Problems of Formation of System Thinking in Modern Russian Education

The construction of new, market-based economic relations in Russia in the early 90s of the last century was accompanied by a radical transformation of the education system to the Bologna standard. At the same time, Western scientists - teachers drew attention to the work on the cognitive development of the child by L.S. Vygotsky, the theory of developmental education by P.Ya. Galperin, the theory of inventive problem solving by G.S. Altshuller and the results of research by other scientists providing the formation of systems thinking in Soviet education. The article shows that the documents regulating the development of Russian education include the formation of systematic and critical thinking in students, but in practice this is not always implemented. The directions of transformation of the Russian education system since the beginning of building market relations in the 90s of the last century are identified as the cause of the current situation. The formation of systems thinking in higher education should consider the peculiarities of the age dynamics of adults. The most developed figurative and verbal thinking among students makes it possible to use the teaching methods of V.F. Shatalov, which reduces the time for studying educational materials by more than 30 times in comparison with classical teaching methods.

The article provides a socio-philosophical analysis of subjective interactions in education, which form a set of subjective factors of educational reforms from the standpoint of ensuring the security of the individual in education and the security of the country. The author aims to identify the subjective factors of modernization of the Russian education system that determine both the risk of degradation of the education system,and ways to strengthen and improve development. Modern social realities require that the system of Russian education, which has reliance on their own cultural traditions, not losing touch with the best achievements of education in the Russian Empire, the Soviet education system, but also incorporates the best of modern world experience of development of education and is based on the realities of education transformation in the global information society.

The article is devoted to the analysis of social-pedagogical preconditions for establishing military education and the emergence of cadet girls in the Russian education system. The reforms of Soviet education and the features of social education in the post-revolutionary period are considered. The experience of military-patriotic education of youth and the creation of social and educational environment of universal military-patriotic and physical education of the younger generation in the pre-war period in the Soviet Union are presented on the example of the military-sports organizations. The role of the military and paramilitary sports and games as an effective means of military-patriotic education of students is noted. Social-pedagogical conditions of training of cadet girls in the Russian education system are formulated.

Many education systems in low- and middle-income countries are experiencing a learning crisis. Many efforts to address this crisis do not account for the system features of education, meaning that they fail to consider the ways that interactions and feedback loops produce outcomes. Thinking through the feedback relationships that produce the education system can be challenging. The RISE Education Systems Framework, which is sufficiently structured to give boundaries to the analysis but sufficiently flexible to be adapted to multiple scenarios, can be helpful. The RISE Framework identifies four key relationships in an education system: politics, compact, management, and voice and choice; and five features that can be used to describe these relationships: delegation, finance, information, support, and motivation. This Framework can be a useful approach for characterising the key actors and interactions in the education system, thinking through how these interactions produce systems outcomes, and identifying ways to intervene that can shift the system towards better outcomes.

Improving the education system provides the digital economy with competent personnel, contributes to a painless transformation of the labor market, forms a system of motivation for the development of the necessary competencies and the participation of personnel in the development of the digital economy of Russia. Such a significant influence that the education system has as an investment in human capital leads to the need to consider this element in the surrounding cultural environment as a key factor in both national and international business. Comparative data with foreign markets can help in understanding, for example, the level of accessibility of education and its impact on lifelong learning and the establishment of market relations.

Abstract. The purpose of this study is to draw the attention of the pedagogical community to the comprehension and understanding of the causes and essence of transformations taking place in the field of education of Russia at the present stage. We justified the deterministic nature of changes in the field of education by the peculiarities of building economic relations in the state. The transition of the Russian economy to a market system of relations with private property with means of production predetermined the subsequent transformations in the domestic education system. In the logic of market relations, education is considered as a service that should generate profit. This provision, according to us, is one of the starting points for transformations that have begun in the educational sphere. In the era of the industrial revolution, education became the locomotive for the development of science and technology, which, in turn, contributed to the economic efficiency of production processes, which favorably affected the growth of incomes of owners of industrial capital. Over time, scientific and technological progress, due to objective laws, began to lead to a negative effect for representatives of capital – a decrease in the rate of return. The current situation predetermined the artificial slowdown of scientific and technological progress and led to a review by the political and financial elites of the economically developed countries of the place and role of education in the state system. We considered essential transformations that take place in the domestic education system and gave our vision of the causes that determined these changes.

The indicators that determine the change in the macroeconomic situation in the economy of Azerbaijan in 2010–2017, as well as the conditions for increasing the effectiveness of state intervention in solving economic problems are analyzed. It is noted that it is not the size of the public sector that becomes important, but its qualitative component (management and redistribution of resources and revenues, coordination of government intervention in economic relations). The main reasons limiting economic growth are identified, and the mechanisms for overcoming them are disclosed, since economic growth is of particular importance in the transformational period of state development. It substantiates the assertion that the forms and methods of state regulation should be the result of a reasonable combination of the private and public sectors of the economy to more effectively achieve the goal of economic development of the country and increase the welfare of the population. To this end, it is advisable to limit the actions of market forces and find a rational ratio of market and government measures that stimulate economic growth and development.It is shown that in the near future the development of the economy of Azerbaijan should be focused on the transition to the integration of various models of economic transformation; at the same time, “attraction of investments” should be carried out by methods of stimulating consumption, and the concept of a socially oriented economy, which the state also implements, should prevail, thereby ensuring social protection of the population and at the same time developing market relations. Disproportions in regional and sectoral development are also noted, which are the result of an ineffective distribution of goods produced, inadequate investment in human capital, a low level of coordination and stimulation of economic growth and development.

The article studies the necessity and features of transformation of the educational system under conditions of accelerated development in the digital economy. Particular attention in the context of this transformation is given to significance and possibilities of digital literacy, which forms the whole complex of fundamentally new requirements for all participants in the education system. The authors argue that the current stage of development of the digital economy requires the education system not only to digitalize its individual elements and links, but to apply a fundamentally new integrated approach that would transform the education system while taking into account new goals, structure and content of the educational process. The authors define digital literacy as the ability to form and apply educational content through digital technologies. The article gives particular emphasis on the significance and potential of individualizing the educational trajectory and the concept of continuing education. The authors consider the main factors in the development and achievement of the level of digital literacy, considering the requirements that the digital economy is currently imposing on the educational system.
