From 2000 to 2010, Bolivia and Peru underwent similar processes of political decentralization toward the meso level of the government. Three elections later in Peru and two in Bolivia, the ability of national political parties to articulate interests differs markedly between the two countries. Peru tends toward fragmentation with national parties incapable of participating or successfully competing in subnational elections, while in Bolivia, the Movimiento al Socialismo (MAS) – and other parties to a lesser extent – are increasingly capable of participating and winning subnational offices. This paper argues that, despite having undergone very similar institutional reforms, the difference between the cases can largely be explained by two “society-side” variables: the caliber of the political ideas in debate and political social density. The substantive quality of ideas in debate and a greater political social density have been crucial to the Bolivian trend, while their absence has lessened the possibility of anything similar occurring in Peru. In general terms, the article sheds light on the social conditions that favor party-building in a context of decentralization reform.

In the last decades, the occupation of the pedestrian routes and in general of the public space in the city center of Cali Colombia, have been evidencing diverse phenomena, which to a great extent respond to the accelerated growth of the urban population, where the migrations that have occurred in the interior of the country (fruit of the social conflicts of the last decades), have particularly marked the realities. In Cali, on 10th and 15th streets, near the Government Building, the Palace of Justice and the Municipal Administrative Center - CAM, the public space in general terms has been stressed in a particular way, which has generated conflicts in the surfaces designed for the pedestrians, since they are occupied by vendors in the midst of the informality routines, forcing the pedestrian to use the automobile tracks being a notorious and interesting phenomenon, when observing the factors that produce it and using them as parameters in the design of architectural spaces that contribute to improvement.

The latest developments demonstrated that the social development in Ukraine and its communities can occur in different scenarios, which are constantly updated due to external and internal factors. It is established that the basis of these scenarios is the reform of decentralization of power. Its main purpose is to form the welfare of an individual citizen of a certain community. Thus, the paper objective is to carry out an overall study of social factors, risks, conflicts and prospects for decentralization of power. It is emphasized that in conditions of uncertainty it is difficult to make accurate assessments of its consequences. However, some social factors, risks, conflicts and prospects of decentralization of power at the regional and local levels are already to some extent clearly defined. It was defened that the following social factors are possible: conservatism of the inhabitants of a particular territory; their unwillingness to change the already established way of life, as well as their unwillingness to change the established order of development of power relations etc. it is justified that these factors are characterized by risk-taking and conflict. They can cause positive and negative consequences. It is determined that the social base of these risks and conflicts is the population of a certain territorial community, among which a significant influence may be exerted by the subregional elite. The functions of state authorities and local self-government bodies in the social sphere have been established, which should be implemented in the conditions of decentralization and the emergence of subject-subject relations. However, in Ukraine in the medium term (3-4 years) we can expect the implementation of such scenarios that directly depend on public policy measures taken by the government in the short term in the social sphere through decentralization reform. It is determined that the optimistic scenario of the state policy of Ukraine should provide of strengthening of social security of the regions.

Abstract. Background: Monitoring of suicide rates in the recovery phase following a devastating disaster has been limited. Aim: We report on a 7-year follow-up of the suicide rates in the area affected by the Great East Japan Earthquake, which occurred in March 2011. Method: This descriptive study covered the period from March 2009 to February 2018. Period analysis was used to divide the 108-month study period into nine segments, in which suicide rates were compared with national averages using Poisson distribution. Results: Male suicide rates in the affected area from March 2013 to February 2014 increased to a level higher than the national average. After subsequently dropping, the male rates from March 2016 to February 2018 re-increased and showed a greater difference compared with the national averages. The difference became significant in the period from March 2017 to February 2018 ( p = .047). Limitations: Specific reasons for increasing the rates in the recovery phase were not determined. Conclusion: The termination of the provision of free temporary housing might be influential in this context. Provision of temporary housing was terminated from 2016, which increased economic hardship among needy evacuees. Furthermore, disruption of the social connectedness in the temporary housing may have had an influence. Our findings suggest the necessity of suicide rate monitoring even in the recovery phase.

Health is the basic right for everybody, therefore every citizen is entitled to get the health care. In enforcing the regulation for Jaringan Kesehatan Nasional (National Health Supports), it is heavily influenced by the foreign interests. Economically, this program does not reduce the people’s burdens, on the contrary, it will increase them. This means the health supports in which should place the government as the guarantor of the public health, but the people themselves that should pay for the health care. In the realization of the health support the are elements against the Syariah principles. Indonesian Muslim Religious Leaders (MUI) only say that the BPJS Kesehatan (Sosial Support Institution for Health) does not conform with the syariah. The society is asked to register and continue the participation in the program of Social Supports Institution for Health. The best solution is to enforce the mechanism which is in accordance with the syariah principles. The establishment of BPJS based on syariah has to be carried out in cooperation from the elements of Social Supports Institution (BPJS), Indonesian Muslim Religious (MUI), Financial Institution Authorities, National Social Supports Council, Ministry of Health, and Ministry of Finance. Accordingly, the Social Supports Institution for Helath (BPJS Kesehatan) based on syariah principles could be obtained and could became the solution of the polemics in the society.

The opportunities of the competitive advantages use of the social and cultural capital for pro-modernization institutional reforms in Kazakhstan are considered in the article. Based on a number of sociological surveys national-specific features of the cultural capital are marked, which can encourage the country's social and economic development: bonding social capital, propensity for taking executive positions (not ordinary), mobility and adaptability (characteristic for nomad cultures), high value of education. The analysis shows the resources of the productive use of these socio-cultural features.

Human development is a development paradigm that puts human (population) as the focus and final target of all development activities, namely the achievement of control over resources (income to achieve decent living), improvement of health status (long life and healthy life) and improve education. To see the success rate of human development, UNDP publishes an indicator of Human Development Index (HDI). This study discusses the achievements of human development that have been pursued by the government. The problem analyzed in this research is the difference of human development achievement in some provincial government in Indonesia. This paper aims to compare the achievements of human development in some provincial governments seen from the achievement of human development index of each province. Facing the decisive struggle between Nazism and Soviet communism for dominance in Europe, in 1942/43 Polish communists sojourning in the USSR espoused anti-German concepts of the political right. Their aim was an ethnic Polish ‘national communism’. Meanwhile, the Polish Workers’ Party in the occupied country advocated a maximum intensification of civilian resistance and partisan struggle. In this context, commentaries on the Nazi judeocide were an important element in their endeavors to influence the prevailing mood in the country: The underground communist press often pointed to the fate of the murdered Jews as a warning in order to make it clear to the Polish population where a deficient lack of resistance could lead. However, an agreed, unconditional Polish and Jewish armed resistance did not come about. At the same time, the communist press constantly expanded its demagogic confrontation with Polish “reactionaries” and accused them of shared responsibility for the Nazi murder of the Jews, while the Polish government (in London) was attacked for its failure. This antagonism was intensified in the fierce dispute between the Polish and Soviet governments after the rift which followed revelations about the Katyn massacre. Now the communist propaganda image of the enemy came to the fore in respect to the government and its representatives in occupied Poland. It viewed the government-in-exile as being allied with the “reactionaries,” indifferent to the murder of the Jews, and thus acting ultimately on behalf of Nazi German policy. The communists denounced the real and supposed antisemitism of their adversaries more and more bluntly. In view of their political isolation, they coupled them together, in an undifferentiated manner, extending from the right-wing radical ONR to the social democrats and the other parties represented in the underground parliament loyal to the London based Polish government. Thereby communist propaganda tried to discredit their opponents and to justify the need for a new start in a post-war Poland whose fate should be shaped by the revolutionary left. They were thus paving the way for the ultimate communist takeover

Abstract: Abdul Karim Soroush judges that religious rule is incorrect assessment of the application of Islamic jurisprudence. In a religious society, Islamic jurisprudence obtains the right to govern. It is, of course, necessary to establish a kind of Islamic jurisprudence-based religious rule. Soroush firmly rejects it because such interpretation is too narrow. As for democracy, Soroush argues that the system used is not necessarily equal to that of the Western. On the contrary, Ayatollah Khomeini’s thoughts on religious rule are reflected in the so called wilayat al-faqih. It is a religious scholar-based government. Democracy, according to him, is the values of Islam itself, which is able to represent the level of a system to bring to the country’s progress. Principally, there are some similarities between the ideas of Ayatollah Khomeini and those of Abdul Karim Soroush in term of religiosity. They assume that it is able to sustain the religious system of government. The difference between both lies on the application of religiosity itself. Ayatollah Khomeini applies the concept of a religious scholar-based government, while Abdul Karim Soroush rejects the institutionalization of religion in the government or state.Keywords: Governance, democracy, Abdul Karim Soroush, Ayatollah Khomeini

The article reveals the social significance of determining the political views of V.V. Rozanov in the system of the thinker’s worldview. The correlation of these views with his political journalism is shown. The genesis of social and political ideas of V.V. Rozanov is revealed. The author specifies his ideological predecessors in the sphere of public thought of the late 19th century and the thinker’s affiliation with the conservative political camp of Russian writers. The author of the article also gives coverage of the V.V. Rozanov’s polemical publications in the press. He outlines the circle of political sympathies and determinative constants in the political views of Rozanov-publicist and proves his commitment to the centrist political parties. The author examines the process of Rozanov’s socio-political views evolution at the turn of the 19th–20th centuries, and the related changes in his political journalism. The evaluations are based on the large layer of Rozanov’s newspaper publicism in the years of 1905–1917.
