Considering the conditions and specifics of work, the constant tension of the labor process, service in the organs of internal affairs is undoubtedly one of the most difficult types of professional activity. Thus, according to the indicators of tension, it belongs to the 3rd class of complexity. Practically all areas of operational and service activity of the internal Affairs bodies imply collective work, with a large number of employees United by the solution of complex state tasks on protection of life, health, rights and freedoms of citizens of the Russian Federation, foreign citizens, stateless persons, for combating crime, protection of public order, property and for ensuring public safety. In such a situation, special attention should be paid to the moral and psychological climate, which is formed in one or another staff of the internal Affairs bodies as a result of constant interaction both in office and outside it. In modern conditions of constant reforming, optimization of structure and regular number of the Ministry of internal Affairs among employees of law-enforcement bodies various negative interrelations which in General can be characterized as destructive are shown. The need to strengthen the discipline among the employees of the internal Affairs bodies by constantly monitoring the socio-psychological climate in the team and the formation of optimal relationships in the service teams is one of the most important psychological and pedagogical tasks of the entire management of the Ministry of internal Affairs at all levels.

The key objective of the Ministry of Internal Affairs of the Russian Federation is law enforcement within the country. Therefore, studying the problems of improving the professional development of managerial personnel in the system of the Ministry of Internal Affairs of Russia requires a thorough study. This article focuses on the psychological and educational basis of the process, which, in the authors' opinion, is one of the research priorities. Methods used: the California CPI personality questionnaire (a methodology adapted for working with senior personnel of the Internal Affairs bodies) which allows to identify the socio-psychological potential of an officer and his individual components - personality traits contributing to socially significant achievements [1]. It is important to note that the problem of managerial potential in the internal affairs bodies is still under development. Consequently, the topic of the study remains very relevant as well as not entirely worked out.

the article deals with the management activities of the head of the internal affairs bodies of the Russian Federation. The main professionally important qualities of the head influencing his professional activity are highlighted. An ideal model of the pedagogically cultural personality of the head of the internal affairs body of the Russian Federation is proposed, which is a set of those properties that must be formed by the head. This model consists of a number of subsystems that are the main dialectically interconnected and interdependent structural elements; pedagogical skills, active life position, knowledge and understanding of pedagogical phenomena, pedagogical conviction. The article discusses the views of a number of scientists regarding the pedagogical culture of the leader. The pedagogical culture is considered as an integral element of the set of professionally important qualities of the head of the internal affairs body of the Russian Federation. The authors conclude that the mere presence of professionally important qualities in a person cannot ensure the high efficiency of managerial activity if, in the process of training and preparation for managerial activity, they were not developed to the highest level - professionalism.

The article studies the components of the structure of the motivational sphere of the personality of employees of the internal affairs bodies of the Russian Federation. A theoretical and methodological analysis of the currently existing approaches to the study of the motivational sphere of a person's life is carried out and only those that are focused, to a greater extent, on the search and description of the dispositional (trait-like) foundations of motivation and the assessment of individual differences in the degree of their severity among employees are highlighted. ATS, to identify their deep motives and values that determine professional behavior and are able to predict it. One of the goals of the work was to create an original psychodiagnostic toolkit aimed at identifying the psychological characteristics of the professional motivation of candidates to enter the service in the internal affairs bodies, employees to be appointed to other positions in the internal affairs bodies and the choice of a certain direction of professional service by them. The novelty of the results lies in the fact that on the basis of the proposed structure and known methods and tests - questionnaires, a «Methodology for studying the professional motivation of candidates to enter the service in the internal affairs bodies, employees for appointment to other positions in the internal affairs bodies and the choice of a certain areas of professional service», which includes 12 basic scales: the need for achievement; the need for power; the need for security; the need for ownership; locus of control; hedonism / altruism; ambition; behavioral regulation; corruption resistance; conscientiousness; professional identity «I am a policeman» and a mandatory scale of «social desirability» and atypical responses. The developed methodology can be used in the activities of personnel departments to improve the professional psychological selection of candidates for entering the service in the internal affairs bodies, employees for appointment to other positions in the internal affairs bodies and the choice by them of a certain direction of professional service activity.

The article considers the relevance of the introduction of the complex “Ready for Labour and Defence” (abbreviated as GTO in the Russian Federation, analyses how it encourages young people to practice sports. A comparative characteristic of the GTO standards that were in force in the USSR and of those that are in use in modern Russia is carried out. The correlation between the results of passing the standards for physical training and the GTO complex by cadets of education organizations of higher learning of the Ministry of Internal Affairs of the Russian Federation is revealed. The importance and significance of the introduction of the above-mentioned complex is proved. A comparison of the attitude of cadets of higher educational institutions of the Ministry of Internal Affairs and students of technical universities was made, which led to the conclusion that it is necessary to increase interest in passing the GTO complex not only among athletes and cadets of law enforcement institutions, but also among the youth of the country as a whole. Based on the results of a survey of one hundred and fifty people aged from 17 to 23 years, a study was conducted to reveal the affect of passing the GTO standards on young people’s desire to practice sports. The results of the survey presented in the diagram allow us to draw a conclusion that the «GTO» complex encourages young people to sport. The survey also revealed a number of current problems related to the inability to train and pass certain types of additional standards, as well as ways to solve them. The study was conducted to examine the opinion of young people about the GTO complex, as well as to determine the relevance and need to popularize this complex among the younger generation. The importance of keeping a healthy lifestyle and maintaining good physical shape through sports training is highlighted.

The article shows that in the conditions of modern times the creation of a favorable micro - climate in the subdivisions of the internal affairs bodies is of great importance. To organize a successful labor process in police units, it is not enough to just appoint an employee to perform a particular job. Work should be performed not by one individual person, but by a single, cohesive team. For the formation of such collectives and the rallying of personnel, it is effective to apply technology such as team building that will help to prevent conflicts in the work collective and create a cohesive and effective team of employees willing to work hard not only for the sake of material compensation and development of the organization's functionalities, but also for the benefit of the common cause

The necessary defense is an inalienable right of every person, consisting in the protection of life and health, rights and legitimate interests belonging both to himself and to third parties. It is necessary to agree with the authors of the monograph that this form of self-defense is "one of the oldest institutions of criminal law, which since ancient times is based mainly on the instinct of self-preservation of a person living in society, and the desire to protect themselves from the surrounding dangers of domestic and social nature" (p. 7). The" merits " of the legal institution under consideration should also include the fact that it has a really effective deterrent potential against crime, since the prospect of receiving a tough rebuff from the defender has a much greater impact on the attacker than the probability of being in the hands of justice. At the same time, a qualified legal assessment of all aspects of the incident determines the distribution of the "victim" and "accused" statuses, which are sometimes repeatedly "exchanged" by participants in numerous conflicts during the judicial and investigative proceedings. An equally problematic aspect is the possibility of provoking an attack with the subsequent imitation of the state of the necessary defense from hooligan, selfish or other deviant motives. Accordingly, the correct legal assessment of the application of this form of self-defense in practice is a highly significant element of law enforcement. This is what determines the value of the institute of legal self-defense as an object of scientific research.

The author has studied scientific concepts on the introduction of service-oriented activities of public administration authorities aimed at meeting the needs and interests of society through the provision of quality public services to the population, coordinated with long-term goals of society and state’s development. It has been proved that public and service activity of public administration authorities is really possible and actually feasible under the condition of creation and functioning of optimal normative, material and resource, organizational base for its guaranteeing (availability of legislative and other normative and legal documents, functioning of specialized service centers for providing administrative services with the staff of qualified civil servants and electronic databases, etc.). It has been emphasized that the content of public and service activity of the Ministry of Internal Affairs of Ukraine is: a) a separate function of the service state, the content of which is to change the ideology, forms and methods in the work of law enforcement agencies; b) one of the externally-oriented functions of a specially created state institution along with such functions as regulatory, supervisory and law enforcement, c) the basis for the authorized entity to implement the tasks and functions of the state to ensure human rights and freedoms, as well as the interests of society and the state, keeping public order and security, combating crime, d) high-quality and affordable provision of administrative services to specific individuals in the form of licensing, registration and other similar actions in the law enforcement sphere.

This article is dedicated to the influence of fiction literary works upon the moral, ethical and intellectual level of staff members, as well as increase of professionalism of the employees of law enforcement. It is noted that increase of professionalism is one of the multifaceted questions requiring integral approach in solution of the tasks of legal, ethical and psychological nature. Improvement of personal qualities of each employee is a determining factor of increasing efficiency and performance of the entire system of law enforcement agencies. It is claimed that personal development is the key to increasing professionalism. The article examines the content of educational aspect of fiction literature and its significant role in formation of personality of staff members of law enforcement agencies, namely moral qualities through a literary character. Analysis is conducted on the main aspects of the heritage of fiction literature as an essential condition for moral upbringing of the staff members, which is reflected in belonging to a noble actions, achievements and heroism of the previous generations. The author develops recommendations for the units on application of artistic means in the process of formation of personality of staff members of the Ministry of Internal Affairs of the Russian Federation.

The article presents the results of a content analysis of negative publications about the internal affairs bodies of the Russian Federation, distributed on the Internet for 9 months of 2021. From them, information with signs of discrediting was selected and analyzed, as a result of which communicative features (subject composition, transmission channels, content, communicative intentions of the authors) discrediting the internal affairs bodies of the Russian Federation (employees) were revealed. From the obtained generalized picture, it follows that discrediting as a strategy in the fight against the legitimate activities of law enforcement agencies is actively used in the modern media space. In this regard, it is important to develop adequate measures to counter this negative social phenomenon by the information and public relations departments of the Ministry of Internal Affairs of Russia.
