‘Neo-agents’: A study of village governance under the ‘Projects to Villages’ model

The program ‘Projects to Villages’ ( xiangmu jincun) is an important means by which the Chinese government distributes resources to grassroots villages, and it has gained popularity in recent years. ‘Projects to Villages’ has introduced a new group of players into the village governance body—village cadres designated in this study as ‘neo-agents’. The term explains a newly emerged grassroots power base that was created by the government’s ‘Projects to Villages’ initiatives. With the intense competition for projects among villages, people with the right political and personal skills, broad networks, and less vested interest in the village have been able to step onto the political stage and gain power. Contrary to the essential need for developing long-term effective rural leadership, these neo-agents practice a type of short-term, interest-focused governance. They do not provide a solution to the governance quandary experienced in villages since the rural taxation reform in 2002; instead, given the availability of state resources, they help further consolidate the existing village power structure. The study also compares neo-agents with the traditional power agents of gentry, local elites, and government officials. Four aspects of governance, including foundation of authority, mechanism of power transfer, structure of governance, and effectiveness of governance are discussed in hopes of stimulating further academic and practical interest in the subject.

Law number 6 of 2014 concerning Villages recognizes the existence of villages and village autonomy, including adat villages as a legal community unit that has territorial boundaries. According to Law number 6 of 2014, village regulations determined by the Village Head after being discussed and agreed with the Village Consultative Body constitute the legal and policy framework in the administration of village governance and village development. The determination of village regulations is a translation of various authorities owned by the Village, referring to the provisions of the higher laws and regulations. As a legal product, village regulations must not conflict with higher regulations and must not harm the public interest. As a political product, village regulations processed democratically, and in a participatory manner, the drafting process involves the participation of village communities. The reconstruction of village governance begins with the promulgation of the village law to protect and empower villages to become strong, advanced, independent and democratic. This paradigmatic law to bring the changes to village governance at the regional government level. The construction of the autonomy of the village law places village arrangements as part of the concept of decentralisation and village autonomy. These changes have implications for the shift in position, extent of authority, power relations and implementation of financial policies between villages and local governments. This study used a normative-empirical approach. The results of the study showed that the implementation of the reconstruction of village governance requires a unified understanding of village government officials, village community organisations, community leaders and religious leaders regarding the principles of participation, transparency, and accountability to increase community enthusiasm, motivation and creativity in village development.

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.

The commercialization of meclia in China has cultivated a new journalism business model characterized with scandalization, sensationalization, exaggeration, oversimplification, highly opinionated news stories, one-sidedly reporting, fabrication and hate reporting, which have clone more harm than good to the public affairs. Today the Chinese journalists are more prey to the manipu/ation of the emotions of the audiences than being a faithful messenger for the public. Une/er such a media environment, in case of news events, particularly, during crisis, it is not the media being scared by the government. but the media itself is scaring the government into silence. The Chinese news media have grown so negative and so cynica/ that it has produced growing popular clistrust of the government and the government officials. Entering a freer but fearful commercially mediated society, the Chinese government is totally tmprepared in engaging the Chinese press effectively and has lost its ability for setting public agenda and shaping public opinions.

Iklim komunikasi organisasi merupakan persepsi pegawai mengenai peristiwa yang terjadi di lingkungannya. Kantor Desa Cibalung, Kecamatan Cijeruk, Kabupaten Bogor merupakan salah satu kantor desa yang memiliki berbagai prestasi. Prestasi yang sudah diraih tentu saja tidak lepas dari peran kinerja aparatur pemerintahan desa dan masyarakat yang terlibat dalam menciptakan lingkungan kerja yang produktif dan kepuasaan kerja yang dirasakan. Maka dari itu, penelitian ini bertujuan untuk melihat hubungan iklim komunikasi organisasi dengan kepuasan kerja dan hubungan kepuasan kerja dengan kinerja aparatur pemerintahan desa. Penelitian ini menggunakan pendekatan kuantitatif melalui metode survei dengan kuesioner yang didukung oleh data kualitatif melalui teknik wawancara mendalam dan studi literatur dengan responden sebanyak 36 orang. Hasil penelitian yang diperoleh menunjukkan bahwa terdapat hubungan nyata antara iklim komunikasi organisasi dengan kepuasan kerja dan hubungan sangat nyata antara kepuasan kerja dengan kinerja aparatur pemerintahan desa.Kata Kunci: iklim komunikasi, kepuasan kerja, kinerja, komunikasi organisasi=====ABSTRACTOrganizational communication climate was the employee's perception of events that occurred in their environment. The Cibalung Village Office, Cijeruk Subdistrict, Bogor District was one of the village offices that had various achievements. The achievements that have been achieved certainly could not be separated from the role of the performance of the village government apparatus and the community involved in creating a productive work environment and perceived job satisfaction. Therefore, this study aimed to analyze the relationship of organizational communication climate with job satisfaction and the relationship of job satisfaction with the performance of village government officials. This study used a quantitative approach through a survey method with a questionnaire supported by qualitative data through in-depth interview techniques and literature studies with 36 respondents. The results obtained indicated that there was a real relationship between organizational communication with job satisfaction and the very obvious relationship between job satisfaction by the performance of the village government apparatus.Keywords: communication climate, job satisfaction, performance, organizational communication

This study examines the institutional strengthening Sokop village in the district of MerantiIslands. The village of institutional issues Sokop be a reflection of the condition of the villagesare located in coastal areas and outer islands in Indonesia. Limitations accessibility of informa-tion, transport and communication are key issues faced by the region (read-Village Sokop) sothat the development of institutional capacity and its derivatives is not as advanced and as fastas the accessibility of the region are within easy reach. By putting itself on the theoretical frame-work of institutional strengthening these studies focus to see phenomena institutional VillageSokop especially from the aspect of good governance and administrative capacity Sokop Vil-lage Government officials. This study used a qualitative approach and to optimize the study, theauthors used the strategy phenomenology.The results of this study indicate that the institutional capacity of the village governmentSokop not support in efforts to achieve regional autonomy, it is characterized by weak institu-tional role Desa Sokop in building independence of the village, institutional structuring andmanagement of village governance, weak financial management, and lack of community par-ticipation in development village (participatory development).

AbstractRehabilitation robots are becoming an important means of assisted living for the elderly, and the appearance of rehabilitation robots directly affects the willingness of the elderly to interact with the robots. Much of the current research on robot appearance preferences relies solely on subjective evaluations, which are relatively cheap, but do not reach deep into the brain to get an accurate grasp of how humans respond to robot appearance. Using electroencephalogram signal and questionnaire survey, we studied the preference of the elderly for abstract and figurative robots. The experimental materials are derived from the pictures of 10 robots in the market. The electroencephalogram signal are collected by BrainVision Recorder and processed by BrainVision Analyzer, as well as SPSS statistical analysis. Experiment shows that the peak of figurative robot pictures is higher and the fluctuation is more intense from 350 ms to 600 ms in the central region and the right half of parietal region. While the peak of abstract robot pictures is higher and the fluctuation is more intense in the prefrontal region, and the difference between abstract robot and figurative robot is not obvious in the occipital region. Based on the electroencephalogram signal and experimental results, it provides the possibility for objective preference evaluation of the elderly to the robot designed features.

This article explores household formation among the Greek Orthodox population of a mixed village of Cappadocia inhabited by Muslims, as well. The village, Çukur, was located on the right bank of the river Kızılırmak, 49 kilometers north–northwest of Kayseri.1 I aim to show that complex forms of household formation were the main type of social organization and were especially durable over time, with a high average household membership. I attempt to clarify whether the predominance of extended households—which, as other studies have shown, is not that common in the Asian portion of the Ottoman Empire—was related to the Christian character of this section of the Çukur population, or whether the agricultural basis of the village economy played a more important role.

"Shepherding on Argeș Valley – spatial coordinates This paper presents the essential elements that define the spatial coordinate characteristic of shepherding which is practised in the sub-Carpathian villages on the Argeș Valley, following the documentary attestations of the villages, the genesis and evolution of the village boundaries, the evolution of land ownership and the right to use lands (in condominium or individually). Also within the spatial coordinate, there are researched the traditional ways in which the potential of the rural land fund is highlighted, as a result of its geomorphological, pedological, climatic qualities, etc., the study taking into consideration all the areal types with pastoral potential, not only those on the administrative territory of the villages, but also those in the mountain area destined for summer grazing. If for the presentation of origins, attestations, borderline fixation of the villages from the studied areal, documents, monographic studies and other categories of specialized works have been used, for the understanding of the manner of pastoral, individual and especially collective exploitation of the land fund by the village communities, of valorizing the fodder qualities of the different types of surfaces, it was necessary to carry out field research in the three targeted villages: Albeștii de Argeș, Corbeni and Arefu, all in the Argeș County. The visit of sheepfolds from Lespezi, Lipitoarea, Ciocanu, Podeanu, Oticu, in the alpine hollow of the Făgăraș Mountains, were necessary both for studying some elements related to the spatial coordinate (sheepfold location, daily travel routes, travel routes from the village hearth to the mountains, etc.) as well as for conducting interviews, based on an elaborate questionnaire, interviews generating unique and extremely useful information also for researching the other coordinates of the pastoral system practiced in the area.
