Training in educational institutions of the Mia of Russia on the basis of modern pedagogical approaches

The introduction actualizes the urgent need to reform the system of departmental education of the Ministry of internal Affairs of Russia, implemented both in structural and organizational tasks and in content. The purpose of this article is to substantiate professional training in educational organizations of the Ministry of internal Affairs of Russia from the position of axiological, practice – oriented and competence-based pedagogical approaches. In the main part of the article, the restructuring of educational organizations of the Ministry of internal Affairs of Russia is presented as the need to optimize them, which directly affects the increase in the level of efficiency of professional training of police officers. It is noted that the use of educational systems based on competence-based, axiological, practice-oriented approaches in the educational process of departmental educational organizations contributes to solving the problem of unprofessionalism, and as a consequence, the problem of the quality of professional training of police officers. A specific example of a pedagogical system for the formation of professional values for cadets of educational organizations of the Ministry of internal Affairs of Russia is given. And the article discusses also an example of a practice-oriented approach in training of specialists for the juvenile divisions of the Moscow University of the MIA of Russia named after V. J. Kikot within the complex (multi-step) practice. The results of the analytical study showed the significant importance of modern pedagogical approaches in the professional training of law enforcement officers in educational organizations of the Ministry of internal Affairs of Russia. The article concludes a general conclusion based on the results of the analytical examination.

The article is devoted to the formation of universal competences of students in educational institutions of the system of the Ministry of Internal Affairs of Russia using the case-method of teaching. The authors have identified the main synonymous contradictions in the definition of the concept of “universal competence”. The main problems that lie in the choice of means and methods of development and the formation of universal competencies of students are highlighted. The subject of the study was determined the process of formation of universal competencies of students. The basic concepts of the competence approach are considered. It shows what universal competences should be formed in the framework of GEF3 ++ by a specialist in the specialty law enforcement. Disclosed the concept of educational technology, as well as the essence of the case-method of teaching. It schematically shows what the technological stages of the case-method of teaching consist of. An example of one of the mini-projects, which is aimed at the formation of universal competencies of students. Table 1 showed the stages of formation of universal competencies among students, and Table 2 showed the formation of universal competencies of students in a class on the basics of special ATS equipment. As a result of the study, it can be concluded that, in general, the case method allows to improve the educational process, involve students in the process of live communication, instill autonomy for searching, analyzing, extracting and evaluating information, which contributes to the process of developing universal competences of future police officers. Rationale and relevance: the collection and analysis of objective information about the success service graduates institutional schools at the initial stage of professionalization allows you to define promising directions in system of professional training of employees of law-enforcement field and to adjust the educational process in accordance with the needs of operational activities. Objective: to study the satisfaction with the quality of educational services by their consumers (graduates) and employers (managers). The research method is a questionnaire survey of managers and graduates, including four sections. The first section assessed the readiness of graduates to carry out professional activities. The second section assessed the General cultural, business and personal qualities of graduates. The third and fourth sections identified shortcomings and advantages in the training of specialists. the article describes the results of a survey of managers and graduates regarding satisfaction with the quality of educational training. Description of research procedure and sampling: the survey was conducted a year after graduation from educational organizations, it took part 319 of the heads of the expert, investigative and operational units of the Moi of Russia in Volgograd region and 348 graduates of the Volgograd Academy of the MIA of Russia. Among 204 interviewees and evaluate the graduate of the specialty "Legal national security", 53 "Judicial expertise" and 91 "law Enforcement" 2008–2012 set. Results of the study: a high level of professional training was revealed in 59% of graduates of police operatives, 61% — investigators, 60% — experts. The average level of training by mentors was observed in 39% who graduated from the Academy with a degree in "Forensic examination", "Legal support of national security" and 40% — "law Enforcement". The results of the comparative analysis of the expert evaluation of managers and self-assessment showed that graduates are able to adequately assess the level of formation of the necessary competencies. This conclusion is confirmed by the results of the correlation analysis (the lowest correlation coefficient was 0.55). In conclusion, taking into account the results indicated the need for a systematic analysis of the effectiveness of educational and psychological training, the effectiveness of professional activities of graduates of educational institutions of the Ministry of internal Affairs of Russia.

The scientific article is devoted to the study of a complex but relevant problem for the period of creating the preconditions for sustainable development - the definition of approaches to providing the economy with strong human resources. It is noted that its formation is always faced with the issues of reproduction of the labor force, the effectiveness of which implies the achievement in total, at the same time high levels of quality of life and vocational training of people. Particular attention is paid to the emergence of new problems that increase the severity of personnel issues in Ukraine: there is a significant increase in labor migration of Ukrainians abroad, reducing the population and working age. However, despite the difficulties of the transition economy, the country has gradual, progressive changes in the entire system of educational infrastructure, attempts are being made to reform the organization of education in educational institutions of all levels: higher education, secondary school, vocational education. In addition to traditional vocational schools in the educational, already competitive environment, there are new educational institutions - technical lyceums, technical schools, colleges. However, a significant part of vocational schools has shortcomings related to the quality of their material and technical base, the level of training of teachers in terms of their mastery of the latest technological concepts and methods of teaching educational material. Improving the system of vocational training should be based on the understanding that innovative development has already become an integral part of the domestic economy and has led to new requirements for personal factors of production. Now there is a need to closely link professional training to specific production conditions of future activities, the entire educational process should be built taking into account changes in the state of production processes, target settings for obtaining the final results of enterprises. Under modern market conditions, the first priority is not the production of more goods and services of one type, but their differentiation and new quality characteristics within one product group. Relevant changes occur in the assessment of the personal factor of production. This is not just about the quantitative certainty of staff, but about the level of training of each employee, his ability to adapt to technical and technological changes. In the process of professional training it is important to form in future employees an awareness of their role and importance in the overall efficiency of enterprises, to bring to their understanding the high probability of losses associated with their possible errors in the production functions. The issue of greening of professional activity should be important in the educational processes of all educational institutions

The article is devoted to the analysis of the possibilities of operative (audial and visual) memory among cadets of military educational organizations. As a result of an empirical study of the mnemonic abilities of 56 cadets of the Military University of the Ministry of Defense of the Russian Federation, it was found that the perception of information in a visual form has a greater impact on the volume and quality of the stored material than the presentation of information in an auditory form. A technique was used to present 10 words in various forms and memorize. The revealed originality of the representative mnemonic systems of operative memory of servicemen (military cadets) serves as a basis for improving the educational process, combat training and personnel management.

It was found that systematic monitoring of the quality of education is necessary for effective management, informed decision-making, comparison and adequate assessment of the state of professional training. This task is successfully implemented through SWOT-analysis, which identifies strengths and weaknesses, potential opportunities and potential threats, establishing relationships between them, which can be further used to form quality management strategies for the training of future heads of educational institutions. A SWOT-analysis of the system of training future leaders (managers in the education system) was conducted and a matrix was developed on the example of Mukachevo State University. This made it possible to systematize information about internal and external factors that affect the quality of the educational process. Its results allowed to determine the competitive advantages of professional training, to form strategic priorities (ways) and to get a clear algorithm of further actions. In particular: periodically review educational programs, permanently monitor the market of educational services and resources of Mukachevo State University, systematically take measures to ensure the quality of educational services under the master's educational program «Educational Pedagogical Sciences: Management of Educational Institutions». At the same time, the analysis of the research results showed that the management of the quality of training of the future head of an educational institution depends on setting standards, updating educational programs, highly qualified staff, quality organization of the educational process and effective management.

Abstract. The purpose of the article is to highlight the problems of providing regional labor markets with qualified personnel and identify ways of effective interaction between educational institutions and enterprises. The theoretical significance of the article is that it, based on an experimental study conducted in the Donetsk region, analyzed the reasons for dissatisfaction of enterprises with the quality of professional training; the existing experience of cooperation between educational institutions and enterprises of the region is analyzed; barriers have been identified that prevent the establishment of an effective partnership between educational institutions and enterprises aimed at meeting the existing and future needs of the labor market in qualified personnel; the level of readiness of enterprises of the region to cooperate with institutions in the direction of modernization of material and technical base, internship of teachers, joint preparation of educational programs, advanced training of personnel is analyzed; on the basis of the analysis of results of survey it was identified professions for which it is advisable to start professional traininin in vocational institutions in Donetsk region; the model of competencies of the future skilled worker elaborated by employers is presented (on the example of the profession «Locksmith for repair of wheeled vehicles. Driver of motor vehicles (category «C»). Machinist of a truck crane»). The practical significance of the article is that based on the opinion of employers of Donetsk region, the authors offer recommendations to improve the interaction between educational institutions and enterprises of Donetsk region to solve the problem of professional training for current and future needs of the region’s economy. The presented recommendations and research model can be extrapolated to the effective development of labor markets in other regions of the country. It was revealed that the modern labor market in particular in Donetsk region is characterized by significant disparities between demand and supply of personnel (almost all vacancies in terms of occupations have a deficit, i.e. supply (number of unemployed) exceeds demand). There is a great lack of vacancies in the professions of auxiliary worker, driver of vehicles, seller of food products, seller of non-food products, cook. Instead, the scarce professions that are in demand in the labor market are a machinist bypassing turbine equipment, a locksmith repairing steam and gas turbine equipment, a machinist bypassing boiler equipment, an electrician servicing electrical installations, a kneading machine operator, a plumber, a nanny, an electrician for repair and installation of cable lines, a pipe and billet cutter, an extruder of refractory products. It is determined that the system of training of future skilled workers in educational institutions of the region needs significant modernization, as there are currently significant discrepancies between the level of preparation of graduates for professional activities and the requirements of employers. The difficulty of adaptation of graduates in the workplace is associated with the lack of certain professional competencies and personal qualities, the development of which should be paid attention to in the process of initial professional training in educational institutions — practical training, experience, practical knowlwdge), motivation to work. Deficits are also responsibility, independence, purposefulness, level of qualification. It was found that cooperation between educational institutions and employers is still carried out in traditional forms — the internships of students of educational institutions on the basis of enterprises, the participation of employees in assessing the quality of training. The prevalence of formal interaction significantly determines the quality of training for the needs of regional labor markets. The directions of personnel professional training for actual and perspective needs of the region labour market are singled out: excavator driver, car mechanic, electric gas welder, locksmith-repairman, electrician, turner, crane driver, confectioner cooker. The structure of the competency model of future skilled workers was identified — basic and professional competencies — that will ensure rapid adaptation and effective work of graduates at enterprises of the region. It is determined that for the effective development of regional labor markets and effective training for them the key is to implement the idea of public-private partnership of educational institutions and employers, the most effective forms of which should be cooperation in curricula development, advising on their content, methods and technologies of the educational process, providing recommendations for updating equipment, providing teaching materials, assistance in updating the library fund, databases, to ensure the educational process in the institution (invitation of so-called guest speakers), professional development of teachers and masters of industrial training, joint project activities, implementation of career guidance activities, organization of excursions of students and entrants to enterprises, informing about employment opportunities at enterprises, lobbying the interests of the institution at the level of local governments, participation in determining the development strategy of the institution, assistance in the process of attraction of additional sources of financing, creation of advisory bodies of the educational institution (advisory committee in the specialty, supervisory boards, etc.). The article contains the results of the research aimed at studying the problems of teaching Physical Training by means of distance learning technologies in educational organizations of the Ministry of Internal Affairs of Russia during the period of additional health and hygiene measures taken in order to protect public health in conditions of COVID-19 spreading. The research attempts at finding the ways to resolve the contradiction between the necessity to use distance learning technologies for teaching Physical Training in educational organizations of the Ministry of Internal Affairs of Russia, dictated by the current socio-economic situation, and the objective limitations of these methods in terms of the practice-oriented character of the discipline. Using theoretical analysis of the conclusions of the previously held studies of the topic and  their own observations and their comparison with the current practice of Physical Training teaching, the researchers detect the main obstacles of distance learning technologies and offer the ways to overcome them. The research results can be used for planning and organizing the educational process for Physical Training discipline in educational institutions of the Ministry of Internal Affairs of Russia.

Introduction: according to the official statistics, the number of acts involving information technology is increasing every year in Russia. In particular, currently, the types of crimes in the field of information technology are changing qualitatively and continue to evolve continuously, becoming highly organized and more sophisticated. Through the use of information technologies in Russia, such crimes as hacking, illegal data acquisition (information espionage), theft of other people’s property from payment (settlement) cards and accounts of citizens, trafficking of drugs, arms, human beings are committed; the extremist literature is distributed, new members of terrorist groups are recruited; pornography, including children, is spread, illegal gambling and online games are conducted; fraud through the use of cellular and IP-telephony services, theft of personal data in large amount and selling them, and other crimes are committed using information technologies. The current type of computer fraud – phishing – is gaining momentum. Its essence is that cybercriminals seek to get hold of the data of ordinary people through computer technology, and using this data, get hold of their funds, including financial ones. It seems that such actions can neither contribute to the development of Russian society, nor to the development of civilized relations in society, nor to the development of information networks themselves. After all, any technology can be used for both constructive and non-constructive technologies. And when these goals are destructive, the law enforcement agencies, in our opinion, should have an effective level of training to deal with such violations. We believe that it is not enough to calculate, detect, and establish. We still need to be able to bring the culprit to criminal responsibility. In this regard, the most important thing is to ensure that anonymity not only creates the illusion of impunity, but also that the law enforcement agencies have a sufficient legal, organizational and, first of all, personnel basis to expose the criminal. In order to successfully thwart crimes in the field of information technology, the availability of implementation of the adopted standards and the key to the implementation of the state policy in the field of information security is the training and education of appropriate personnel who would provide “breakthrough” results in this area. The purpose of the research is to study the issues of improving the training of the law enforcement officers in countering crimes committed through the use of information technologies. Methods: the research uses a comparative analysis and generalization of the examples of the educational methods used in the educational organizations of the Ministry of Internal Affairs in the field of information security. The authors study, in particular, the general theoretical and practical orientation of the educational process in this area, synthesizing the results obtained, whose purpose is to improve the training of highly qualified specialists for the Internal Affairs bodies capable of countering crimes in the field of information technologies. Results: the authors formulate the main directions for improving the training of the law enforcement officers to counter crimes committed using information technologies, in particular, on the example of the educational organizations used in the educational process of the Ministry of Internal Affairs of Russia. Thus, one of the measures proposed by the authors in this direction is the opening of a new specialty – cyber-investigator or cyber-criminalist. The entry of developed countries into the sixth technological order and the further active digitalization of the world economy predict a huge scale and replication of crimes using information technologies. This circumstance actualizes the need to popularize the profession of a cyber-investigator – a specialist with an interdisciplinary education, i.e. experience in the investigative agencies will have to be combined with the skills of a criminalist and a specialist in the field of information protection.

The paper presents the rationale for solving the problem of teaching the basics of applied swimming cadets of educational institutions of the Ministry of internal Affairs. The need for training these skills of cadets is high. Many students in the educational organizations of the Ministry of internal Affairs do not know how to assist and counteract the criminal in the water environment. Despite this, the future police during execution of official duties, the duty to assist, where appropriate, and within the framework of crime prevention, respectively, to the persecution, to oppose and delay in the aquatic environment of the offender. These circumstances determined the need to develop methods of teaching the basics of applied swimming cadets of educational institutions of the Ministry of internal Affairs. It was supposed to carry out the analysis of level of readiness of cadets in questions of knowledge of bases of applied swimming. To develop a program of training students in the basics of applied swimming and test its effectiveness. In the course of the study, pedagogical, practical, mathematical and statistical methods were used. In the course of the study it was found that the proposed program of practical training and methodology for teaching the basics of applied swimming is effective. This is indicated by the experimental data obtained as a result of testing of cadets. This fact allows us to recommend an experimental technique for use in the educational process of students.

The authors consider the peculiarities of internal affairs officers training for emergency mitigation in air transport. The problem of underpreparation of police officers for emergency and search and rescue operations in specific circumstances of emergency mitigation in air transport hasn’t been solved during a long time by now. The adoption of optimal forms and promising educational methods in the process of professional training of internal affairs officers is believed to be one of the ways to solve the problem. The article considers the possibilities of using the methodology of situational approach for the organization of training in the form of staff exercise, tactical and special training and tactical and special exercise. The authors suppose that the introduction of such educational forms into the educational practice will allow forming the necessary professional competencies. The use of staff exercise, tactical and special training and tactical and special exercise in the educational process not only helps develop the required skills, but also trains psychological resistance which helps perform operational tasks of this type fully and within the allotted time.
