An experience related to fixing of uniform requirements to metrological support in the labor safety area in Eurasian countries using interstate standardization procedures is considered. The approaches to ensuring the unity of measurements realized in the interstate standard during a control process for parameters determining a labor conditions status from a labor safety position are discussed.

Abstract Background Precarization of labor conditions has been expanding over the last three decades as a consequence of global economic transformations. The health workforce labor market is exposed to these transformations as well. In Mexico, analyses of the nursing labor market have documented high levels of unemployment and underemployment; however, precarization has been not considered as a relevant indicator in these analyses. In this study, precarization is analyzed using a quantitative approach to show its prevalence and geographic distribution between 2005 and 2018. Methods A repeated cross-sectional study was carried out with data from the population-based National Occupation and Employment Survey (ENOE in Spanish) which is administered quarterly to people 15 years or older in over 120 000 households. All individuals who reported having nursing training (technical or university level) were selected for this study. Our main variable was labor precariousness, which included three dimensions: (i) economic, (ii) regulatory, and (iii) occupational safety. We show the evolution of the relative weight of nursing activity between the years 2005 and 2018, the main socio-demographic characteristics of nurses as well as their main labor conditions, and the geographic distribution of precariousness for the 32 federal states in México. Results Four of the five indicators of labor precariousness increased among the group of nurses analyzed: (a) the percentage of people with no written contract, (b) the percentage of people with incomes lower than two times the minimum wage, (c) the percentage of nurses without social security, and (d) the percentage of nurses without social benefits. The percentage of nurses that work under some condition of work precariousness increased from 46% in 2005–2006 to 54% in 2018. Finally, the number of states with high precariousness level increased from seven in 2005–2006 to 17 in 2018. Conclusions Throughout Mexico, nursing precariousness has expanded reaching 53% by 2018. The advancement of precarization of nursing jobs implies a reduction in the capacity of the Mexican health system to reach its coverage and care goals as nurses represent 52% of all available workers that provide direct services to the population.

Investment construction projects are implemented under constant changes, which forces managers to assess the uncertainty and risks they generate, to manage changes in their own activities and activities of construction organizations. The article describes the main methodological approaches to the development of a model of risks of investment construction projects in the field of labor safety and protection. The approach is based on the method of quantitative assessment depending on the level of processes being evaluated and data characterizing these processes. The proposed concept will make it possible to develop an algorithm and a computational and analytical model for the subsequent automation of the process of quantitative assessment of risks and the dynamics of their change on the basis of the information-digital system. For example, the Corporate Occupational Safety Management System, developed and used by NIPIGAZ JSC to manage occupational safety processes, ensure industrial and fire safety, environmental protection, will make it possible to put into practice the methods of predictive and operational risk analysis, increasing the efficiency of the investment construction project.

Introduction: As one of the largest fertilizer industrieswith high competitiveness and high interest from consumers, the Gresik Fertilizer Company has various potential hazards that can cause workplace accidents, one of which is the danger of working at height. This study aims to determine the Occupational Safety and Health (OSH) programs and the application of hazard control of working at height in the Gresik Fertilizer Company. Methods: This study used a descriptive analysis method with a cross sectional study design. The variables studied were the hazard control efforts, the procedures to control the hazard, and the application of the hazard control process of working at height. Data collection techniques derived from secondary data in the form of company’s documents, and the data analysis method used in this study was in the form of qualitative method. Results: the Gresik Fertilizer Company has several OSH programs for the control of hazard of working at height with a success rate of 90%, have control methods of working at height with a success rate of 90%, and have guidelines for working at height with  a success rate of 85%. Conclusion: The Gresik fertilizer company has OSH programs to control working at height, has hazard control methods for working at height, and guidelines for working at height.Keywords: control efforts, fertilizer company, working at height hazards

Abstract The XX Toll Road Construction Project is a national project with high risk and high complexity, given the nature of the work that requires clearing new land on hills and valley areas which requires retaining wall works. During its implementation, work accident occurence can be caused by many factors, including labor factors. This study aims to determine the effect of internal labor factors on work accidents occurred at XX Toll Road Construction Project. The data required in the form of primary data obtained from questionnaires about occupational safety and health, and fitness measurements using the Balke method. The data analysis used Multiple Regression analysis with SPSS. The results showed that the internal factors of the workforce, namely the factors of work safety, occupational health, and workforce fitness simultaneously have strong and significant effect on the occurrence of work accidents in the project. Hence, these internal factors partially bring significant effect. Keywords: labor, safety, health, fitness, accidents

The statistical reporting system in the Russian Federation, based on the forms and indicators approved by the Federal State Statistics Service, allows monitoring current situation and dynamics of changes in occupational safety and working conditions of employees per industries and types of economic activity of production plants. At the same time, the Russian system of monitoring labor safety protection is ineffective for research, analysis, control, transmission, dissemination and use of information about the causes, circumstances and consequences of occupational injuries on the scale of a plant and a workplace. The comparison of the analysis results in the countries of the European Union and in the Russian Federation shows that focusing on reducing the number of industrial accidents by collecting detailed information allows using this information to identify the main health problems at production sites, as well as developing corrective long-term prevention programs for injuries and diseases. This should be preceded by the theoretical analysis, including development and justification of the structure of the monitoring system, as well as its strategies, goals and objectives that must be solved during implementation.

The article is devoted to the analysis of the state of introducing a risk-oriented approach in the field of labor protection at the legislative level in Ukraine. It has been found that the main reason for the high level of production injuries and occupational diseases is bases the existing normative acts on labor protection on the «jet principle». The importance of introducing a risk-oriented approach to the organization of labor protection in Ukraine is emphasized as an objective need to withstand labor protection in our country for a qualitatively new level, and the need to comply with international standards in the field of security and health of employees. As a result of the analysis of prospective legislation on occupational safety, in particular the draft Law of Ukraine «On Safety and Health of Workers at Work», concludes on the election of the correct vector of renewal of labor protection legislation in terms of introducing a risk-oriented approach in the field of occupational safety. The draft Law of Ukraine «On Security and Health of Workers at Work» in general meets international standards in the field of occupational safety and allows to solve the main problems in terms of motivation of employers and employees to comply with the legislation on labor protection. This may contribute to the draft laws: about improvement of the settlement of employers' responsibility for violating the requirements of labor protection legislation; About the size and ways of forming the amount of financing of labor protection due to a preliminary assessment and analysis of industrial risks. An analyzed draft law in case of its adoption can reduce bureaucratic pressure on employers and give it a larger freedom to organize the protection of labor at the level of an entity, promptly responding to changes in production processes and economic conditions. The article shows an improved hierarchy scheme in the field of coating thickness measurements, which was revised due to inclusion to Federal Information Fund for Ensuring the Uniformity of Measurements more than a hundred new types of Russian and foreign thickness gauges based on of different operating principles. The range of measurements has expanded and accuracy has been improved. It is shown that about 40 % of the approved types of thickness gauges are measuring instruments of foreign production. For responsible groups of materials (nickel on steel and nickel on bronze), only foreign coating thickness gauges are used. To improve the unity of measurements of the coatings thickness, it was necessary to expand the measurement ranges of the reference measuring standards and thickness gauges from 0 to 120 000 microns, as well as the introduction of new measuring standards borrowed from other hierarchy schemes. The article provides the necessary reference measuring standards and thickness gauges, methods for transmitting a unit of length, measuring ranges and measurement errors.
