (PA) work at the time when collaboration governance principles and values have been especially needed due to the COVID-19 pandemic, the new educational approach providing the creation of international collaborative governance PA discourse has become a very important task for public administrations of all the countries of the world because the common terms could help to make the communication of public servants and citizens more effective both in one and the same country and between different countries and regions. The literature concerning collaborative governance PA discourse creation has been thoroughly studied by the author. The experience of the creation of international collaborative governance PA discourse during ELT (English Language Teaching) and ESP (English for Specific Purposes) training of PA students at the Institute for Social Sciences (the ISS) of Russian Presidential Academy of National Economy and Public Administration (RANEPA) has been analyzed. The research methods included theoretical research, analytical research methods, methodology of empirical research, and methods of comparative research. The results of the analysis made it possible to conclude that in modern conditions of globalization and international communication in order to understand better the common values of citizens, to avoid discrepancies in vocabulary application and to improve mutual understanding of civil servants speaking different languages, the unification of the descriptive list of English terms concerning public administration activity is needed; the creation of international collaborative governance PA discourse during educational and training process of future public administrators should contribute to PA activity. The International PA Vocabulary as well as the process of writing new textbooks and teaching aids based on it and using new digital technologies and new methodology should be introduced into educational process.

For the full implementation of strategic goals of public administration, as well as a worthy representation of the interests of the state at the international level, civil servants must have high foreign-language professional competencies. Practical issues of educational and training programs in the field of development of these competencies are carefully studied by the author. The current state of the level of language training of future civil service students (undergraduates, graduates and postgraduates) at the Institute for Social Sciences at the Russian Presidential Academy of National Economy and Public Administration is analyzed. The analysis includes the definition and formulation of tasks, goals, curriculum technologies, qualification requirements of future civil servants, ways of improving the quality of their knowledge of foreign languages and improving the methodological support of foreign-language teaching, and the creation of textbooks and teaching aids to solve the above-mentioned problem, etc. The research methods include theoretical research, analytical research methods, methodology of empirical research and methods of comparative research. The conclusions are based on the results of the analysis. Ways of improving programs for better development of civil servants’ foreign-language professional competencies are outlined. Some recommendations for teachers and education managers are presented.


It is known that textbooks and teaching aids, as well as other teaching aids play an important role in improving the quality of education. Existing traditional textbooks based on print media are no longer sufficient to achieve the informational goals associated with the application of information technology in education. Therefore, the creation of new electronic resources and their implementation in the educational process has become an urgent problem of informatization of education. In this regard, the creation of e-textbooks and their use in the educational process is of great importance.

The education of younger schoolchildren is a responsible job, since younger schoolchildren form character traits, lay the foundations of knowledge, beliefs, worldview, moral guidelines. Therefore, education issues require close consideration. Theoretical research methods were used in the work: abstraction, that is, the process of education in the school was considered in isolation from family education and other factors that actually affect the younger student; and the method of mental modeling is to mentally simulate the situation when the educational process proceeded according to one scenario, for example, the opinion of the teacher was expressed without the student’s readiness to perceive the information according to another scenario, when the teacher took into account the characteristics of the child and the environment. The result of the research was the allocation in a broad topic of school education of several key points that teachers should pay attention to.

The article is devoted to the study of the principles of the possibilities of applying BIM-technologies in law. The authors explain the concept and meaning of BIM modeling in general, noting that the BIM method, originally developed for information and functional modeling of buildings (in the construction sector), is now actively used (in significantly more complex modalities) in a variety of other areas. The article presents the author’s concept explaining the essence of the technology of the digital models-doubles (BIM). The work is based on the use of research methods of analysis and synthesis, induction and deduction, classification and modeling, observation. Using these methods, the distinction characteristics were described and the features of the method of digital models-doubles (BIM) in legal science and practice, its goals and the possibility of its application were predicted. The need for the development of universal platforms and the creation of universal prototypes, templates, formats, matrices and sets of tools, including concepts, methods and tools for processing, archiving, saving and storing data, is noted. The authors set out in detail (in the author’s concept) the possibilities, goals, methods and features of applying the method of digital models-doubles (BIM) in law.

The paper highlights the effective psychological and pedagogical directions of persons who are in places of imprisonment. The problem of returning to a normal lifestyle today is very topical, the social maladjustment of former convicts, unwillingness to leave the former antisocial environment, insufficient or no education in general, irrational motivational sphere, low level of self-esteem and concentration on the main criteria of psychological and social health, become obstacles to re-socialization for those who are in the imprisonment places. In order to develop psychological and pedagogical support of social adjustment for people who are or are going to leave the prison, the diagnosis of psychological characteristics is relevant, which will be the key elements to the effectiveness of the applied directions that are as follows: focus on changing the social environment; socio-psychological therapy; professional orientation during the educational process. The following methods were used for scientific research as analysis of scientific literature, theoretical research methods, which study scientific and methodological literature on the problem of individual social adjustment for those who leave the prison; empirical research methods based on psychological and pedagogical observation of cognitive, labor-intensive activities and the use of professionals working at the same time, psychologists and teachers during the re-socialization of imprisoned. The research shows two stages of a pilot study, during which there was implied the diagnosis of intellectual, educational motivation, nonverbal creativity, equal self-esteem and changes in concentration of imprisoned.

This article aims to analyse the strategies that jazz musicians in Barcelona adopt to develop their artistic careers. It focuses on studying three main areas that influ-ence the construction of their artistic-professional strategies: a) the administrative dimension, characterized mainly by management and promotion tasks; b) the artistic-creative dimension, which includes the construction of artistic identity and the creation of works of art; and c) the social dimension within the collective, which groups together strategies related to the dynamics of cooperation and col-laboration between the circle of musicians. The applied methodology came from a qualitative perspective, and the main research methods were semi-structured inter-views conducted with active professional musicians in Barcelona and from partic-ipant observation.

The development of technology, information technology and various means of communication have a significant impact on public relations activity; especially in government institutions. Changing the system of family values, views of the society on the significance and functioning of the family institution contribute to the transformation of marital role relationships in modern families. The already formed model of role interaction, the ability of spouses to define and clearly distribute family roles and to treat them responsibly is the important factors in building constructive marital relations and creating a favorable psychological climate in the family. Objective. The research deals with the analysis of the essence of the “family role” concept and the classification of family roles; experimental definition and analysis of the main types of family roles in marital relations. Methods. Theoretical research methods were used to solve the research problem: analysis of scientific psychological literature, generalization method, systematization of scientific information. To solve the second part of the set objective, the empirical research methods were used, such as: conversation, psychodiagnostic method “Distribution of roles in the family” by Yu.Ye. Alioshyna, L.Ya. Hofman, O.M. Dubrovska, and also the method of processing and quantitative and qualitative interpretation of results. The research was conducted during September-October 2020. The study involved 11 married couples (husband and wife) with different marital experience of 22 people aged 25 to 47 years (Kyiv). All the couples have children aged 1 to 20 years. The results of an empirical study of the peculiarities of family roles distribution showed that the roles of entertainment organizer (63.64 %), master (mistress), (72.73 % and 63.64 %), the family subculture organizer (54, 55 % and 45.45 %) women and men share almost equally; the roles of educator and “psychotherapist” is more typical for women (90.91 % and 81.82 %); The role of sexual partner and the partner responsible for material support is more often performed by men (90.91 % and 72.73 %). The prospects for further research are seen in the study of role interaction in the parental families of adolescents and young people as a prerequisite for their future family roles.
