The article is devoted to the study of psychological and psychophysiological features in extreme situations in the activities of law enforcement officials, leading to life threat. The aim of the study was to identify differences in the structure of individual psychological characteristics and psychophysiological parameters among law enforcement officials depending on the severity of the level of vital threats in professional activities. The relevance of the theoretical foundations of the research problem. The concept of "risk" is defined. It is noted that in the activities of employees there is a hazard factor that determines the predisposition to the risk of vital threats. The “Research Methodology” section is devoted to the consideration of methods and techniques for researching the psychological and psychophysiological characteristics of employees, depending on the severity of vital threats in the activity. The study is conducted for the first time using the following methods: Personality structure and temperament questionnaire R. Kloninger, the “Semantic Differential Time” methodology, the methods for determining the complex sensorimotor reaction (CCMR), Hand-test E. Wagner, and the “Individual Minute” methodology. Methods of statistical processing of research materials are indicated. The results are presented in the form of tables and descriptions of the obtained research data. A comparative analysis of the individual psychological and psychophysiological characteristics of employees who are faced with situations of threats to life and health and are not faced with those in professional activities is carried out. At the end of the article, specific conclusions and practical recommendations to psychologists of law enforcement agencies on the research problem are presented.

The author’s intent is to record his knowledge from 20 years of experience in law enforcement peacekeeping and crisis management, and share them with those interested in the topic.The elaboration of the theory of law enforcement peacekeeping and civilian crises management as well as its practical implementation have not received the necessary attention in recent years, although there are more than ten thousand law enforcement officials deeply involved in this activity around the world.The history of the participation of Hungarian law enforcement organizations in peacekeeping and crises management is quite short; in fact, we have been involved in this activity only since 1989. A few books were published covering the individual stories of law enforcement peacekeepers, but a comprehensive study of the area and a written document on practical experiences are missing.

High rates of manifestation of corrupt behaviour in the professional activities of law enforcement officials are the result of shortcomings in their professional education. Within the framework of the conducted empirical research, we set the goal: to assess the development state of the anti-corruption culture of future bachelors of law in the educational process of a law university. To achieve this goal, two groups of methods are used: empirical – a questionnaire survey of law students and an interpretive analysis of the obtained factual material, and theoretical – an analytical study of scientific literature on the research problem. The factors that indicate a low level of development of anti-corruption culture in a law university are revealed: terminological reduction of the phenomenon of corruption and the associated stereotyping of students’ ideas about it; underestimation of cultural descriptors of corrupt behaviour; fetishization and absolutization of criminal law methods of opposition corruption. It is concluded that it is necessary to eliminate the imbalance between sectoral (actually law) and philosophical and cultural disciplines in the educational process of a law university, as well as to ensure the involvement of students in educational anti-corruption activities organized by a law university.

В статье приводится авторский взгляд на формирование причин и условий совершения коррупционных правонарушений сотрудниками правоохранительных органов. Анализируется криминологическая характеристика личности лиц, совершивших преступления коррупционной направленности, рассматриваются особенности квалификации составов ст. 290, ч. 3 ст. 159 УК РФ. Выделяются особенности личности коррупционера, детерминанты, присущие работникам правоохранительных органов первых годов службы. Ключевым в настоящей работе видится анализ возможных коррупционных проявлений, сопутствующих профессиональной деятельности сотрудников правоохранительных органов. Автором выделяются основные проявления, предлагается их авторская классификация . Целью работы выступает анализ и выделение авторской позиции типологии личности преступника-коррупционера в правоохранительных органах. Методами исследования являются: сравнительно-правовой, формально-юридический, конкретно-социологический, анализ. Основные результаты, выводы исследовательской работы: обосновывается важность установления факторов, влияющих на формирование личности преступника-коррупционера, причины и условия, способствующие совершению коррупционных деяний на правоохранительной службе; определены основные направления и предложения по формированию научной составляющей криминологической характеристике личности преступника-коррупционера. Данная научная работа может внести вклад в развитие криминологических взглядов на типологию личности преступника-коррупционера для дальнейшего формирования профилактических мер совершения коррупционных правонарушений. The article provides the author's view on the formation of the reasons and conditions for committing corruption offenses committed by law enforcement officials. The criminological characteristics of the personality of persons who have committed corruption-related crimes are analyzed, the peculiarities of the qualifications of the compositions of Art. 290, part 3 of Art. 159 of the Criminal Code of the Russian Federation. The features of the personality of a corrupt official, the determinants inherent in law enforcement officers in the first years of service are highlighted. The key in this work is the analysis of possible corruption manifestations accompanying the professional activities of law enforcement officers. The author highlights the main manifestations, suggests their author's classification. The aim of the work is to analyze and highlight the author's position of the typology of the personality of a corrupt criminal in law enforcement agencies. The research methods are: comparative legal, formal legal, specific sociological analysis. The main results, conclusions of the research work: substantiates the importance of establishing the factors influencing the formation of the personality of a corrupt criminal, the reasons and conditions conducive to the commission of corruption acts in the law enforcement service; the main directions and proposals for the formation of the scientific component of the criminological characterization of the personality of a corrupt criminal are determined. This scientific work can contribute to the development of criminological views on the typology of the personality of a corrupt criminal for the further formation of preventive measures for committing corruption offenses.

Abortion is a social phenomenon that is increasingly alarming. The concern is not without reason, because so far the behavior of abortion many negative effects both for themselves the perpetrators and the wider community. With the passing of the Government Regulation No. 61 Year 2014 on Reproductive Health still raises the pros and cons in the middle of the community. The approach used to address the problem that the above problems are normative juridical approach. Based on the results of the study need to decriminalize abortion in Government Regulation No. 61 Year 2014 on Reproductive Health which has the goal of creating the legal basis for abortion and the experts who helped him as an indication of a medical emergency or pregnancy due to rape, and factors inhibiting the decriminalization of abortion is legal factors themselves, law enforcement officials factors, factors facilities or infrastructure, community factors, and cultural factors. Suggestion that the author should the government needs to review the Government Regulation No. 61 Year 2014 on Reproductive Health in particular Article 31 and Article 34 within the limited evidence of rape victims in just 40 days because of the time limit is not relative to the law enforcement agencies to prove it, as well as regarding the evidentiary aspects of pregnancy due to rape victims in order to avoid an impression of legitimizing the act of abortion in any form. The article reveals the role of the prosecutor's office of Ukraine in the process and in order to ensure guarantees of the independence of judges and the authority of the judiciary. A study of the legislative framework of Ukraine proves that the role of the prosecutor's office in the process of ensuring guarantees of the independence of judges and the authority of justice is regulated by the provisions of the Constitution of Ukraine, the Law of Ukraine «On the Prosecutor's Office», the Law of Ukraine «On the Judicial System and the Status of Judges», the Code of Professional Ethics and Conduct of Prosecutors, the Criminal Procedure Code Of Ukraine, the Criminal Code of Ukraine, as well as other regulatory documents. It was found that the judge, performing professional activities in the direction of the administration of justice, is independent of the various influences, pressure or interference, which are illegal. The legislation of Ukraine determines that the principle of the independence of the judge indicates that the judge is not obliged to provide explanations regarding the nature and content of the cases being pending, with the exception of cases established by law. State authorities, local self- government bodies, officials and officials of these bodies, individuals and legal entities and associations of such persons should respect the independence of judges and in no case should encroach on it. It was determined that one of the principles on the basis of which the professional activities of the prosecution authorities are based is the principle of respect for the independence of judges. It has been proved that the High Council of Justice always adheres to the position of unconditionally ensuring the independence of judges and establishing this direction as a priority type of activity for law enforcement agencies, in particular, for the prosecutor's office. Fast and quality investigation of crimes related to the professional activities of judges will, first of all, contribute to the observance of constitutional law regarding the principle of access to justice.. It is noted that the prospects for further research in this direction are the study of the legal basis for the observance of the principle of the rule of law and legality by the judiciary in the context of performing professional activities.

In 2012, heads of local law enforcement agencies in Benton County, Oregon, contacted researchers at Oregon State University to discuss a problem: a sharp rise in the number of contacts between police and suspects displaying symptoms of mental illness. This initial inquiry led to an ongoing collaborative examination of the nature, causes, and consequences of the rise in police contacts. In this article, the authors describe this collaboration between researchers and law enforcement officials from the perspective of both parties, situating it within the context of mental illness in the U.S. criminal justice system. The collaborators draw on firsthand experiences and prior collaborations to discuss the benefits of, challenges in, and recommendations for university–police research collaborations. Although such collaborations may pose challenges (related to relationship definition, data collection and analysis, outputs, and relationship maintenance), the potential benefits—for researchers and law enforcement agencies—are substantial.

Рассматривается вопрос об особенностях формирования профессиональной компетентности сотрудников уголовно-исполнительной системы в работе с осужденными – бывшими работниками судов и правоохранительных органов. Проанализировано понятие «профессиональная компетентность» и проблема ее формирования и совершенствования. Отмечается, что организация работы и межличностного взаимодействия сотрудников с осужденными – бывшими работниками судов и правоохранительных органов имеет ряд специфических особенностей. Акцент делается на том, что сотрудники данных учреждений должны обладать особыми профессиональными знаниями, умениями, навыками и быть компетентными специалистами. Подчеркивается важность поэтапного формирования профессиональной компетентности в системе исправительного учреждения. Описана педагогическая программа развития профессиональной компетентности сотрудников специализированных учреждений, которая состоит из трех основных модулей. Реализация данной программы поможет улучшить эффективность профессиональной деятельности сотрудников в работе с осужденными – бывшими работниками судов и правоохранительных органов. The article deals with the peculiarities of the formation of professional competence of employees of the penitentiary system in working with convicts-former employees of courts and law enforcement agencies. The concept of «professional competence» is considered, as well as the problem of its formation and improvement. It is noted that the organization of work and interpersonal interaction of employees with convicts-former employees of courts and law enforcement agencies has a number of specific features. The emphasis is placed on the fact that the employees of these institutions must have special professional knowledge, skills, and be competent specialists. The development and implementation of important moral and psychological qualities and abilities is more successful with timely and properly organized psychological and pedagogical support. The importance of gradual formation of professional competence in the correctional institution system is emphasized. The article describes a pedagogical program for the development of professional competence of employees of specialized institutions, which consists of three main modules. The significance of the developed program is that it provides a comprehensive synthesized volume of special knowledge, skills and abilities for employees who carry out their professional activities in specialized institutions. The implementation of this program will help to improve the effectiveness of the professional activities of employees in working with convicts-former employees of courts and law enforcement agencies.

The Stored Communications Act (“SCA”) arms federal law enforcement agencies with the ability to use a special type of warrant to access users’ electronically stored communications. In some circumstances, SCA warrants can require service providers to bundle and produce a user’s electronically stored communications without ever disclosing the existence of the warrant to the individual user until charges are brought. Users that are charged will ultimately receive notice of the search after the fact through their legal proceedings. Users that are never charged, however, may never know that their communications were obtained and searched. This practice effectively makes the provisions of the SCA that allow for nondisclosure unreviewable by the judiciary. Users that were searched but not charged have standing to challenge the scope of these warrants, but receive no notice that the search occurred. Service providers receive notice but have no standing on behalf of their users under the Fourth Amendment. This Note argues that the nondisclosure orders, therefore, create a procedural due process violation in addition to a Fourth Amendment violation. Users may have their privacy and property interests infringed without a meaningful opportunity to be heard. Under a due process theory, as opposed to a Fourth Amendment theory, this practice can finally be judicially reviewed.
