The article examines the development of domestic tourism as an example of recreational and tourist complex in the Northern suburbs of the Moscow region. High tourist and recreational potential of the Russian Federation and its subjects is far from being fully utilized. This requires the combined efforts of all agencies involved in the tourism sector and create conditions for the effective development of tourist-recreational and spa complex in Russia, including in Moscow. The methodology of research is relatively laid-analytical, historical and geographical methods, which include the analysis of the basic regulations for tourism development at the federal and regional levels, the elaboration of plans and strategies for socio-economic development of cities and districts of the Moscow region, stock and literary materials, sociological surveys of population and decision-makers. The article made a brief analysis of objects of historical, cultural and recreational tourism in the region. Recreational resources are extremely rich in Moscow suburbs and include hundreds of travel sites. The Moscow region has a very high concentration of historical and cultural monuments. Despite some rise of tourism activities in the Moscow region in recent years, so far, the industry has not qualified for the high level of the budget of the region, which is observed in the metropolitan suburbs of developed countries. The article presents guidelines for creating the tourist and recreational zone cluster «Northern Moscow suburbs» that would specialize in cultural, educational, event-related, scientific, educational, ecological and local tourism, business, pilgrimage, sports, ski tourism and the development of leisure. For the development of tourism in the Northern Moscow suburbs, recommended are the following activities: design and development of the recreation and tourism zone cluster; development and implementation of regional programs and strategies for tourism development at the municipal level; assessment and inventory of recreation and tourism, educational and cognitive potentials of the region; Established are effective mechanisms for the conversion of recreational and tourism resources in the tourism product; development of rural types of tourism; tourism industry transition to an innovative, community-oriented and spatially balanced pattern of economic development; the development of cruise tourism on the channel of the Moscow and Volga rivers.

The unique geographical location, climate and abundance of cultural and historical monuments in the Tver region is of interest for both domestic tourists and foreign. Recreation resources of the region are extremely rich and include dozens of tourist facilities. In the region there are opportunities for the formation of the diversified tourism products, based on a combination of different types of tourism. Tver region is a leader in this type of tourism as recreational, cultural, educational, sphere of water activities. In recent years, the growth of quantitative indicators in the tourism industry in the region is observed, also occur qualitative changes. It is actively developing environmental, business, cultural, educational types of tourism, weekend breaks, extreme forms of water recreation, yachting. There are resources for development of river cruise tourism. But the high tourist and recreational potential of Tver and the Tver region is far from being fully used. So far, the industry has not qualified for the high level of the budget of the region, which is observed in developed countries. The article discusses priorities directions in the development of domestic and incoming tourism in the Tver region up to 2020, activities required actions by the regional authorities recommended for the development of tourism in the region are listed. The most important of them are the need to optimize the process of staff training for the tourism industry, the improvement of marketing and branding policy, organization of tourist information centers, the development of events, including event-related, the development of cruise tourism on the river Volga, including retro cruise.

The article considers the prospects of tourism development in five countries of Central Asia: Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan and Tajikistan. The author analyzes cultural, social and economic aspects of the tourism industry in the region. The main directions of activity of international organi-zations in the framework of tourism promotion programs are given. Central Asia has a huge potential for the tourism development. The study of the current state of tourism in Central Asia is becoming increasingly important. Tourism resources have every chance to become part of the national wealth of the countries of this region. In the group of factors determining socio-economic development of the countries in the region are natural resources, the level of production and investment, social infrastructure, management quality, international competitiveness, etc. The need for the regional development management system is conditioned by regionalization processes inherent to the current economic situation, oriented to ensuring positive national economic dynamics and maximum using the region’s potential. The studying problem of regional development makes it possible to justify, as one of the directions of its solution, the use of cluster technologies oriented to those branches of the economy that can become a vector of regional development. According to experts, the tourism industry is one of the most profitable sectors of the economy of the region. This industry covers numerous sectors of the economy and various links between them. The main tourist routes in the present time, covering many objects of the Great Silk Road, do not offer a more detailed study of the local historical, architectural and archaeological heritage. The lack of infrastructure facilities is the reason for this. This fact forces us to search solutions, which will provide a comfortable environment for both tourists and researchers. At present, the Central Asian countries occupy a very modest place in the world market of tourist services. According to many experts, the demand for sanatorium, tourist and excursion services has decreased due to the transition period, and the existing network of tourist institutions, boarding houses, rest homes needs reconstruction. After the disintegration of the Soviet Union, tourism in the Central Asian republics began to develop independently, without common approaches and concepts. In many respects this is determined by the fact that the new states have chosen their own models of socio-economic development, different from each other. The different level of political freedoms, economic development features determine the current state of the tourism industry in various countries of Central Asia. The perspective of tourism development in this region is quite difficult, but an interesting task, necessary for familiarizing humanity with the most interesting culture of peoples inhabiting Central Asia and developing the economies of countries.

This study investigates the relationship among tourism, poverty, and economic development in developing countries. The empirical model is set up using unbalanced panel observations for 69 developing countries for the period 1995–2012. The findings show that tourism has heterogeneous effects on the poverty ratio in terms of a country’s income per capita: the positive effect of tourism on poverty alleviation switches to being negative after a certain threshold of a country’s income level. The results of this study indicate that only the least developed countries (those with an income per capita below international dollar 3400) have benefited from the tourism industry in terms of reducing their poverty ratios.

Issues related to the measures aimed to improve the competitiveness of tourist destinations have currently become most urgent. The number of competing tourist destinations in Russia and worldwide is on the rise, leading to tough competition among market participants that feel necessary to improve the efficiency of management in the tourism industry. Tourism development in the regions can be considered as a factor of regional socio-economic development. The research contains recommendations on the management of tourist resources, and measures aimed to enhance the region’s tourist attractiveness by the example of the resort city of Sochi.

The paper analyses the fiscal decentralization effects on economic growth in unitary countries of European Union for the period 2005–2014. The empirical analysis was based on the multiple regression method. The fixed effect panel model was used as framework for the analysis. In order to examine the different impact of fiscal decentralization, the same analysis was applied to subsets of countries categorized into two groups according to countries’ level of economic development. This further analysis found that there is positive relationship between fiscal decentralization and economic growth in low level of economically developing countries and no relationship in high level of economically developed countries. These results suggested that fiscal decentralization is not always instrument for promotion of economic growth, which means that country’s economic development level is an important factor when introducing reform of fiscal decentralization. The originality of this article – new fiscal decentralization index and evaluated fiscal decentralization level influence for countries economic growth.

Purpose This paper aims to investigate the availability and contribution of destinations’ telecommunication structure and development on tourism development for the case of the small island economy of Mauritius. Design/methodology/approach The research uses annual data from 1992 to 2017 in a dynamic econometric setting, namely, an autoregressive distributed lag model to take into account the time series properties of the data. Findings Analysis of the results showed that telecommunication has contributed positively, albeit to a lesser extent as compared to other classical determinants, to tourist development in both the short and long run. In addition, the relatively high income elasticity also suggests that Mauritius is considered as a luxurious destination. Tourists were found to be sensitive to the relative prices and cost of the destination, tourism infrastructure and the island’s development level. Finally, the study confirms the presence repeat tourism on the island. Practical implications The result clearly provides support to the Government’s strategy to pursue an accelerated investment in telecommunication infrastructure and also to give further incentives to private operators to promote innovation and enhanced connectivity. It is recognised that the positive effect of telecommunication on the tourism industry relies on a national enabling telecommunication environment which is multi facet in nature, relying on to a large extent on infrastructure, access, capacity building and the legal framework among others. Originality/value The study is believed to supplement the literature by analysing the telecommunication–tourism link in a direct way as existing studies have largely discussed the link indirectly. Moreover, it uses a classical international demand for tourism model, augmented with a measure of telecommunication, and uses recent dynamic time series econometric framework to account for the existence of dynamism in tourism modelling. Finally, the research brings additional evidences from an island economy perspective (heavily tourist dependent and geographically remote), often neglected by the related literature which has focused mainly on developed countries.

The article is devoted to deepening the theoretical foundations of medical tourism development in Ukraine and substantiation of the multiplier effect of medical tourism. To this end, the four main motives of medical tourism in the world are considered (lower cost of treatment and diagnosis in another country; more modern medical technologies abroad; highly qualified medical care and service; time factor (with a long wait for medical treatment in their country)) main directions of medical tourism (inbound medical tourism and outbound medical tourism). It is established that at this stage of development of our country there is no regulatory regulation of medical tourism. There are only certain non-governmental organizations whose activities are aimed at: 1) development of medical tourism and involvement in the field of medical tourism of doctors interested in its development: Medical Tourism Association (UAMT) (established in 2013); 2) search for a clinic for a potential patient and provide such clinics with proposals to attract the best price experience and conditions to solve a problem (Medical Tourism Exchange, established in 2015). The reasons for the rapid development of the medical tourism industry in Ukraine are presented, the structure of outbound tourism in Ukraine by service providers is studied. Trends in the development of inbound medical tourism are analyzed. The analysis of the state of outbound and inbound medical tourism helped to generalize and highlight the main trends in the medical tourism market in Ukraine and the prerequisites for further development of its own segment of medical tourism, as well as to identify existing limitations and issues. Identification of existing restrictions in the development of medical tourism contributes to the search for tools to eliminate them and identify important areas of regional economic development of Ukrainian cities, based on the manifestation of the multiplier effect of medical tourism, in particular: communication services and informat

Effective tourism strategies of a developing country can create revenue generating opportunities (tax revenues) and provide sustainable employment for semi-skilled or unskilled workers. Such tourism development strategies require systemic thinking and comprehensive investment portfolio strategies regarding the tourism industry as a whole, i.e. going beyond investing in hotels, but also including transportation infrastructure, catering, restaurants, safe water, financial system etc. In other words, the destination countries need to review their tourism value & supply chains and identify structural impediments to the full utilization of their tourism assets and facilities. This chapter shows how Least Developed Countries (LDCs) can define their tourism sector development and suggests a framework which can be used by a LDC to assess its tourism development potential. It can also be used by potential investors interested in investing in an LDC's tourism sector who need to understand the broader context of doing business in LDCs.

Information about outstanding personalities, whose life is connected with the destination - an essential tourist resource that has great potential for the diversification of tourist activity and increase of tourist attraction. Biosocial resources perform attractive, cognitive, didactic, representational, imaginal, motivational, hedonistic functions, allow to satisfy not only basic, but also the personal needs of the tourist. Biosocial resources must be included in marketing strategy of tourism development of the territories. The article describes the approaches to the study of the role of personality in the tourist development of the territory. The biosocial potential Klinskiy, Dmitrovskiy and Taldomskiy district has analyzed, the problems and as a result the criteria of selection of personalities for the tourism development are identified. Forms and ways of using biosocial resources in tourism are revealed. Compiled database of outstanding personalities of three districts, which included the 153 most famous people: 91 personalities in Klinskiy, Dmitrovskiy - 41, 11 in Taldomskiy districts. The possibilities of using biosocial potential in tourism on the example best-known personalities for intensification and diversification of the tourism industry of Klinskiy, Dmitrovskiy and Taldomskiy districts, and for creation of tourist cluster Northern Moscow region are considered.

This industry play the vital role in the nation building and economic stability of the nation, so the entrepreneurship became a gift in tourism industry with the cause of environmentally preserved, economically beneficial and sustainable development for the localities and their development. Tourism entrepreneurship eliminates societal problems, but surge the fiscal growth and development of a country, resulting to rise in country’s GDP. Entrepreneurship in tourism related with all spheres of industry as tour operations, handicrafts, hotel industry and supplementary accommodation etc. Entrepreneurs in tourism industry are more concern with economically, socially and environmentally process in an ethical manner.Entrepreneurship is necessary for creation of new organization, construct new businesses. The tourism industry must be able to clearly understand the requirements of the process, tools and resources and also get opportunities to the entrepreneur. Tourism is part of entrepreneurship and promotion of the economic development. In this context the present study has undertaken to examine the role of Entrepreneurship in Tourism Development.
