The idea that development policies need to take account of factors broader than economic growth is increasingly commonplace. A focus upon happiness provides an alternative way of looking at development, but the concept of happiness is far from straightforward. This paper argues that any consideration of happiness in policy must be grounded in nuanced qualitative research that provides a rich understanding of the realities of people's lives and their multiple and often conflicting understandings of what happiness means. This paper draws on ethnographic research with young Lao volunteers with community-based organisations in Vientiane, Laos, that took place between 2010 and 2012. Drawing on Wierzbicka's (2004) concept of cultural scripts, it identifies, describes and explores three collective scripts that this specific group of young people believe about the things that make them happy: •         The way to be happy is to be a good Lao person •         I will be happy if I have the things that I need to be  comfortable and have an easy life •         I am happy when I follow my heart Despite illustrating very different understandings of happiness, these stories are woven from a common set of themes about the things that young people think make them happy. Consideration is given to the possible origins of these shared scripts. The discussion section of the paper looks at the implications of these shared scripts for understanding happiness and for the inclusion of a consideration of the concept of happiness in public policy. The paper ends with three conclusions. Firstly it suggests the importance of rich qualitative research in order to make choices about the meaningful use of well-being indicators. Secondly, in making explicit the socially constructed ways that people understand happiness, such research can also remind us of the need to interrogate the ways that happiness is considered in public policy. Thirdly, the paper suggests that such a critical approach to happiness could also be beneficial at the personal level in order for individuals to challenge and make choices about their own beliefs about happiness.

We propose a framework for citizen social science that brings together three reinforcing elements of a research project – scale, citizen-leadership, and publicness – to improve qualitative research. Our framework was born out of necessity; a desire to involve ordinary citizens, in researching public issues, with limited funding. We illustrate the application of our framework using insights from research we have led, involving first, a series of qualitative studies of state and civil society organizations working on community engagement by three separate years of public policy students; and second, a qualitative study on the system for processing salary and injury disputes for low-waged migrant workers in Singapore conducted by over 100 volunteers and activists. Drawing on a review of the literature and our own experiences, we speak to the advantages and trade-offs of adopting this approach and suggest practical methods for conducting citizen social science.

Thereby, practices and studies of public policies should be guided by high quality investigations especially in healthcare and energy sectors. Due to the importance of public policy-focused research and existing research gaps, this article aims to introduce a new framework with special focus on system identification and conceptualization. The framework seeks to integrate advantages of the action, systematic, quantitative, and qualitative research in an innovative structure.

In order to embrace economic resilience as form of national resilience, tourism effort is needed so every provinces in Indonesia able to introduce any potential that they have globally. Halal tourism is one way to gaining lucrative prospect from muslim tourist, since muslim travellers are spending USD 220 billion annually. For the start, at 2012, Indonesia’s Ministry of Tourism introduced 12 provinces as halal tourism destinations and adopt some regulations to facilitate the implementation and activation of halal tourism , including West Sumatra. Halal tourism in West Sumatra already got recognition in form of achievements, such as The World Halal Tourism Award 2016 and Anugerah Wisata Halal Nasional 2016 from Indonesia’s Ministry of Tourism. This study will explain how West Sumatra able to develop themselves as one of halal tourism destination in Indonesia. Concepts that will be used in this study are public policy and branding strategy.The research conducted with qualitative research. The result of this research is through public policy and branding in tourism effort, West Sumatra succesfully convince the tourist that the province is friendly toward muslim tourist through various rules and incentive toward shareholder that responsible to promote halal tourism effort. Also, as province that mostly populated by muslim, West Sumatra’s branding effort succesfully show that religion and culture able to go along together. This research studies about the use of social communication process in encouraging public policy on HIV/AIDS prevention in Pangandaran, West Java, Indonesia. It is a qualitative research with action research as the method. The result indicates the existence of social communication form such as direct social communication, social communication using mass media, and functional social communication involving elements of social communication. The social communication process is seen through the coordination of local government with several related agencies and foundations who care about HIV/AIDS. This encourages Local Government of Pangandaran in determining local regulation on HIV/AIDS prevention in Pangandaran tourism area.

Innovation is an extensively used term in modern management jargon, especially due to its capacity of giving competitive advantage to whoever is able to develop it. Consequently, due to this “special power”, innovation has been pursued by organizations worldwide, especially in the private sector. The strengths of innovation were also perceived by governments, as they began developing public policies oriented to foster innovation. In order to understand this phenomenon, this research studies the experience of two cities located in two different countries, Brazil and Germany, that are recognized nationally as having well succeeded public policies aimed on developing innovation. The paper is based on an in depth qualitative research and its main theoretical foundations are based on the contributions of Isenberg (2010) on innovation, Dye (1972) and Sebatier (1986) on public policy and Cantwell and Mudambi (2000), Etzkowitz and Leydesdorff (2000) and Etzkowitz (2008) on innovative public policies. Despite all political, social and economic differences between Brazil and Germany, the strategies implemented in both cities followed a similar pattern and were successful in fostering an ecosystem that enabled the development of companies that generated innovations in products, services and processes. The outcomes, in both regions, were related to economic development, and creation of strong cluster of highly innovative and competitive organizations.

ABSTRACTThis work is part of a larger study investigating the influence of Brazilian educational public policy in the preparation of textbooks Citizen Chemistry, from a higher education project. The objective of this study is to identify what changes observed in the preparation of editions of didactic work approved by the National Textbook Program (PNLD) by preestablished aspects in the evaluation sheets and Notices selection. The analyzed textbooks were approved on selections made by PNLD for the 2007 academic years, 2012 and 2015 to the curricular component chemistry in high school. With the qualitative research option in its development, this work makes use of bibliographic data available in official Notices and teaching guides forwarded to teachers of Brazilian public schools, and the characterization of the didactic work Citizen Chemistry, uses the interpretation of images and texts, as subcategories established. This is different situations similarity between its different editions, where the didactic work analyzed turns out to "say the same thing or nearly so" (Valen you cited Chervel, 1990, p.203), in its various editions, or also called by the authors of Vulgate, due to obvious similarity between the books.RESUMOEste trabalho faz parte de um estudo mais amplo que investiga a influência da política pública educacional brasileira na elaboração do livro didático Química Cidadã, oriundo de um projeto do ensino superior. O objetivo deste trabalho é identificar quais as mudanças observadas na elaboração das edições desta obra didática aprovada pelo Programa Nacional do Livro Didático (PNLD), mediante aspectos pré-estabelecidos nas fichas de avaliação e Editais de seleção. Os livros didáticos analisados foram aprovados nas seleções realizadas pelo PNLD para os anos letivos de 2007, 2012 e 2015, para a componente curricular Química no ensino médio. Com opção pela pesquisa qualitativa, em seu desenvolvimento, este trabalho recorre a dados bibliográficos disponibilizados nos Editais oficiais e nos guias didáticos encaminhados aos professores das escolas públicas brasileiras, e na caracterização da obra didática Química Cidadã, recorre à interpretação de imagens e textos, conforme as subcategorias estabelecidas. Nesta encontra-se com diferentes situações de similaridade entre as suas diferentes edições, onde a obra didática analisada acaba por “dizer a mesma coisa ou quase isso” (Valente apud Chervel, 1990, p.203), nas suas diferentes edições, ou também denominada pelos autores de vulgata, devido a evidente semelhança entre os livros. Contato principal: [email protected]

O artigo analisa o “Processo de criação do Projeto de Assentamento do Vale do Arinos de Juara (MT), no contexto das políticas públicas de Reforma Agrária” e aborda os procedimentos adotados na implementação das atividades para o assentamento, sob os auspícios das políticas públicas para Reforma Agrária e Assentamentos Rurais. Os trabalhos de pesquisa visavam elucidar o processo de criação, planejamento, estruturação e seleção dos Assentados. A teoria de base foi construída segundo o aporte teórico-analítico de autores que pesquisam a reforma agrária e se constituiu importante subsídio para compreensão, discussão e análise dos dados pesquisados. O estudo fundamentou-se nos pressupostos do método de pesquisa qualitativa, a qual se instrumentou por meio de levantamento documental e aplicação de entrevistas. O conjunto de dados qualitativos que formaliza o corpus de análise apontou que as ações inerentes à criação, planejamento, estruturação e seleção dos assentados nas parcelas do assentamento foram parcialmente concretizadas, visto que houve pouca efetividade nas políticas públicas de reforma agrária no assentamento, dada a escassez da infraestrutura básica. Todavia, as famílias reconhecem significativos benefícios à população assentada no Assentamento Vale do Arinos.Palavras–chave: Reforma Agrária. Políticas Públicas. Assentados.AbstractThe article analyses the "Process of creating the Arinos Valley of Juara (MT), in the context of the public policies of Agrarian Reform" and discusses the procedures adopted in the implementation of the activities for the settlement, under the auspices of public policies for Agrarian Reform and Rural Settlements. The research works aimed at elucidating the process of creation, planning, structuring and selection of the Seated. The basic theory was constructed according to the theoretical-analytical contribution of authors who research the agrarian reform and constituted substantial subsidy for understanding, discussion and analysis of the data researched. The study was based on the assumptions of the method of qualitative research, which was instrumented using documentary survey and application of interviews. The set of qualitative data that formalised the analysis corpus pointed out that the actions inherent to the creation, planning, structuring and selection of the settlers in the settlement parcels were partially accomplished, since there was little effectiveness in the public policies of agrarian reform in the settlement, given the shortage of necessary infrastructure. However, families recognise significant benefits to the population settled in the Vale do Arinos settlement.Keywords: Agrarian Reform. Public policy. Settled.
