For five years in the early 1990s, as the Conservative government attempted to drive through the new educational policies heralded by its Education Reform Act of 1988, a comprehensive school in Sheffield was the site of a bold experiment in progressive education. Located in a working-class, inner-city area, Earl Marshal School was ethnically highly diverse, with students from Pakistani, Somali, Yemeni and Caribbean families; white students made up less than 20 per cent of the student roll. With Chris Searle as headteacher from 1990 to 1995, these students, aged 11 to 16, were exposed to a very different kind of schooling from that envisaged by the government — with its newly introduced national curriculum, competitive league tables between schools and authoritarian system of inspections carried out through the Office for Standards in Education (OFSTED). Instead, Searle refused to exclude students for misbehaviour; did not sheepishly follow the national curriculum; was not over-impressed by OFSTED; sought student democracy; and involved the local community in the affairs of the school. Inevitably, he drew fire from OFSTED, from other headteachers, from the local education authority (LEA) and even from David Blunkett, the Sheffield MP who from 1994 was Labour’s shadow secretary of state for education. In the end, they were able to unseat him, depriving Sheffield of the benefits of his ideas. The headteacher who opposed the permanent exclusion of students was himself, as he puts it, ‘permanently excluded’ from the job that he loved and lived for.

The Pakistani Constitution promises “free and compulsory” education for all, but 20 million children are not in school. Many who are enrolled receive poor-quality education: surveys show Pakistani students ranking among the lowest achievers in the world. This has led families in all but the lowest income groups to seek private alternatives for their children, weakening the constituency for improved public schools. Under Prime Minister Imran Khan, the government has pushed for a Single National Curriculum. Critics contend that it will not address lack of access or the poor quality of education, but that it could lead to restrictions on school choice, provincial autonomy, and linguistic diversity, while imposing a narrow vision of national identity.

This study investigated the usage and types of information and communications technologies (ICTs) accessible to community members in four selected Thusong Service Centres (TSCs or telecentres) in KwaZulu-Natal (KZN). The telecentres that participated in the study were: Nhlazuka, Mbazwane, Dududu and Malangeni. The study was informed by Rogers’ (1995) Diffusion of Innovations (DoI) theory. Through a survey, four TSCs were purposively selected. A questionnaire was used to collect data from community members in the four telecentres involved. The data collected was tabulated under the various headings and presented using tables, frequencies, percentiles and generalisations with the help of the Statistical Package for the Social Sciences (SPSS). The results indicated that a variety of ICT tools have been adopted in the TSCs to provide the local community with the much-needed access to information and improved communication. The government should ensure that adequate varieties and levels of ICT competence are offered to all the citizens. In conclusion, there is a need for sufficient and coherent government policies regulating the training of the local community to use these ICTs effectively.

Justice that has not existed and is apparent among the disabilities in Indonesia is very large and spread in the archipelago is very large, making the issue of equality is a very important thing especially with the publication of the Disability Act No. 8 of 2016 at the beginning of that year. Only a few provinces that understand properly and well on open and potential issues and issues will affect other areas including the increasingly growing number of elderly people in Indonesia due to the increasing welfare of the people. The government of DKI Jakarta, including the most concerned with disability, from the beginning has set a bold step to defend things related to disability, including local governments in Solo, Bali, Makassar and several other areas. Leprosy belonging to the disability community has a very tough marginalization, the disability that arises from leprosy quite a lot, reaches ten percent more and covers the poor areas of Indonesia, such as Nusa Tenggara Timur, Papua, South Sulawesi Provinces and even East Java and West Java and Central Java Provinces. If we compare again with the ASEAN countries we also do not miss the moment in ratifying the CRPD (Convention of Rights for People with Disability) into the Law of Disability No. 8 of 2016 which, although already published but still get rejections in some sections because do not provide proper empowerment and rights equality. The struggle is long and must be continued to build equal rights in all areas, not only health and welfare but also in the right of the right to receive continuous inclusive education.

Tourism sector has a significant role in the economic development of our country. Tourism sector has contributed 6.88 percent to the GDP and has 12.36 percent share in employment (direct and indirect) in the year 2014. It has also a significant share in foreign exchange earnings. The benefit of tourism mostly goes to the local community (Sonya & Jacqueline, Mansour E. Zaei & Mahin E. Zaei, 2013). In this paper, an attempt has been made to assess how the tourism industry has created an opportunity for the economic, political, social and cultural development of the local community at Manali in Himachal Pradesh (India) and also tried to study the problems that are associated with the tourism in the region. The study found that the tourism industry has been extending its contribution for the development of local community at Manali. It has been providing employment, business and investment opportunities, revenue generation for the government, encouraging the community to promote and preserve its art, culture and heritage, raising the demand of agriculture products, provided opportunities for local people to run and work in the transport business and by promoting MSMEs in the region. Besides the opportunities, the tourism industry has also added many problems to the local community. Traffic congestion, increase in water and air pollution, solid waste generation, degradation of the cultural heritage, ecological imbalances, rise in cost of living, increase in crime, noise and environment pollution, migration of people to the region, negative impact on local culture, and extra pressure on civic services during the tourists season, are the problems associated with the tourism. The study suggest that effective management of natural resources, dissemination of environment protection information, involvement of local community in decision making, professionalization in the working of local administration, extending the support of government in sponsoring the events, infrastructure development, tracking records of migrants with the help of local community to curb the crime rate, promotion and preservation of art, culture and heritage, involvement of NGOs, compliance of the rules can make tourism more beneficial in the development of local community.

AbstractDevelopmental education (DE) reform took place among the 28 Florida College System (FCS) institutions in 2014. In this study, we examine how cohort-based passing rates in college-level English and math courses changed at different colleges for pre- and post-policy period and explore what institutional characteristics were related with various institutional trajectories of cohort-based course passing rates in the post-policy period. Employing longitudinal data analysis, we found that colleges performed similarly regarding cohort-based passing rates in both college-level English and combined math courses before DE reform and had a similar elevation in the cohort-based English course passing rates when DE reform took place in 2014. However, colleges experienced different change patterns in the years following DE reform. Specifically, colleges located in rural areas and with more White students experienced relatively lower college-level English passing rates in the post-policy period than their counterparts. Different colleges had slight differences in the trajectory of college-level math passing rates by cohort after SB 1720 in 2014, but institutional characteristics in this study did not adequately capture inter-institutional differences.

Engaging people in preparing for inevitable climate change may help them to improve their own safety and contribute to local and national adaptation objectives. However, existing research shows that individual engagement with adaptation is low. One contributing factor to this might be that public discourses on climate change often seems dominated by overly negative and seemingly pre-determined visions of the future. Futures thinking intends to counter this by re-presenting the future as choice contingent and inclusive of other possible and preferable outcomes. Here, we undertook storytelling workshops with participants from the West Yorkshire region of the U.K. They were asked to write fictional adaptation futures stories which: opened by detailing their imagined story world, moved to events that disrupted those worlds, provided a description of who responded and how and closed with outcomes and learnings from the experience. We found that many of the stories envisioned adaptation as a here-and-now phenomenon, and that good adaptation meant identifying and safeguarding things of most value. However, we also found notable differences as to whether the government, local community or rebel groups were imagined as leaders of the responsive actions, and as to whether good adaptation meant maintaining life as it had been before the disruptive events occurred or using the disruptive events as a catalyst for social change. We suggest that the creative futures storytelling method tested here could be gainfully applied to support adaptation planning across local, regional and national scales.

The major objective of this study was to measure the association between various interventions and Chitral Gole National Park (CGNP) role in preservation of bio-diversity and socio-economic uplift. A sample size of 346 respondents was randomly selected from total population of 3326 from the 4 selected villages on the basis of close proximity. A conceptual framework including dependent variable social development and independent variable tourism development were taken. The data were analyzed through frequency and percentage distribution. Moreover, Chi-square test was applied to know the relationship between dependent and independent variables at bi-variate level. In bi-variate analysis a highly significant (P=0.000) relation was found between CGNP is main source of promoting tourism in Chitral,tourists do any impacts upon local community in terms of increased business activities, local culture is safeguarded despite influx of tourists in the area, tourism produced employment opportunities, and social development. Qualitative data supported the empirical findings, however tourism brings economic opportunities at micro and macro level, but unfortunately CGNP is not as satisfactory regarding generating income since its establishment. The government should ensure to make such polices pertaining to the entrance fee, provides accommodation services on payment to the tourists and to reserve the entrance fee or any other form of taxes to ensure CGNP to spend on self-sustaining basis by ensuring refinement in the procedures as well.

For a very long time the Japanese government concentrated its higher education investment on a handful of national institutions, until the policy came to be called into question in the late 1980s in the face of globalisation and other factors. Higher education reform was significantly accelerated in the 1990s: the government has continuously deregulated the higher education system including the incorporation of national universities, and has brought more and more competition through diverse competitive funding schemes. Some policies – not only higher education policies but also science and technology ones – were explicitly designed to develop ‘world-class’ education and research centres, such as the 21st COE programme. This article suggests that although a funding policy based on competition, with a strict evaluation, seems to be a move in the right direction, a right balance of budget allocation between competitive funds and basic education-research funds should be sought. Furthermore, the programmes of the government have to be offered in a more consistent manner, and more concerted and integrated efforts will be required, to address the critical problem of building world-class universities.

In addition, it explains the duties, functions and authority of traditional institutions in Aceh nowadays. This study is normative legal research. This study examines library materials that acquired through literature study. The technical/ approach used is the statute ap- proach, by using deductive analysis. The results of the study indicate that the existence indigenous people and traditional institutions in Aceh have shown their role in local community life in Aceh. This is caused by the community in Aceh has fulfilled the requirements of indigenous people as stated by the applicable law. The existence of traditional institutions in Aceh essentially has the function and role as a vehicle for public participation in the administration of the Government of Aceh provincial level and the Regency/municipality level in the area of   security, peace, harmony, and public order. Kajian ini menelaah bahan pustaka yang diperoleh melalui studi pustaka.  pendekatan yang digunakan ialah pendekatan peraturan perundang-undangan (statute approach), dengan menggunakan penalaran deduktif. Hasil kajian menunjukkan bahwa keberadaan (eksistensi) masyarakat hukum adat dan kelembagaan adat di Aceh telah menunjukkan kiprahnya dalam tata kehidupan masyarakat di Aceh. Hal tersebut disebabkan oleh karena masyarakat hukum di Aceh telah memenuhi syarat-syarat masyarakat hukum adat sebagaimana yang disebutkan dalam peraturan perundang-undangan yang berlaku. Keberadaan lembaga-lembaga adat di Aceh hakikatnya memiliki fungsi dan peran sebagai wahana partisipasi masyarakat dalam penyelenggaraan Pemerintahan Aceh dan Pemerintahan Kabupaten/Kota di bidang keamanan, ketenteraman, kerukunan, dan ketertiban masyarakat. Selain itu,  lembaga-lembaga adat tersebut juga memiliki sejumlah kewenangan sebagaimana yang diamanatkan Pasal 4 Qanun Aceh Nomor 10 Tahun 2008 tentang Lembaga Adat.</em></p><p><strong>Kata kunci: </strong>Masyarakat Hukum Adat, Lembaga Adat, Otonomi Khusus Aceh.</p>

Every behavior is based on knowledge, therefore the success of public health insurance (Jamkesmas) program conduct by the government for poor community require communication and socialization of the program, through various existing channels. How health communication model implemented by the government in order to disseminate Jamkesmas information particularly in West Java region? The purpose of this research is to discover the direction of information stream in socialization of Jamkesmas program, through quantitative approach. In addition, sampling use multistage cluster sampling with 180 respondents. The result of the research shows that interpersonal communication with formal opinion leaders act as the main channel for poor community to obtain information. It means that the public target for strengthening or success of Jamkesmas socialization is opinion leaders such as head of the neighborhood or local community and cadres.
