In article the role of the human capital in innovative development of economy is considered. Indicators of innovative development on the example of the Penza region are analyzed. The structure and level of investments into the main components of the human capital are considered. The conclusion that the development and management of the human capital directed on the solution of a problem, actual for Russia connected with transition to formation of innovative economy demands systematic investments is drawn.

Recognizing the special role of innovations in ensuring the economic development of Russia, the state authorities have been intensively looking for ways and means to strengthen innovation activity in Russia over the past decade. The main document proclaiming the goals and main directions of innovation policy is the Strategy of innovative development of the Russian Federation for the period up to 2020. Due to the fact that the implementation period has expired, the author analyzes the achievement of the goals and indicators defined in the strategy, and also draws some conclusions about the outcomes obtained by the analysis of the development of innovation activity in Russia.

Today, the countries of the world are experiencing a pandemic crisis that has arisen in connection with the COVID-19 pandemic. The pandemic crisis is characterized by the fact that, unlike other crises, it is a three-way crisis. In particular, the pandemic crisis is also characterized by demand, supply and, at the same time, a liquidity crisis. It should be said that the pandemic crisis has shown the need to improve the quality of the human factor and the associated human capital in order to achieve sustainable development. ABSTRACTThis paper discusses the human capital approach to manage human resources becoming more productive. The method used in this research is qualitative method with descriptive research. Human capital approach for the implementation has five main components, namely individual capability, individual motivation, the organization climate, workgroup effectiveness and leadership. the importance of the role of human resources in the activities of the company, then the company should manage human resources as best as possible because the key to success of a company is not only the benefits of technology and the availability of funds, but also on the human factor. Based on observations in Indonesia, there  are still many companies thathave not implemented the most optimal approach to human capital. The results of the study indicate that the human capital component is not yet optimal, especially in terms of individual capability and individual motivation.Keywords : Human capital approach, individual capability, individual motivation, the                   organization climate, workgroup effectiveness and leadership ABSTRAKTulisan ini membahas pendekatan human capital untuk mengelola sumber daya manusia yang lebih produktif. Menyadari pentingnya peran sumber daya manusia dalam kegiatan perusahaan, maka hendaknya perusahaan perlu mengelola sumber daya manusia sebaik mungkin karena kunci sukses suatu perusahaan bukan hanya pada keunggulan teknologi dan tersedianya dana, melainkan juga pada faktor manusianya. Berdasarkan pengamatan masih banyak perusahaan di Indonesia yang belum menerapkan pendekatan human capital secara optimal. The growth of crisis processes at present stage of socio-economic development of Ukraine increases the importance of understanding the role of individual in achieving social progress. Traditional approaches of understanding the sources of economic development are losing their relevance, shifting the emphasis to the intangible resources of innovative renewal, especially human capital. That is why investigation of role and importance of human capital development of enterprise in ensuring the economic growth of national economy and improving the welfare of its population in particular is very important.The purpose of the research is justification of scientific approaches to understanding the nature and importance of human capital of enterprise in ensuring the economic growth of society.The article substantiates the role of human capital of enterprise in the economic growth of individual, enterprise and society as a whole. The essence of the category «human capital of enterprise», the forms of its manifestation depending on the stage of implementation, the functions and need for its development for enterprise are determined. The author's vision of human role in formation and using of human capital in the context of achieving economic development of society is presented. The role and types of investments in formation and development of human capital of enterprise are substantiated. The peculiarities of this type of investments different from the financing of other enterprise capital are presented. Separated three main components of human capital, the development of which requires investment: health, education and cultural development of employees. The possibilities of investment of these directions by enterprise are characterized. There was noted that the relevant costs should be considered not as consumer but as investment, as they are profitable not only for one person but also for society, providing a significant effect of national economy growth as a whole.

A characteristic feature of the innovative economy is the increasing role of human capital, knowledge and high technologies. According to the indicators of innovative development, Russia lags behind the Western countries. At the same time, the development of Russian regions is extremely uneven. First of all, this applies to the mining regions. Technological parks should bridge the gaps and help the mining regions to integrate into the new economy. The authors consider the essence of techno-parks, the history of their establishment in Russia, and also analyze the dynamics of the main indicators of their functioning. When considering techno-park structures of the Tomsk and Kemerovo regions, the most important problems inherent these regions are highlighted. The authors analyze in detail the results of the innovation territorial center "ITC Tomsk" and the Kuzbass Techno-park, determine the main activities for the integration of mining regions in the innovation economy and characterize the positive effect of the techno-park structures functioning.

The role of human capital in the innovative development of the Ukrainian economy, which is formed through investment in the human being, is investigated. It is determined that an indispensable condition for sustainable development of the country is the implementation of the strategy of increasing the quality of human capital, which is actively involved in innovation processes and serves as a key resource for improving the competitiveness of the national economy. Emphasis is placed introduction of the model “lifelong learning” using modern technologies. A methodological approach to determining the level of innovative development of human capital is proposed and the value of the integral index of innovative development of human capital is calculated. The innovative-investment model of human capital development in the conditions of globalization is developed and the directions are defined. To overcome the problems of inefficient development of human capital and to improve its quality, a set of measures will be proposed that will contribute to the innovative development of the economy. The scientific novelty is to deepen theoretical provisions and to develop scientific and practical recommendations for improving the quality of human capital and its innovative development in the context of accelerating globalization processes.

The article is devoted to the role of higher education in the formation and development of human capital in the conditions of innovative development of economy. In particular, this article reveals the essence of the concept of “human capital” and offers the author's interpretation taking into account the modernization of higher education. The author has shown that the innovative development of the economy largely depends on investment in human capital. Today, the main share of national wealth and the level of development of the country is determined by human capital. The key figure here is an educated, competitive, proactive, creative, and qualified person. Higher education plays the role of an environment where the interests of both society and the individual interact. During the period of active development of innovation, many members of society have to generate new knowledge, and even more people have to use this knowledge. Knowledge is the main environment in which modern society functions and develops. The development of human capital, the improvement of production, and the active introduction of innovations in almost all spheres of human life form the basis for further development of the innovative economy and become the basis for abandoning the country's raw material specialization, which, in turn, contributes to solving problems of health, science and education.
