Theoretical and methodological analysis of social risks of modern society

The monograph is devoted to the problem of determining the place of social risks in modern society. The authors, using various philosophical concepts and approaches, conducted an analysis of social risks and developed a number of proposals for their accounting in public administration. The purpose of the article is to generalize the trends in the development of social risks in modern society and to identify the features of public administration in minimizing their negative consequences. It is established that changing social positions and public consciousness in conditions of openness of social systems creates new risks, and the analysis of their influence on social behavior becomes one of the most relevant areas in public-management science. The need to study this problem is also conditioned by the need to find ways to minimize risks and influence them in favorable directions for social development. This problem in the conditions of the Ukrainian society, being in the conditions of increased risk, acquires a special urgency. It is substantiated that with the development of scientific knowledge of risks, the latter are increasingly being considered as a systemic object of study. With this approach, given the relevance of this topic, the state-managerial aspect of risk is put on the forefront as the basis for its perception, formation and reproduction. It is proved that risk is an integral component of the knowledge society, its reverse side. If we consider knowledge as a prerequisite for social action and proceed from its relative completeness, then the risk assuming the necessity of making a choice in the conditions of incomplete information becomes its logical consequence and integral characteristic. It is determined that in order to overcome the contradictions in the formation and development of social risks in modern society, it is necessary to expand research capabilities and knowledge itself, primarily in the direction of scientific justification of the state influence on prevention of social risks or minimization of their negative consequences. It is found out that modern social risks have the ability to transform into other types of uncertainties, therefore the knowledge society is able not only to accumulate risks, but to cause really explosive situations. It is proved that risk, like any phenomenon, can be considered as a process that takes place in time, but the dynamics of risk is extremely complex, and the identification of the stages of its development is relatively arbitrary. It is substantiated that the most important from the point of view of public management is the stage of potential risk, as consideration of its content creates the basis for a more integrated and focused approach to minimizing the possibility of a social crisis, reducing its dangerous consequences, preventing state management loss, and systemic collapse. The main feature of this stage is social tension, which requires effective measures on the part of the state. Thus, the modernization of society is steadily leading to an increase in the number of its constituent elements, an ever increasing variety of their interrelationships. As a result, the qualitative and quantitative nature of the consequences of this process changes: the probability of the emergence of new forms of social contradictions increases, and the scale of potential social cataclysms grows. This situation requires drastic changes in the system of public administration with regard to the formation of appropriate mechanisms to prevent and minimize the consequences of new types of social risks.

AbstractScholars have widely recognised the importance of academic relationships between students at the university. While much of the past research has focused on studying their influence on different aspects such as the students’ academic performance or their emotional stability, less is known about their dynamics and the factors that influence the formation and dissolution of linkages between university students in academic networks. In this paper, we try to shed light on this issue by exploring through stochastic actor-oriented models and student-level data the influence that a set of proximity factors may have on formation of these relationships over the entire period in which students are enrolled at the university. Our findings confirm that the establishment of academic relationships is derived, in part, from a wide range of proximity dimensions of a social, personal, geographical, cultural and academic nature. Furthermore, and unlike previous studies, this research also empirically confirms that the specific stage in which the student is at the university determines the influence of these proximity factors on the dynamics of academic relationships. In this regard, beyond cultural and geographic proximities that only influence the first years at the university, students shape their relationships as they progress in their studies from similarities in more strategic aspects such as academic and personal closeness. These results may have significant implications for both academic research and university policies.

A multistage and generalised flotation model, suggested more than 30 years ago by the author, is considered in a wide aspect for the first time in world literature for reader’s attention in monography. The possibilities of its usage are shown in different directions of water flotation purification, sediment thickening and enrichment of minerals. We have shed a light widely on matters concerning new flotation equipment as flotation harvesters of KBS type and for special purposes, which are developed on the basis of flotation process multistage and generalized models. Perspectives and intensification ways of water purification flotation processes are pointed out. Human efforts to work together systematically in the sense of deliberate, planned and directed towards a goal, called organization. Complexity in organizations is increasing day by day and requires a new dimension in modern management in dealing with changes and their consequences. The main task of management is to try to ensure and plan everything, especially related to the emergence of changes outside the organization which ultimately requires the holding of strategic changes in the organization so that it can survive that is equipped with strong human resources. The success of a job is very dependent on all parties involved in implementing the achievement of organizational goals, both in government and the private sector in carrying out their duties in accordance with the management functions carried out correctly. One of the management functions that must be considered is coordination, which is very instrumental in determining organizational steps to achieve its objectives. Coordination is one of the management functions in carrying out these various jobs precisely, quickly and effectively to reduce mistakes. Such coordination is the task of the administrator at the top level of the organization for the activities of his subordinates. Group activities carried out with the awareness of cooperation can be called organized activities which in modern society the activities will be carried out in a more formal arrangement. All of this is intended to achieve work at various levels in order to achieve organizational effectiveness. The effectiveness of the organization in question is the result of work that is right on target and is appropriate in accordance with predetermined planning or in accordance with the desired results at various levels of the organization in order to achieve the targets set together

Financial literacy is one of the key components of education for living in a modern society. In this article, we present the results of our research into the current state of financial literacy among university students from two European countries. Our research was conducted in the form of a questionnaire survey. In the first part of the questionnaire we investigated selected personal characteristics of respondents and the second part was devoted to knowledge in different areas of financial literacy. The knowledge questions were focused mainly on respondents’ competence in specific practical situations. The obtained data were processed by statistical analysis, including the dependencies between the results of the knowledge part and the self-reflexive assessment in the first part of the questionnaire. Current trends in public administration are considered in the context of national security imperatives, in particular regarding prevention and elimination of military conflicts, achievement of international understanding and formation of a global security environment. In recent decades, military conflicts of varying intensity and scale, both in Europe and beyond the continent, have remained a potential threat to Ukraine and all European countries. The research methodology is based on a systematic approach, which, in particular, summarizes modern interpretations of public administration and identifies problematic aspects of reforming modern governance structures amid globalization, informatization and democratization of the society and government. The position on the effectiveness and political perspective of democratic reforms is substantiated. Similar processes are observed in public administration in the security field within the democratic trend aimed at developing a dialogue between society and government through the active involvement of a wide range of non-state actors. On the basis of the dialectical method the trends of public administration development in the field of military security are researched and their ambivalence is argued. The global context of the new consolidated view on the protection of the common future of humanity is noted. The axiological method has provided an opportunity to characterize the processes of securitization of socio-political life and to determine the prospects for reducing its conflictogenity. It is consistently held that the most effective and efficient is the combination of three levels of identity in integrated European societies: maintaining strong positions of the customary national level of self-identification, transnational level of common European values and ethnic level of identity - preservation of historical memory.
