The training manual provides an analysis of waste management mechanisms in foreign countries. The normative legal base of the Russian Federation in the field of waste management is considered. The third edition of the amendments to the regulatory framework of the Russian Federation in the field of waste management as of January 1, 2018, the procedure for registration of the passport of hazardous waste. The composition of the Federal classification catalog of waste is given. The procedure of assessment of the impact of the production enterprise on the environment is considered. The recommendations for the preparation of documents for approval by the Supervisory authorities of the draft standards of waste and limits on their placement. The standards of payment for waste disposal, approved for 2017, 2018, as well as lowering and increasing the coefficients to the payment rates, designed to stimulate enterprises to use the best available technologies for waste management and reduce the volume of their placement, which are gradually introduced from January 1, 2016 to January 1, 2020. The procedure of Federal statistical accounting of waste and objects having a negative impact on the environment is considered. The fundamentals of existing waste management mechanisms through environmental control, licensing, environmental assessment, environmental audit and environmental insurance are considered. Measures of responsibility for non-compliance with the legislation on waste management are considered. Methodical materials for the educational process are given: tests for intermediate control of knowledge and recommendations on the topics of abstracts and reports of students on the discipline "waste Management". The textbook meets the requirements of the Federal state educational standard of higher education of the last generation. For students of higher educational institutions studying in the field of "Technosphere safety", as well as for a wide range of engineering and technical workers of various industries.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The article deals with the problem of improving the quality of professional training of cadets of military educational institutions of higher professional education of the National Guard troops of the Russian Federation (hereinafter referred to as military universities of the VNG RF), the solution of which determines the level of security of the Russian Federation. In connection with the changes that have occurred in the educational process on the basis of the requirements of the Federal State Educational Standard of Higher Education 3 ++, as well as in the structure of the troops, the need to revise the content of military education, as well as the choice of more effective methods for its implementation, has been identified. After analyzing the current state of affairs, the possibilities of frame methods were studied, the main advantage of which is the intensification of the educational process through the structuring of educational information. The authors have developed frame schemes, the effectiveness of which has been tested experimentally. All this made it possible for the teacher to devote more time to explaining the educational material of a lesson, eliminating the excessive amount of information, and for the cadets - to study the subject in more detail, to comprehend the information received, and then apply these methods in their future professional activities when training the personnel of their unit in the army.

This article is devoted to the study of the negative aspects of the impact of the Internet on the life and health of persons who have not reached the age of majority in Russia (that is, the age of 18), as well as the criminal law and forensic possibilities of countering this. In the article, the authors goes by the types of information that are legally prohibited for distribution among minors in the Russian Federation. Having analyzed the types of this prohibited information, the authors identified exactly those types that can threaten the life and health of children. The article examines the problematic aspects of familiarizing minors with such information on the Internet, analyzes the norms of the Criminal Code of the Russian Federation, which provide for criminal liability for the distribution of this information on the Internet. The practical aspect of this study is expressed in the analysis of the issues of qualification of such crimes, their differentiation with similar elements of administrative offenses. As a result of the analysis of these criminal law norms, the authors have identified a number of gaps that need to be filled. In this regard, in order to increase the effectiveness of the criminal law struggle against the negative impact of the Internet on the life and health of minors, some amendments to the articles of the Criminal Code of the Russian Federation are proposed. The article also analyzes the forensic aspects applicable to this topic, namely, it examines some features and problems of identifying, disclosing and investigating crimes committed against minors with the use of the Internet. The author's conclusions and suggestions on this matter are expressed.

Inflation is a complex multilateral process, which, in general, has a negative impact on the economy, reduces the level of economic activity of the population and leads to a decrease in the level of real income. The article studies the main constituent elements of the inflation category, reveals the parameters of the impact on the economy of the inflation process, studies the dynamics of factors affecting the forecast inflation rate in the Southern Federal District, develops a regional multifactor inflation model, and based on the approximated data, a forecast of the annual inflation rate is constructed in the Southern Federal District at the end of 2020. The most significant factors affecting the inflation rate in the Russian Federation were identified from the position of the direction of their influence: acceleration or deceleration of inflation, as well as from the point of view of their degree of influence on the inflation rate. At the same time, the influence of the coronavirus pandemic and fluctuations in the oil market on the economic parameters in the Russian Federation in 2020, on the price level of individual food and non-food products was examined. The analyzed indicator of the inflation rate is defined as an indicator of the state of the economic situation in the country, it is revealed that this variable will be dependent. Using the methods of correlation and regression analysis, a mathematical expression is found in the form of a regression model and its adequacy and statistical significance are evaluated. The coefficient of pair correlation, which characterizes the degree of statistical dependence between two variables, without taking into account the influence of other variables, was adopted as the main indicator characterizing the relationship between the analyzed variables. As a result of the calculations, a model of multiple linear regression of the inflation rate was built, the average monthly nominal accrued wages of the employees of the organizations were approximated, and approximation equations were obtained, which made it possible to build an inflation rate forecast for the Southern Federal District for 2019-2020.

A comparative analysis of the functioning of the transaction sector of the Perm region and regions considered as its competitors. Developed the organizational-economic mechanism of management of transaction sector of the economy of the region. The monograph is addressed to a wide circle of readers: students and teachers of universities, scientists and practical workers. The proposed technique and the mechanism of management of transaction sector of the region can be used by authorities of constituent entities of the Russian Federation in the development and adjustment strategies and programs for socio-economic development of the region, educational institutions of higher and further education in the educational process, scientific-research organizations in the development of theoretical and methodological approaches to the management of the transaction sector of the economy of a particular region.

This article investigates the impact of Communist historical legacies on the variation of sub-national regimes in a federal state. It focuses on the Russian Federation and studies the role of sub-national variations of membership rates in the Communist Party of the Soviet Union (CPSU) during the 1970s and 1980s as a predictor of regional democracy in Russia in the 2000s. Using a unique dataset collected by the authors, the article shows that past CPSU membership rates continue to have a significant and negative impact on democracy at the sub-national level. The article also investigates possible mechanisms of this effect and links them to the persistence of Soviet bureaucracies and their role in exercising control over regional economies. These findings contribute to understanding the complex nexus of federalism and sub-national democracy and to the study of the role of communist legacies in democratisation.

Allium oschaninii O. Fedtsch. is distributed in the middle belt of the Pamir and Altai mountains. The local population uses leaves and bulbs for food in fresh and canned form. Selective forms of onion Oshanina still does not exist. The research was carried out in the AllRussian Research Institute of Vegetable Growing a branch of the Federal State Budget Scientific Institution "Federal Scientific Center for Vegetable Growing" (VNIIO branch of FGBNU FNCS) in 20142017. The object of the study was a collection of five samples of A. oschaninii O. Fedtsch. of various origins. Experiments were conducted to study and describe the biological and economic features of onion Oshanin (Allium oschaninii O. Fedtsch.) In the Moscow region; statistical processing and analysis of research results; methods for describing the characteristics used to assess distinctness, uniformity and stability are given. The object of the research was a collection of five samples A. oschaninii O. Fedtsch. of various origins. Methodical recommendations for registration of onion Oshanin (A. oschaninii O. Fedtsch.) In the State Register of Selection Achievements, admitted to use in the territory of the Russian Federation, for introduction into culture and introduction into production, are developed. The methodological recommendations have been prepared in accordance with the principles of similar methods used in UPOV and the State Commission of the Russian Federation for Testing and Preservation of Selection Achievements. A system of parameters has been developed, the use of which will ensure the contribution of new knowledge to the theory and practice of seed selection and production, will help to speed up the development of new varieties and hybrids with high winter hardiness, with early and harmonious growth of leaves, a long period of preservation of commercial qualities of green products resistant to peronosporosis for the Non-chernozem zone of the Russian Federation, to assess the effectiveness of selection work in order to increase yields, improve product quality and increase the resistance of new varieties to the impact of factors on of the circling medium. The results of the research can be used in breeding organizations and state stations, in the description of new varieties based on the characteristics used to assess distinctness, uniformity and stability.

Purpose. To study the impact of the COVID-19 pandemic on the professional activities and health of ophthalmologists in the Russian Federation. Material and methods. The All-Russian online survey of ophthalmologists «Impact of the COVID-19 pandemic on the professional activity, lifestyle and health of ophthalmologists in the Russian Federation» was conducted. The results are presented in % of those respondents who are engaged in the relevant activity. Results. The survey involved 582 ophthalmologists from various regions of Russia. In April 2020 (in the first month of non-working days throughout the Russian Federation), the work load as a whole became less than usual for 54.8% of respondents. In addition, 18.4% of respondents stated that they did not work during the entire April 2020. The number of face-to-face consultations decreased in 74.3% of the surveyed ophthalmologists. The number of telemedicine consultations decreased in 27.0% of respondents, and increased in 34.1%. The number of emergency and urgent surgery decreased in 25.0% of respondents, and increased in 23.2%. The number of planned surgery decreased in 80.4% of respondents. 23.9% of respondents began to provide medical care in an additional and new profile of ophthalmological care (which they do not usually do). Salaries in April 2020 decreased for 66.7% of respondents, in August 2020 – in 41.4% of respondents. Ophthalmologists have become more engaged in the study of professional literature on ophthalmology and coronavirus, as well as writing scientific products (articles, patents, etc.), preparing reports and presenting them. In 57.8% of cases of infection of ophthalmologists with COVID-19 was associated with their professional activities and 37.3% of infection with an ophthalmic patient. In 83.3% of cases, ophthalmologists were treated for COVID-19 on an outpatient, in 16.7% of cases – in an inpatient. In 66.7% of cases the health status of ophthalmologists after the coronavirus infection COVID-19 was poor. Conclusion. The COVID-19 pandemic had negative impact on the professional activity and health of ophthalmologists in the Russian Federation. Over the past several years, the reform of the waste management industry has been gaining momentum in the Russian Federation, in which a growing number of key players are involved. The active development of this industry is dictated not only by the necessity to maintain sustainable development, but also by a number of social, environmental, and economic factors. To confirm the prospects of the Russian waste management system, both from the point of view of private business and from the point of view of the government, the approximate capacity of the waste disposal market has been identified by the authors of the article. More than seven and a half billion tons of production and consumption waste is generated in Russia annually, and there is a steady upward trend in this indicator. The analysis of the waste management scenarios carried out in the article shows that in the meantime both landfilling and utilization account for an almost equal share of waste – about 50 %. At the same time, there are incentives for an annual increase in the share of waste sent for utilization. In the process of estimating the capacity of the waste disposal market, the average cost of disposal of one ton of waste in Russia has been pointed out. High capacity of the promising market for waste disposal in the Russian Federation anticipates an increase in demand for high-tech national equipment in the analyzed industry. The authors also revealed an opportunity for Russian enterprises to save large amounts of financial resources as a result of the transition from landfilling to waste utilization. The high growth potential of the national waste management industry, as well as ample opportunities for additional savings by reducing the cost of payments for negative impact on the environment, confirms the attractiveness of the waste management industry in the Russian Federation for the government, the citizens, waste-generating enterprises and companies producing waste utilization equipment and providing waste management services.

Development model based on the export of raw materials and high dependence on external economic conditions are among the main strategic threats to the national security of the Russian Federation in the field of economy. So, a number of states, not without reason, are trying to realize these threats in order to achieve their geopolitical goals by imposing different restrictions, various prohibitions and multiple sanctions. Some results of the analysis of the impact of the anti-Russian sanctions on the Russian foreign trade in 2014-2016 I present in this article. For the sphere of foreign trade, it is shown that the negative impact of prohibitions and sanctions, as well as adverse external and unfavourable internal processes and factors, had a greater impact, first of all, on the fuel and energy, petrochemical and machine-building complexes. The subjects of the Russian Federation with a high concentration of export and import, oil and gas extraction and metal-production were affected stronger than other regions. Along with this, the impact of sanctions and the response of the Russian government are stronger on the export of Russian products than on imports.
