Between Ferality and Resilience: Global (South) Urbanization as a Counterinsurgency Research Object

Today, urbanization is described as one of the major global challenges. The rapid demographic transformations taking place in certain regions of the Global South — especially in countries of Africa and Southeast Asia — bring a sense of urgency to the discussion on cities. Rapid and uncontrolled urbanization in Global South, combined with social inequalities, poverty and environmental degradation, renders many urban populations vulnerable and precarious. With an emphasis on the urban expansion of the Global South, an international agenda is formed nowadays, focusing on the structural functions of the cities and their shielding against the negative effects of the current global crisis; a crisis taking today the form of an economic, environmental, and migration crisis. Thus, sustainability and resilience of the cities, and especially of those in the Global South, are turned into the key questions of urban planning and urban governance policies. Yet, they are also gradually turned into an object of military problematizations, as Western armed forces are strongly interested today in the urban phenomena and the functions of the cities, perceiving urban environment not only as a potential field of military operations but as a source of irregular threats; describing, in other words, the cities of the Global South not only as sites that host potential enemies but as enemies per se. More specifically, from the end of the 20th century U.S. military focuses on urban informality and its security implications, imposing a new understanding of the urban world. This is today more evident, as rapid demographic changes render urban systems and informal urban settlements in particular more vulnerable, and this vulnerability is directly problematized in public security terms. Through the relevant anti-urban theoretical frameworks, the cities of the Global South are conceived as feral systems that have to be tamed; and this taming calls for direct intervention. Military imposes, in this way, its presence in the field of urban problematizations, and building on the deception of contemporary neoliberal narratives calls today for urban resilience. As the world urbanizes rapidly and the notions of crisis and emergency are shaping the dominant social imaginary and the modern governmental agenda, urban sustainability, adaptability, and resilience are turned into an overall public security issue and eventually into an object of military interest. Hence, when the military theorists wonder how to make contemporary “fragile” urban systems more “resilient”, they actually wonder how to build forcibly resilient subjectivities and impose, after all, resilience and patience against an inescapable oppression.

Subject Public security policy under the incoming government. Significance The new political landscape following the recent elections has accelerated the trend towards militarisation of public security responses to crime. President-elect Jair Bolsonaro has pledged to increase the focus on imprisonment and make it easier for police officers to shoot criminals. This is especially worrying in Rio de Janeiro, where a key Bolsonaro ally was elected governor and promised to form sniper teams to shoot suspected criminals, including from helicopters. Impacts The armed forces’ representation in the future cabinet will reinforce the narrative of crime as a ‘national security’ issue. The army may be deployed more frequently on the streets. Bolsonaro’s public security promises will require negotiations with state governments with direct responsibility for crime fighting. Disputes over the constitutionality of a plan to free police officers from prosecution may prompt fierce political and juridical debate.

Given that evolving urban systems require ever more sophisticated and creative solutions to deal with uncertainty, designing for resilience in contemporary landscape architecture represents a cross-disciplinary endeavor. While there is a breadth of research on landscape resilience within the academy, the findings of this research are seldom making their way into physical practice. There are existent gaps between the objective, scientific method of scientists and the more intuitive qualitative language of designers and practitioners. The purpose of this paper is to help bridge these gaps and ultimately support an endemic process for more resilient landscape design creation. This paper proposes a framework that integrates analytic research (i.e., modeling and examination) and design creation (i.e., place-making) using processes that incorporate feedback to help adaptively achieve resilient design solutions. Concepts of Geodesign and Planning Support Systems (PSSs) are adapted as part of the framework to emphasize the importance of modeling, assessment, and quantification as part of processes for generating information useful to designers. This paper tests the suggested framework by conducting a pilot study using a coupled sociohydrological model. The relationships between runoff and associated design factors are examined. Questions on how analytic outcomes can be translated into information for landscape design are addressed along with some ideas on how key variables in the model can be translated into useful design information. The framework and pilot study support the notion that the creation of resilient communities would be greatly enhanced by having a navigable bridge between science and practice.

Abstract In this short article we call for decolonization strategies in the Sociology of Language through a focus shift towards the global South, in particular Africa and a heightened attention to “race” as a significant category. We highlight three primary points that require critical attention in a decolonized Sociology of Language: (i) the identification of northern sociolinguistic theories which have been masked as universal and a critical shift towards theoretical frameworks emerging from the South; (ii) the acknowledgement of “white” privilege and “white fragility” in language studies and its related problem of ignoring “race” as a significant category, in scholarship as well as among authors/editors; and (iii) the under-representation of (especially female) scholars of colour in sociolinguistic research.

The continuous growth of cities brings out various concerns for improved development and management of the multifaceted urban systems, including those of resilience and smartness. Despite the many significant efforts in the research field, both notions remain changeable, thus retaining the lack of commonly accepted conceptual and terminological frameworks. The paper’s research goals are to designate the current direct and indirect links in the conceptualizations and research trends of the resilience and smart city frameworks and to prove the potential of the conceptual convergence between them in the context of urban systems. The application of a semi-systematic literature review, including bibliometric evidence and followed by content analysis, has led to the observation that as the resilience discourse opens up to embrace other dimensions, including technology, the smart city research turns its interest to the perspective of urban protection. Therefore, both concepts share the goal for urban sustainability realized through specific capacities and processes and operationalized with the deployment of technology. The paper’s findings suggest that the conceptual and operational foundations of these two concepts could support the emergence of an integrated framework. Such a prospect acknowledges the instrumental role of the smart city approach in the pursuit of urban resilience and unfolds a new model for sustainable city management and development.

Since Francis Crick and James D. Watson’s discovery of DNA in 1953, researchers, policymakers, and the general public have sought to understand the ways in which genetics shapes human lives. A milestone in these efforts was the completion of the Human Genome Project’s (HGP) sequencing of Homo sapiens’ nearly three million base pairs in 2003. Yet, despite the excitement surrounding the HGP and the discovery of the structural genetic underpinnings of several debilitating diseases, the vast majority of human health outcomes have not been linked to a single gene. Moreover, even when genes have been associated with particular diseases (e.g., breast and colon cancer), it is not well understood why certain genetically predisposed individuals become ill and others do not. Nor has the HGP’s map provided sufficient information to understand the actual functioning of the human genetic code, including the role of noncoding DNA (“junk DNA”) in regulating molecular genetic processes. In response, a growing number of scientists have shifted their attention from structural genetics to epigenetics, the study of how genes express themselves in particular situations and environments. Anthropologists play roles in these applications of epigenetics to real-world settings. Their new theoretical frameworks unsettle the nature-versus-nurture binary and support biocultural anthropological research demonstrating how race becomes biology and embodies social inequalities and health disparities across generations. Ethnographically grounded case studies further highlight the diverse epigenetic logics held by healthcare providers, researchers, and patient communities and how these translations of scientific knowledge shape medical practice and basic research. The growing field of environmental epigenetics also offers a wide range of options for students and practitioners interested in applying the anthropological toolkit in epigenetics-related work.

This article uses the concept of multi-species flourishing to evaluate the potential of emergent urban governance initiatives in Penang, Malaysia, for achieving more socially and environmentally just forms of urban development. In doing so, the article offers an empirical examination of increasing development pressures on the forested hillsides of Penang, and the significant environmental and socio-cultural implications associated with this activity. This includes the significant flash-flooding and landslides in 2016 and 2017 that have been attributed to unscrupulous hillside developments and deforestation on the island for condominium and highway development. In tracing local responses to these developments, the article draws attention to the various more-than-human relationships that have been mobilised in preventing further degradation of the environment. It also re-visits the concept of environmental imaginaries to illustrate the close relationship between environmental and social wellbeing. The article argues that it is important to move beyond concepts of resilience, which advocate the implementation of technology and engineering measures to adapt to, rather than resist, the environmental shocks associated with intensive urban development. The research for this article has been conducted through participatory research with local civil society groups, and aims to evaluate the role of both governmental and non-state actors in these efforts and the challenges faced in doing so. The article concludes that research on urban resilience and urban governance must move beyond human-centred modes of thought and practice that regard cities as operating outside of ecological systems.

An increasing interest has been present in scientific literature and policy making for the links between urban environments and health, as also learnt from the COVID-19 pandemic. Collaboration between urban planning and public health is therefore critical for enhancing the capabilities of a city to promote the well-being of its people. However, what leverage potential for urban health can be found in existing plans, policies, and strategies that address urban health? Starting from the relationship between urban systems and health issues, the purpose of this contribution is to broaden the systemic knowledge of urban systems and health so as to try to figure out the impact potential of local urban governance on public health. Considering the systemic nature of health issues, as defined by the World Health Organisation, this is done through a systems thinking epistemological approach. Urban health proposals are studied and assessed in four European cities (Copenhagen, London, Berlin, and Vienna). Current criticalities are found, starting from the guiding goal of such proposals, yet a systemic approach is suggested aimed at supporting and evaluating lasting and healthy urban planning and management strategies.

In light of the long-term pressure and short-term impact of economic and technological globalization, regional and urban resilience has become an important issue in research. As a new organizational form of regional urban systems, the resilience of urban networks generated by flow space has emerged as a popular subject of research. By gathering 2017 data from the Baidu search index, the Tencent location service, and social statistics, this study constructs information, transportation, and economic networks among 344 cities in China to analyze the spatial patterns of urban networks and explore their structural characteristics from the perspectives of hierarchy and assortativity. Transmissibility and diversity were used to represent the resilience of the network structure in interruption scenarios (node failure and maximum load attack). The results show the following: The information, transportation, and economic networks of cities at the prefecture level and higher in China exhibit a dense pattern of spatial distribution in the east and a sparse pattern in the west; however, there are significant differences in terms of hierarchy and assortativity. The order of resilience of network transmissibility and diversity from strong to weak was information, economic, transportation. Transmissibility and diversity had nearly identical scores in response to the interruption of urban nodes. Moreover, a highly heterogeneous network was more likely to cause shocks to the network structure, owing to its cross-regional urban links in case of disturbance. We identified 12 dominant nodes and 93 vulnerable nodes that can help accurately determine the impetus behind network structure resilience. The capacity of regions for resistance and recovery can be improved by strengthening the construction of emergency systems and risk prevention mechanisms.

Purpose Flooding is an emerging problem in Ho Chi Minh City (HCMC), Vietnam, and is fast becoming a major barrier to its ongoing development. While flooding is presently of nuisance value, there is a growing concern that a combination of rapid urban expansion and climate changes will significantly exacerbate the problem. There has been a trend of population being rapidly accommodated in new urban areas, which are considered highly vulnerable to floods, while the development strategy by the local government still attracts more property investments into the three new districts on the right side of Saigon River. This paper aims to discuss the increase in the number of residences vulnerable to flooding, to underline the need for more appropriate future spatial development. For the vision, an application of compact and resilient theories to strategic planning and management of this city is proposed to reduce vulnerability. This paper also highlights the need to better understand growing vulnerability to floods related to urban expansion over low-lying former wetlands and the more important role of planning spatial development accompanied with transportation investment which can contribute to flooding resilience. Design/methodology/approach This research uses combined-methods geographical information system (GIS) analysis based on secondary data of flood records, population distributions, property development (with the details of 270 housing projects compiled as part of this research) and flooding simulation. This allows an integrated approach to the theories of urban resilience and compactness to discuss the implication of spatial planning and management in relevance to flooding vulnerability. Findings The flooding situation in HCMC is an evidence of inappropriate urban expansion leading to increase in flooding vulnerability. Although climate change impacts are obvious, the rapid population growth and associated accommodation development are believed to be the key cause which has not been solved. It was found that the three new emerging districts (District 2, 9 and ThuDuc) are highly vulnerable to floods, but the local government still implements the plan for attracted investments in housing without an integrated flooding management. This is also in line with the development pattern of many coastal cities in Southeast Asia, as economic development can be seen as a driving factor. Research limitations/implications The data of property development are diversified from different sources which have been compiled by this research from the basic map of housing investments from a governmental body, the Department of Construction. The number of projects was limited to 270 per over 500 projects, but this still sufficiently supports the evidence of increasing accommodation in new development districts. Practical implications HCMC needs neater strategies for planning and management of spatial development to minimize the areas vulnerable to floods: creating more compact spaces in the central areas (Zone 1) protected by the current flooding management system, and offering more resilient spaces for new development areas (Zone 2), by improving the resilience of transportation system. Nevertheless, a similar combination of compact spaces and resilient spaces in emerging districts could also be incorporated into the existing developments, and sustainable drainage systems or underground water storage in buildings could also be included in the design to compensate for the former wetlands lost. Social implications This paper highlights the need to better understand growing vulnerability to floods related to urban expansion over low-lying former wetlands and emphasizes the more important role of planning spatial development accompanied with transportation investment which can contribute to flooding resilience. Coastal cities in southeast countries need to utilize the former-land, whereas feasibility of new land for urban expansion needs to be thoroughly considered under risk of natural disasters. Originality/value A combination of compact spaces with improved urban resilience is an alternative approach to decrease the flooding risk beyond that of traditional resistant systems and underlines the increasingly important role of urban planning and management to combat the future impacts of floods.

This chapter aims to discuss concepts and methods to measure the landscape resilience of urban systems and test the indicators framework in the Portuguese regional context. The objective is to measure the performance and the direction of the urban changes in different phenomena, as well as to evaluate the level of urban systems preparation for a desired and undesired change adaptability. The approach to these issues is analyzed in the literature, dividing the aforementioned analysis into the resilience of the economic base, of the social structure, and of the urban form. In brief, the chapter meets three objectives: firstly, defining the framework of principles more commonly associated with urban resilience; secondly, providing a selection of indicators that embodies the different proposals of measurement; and thirdly, applying the indicator matrix to two Portuguese case studies (Caldas da Rainha and Évora urban systems).
