The tourism sector is becoming an increasingly significant component of the economy of many regions of Russia. However, the lack of the necessary infrastructure does not fully utilize its potential. The pandemic has become an incentive for the development of domestic tourism and at the same time exposed many problems. So, on the materials of the Altai Territory, the authors gave an assessment of the state of the tourist infrastructure of the region, as the basis of the tourist sphere. The most important recreational zones of the Altai Territory were considered. It was revealed that most of the tourist zones of the region face many infrastructure problems — the lack of accommodation, lighting, social infrastructure, poor-quality roads. At the same time, solving these problems is a prerequisite for the sustainable development of the region’s industry. To develop a strategy for the further development of the tourism sector, the authors carried a SWAT analysis of the tourism sector of the region, proposed ways to solve the identified problems. The developed proposals will improve the state of the industry as a whole (primarily the infrastructure component), as well as increase its contribution to the regional economy.

The aim of the work was to demonstrate the possibility of forming a strategy of innovative development of the region that could accelerate the transition of the regional economy to the dominance of new technological structures. By constructing econometric models of economic dynamics, the timelines for starting the pre-mining of the fifth mode in the economy of the Tula region are estimated. The strategy of accelerating the innovative development of the region’s economy are described. The strategy is based on the program-target approach, reflected in the state program of industrial development in the Tula region. The effectiveness of the program is shown.

Ecological and economic indicators are a kind of indicator of the economic state of the regions, the ongoing processes, trends in the regional economy, the quality of life of population and characterize the sustainable development of the regions. These indicators should take into account the regional power structures that make management decisions for regional development. Often, these indicators are formed in isolation from each other, and the analysis of statistical reports does not allow the data to be formed up-to-date. The study identifies the reasons associated with the problems of sustainable development of the region’s economy, and notes the connection of these problems with the quality of life of the population. It is noted that ensuring a high level of economic development in the regions is often at the expense of the state and quality of the environment. It is noted that Russia is following the path of international trends in the development of the regional economy – compliance with the Sustainable Development Goals (SDGs). This is due to the support of the global strategy of economic development within the framework of the “green economy”. The article examines the components of the environmental quality indicators of the Russian regions, and also establishes a correlation between them and the criteria for evaluating the effectiveness of the work of the heads of regions and regional executive authorities, which ultimately reflects the level of development of the region as a whole. In the work, using the National Environmental Rating for 2020 of the subjects of the Russian Federation, leaders and outsiders among the regions of the Russian Federation are identified by the level of their environmental condition. According to the results of the ecological and economic assessment, the authors ranked the complex indicator of the state of environmental indicators in the regions, which include a list of six indicators: the level of emissions of harmful substances, the discharge of polluted wastewater, production and consumption waste, water consumption, energy consumption, and environmental protection costs. The researchers analyzed the positions of the Voronezh Region in terms of the quality of life in the region and finding a position in the environmental rating of the subjects of the Russian Federation. The authors propose a grouping of regions by the value of a complex indicator, study the indicators of the ecological state of the regions, and correlate between sustainable development and the quality of life of the population of the regions

The effective development of the territorial tourist and recreational complex deals with the conduct of tourist and recreational expertise, during which it is possible to assess the tourist and recreational potential of the territory, its current use, directions for further development of tourism and the risks associated with it. It the summer of 2020, the territorial tourism and recreational expertise was carried out in the Razdolnensky district of the Republic of Crimea, including sociological surveys and in-depth interviews with 25 representatives of the tourism business. As a result of the study, a portrait of a tourist was formed, the current state of the tourist infrastructure was analyzed, organizational and managerial risks and risks (natural and anthropogenic) affecting the effective use of the tourist and recreational potential of the territory were identified. Today pos. Steregushee and pos. Aurora are the centers of amateur family budget tourists with children who come in most cases on their cars who prefer unassuming holidays in the summer. According to experts, today there is no possibility for changing the model of tourist services in connection with the presence of problems of infrastructure and environmental nature. Infrastructure problems are reduced to small areas of equipped beaches. Environmental problems are associated with abrasion-accumulative processes (erosion of the coastline), tampering the territory by algae and the seaside grass of the semi-family (Zosteraceae). In the case of contamination of the beach of the seaside grass, the beach capacity is reduced by 2 times, and the load exceeds the maximum permissible. The elimination of the problems and change of the tourist and recreational model of development implies the development of a program for the development of the territory of the Razzonsky district, is required for an organized and controlled recreation and tourism, which will give income and taxes to the budget. According the results of the tourist and recreational expertise, relevant recommendations were given and the prospects for the development of rural and gastronomic tourism, sports views (kitesurfing), autotourism, as well as the development of general and specialized infrastructure, including glumpings are given.

“Algal Bloom” have been broken in Wuliangsuhai lake in May 2008 and in May 2009, this situation has caused some loss of lake inherent function,for example aquaculture, irrigation, tourism and so on, at the same time,severely restricting the sustainable development of regional economy. It is a very important Question for “algal Bloom” need to be concerned of leads and scholars.Water quality, hydrology, meteorology etc Monitoring data were analyzed for the "algal Bloom" period. The results show: The main reasons of “algal Bloom” were many beneficial factors for algal growth and water eutrophication in the state of long-term.

The article considers the features of SMEs from the perspective of their influence on the growth of the regional economy. It is proved that in order to achieve a positive value, support from the state and regions is required. Support measures are being considered. Support for the coronavirus pandemic is particularly analyzed. It is concluded that this will allow SMEs to act effectively, while remaining a factor in ensuring the sustainable development of the regional economy.

The article deals with the issues of assessing the dynamics of sustainable development of the tourism economy in the Republic of Kazakhstan. Various points of view of domestic and foreign scientists and researchers to the study of the sustainable development of the tourism economy are analyzed. Based on the analysis of modern literature, the definitions are clarified and methods for assessing the dynamics of sustainable development of the tourism economy in modern conditions are supplemented. When writing the article, the authors take as a basis the state programs, including the Concept of development of the tourism industry of the Republic of Kazakhstan until 2023, the State Program of Development of the tourism industry of the Republic of Kazakhstan for 2019-2025, etc.Some statistical methods for assessing the indicators of the tourism sector are described. Using statistical data for 2015-2019, which characterize the dynamics of the number of visitors for inbound and outbound tourism, the calculations of the variation indicators, which characterize the intensity of variation of the corresponding attribute, as well as the uniformity of the composition of the studied population, are performed.

On the basis of statistical information analysis of the main market trends in the tourism industry of the Yaroslavl region in the context of municipalities is carried out, the dynamics of tourist flows is estimated. Positive dynamics for each of the quantitative indicators characterizing the market of tourist services is noted, which indicates an overall improvement in the tourism sector of the Yaroslavl region. Last years the growth of the municipalities´ contribution in the total tourist flow in the Yaroslavl Region is noted. This also applies to other indicators of development of the tourism industry. At the same time, the qualitative characteristics of the tourist infrastructure, represented by means of accommodation, transport, including roads, places of interest and sightseeing services, indicate the need to modernize most objects and rendering of the state support of development of tourist infrastructure in the region. To determine the prospects of tourism development in the context of municipalities (urban districts and municipal areas) of Yaroslavl region on the basis of state statistical observation and statistics of the territorial body of the Federal State Statistics Service in the Yaroslavl region has been accomplished forecasting basic indicators of activity of collective accommodation facilities and market the tourism industry. In the Yaroslavl region there is great potential for further development of the tourism industry due to its integration with many of the industries. It will contribute to the development of the economy of the region, and will have an impact on adjacent industries, such as transport, food, communications, trade and others.

The article substantiates diversification as a tool to ensure sustainable development of rural areas in decentralization, which contributes to increasing incomes of the rural population, increasing gross agricultural and non-agricultural products, ensuring the competitiveness of rural areas, achieving economic, food and environmental safety, rational use, protection and reproduction of natural resources. In the process of researching the level of sustainable development of rural areas, monographic and graphic methods and scientific generalization were used. The study identified internal factors that affect the sustainable development of rural areas. Social factors include living conditions, the situation on the labor market, the state of social infrastructure. Economic factors should include the provision of agricultural land, the state of diversification of agricultural and non-agricultural activities, the amount of investment in economic development, the level and structure of household income in rural areas. Environmental factors include the level of air pollution, the situation with waste, the use of freshwater, the application of fertilizers to soils, the production and restoration of forests, the level of investment in environmental protection. External factors influencing the sustainable development of rural areas include the political situation in the country and the world; decentralization process; state programs to support rural development and agriculture; the level of supply and demand for goods and services produced in a particular area, etc. It is substantiated that diversification is a tool to ensure sustainable development and strengthen the competitive advantages of rural areas. It is stipulated that attracting investments in rural development and diversification of economic activity will contribute to job creation; income growth of rural residents; the revival of local crafts, customs and crafts, improvement of villages and change of consciousness of villagers. Further research should be carried out in the direction of calculating the integrated index of sustainable development of rural areas in Ukraine to identify regional disparities in the social, economic and environmental spheres of the functioning of these areas in the context of decentralization.

Subject. The article discusses the prospects for the development of the Krasnoyarsk Krai and the implementation of the import substitution programme. Objectives. The article aims to analyze the tax potential of the Krasnoyarsk Krai, highlight the main problems, and identify possible directions for further development of the Krai. Methods. For the study, we used systems and institutional approaches, the methods of statistical and comparative analyses, and data tabular and graphic visualization. Results. The article identifies the main obstacles to the sustainable development of the Krasnoyarsk Krai. Conclusions. The Krasnoyarsk Krai has a strong economic and resource potential for further development, which is not being implemented properly.
